US Ambassador in Pakistan Nancy Powell, on January 23, said Pakistan must that ensure its pledges are implemented to prevent the infiltration of terrorists across the Line of Control (LoC) and end the "use of Pakistan as a platform for terrorism". She also proposed a cease-fire along the LoC as a way to encourage peace in the Indian State of Jammu and Kashmir. "We continue to look for ways to encourage peace in Kashmir. One important step can be a cease-fire along the Line of Control," she said, while speaking at a luncheon meeting of American Business Council (ABC), in Karachi. She said that, during the last visit of Assistant Secretary of State Christina Rocca to Pakistan, it was reaffirmed the US would continue to honour commitments made by President George W. Bush and Secretary of State Colin Powell to promote a dialogue between India and Pakistan. She also said that, in the wake of 9/11, the US has initiated a $73 million programme to assist Pakistan in reducing illegal weapons-smuggling, combat narcotics flow, as also prevent the movement of terrorists who killed people all nationalities, including Pakistanis.

"It's an assessment, not a proven proof," Musharraf was quoted as saying. "It's a guess of my intelligence services. With all the bombing taken place (in Afghanistan), bin Laden could not be roaming around with 100 bodyguards for a long time. Furthermore he is tall and recognizable," he added. Musharraf while ruling out the possibility that bin Laden could be in Pakistan, said, "If he is alive, he is in Afghanistan."

The United States said on January 30 that it had designated the Pakistani sectarian group Lashkar-e-Jhangvi (LeJ) as a Foreign Terrorist Organisation. The LeJ, alleged to have links with the Al Qaeda, has also been named as a suspect in the abduction-cum-murder in Pakistan of US journalist Daniel Pearl. The decision was announced in the Federal Register, a gazette of US government business and by the State Department. A Bulletin from the Office of Foreign Assets Control issued by the department confirmed putting LeJ, a Sunni group already proscribed in Pakistan, as an entity on the terrorist bodies' list. "Today I am taking another important step in our campaign to eliminate the scourge of terrorism… I am designating the Lashkar-i-Jhangvi as a Foreign Terrorist Organisation under US law. The Government of Pakistan has already designated the Lashkar-i-Jhangvi a terrorist organisation, and we look forward to working with Pakistani authorities to shut this group down," said Secretary of State Colin Powell. Media reports said that the decision came a day after Powell held talks with the Pakistani Foreign Minister Khurshid Mahmud Kasuri, who renewed Islamabad’s support for the US anti-terror campaign.

In a statement, he condemned the Indian leadership for continuing a propaganda against Pakistan which he said was aimed at diverting international attention from the "indigenous" Kashmiri struggle against New Delhi rule. Earlier on February 8, the Indian Premier Vajpayee had said that Pakistan had done nothing to end terrorism against India, accusing it of expanding its campaign to Nepal and Bangladesh. "Nothing could be further from the truth," Akram was quoted as saying by the Kathmandu Post. "We will not use friendly countries for such acts. We do not engage in such activities in the first place," Akram said. Meanwhile, the Nepalese Foreign Secretary Madhu Raman Acharya said, "We have no comments to make now."

The Pakistani Foreign Office has denied a report published by the London-based Financial Times that country's external intelligence agency, the Inter Services Intelligence (ISI) is helping the Taliban regroup and termed the report as being absolutely wrong. The February 7 report quoting senior Afghan officials and diplomats in Kabul had said that "Members of Pakistani intelligence are helping remnants of the Taliban to regroup more than a year after they were ousted from power." Foreign Office spokesperson, Aziz Ahmad Khan, told the BBC "Pakistan’s impeccable record speaks volumes about its veracity with international fraternity and latest in this regard is clear… The allegation is absolutely baseless. Pakistan’s record in this regard is clear."

Police sources and witnesses said three men on a motorbike stopped in front of a tea shop adjacent to the Imambargah, opened fire using AK-47 rifles, and fled from the incident-site. Senior Superintendent of Police Manzoor Mughal said it was an act of sectarian killing. Separately, Sindh Home Minister Syed Sardar Ahmed later said the killings were intended to destabilize the democratic government an added that connected with the incident were the same as those who had murdered Muttahida Qaumi Movement––Altaf (MQM-A) leader Khalid Bin Waleed.

