The number of target killings in Karachi, the provincial capital of Sindh, have significantly decreased by 253 percent during 2016, as compared to 2015, while the menace of extortions have slashed by 36 percent during the same period, Daily Times reported quoting the annual report of Sindh Police released on January 1. However, Police in the report have claimed that the number of target killings has reduced because of the good performance of the Police while the report has not mentioned the achievement of Sindh Rangers' Karachi operation continued for the past three years.

the Sindh Police’s Counter-Terrorism Department is planning to deradicalise and rehabilitate an estimated 300 militants held in different jails of the province with the help of qualified psychologists, said Additional Inspector General of the CTD, Dr Sanaullah Abbasi, reports Dawn. Under the proposed initiative, the CTD would conduct psychological profiling of the arrested militants to ascertain the possible factors, leading to militancy as a move to rehabilitate them. “The CTD Sindh has taken an initiative to create psychological profiles of arrested militants in the province,” said Dr Sanaullah Abbasi. He said a unit of the CTD Sindh had been deputed to go to jails to create such profiles along the lines of a proforma created by the National Counter Terrorism Authority (NACTA) to better identify the factors that lead to radicalisation of young men. The CTD chief said the unit concerned had around 15 police personnel, who would collect data about the imprisoned militants in Karachi and other parts of Sindh. Dr Abbasi said that there were 250 to 300 militants in different prisons of the province.

The Military Courts - to try civilians on terrorism charges - will expire today (January 6) at midnight (Night between Friday & Saturday) after which all the terrorism cases against civilian suspects will be transferred to the Anti-Terrorism Courts (ATC), reports The News. The 21st Constitutional Amendment, which had paved the way for setting up the military courts for two years, will become ineffective on January 07. Federal Interior Minister Chaudhry Nisar Ali Khan said, “The military courts were set up for two years with the consensus of all the political parties. Any extension in these courts is not being considered.” He said ATCs will take up all such cases after expiry of the military courts after January 07.

Mushtaq Ahmed also rejected the Frontier Crimes Regulation (FCR), saying it was a black law. “If no solid steps were taken for the merger of the FATA with KP [Khyber Pakhtunkhwa] and uplift of the tribal areas, we will have no other option but to march on Islamabad,” he said.Mushtaq Ahmad asked the Government to announce PKR 1,000 billion uplift package for the tribal areas.

The Federal Government on January 13 claimed that it has been spending an additional PKR 250 billion annually on security since the launch of Operation Zarb-e-Azb and that it cannot sustain the burden alone, but the two big provinces have already refused to share the cost, reports The Express Tribune. In a position paper it has sent to the four federating units to convince them to pay for security, the National Finance Commission (NFC) Secretariat claimed that security-related additional spending stood at PKR 732.4 billion since June 2014. This includes PKR 283 billion allocations for the financial year 2016-17. “Since 2014-15 alone, when new security operations started, the federal government has been spending some PKR 300 billion specifically for meeting the expenditures related to security, rehabilitation and capacity-building of security forces to meet the challenges of law and order,” the finance ministry note stated.

The Chief of the Army Staff (CoAS) General Qamar Javed Bajwa on January 19 met leaders from the business and trader communities and assured them of continuation of the security operation in Karachi, Dawn reported quoting a statement released by the InterServices Public Relations (ISPR). "The Karachi operation will continue till the elimination of crime in the city," said Army chief. He added that all possible measures will be taken to restore peace in Karachi, and said that the strategy for Karachi would remain the same and there would be no change in policy.

