A Session Court (South Karachi) on February 16 sentenced two suspects, identified as Naeem alias 'Cockroach' and Farhan alias 'Tidda', belonging to Muttahida Qaumi Movement party, to a collective 14-years imprisonment each in addition to a fine of PKR 10,000 each on the charges of keeping illicit weapons and explosives, reports Dawn. Police had arrested the pair from Orangi Town in March 2013, recovering two pistols and a hand grenade. A case was filed for illegal possession of arms and explosives under Sindh Arms Act section 13-d and Explosive Substances Act of 1908 sections 4 and 5.

Al Qaedain the Indian Subcontinent (AQIS) and the Lashkar-e-Jhangvi (LeJ) are hiring Karachi-based militants of Harkat-ul-Mujahideen al-Alami (HuMA), and are planning attacks on major important installations in the city, reports The Newson March 5, quoting the Home Department letter issued to Police and Rangers. According to the letter, “During the interrogation of some recently apprehended high-value terrorists, it was learnt that on the directives of AQIS and the Tehreek-s-Taliban Pakistan, they had gathered information about some important installations and targets in Karachi, but the attacks could not be carried out because their leaders were arrested”. The targets were American employees of an oil refinery in Keamari, the United States (US) consulate Saddar Division, the Sindh Assembly building, the Police Club, the residence of senior police officials, Rangers vans, and Police check posts.

Sindh Rangers Director General (DG) Major General Bilal Akbar on March 7 urged the five-member bench of the Supreme Court to allow the paramilitary force to set up its own ‘police stations’ as he criticized the Police for its poor investigation, reports The Express Tribune. “If this is done, obviously after registering First Information Report (FIR) and conducting investigation, challans shall be filed in normal courts or Anti-Terrorism Courts established under the judicial system of Pakistan,” Major General Akbar said.Presenting a progress report before the court at its Karachi Registry, the Rangers DG said that between September 2013 and March 4, 2016, the paramilitary force had arrested 5,096 suspects who had been handed over to the Police for prosecution. Of these 168 had been convicted while 83 had been acquitted by the courts while 1,156 had been released on bail. The report, filed by Advocate Shahid Anwar Bajwa on behalf of DG Rangers, claimed that over 1,100 suspected criminals had been let off the hook over the past 18 months owing to faulty Police investigations.

Sindh Rangers on April 12 detained five suspects, including four affiliated with a political party, for 90 days, after informing Anti-Terrorism Court (ATC) about their preventive detention for questioning, reports Daily Times. The Rangers along with its counsel produced the suspects belonging to a political party, Naveed Anwar, Abdullah Mehtab, Nadir and Muhammad Asif alias Dunba, before the administrative judge of ATC amid tight security. The fifth suspect was identified as Muhammad Muneer.The paramilitary force submitted the papers in the court according to which they have credible information about suspects' involvement in target killings, extortion and offences that comes within the ambit of Anti-Terrorism Act. The court directed the provincial authorities to form a joint investigation team within 15 days for interrogating the suspects. The Rangers will keep the suspects in their custody for the period of 90 days considering legal provision 11 EEEEE (1) of Anti-Terrorism Act, 1997.

Chief of Army Staff (COAS) General Raheel Sharif on May 12, confirmed death sentences awarded to the five hardcore terrorists involved in the Safora Chowrangi bus attack last year in Karachi that killed and injured more than two dozen people belonging to Ismaili community, reports The Nation. According to Inter-Services Public Relations (ISPR), the convicts, active members of Al-Qaeda, were also involved in Improvised Explosive Device (IED) blast near Saleh Masjid, Karachi, and in the killing of a social worker, Sabeen Mahmud. The convicts, tried and convicted by military courts, are Tahir Hussain Minhas, Saad Aziz, Asad-ur-Rehman, Hafiz Nasir and Muhammad Azhar Ishrat. The ISPR said they were involved in the attack on a bus of Ismaili community at Safora Chowrangi, Karachi, which killed and injured more than two dozen passengers. They were also involved in attacks on Saleh Masjid, Karachi, killing a social worker, Sabeen, and law-enforcement agencies. The convicts confessed to their offences before the trial courts and all the five were awarded death sentences.

The Supreme Court on August 11 assailed the Sindh Government for not taking proper steps in ensuring maintenance of law and order situation in the provincial capital Karachi, reports The News. During the proceedings of the Karachi law and order case, the Chief Justice inquired about the status of the CCTV cameras to be placed at different locations in the city. To which the Chief Secretary replied that an amount of rupees ten billion had been allocated for new CCTV cameras. The court responded by stating that the Government had failed to take action hence the Supreme Court had taken up the issue of law and order. "The issue is not allocating funds but also spending them where they are required to be spent," said the Chief Justice. "We want full implementation on the orders of the Karachi law and order case," he added.

The Hyderabad Anti-Terrorism Court (ATC) on November 23 sentenced two Sunni Tehreek (ST) activists to death for killing the owner of a burger shop, who had defied their demand of ‘protection money’, in 2014, Dawn reports. The activists, Shoaib Attari and Syed Imran, were booked by the A-Section police of Latifabad in an FIR (3/2015) lodged by Amir Khoso, brother of the victim, Mohammad Hassan Khoso, on January 2, 2015. The complainant had stated that his brother owned a burger shop in Unit-11 of Latifabad. He alleged that the accused had demanded extortion money from him and on his refusal, they shot dead him. An unnamed Sunni Tehreek ‘spokesman’ said on November 23 that the convicts were its activists, but added that they had been politically implicated in the case. He said the case had been pursued by the convicts’ family members but now party was coordinating with them to file an appeal in the Sindh High Court.Meanwhile, an ATC court acquitted on November 23 two men accused in the murder case of as many Police officers for lack of evidence. Wasiq Mirza and Farhan have been charged with the murder of Station House Officer of the Sir Syed Police Station inspector Syed Irfan Haider and his friend Sub-Inspector Shahbaz Ali of the New Karachi Police Station, who were gunned down near Anda Mor in North Karachi in October 2013. The ATC-V judge exonerated the accused after recording evidence and final arguments from both sides and ruled that eyewitnesses had not identified them as assailants. The same court had also acquitted another accused Azhar Mehmood in the present case in March 2016 on similar grounds. The FIR was registered under Sections 302 (premeditated murder) and 34 (common intention) of the Pakistan Penal Code read with Section 7 of the Anti-Terrorism Act, 1997 at the Sir Syed police station.

Yaseen Baloch was found guilty of raping two of the family members and later murdering four of them along with other accomplice. However, the court acquitted suspect Wajid Balock over lack of evidence.Meanwhile, ATC on November 29 awarded 10-year imprisonment to two extortionists, Adnan and Salman in Karachi, reports The News. The two men had demanded PR 500,000 from a citizen, Sajid, on April 18. They had threatened to kidnap the man if he refused to pay the extortion money. The accused were arrested and during interrogation, they admitted the crime. As the prosecution proved the charge against them, the ATC awarded 10-year jail to both of them.