Describing President Pervez Musharraf as a "traitor", former Pakistan Prime Minister Nawaz Sharief has said that he and Indian Premier Atal Behari Vajpayee "almost" decided on a deadline to resolve the Kashmir issue, but the process was sabotaged by the Pakistan military by staging the Kargil war. In his first interview on record ever since he was exiled to Jeddah in Saudi Arabia in 2000, Sharief said that he along with Vajpayee had decided to resolve the Kashmir issue peacefully through the Lahore peace process. "I can only say here that Vajpayee and myself had almost decided a deadline for a peaceful resolution of the Kashmir dispute," he told Pakistan’s Daily Times from his exile. "Vajpayee’s visit to Lahore was a link in the chain. Had it not been for Kargil whereby all our plans were sabotaged, the issue of Kashmir would have reached an historical resolution long ago," he said. The former Premier added, "All events in the aftermath of Kargil episode especially 12th October 1999 are inextricably linked. Three other persons, reportedly living in Saudi Arabia, were also named in a 42-count Justice Department indictment. Initial appearances are to commence in the US Federal Court in Alexandria, Virginia, before Judge Rawles Jones, said US Attorney Paul McNulty. The accused have been indicted on conspiracy, firearms and other charges for alleged roles in a conspiracy to train and participate in Jehad in Kashmir in support of the proscribed Lashkar-e-Toiba (LeT). They have also been accused of conspiring to prepare for and engage in Jehad in Chechnya, the Philippines and other countries. The group reportedly obtained AK-47 rifles and practiced small-unit military tactics in Virginia using paintball weapons and items to simulate actual combat in preparation for Jehad, said the Justice Department. The indictment said that some of the defendants traveled to Pakistan and trained with the LeT, listed by the US among terrorist organisations. The Maulana made this remark while commenting on the July 22-terrorist attack on an army camp in Akhnoor, Jammu, in which eight soldiers, including a Brigadier, were killed and three top Generals injured. A hitherto unknown group called the Al-Shuhda Brigade while claiming responsibility for the attack had said that it was to protest the Maulana’s remarks in India that the Line of Control (LoC) should be converted into a permanent border. Fazlue Rehman said that his party the Jamiat-Ulema-e-Islam condemned the attack and the Mujahideen should cease their operations. "The ultimate end of every militant struggle is negotiations and now the Kashmiri mujahideen movements should reach that conclusion. We are striving for a peaceful solution of the issue for them," he added. The documents, prepared by the Defence Intelligence Agency (DIA) in 2001 and declassified in a censored version this past week, also indicate that Afghan Northern Alliance guerrilla commander Ahmad Shah Masood may have been killed two days before the 9/11 attacks because he had discerned Bin Laden’s plan and "began to warn the West". The documents were obtained under the Freedom of Information Act by National Security Archive, a Washington-based think tank. However, the DIA has clarified that these documents represent only raw intelligence. "Taliban acceptance and approval of fundamentalist non-Afghans as part of their fighting force were merely an extension of Pakistani policy during the Soviet-Afghan war," said one of the DIA dispatches. It said that Pakistani agents "encouraged, facilitated and often escorted Arabs from the Middle East into Afghanistan". Pakistan is alleged to have built a training camp located outside the Afghan village of Zahawa, near the border between the two countries. According to the DIA, the camp was constructed by Pakistani contractors funded by the Inter Services Intelligence (ISI). Foreign Secretary Riaz Khokhar told a press conference that Pakistan had decided to respond positively to the Indian proposals along with some of its own steps. Referring to the Indian proposal of introducing a bus service between Srinagar and Muzaffarabad, the foreign secretary said that could be welcome provided there were checkpoints manned by the United Nations and Kashmiri passengers carried UN travel papers. Besides, Pakistan offered medical aid and assistance to Kashmiri victims of violence and rape, and to widows from the Valley. Pakistan, he said, was offering scholarships for 100 Kashmiri students for studies in graduate and post-graduate courses in professional institutions. Pakistan, the secretary said, accepted the proposals pertaining to the resumption of the Samjhauta Express between Lahore and Delhi, sports ties, visa camps with provision of necessary infrastructure and staff, land border crossing by people in the age group of 65 and above, and setting up of a hotline between Pakistan's maritime agency and Indian coast guards to ensure humanitarian and expeditious assistance to arrested fishermen of either country. About the Indian suggestions for Mumbai-Karachi ferry service and opening a land route between Munabao and Khokhrapar, the secretary said these issues should better be left for consideration at negotiations whenever the two sides decided to resume dialogue.

He said that 20 of them were suspected to be involved in the recent attacks. Seven persons were injured on November 10 when three bombs exploded in Quetta and earlier in October 2003, two bomb explosions had damaged a railway line. In the recent past, there have been several rocket attacks in Quetta, mostly targeting offices of the paramilitary Frontier Constabulary. The police chief, however, denied reports that Taliban cadres were finding shelter in Baluchistan and were using the province to launch attacks in Afghanistan.