According to a statement issued by Inter-Services Public Relations (ISPR) Director General Major General Asif Ghafoor, General Qamar Javed Bajwa said this during his visit to Parachinar and Peshawar. The COAS was given a detailed briefing on January 21’s bombing in Parachinar. General Bajwa lauded the support of tribal people in combating terrorism and acknowledged their sacrifices for peace. He said that with their support the Army, FC and other law enforcers have done a great job in stabilising the area and terrorists will fail to derail it. The Government launched a crackdown against JuD and a heavy contingent of Police was deployed around the JuD headquarter and offices in Muridke and Lahore. “A large police team arrived (at JuD headquarters) and told us that Hafiz would be placed under house arrest,” said the secretary of information for JuD, Nadeem Awan. Awan said the Police told them they had an arrest warrant for Saeed and five others at JuD headquarters. Hafiz Saeed was reportedly present at the Qudsia Mosque located in Chauburji area of Lahore. Contingents of Police and other lawenforcing agencies reached the area and surrounded the premises, sources said. Police sources further informed that Saeed will be shifted to his residence in the Johar Town area of the provincial capital, Lahore, which will then be declared as a subjail. Saeed has been detained under Section 11EEE (1) of the AntiTerrorism Act, 1977, a notification issued by the Interior Ministry said. Meanwhile, the District intelligence committee has suggested it to the Government to put the JuD chief’s name in fourth schedule. Moreover, national flags have been hoisted at the JuD offices in Lahore, instead of party flags, on the directives of provincial home department, it added. Jirga participants urged the Government instead to form an independent FATA Legislative Council or announce a separate province status for the tribal areas. Malik Ghaffar Khan Afridi, a tribal elder, said that the merger of FATA with KP was unacceptable to tribal people. He said the proposed legislative council should be formed to legislate for the tribal region in line with the local social, political and traditions. The elder believed that the FATA reforms proposed by the government committee went against tribal customs and traditions. He said legislation and policies on Fata should be made in light of local traditions and customs. The Jamaat-ul-Ahrar (JuA) faction of Tehreek-e-Taliban Pakistan (TTP) on February 13 released a video announcing the launch of “Operation Ghazi” in the honour of Maulvi Ghazi Abdul Rasheed who was killed in July 2007 by Pakistan Army inside Lal Masjid, Islamabad, reports Pakistan Today. The Chief of JuA also appealed to other religious groups to form a united front, wherein he would be ready to fight as an ordinary fighter, a possible hint of rejoining the main TTP of Fazlullah group. The main TTP and Waziristan Mehsud Taliban (Khan Said Sajna Group) have already merged on February 02, 2017. TTP-JuA has already claimed the Chaman (Balochistan) blast on FC jointly with Lashkar-e-Jhangvi’s (LeJ) Al-Alami; and blast in Kurram Agency on January 21, 2017 claimed by LeJ Al-Alami that they claim was their combined work with Shehryar group of Mehsud Taliban, which means these factions have already joined hands together. The TTP-JuA claimed that the previous Operation Saut-al-Raad (Sound of Thunder), which was aimed at hit and run tactics, had achieved its targets and that now it was time to launch big operations. TTP-JuA has already started this by launching big scale attacks on three Pakistan Army check posts in Baizai (border area with Afghanistan) simultaneously claiming to have inflicted heavy losses onto the Pakistan Army, while conceding that two of its fighters were killed and three injured. Police sources, talking to Pakistan Today, revealed that law enforcement agencies are now expecting some large scale attacks in Mohmand Agency, Bajaur Agency and Peshawar on the LEAs while sectarian minorities will be targeted too. Prime Minister Nawaz Sharif on March 11, during his visit to the Lahore basedJamia Naeemia, asked Islamic clerics to reject in forceful terms all the religious decrees that incite violence in the name of Islam, reports The Dawn. “Hate is being spread in the name of religion and it is the duty of the ulema to free it from hate and violence. One way of doing that is to reject all those fatwas that incite violence, [and] only the ulema can do it,” said the PM Nawaz Sharif. He promised that the “few remaining militants” would not be spared. The government, he said, had brought the political leadership, the army, the police and other law enforcement agencies on the same page as far as dealing with terrorism and terrorists was concerned. “Peace is not far off, especially if the ulema extend a helping hand,” PM Nawaz Sharif said, adding that religious scholars should play a proactive role in building an alternative narrative of Islam that promoted peace and harmony. Mr. Ludhianvi said he had held meetings with officials and the political leadership in this regard. He said that meeting officials or political leaders from the centre or Punjab was a routine matter for all politicians, including him. “I have one bone to pick with the system — whenever there is a need to pacify enraged ASWJ workers or to negotiate with militants, I am called in for the sake of Pakistan. But, legally, I am a proscribed person and my party is still a banned group,” he told journalists. In his address to the conference, US Secretary of State Rex Tillerson not only noted the group’s presence in the PakAfghan region but also pointed out that the group had carried out “many terrorist attacks in Afghanistan and Pakistan”. In the region, the group is known as the Islamic State of Khorasan (ISK) and operates from its bases in the Afghan areas along the PakAfghan border. In a recent report on ISK, the Congressfunded US Institute of Peace underlines the link between this group and Pakistani militant organisations to show how the AfghanPakistan rivalry benefited the terrorists. The Sindh Government on June 5 announced a 10 per cent increase in the budget for security with a plan to recruit 10,000 more Policemen in the next financial year to “improve police-to-citizens ratio, especially in Karachi”, reports Dawn. “When hate rhetoric permeates our worshipping places, our educational institutions and media outlets, we are faced with a clear and present danger at our doorsteps,” said Chief Minister (CM) Syed Murad Ali Shah while delivering his budget speech in the Sindh Assembly. The CM said the budgetary allocation for security in the financial year 2017-18 was proposed at PKR 92.91 billion, reflecting an increase of 10pc over the allocation of PKR 84.26bn during the outgoing fiscal year. It is proposed that 10,000 new posts of different ranks will be created in Sindh police and PKR two billion will be spent on purchasing vehicles for the law enforcement agency. “Forensic laboratory at an estimated cost of PKR 2.6 billion is being constructed to provide Sindh police state-of-the-art centre to investigate and solve complex crimes,” CM Shah said, referring to key features of the budget proposal for the provincial security apparatus.

The Chief Minister said that there are over nine CPEC projects in Sindh, work on all these seven projects is in progress where 3044 Chinese are working in them . These projects and their workforce, particularly the Chinese are very important for the development of the country in general and Sindh in particular. They should have foolproof security as it was decided at the start of the CPEC projects. Home Secretary Qazi Shahid Parvez briefing the Chief Minister said that seven security headquarters of each project with a 3044 well trained police force have been deployed for the security of Chinese. He added that Pakistan Army leads their security apparatus. He added that the eighth project of NTDC Transmission line from Matirai to Lahore has been launched where 15 Chinese have been engaged. "We have provided them a security force of 65 personnel," he said. The Chief Minister said according to the data available with some 137 non-CEPEC projects are going on in the province where 1971 Chinese are working. "What arrangement have you made for their security, he asked the home secretary. The home secretary said that 1373 personnel have been deployed on their security. Additional IG Karachi Mushtaq Maher said that with the approval of the Chief Minister Sindh police have raised a Special Protection Unit (SPU) to maintain an effective security response and to avert any threat to Chinese nationals working on CPEC projects. He added that the total sanctioned strength of SPU is 2662 against which 1349 are working while 1313 posts are vacant for which recruitment process was in progress. DIG RRF & SPU Amin Yousifzai said that nine projects have been expanded to 11. Talking about the security arrangements he said that the coal-based power Plant at Port Qasim have been provided a force of 563 personnel which include 30 army men, 193 SPU, 149 Rangers, 17 FC, 17 policemen and 157 private security guards. Similarly, Thar project of Block-II has been given security of 413 personnel while 46 personnel have been deployed on Thar power project Block-I. He added that for the security of four wind power projects in Thatta district a force of 555 personnel has been deployed. The DIG said that for 126 km long NDTC transmission line from Sukkur to Ghotki a force 1197 personnel has been deployed. For the transmission line from Matirai to Lahore/Faisalabad a force of 76 personnel has been deployed for the security of Chinese. The 548 km railway line being laid from Karachi to Peshawar has been given a force of 75 personnel for the Sindh section.

Haji Daud Mehsud, a senior leader of the Tehreek-e-Taliban Pakistan (TTP), has declared allegiance to Daesh or the Islamic State that could be seen as a serious setback for the TTP and a boost for IS-Khorasan (IS-K) region just two weeks after the US airstrikes killed the IS-K leader Abu Sayed in Afghanistan’s eastern Nangarhar province, Daily Times reported on July 31. Daud, who belongs to Haibat Khel tribe in South Waziristan Agency of Federally Administered Tribal Areas (FATA), has served as the Karachi TTP chief. Tribal journalists who are aware of the TTP affairs say he is the first senior Mehsud within the TTP to join Daesh. He was one of the few trusted leader of the TTP chief Hakimullah Mehsud, who was killed in a US drone strike in Miranshah in November 1, 2013. Hakimullah group had appointed Daud as the Karachi chief, where he had previously served in the Sindh Police Department, according to a TTP source.A militant source said that Daud’s differences with another top leader Khan Said Sajna surfaced even when Hakimullah was alive and he could have parted ways with the TTP as Sajna has rejoined the TTP and Daud was uncomfortable with Sajna. Sources say Sajna is currently the TTP’s deputy chief, replacing Sheikh Khalid Haqqani. Splinter Mehsud factions had been involved in infighting after Hakimullah’s death that had reportedly claimed the lives of dozens of militants. Several militants, who are considered confidants of Daud, have confirmed to the tribal journalists that Daud has joined Daesh and that he has moved to the group’s controlled areas in Afghanistan along with his family. A militant leader told Daily Times the TTP leader has declared allegiance to Daesh; however, neither Daud, nor Daesh has confirmed the decision. He said the confirmation could come if Daud is given any responsibility.