The decision was taken at a high-level meeting in Islamabad chaired by President Pervez Musharraf and Prime Minister Mir Zafarullah Khan Jamali. The meeting also decided to place Jamaat-ud-Dawa (the new name for Lashkar-e-Toiba [LeT]) on the watch list under the same act. These groups had flouted the law by changing their names, as under the Act an organization banned once for extremism cannot function with another name. Interior Minister Faisal Saleh Hayat said that the police had sealed the offices of the three banned groups across the country. "The funds of these groups have been frozen and they will not be allowed to indulge in any public activity henceforth," said Hayat. "The government has asked around 1,000 activists of the proscribed organizations to submit bonds worth Rs 100,000 each that they will not indulge in terrorist activities," Brigadier Javed Iqbal Cheema, Director General of the National Crisis Management Cell at the Interior Ministry, told Daily Times on November 19. Cheema said that the demand for the bonds was made in the context of Schedule IV of the Anti-Terrorist Act. Meanwhile, Interior Minister Faisal Saleh Hayat said that the Government had decided to seek "guarantees" from the terrorists instead of arresting them as "a new strategy". "We are not going for the arrest of members of these banned groups… We are closing down their offices to deny them a forum. We are seeking guarantees from them that they do not indulge in such activities in the future. This is providing them an avenue to correct their behaviour. If they disobey the government ban again they will be punished," said Hayat. Pakistan is to deport six Indonesian students who are suspected to have links to Islamist terrorists, the Indonesian Foreign Ministry said on December 2. The six students include Rusman Gunawan, the brother of Hambali, front ranking Al Qaeda terrorist and chief of Jemaah Islamiyyah. "We have been officially notified by the Pakistani government of the plan to deport the six students," said spokesperson Marty Natalegawa in Jakarta. He said Pakistani agencies have completed interrogation of the six accused, students of the Abubakar Islamic University who were arrested in September 2003 along with 13 other students from Malaysia. "Based on information obtained by the Pakistani side, they have come to the conclusion that three of the six are involved in terrorism activities while the three others are sleeping (terrorist) cells," added Natalegawa. However, no date has been finalized for the deportation.

Authorities in Pakistan occupied Kashmir (PoK) are reported to have sealed at least ten offices of two proscribed terrorist outfits. Police shut down nine offices of Khuddam-ul-Islam (formerly Jaish-e-Mohammed [JeM]) and one office of the Jamaat-ul-Ansaar (formerly Harkat-ul-Mujahideen [HuM]). The two groups were among six outfits outlawed by the military regime in November 2003. "We were asked by the (Pakistani) interior ministry on November 25 to take actions against these militant and sectarian outfits under laws applicable in Azad Jammu and Kashmir [PoK]," said Additional Home Secretary Farhat Ali Mir. While four offices of the Khuddam-ul-Islam were sealed in the southern district of Bhimber, one office of the Jamaat-ul-Ansaar was sealed in Samahni town. However, no arrests were made from the sealed offices. In Mirpur district, two offices of Khuddam-ul-Islam were sealed in the towns of Mirpur and Dadyal. A Khuddam-ul-Islam office was also sealed in Kotli and Muzaffarabad. Mir claimed that the other four banned Jehadi groups did not have a presence in PoK.

At least 14 persons were killed and 46 others injured during a second assassination attempt in less than two weeks on President Pervez Musharraf in the Jhanda Chichi area of Rawalpindi on December 25. The President narrowly escaped the suicide assassination attempt when his motorcade was hit by two explosive laden vehicles. Both the suicide bombers were also believed to have been killed in the incident. Reports indicated that the first explosive laden vehicle which hit the Presidential motorcade emerged out of a petrol station situated at the main road near Civil Lines police station and struck at the concrete road divider. Moments after the first attack, another suicide bomber driving an explosive laden white Suzuki Carry van smashed into a police van at the tail of the convoy. According to an unnamed police official, each of the vehicles driven was carrying about 25 to 30 kilogram of explosives. Over 20 vehicles, including three escort cars of the President’s entourage, were damaged in the blasts. The incident site is approximately 100 yards away from the bridge where General Musharraf earlier survived a bomb attack on December 14, 2003. Confirming the attack, Interior Minister Faisal Saleh Hayat said that "around 14 people have died and 46 injured." Information Minister Sheikh Rasheed Ahmed said that "It was an assassination attempt. Two suicide attackers in two cars tried to hit the president's vehicle. God has saved him. Three cars of the cavalcade, including the president's car, were damaged." Pakistan Television has reported that Prime Minister Mir Zafarullah Khan Jamali convened an emergency cabinet meeting after the blast and appealed to the public to identify the plotters.