Sindh Inspector General of Police (IGP), A.D. Khowaja, said on July 31 that talks with different companies and consultants were under way to install 10,000 cameras in Karachi under the safe city project and expressed the hope that work on the project would start soon, reports Dawn. Speaking at a ceremony held to hand over 45 Toyota pick-ups among the investigation wing of Police at the Police headquarters in Garden area of Saddar Town in Karachi and talking to journalists after the ceremony, the IGP Khowaja said that all possible efforts were being made to enhance the capacity of the police force. IGP Khowaja said that as part of enhancing the capacity of Police, more weapons such as SMGs and pistols were being purchased from Pakistan Ordnance Factory in Wah. He said that Karachi was a megacity and under such a situation, carrying pistol was more advisable than SMGs. Around 12,000 pistols would be procured while in the past Police had only 3,000 pistols. At least 10,000 bulletproof jackets would also be purchased as at present the Police had only 18,000 such jackets, he added.

In his first formal address to the nation as Commander-in-Chief, Trump discarded his previous criticism of the 16-year-old war as a waste of time and money, admitting things looked different from "behind the desk in the Oval Office." "My instinct was to pull out," Trump said as he spoke of his frustration with a war that has killed thousands of US troops and cost US taxpayers trillions of dollars. But following months of deliberation, Trump said he had concluded "the consequences of a rapid exit are both predictable and unacceptable" leaving a "vacuum" that terrorists "would instantly fill." While Trump refused to offer detailed troop numbers, senior White House officials said he had already authorized his defense secretary to deploy up to 3,900 more troops to Afghanistan.Further, Donald Trump indicated that single-minded approach would extend to US relations with troubled ally Pakistan, which consecutive US administrations have criticized for links with the Taliban and for harboring leading militants -- like Osama bin Laden. Addressing Quadrilateral Counter Terrorism Coordination Mechanism (QCCM) in Dushanbe, Tajikistan, the Army Chief said terrorism is a multinational threat. He said Pakistan has indiscriminately eliminated all safe havens of terrorists on its soil. The meeting was attended by senior military leadership of member countries, including General Bajwa, General Li Zuocheng (China), General Sobirzoda Imomali Abdurrahim (Tajikistan) and General Sharif Yaftali (Afghanistan), said Inter-Services Public Relations (ISPR) press release. All four leaders welcomed the QCCM initiative and expressed hope that an inclusive and cooperative regional approach will prove best for eradication of terrorism.On sidelines of the event, COAS General Qamar Javed Bajwa met his Afghanistan counterpart General Sharif Yaftali, reports Dawn. Both the Army Chiefs agreed to form a joint working group of the two armies. General Bajwa proposed the working group during a discussion and Afghan Army Chief accepted the offer. The working group will "jointly work and formulate security recommendations for government level discussions aimed at addressing mutual concerns," said the release. During the discussion, General Bajwa highlighted Pakistan's efforts for border security. China is worried Modi may raise the issue at the meeting because he did so at the Goa summit of BRICS last year while describing Pakistan as the “mother-ship of terrorism”. “We also noticed that India, when it comes to Pakistan’s counter-terrorism, has some concerns. I don’t think this is an appropriate topic to be discussed at BRICS summit,” Hua Chunying, Chinese Foreign Ministry spokesperson, said at a briefing. She also indicated that raising the topic might affect the success of the summit because Chinese leaders may be forced to defend its close ally, Pakistan. “The world is paying great attention to the BRICS summit. I hope relevant parties can work with China to ensure the success of the summit and make due contributions,” Hua said. "We should impose restrictions on activities of elements like LeT and JeM so that we can show the global community that we've put our house in order," Asif told during an interview with Geo News while responding to a BRICS declaration that named several terrorist groups, including the two, as threats to regional security. "I am not making any political statement.. we cannot afford to shut our eyes on activities of these organisations in our country. If we continue to do that we will always face such embarrassments." Asif said Pakistan could no longer afford to "test" its friends on the issue of terrorism. "Friends like China should not be tested every time, particularly in the changed (global) scenario," the Minister added. Foreign Minister Asif admitted that Pakistan had made mistakes in the past, saying there was no need for the country to participate in the proxy war in Afghanistan during Zia ul Haq's tenure, and later in the war on terror. "There's an urgent need for a clean break from our past. In 1979, Pakistan had made a wrong decision and acted like a proxy for the next decade. In a report submitted to the Sindh Home Ministry on the orders of Chief Minister (CM) Murad Ali Shah, the CTD said that the Police party tailing Shaikh Muhammad Mumtaz alias Firaun, and Muhammad Ahmed Khan alias Munna, failed to arrest the two men. The fugitives had broken out from Karachi's Central Jail on June 13 following a shocking lapse of security at the facility. The two had been arrested in 2013 by the CTD for their alleged involvement in the killing of over 60 people, mainly members of the Shia community and law enforcers. The report also said that the two militants' facilitators were in Police custody and were being interrogated at the moment. Discussing the prisoners' escape to Afghanistan, CM Murad Ali Shah later said that: "We are investigating how the escaped militants reached Afghanistan and the people who aided them in fleeing will be punished." "Those whose irresponsibility resulted in the escape of the prisoners [from Central Jail] were punished and sent to jail, but the courts set them free by granting them bail," he added while addressing the media during a visit to Sufi saint Abdullah Shah Ghazi's shrine.

"The issue of connivance, complacency and involvement of official of IB and other senior bureaucrats raised in the petition may graciously be entrusted to the ISI for investigation," the petitioner requested the court.Shahzad, who joined the IB in 2007, has alleged that the agency did not take any action against terror organisations with roots in Uzbekistan, Iran, Syria, Afghanistan and India despite concrete evidence against them. His petition names several Pakistan IB officials, including a Joint Director General, Directors and Deputy Directors as conspirators in the matter. Shahzad added that the matter was even reported to the IB Director General but no action was taken. A Punjab Government official told a review board of Supreme Court on October 14 that the provincial government did not include charges of terrorism in the new order for Hafiz Saeed and his aides. Authorities had earlier detained Saeed under Anti-Terrorism Act (ATA). Saeed's lawyer A.K. Dogar had urged the court to order the release of Saeed and his four aides since they are no longer under ATA. The Lahore High Court is expected to decide his application in the coming week after Justice Muzahir Naqvi asked the Government to file charges against Saeed. Tillerson’s message appeared significantly toned down as compared to the usual American rhetoric on alleged terrorist sanctuaries on Pakistani soil, although in essence there was little difference in the messaging. Security sources said that they belong to banned outfits. A spokesperson of Balochistan Government stated that the women had crossed from the Pak-Afghan border town of Chaman illegally and that they had been arrested by Frontier Corps (FC). The spokesperson did not identify the women but he said that they had been found to belong to banned outfits as revealed by security officials’ investigations. According to initial investigation, the three women reached Chaman on a taxi from Quetta along with their accomplice and were arrested while they were trying to enter Afghanistan’s border town of Spin Boldak via Bab-e-Dosti (Friendship Gate) at the Chaman border crossing. The arrested people were shifted to Quetta for further interrogation.However, the Baloch Human Rights Organisation (BHRO) has alleged that the arrested women were the wife and daughters of Balochistan Liberation Front (BLF) chief Dr Allah Nazar and relatives of another leader of the outfit. The “Peace Committee” has issued tough guidelines through pamphlets in Wana town and warned local people to abide by these rules or face repercussions. The committee has banned music, Athan, a traditional dance which is performed in wedding ceremonies or other festive occasions, and use of narcotics. Salahuddin alias Ayubi, a successor of Mullah Muhammad Nazir, an influential Taliban leader, heads the committee. A leaflet issued by the “Peace Committee” claimed that Elders and Ulema of Karikot, Ghwa Khwa, Shaheen Warsak, Doog, Dabb Koat, Zari Noor and Sherna had agreed to these steps. The Review Board however passed the release orders after not being convinced that the release of Saeed would bring diplomatic and financial problems to the country. While 195 including 125 civilians, 39 Policemen, 25 Army personnel and 6 Frontier Corps (FC) soldiers were injured in 2017 in Balochistan (period not specified). During 2016, 155 were killed which included 78 civilians, 71 Police, five FC and one Army Personnel and 270 were injured (break down not specified), in a total of four suicide attacks on Security Forces (SFs) and civilians (period not mentioned). The DIG added that 49 personnel of the Police and FC were targeted this year in 21 targeted killing attacks in 2017 (period not specified).
