Chief Justice Musheer Alam has asked the officials to inform the court of what they have done against criminals, terrorists and elements involved in the unabated killings in the city, said an official of the SHC. They have also been asked to state what steps were being taken to control the situation. According to media reports, 16 people were shot dead in about 24 hours. Independent sources, however, put the toll from April 17, 2012, midnight till April 19, 2012 morning at 22.

Hearing the May 22, 2011 Pakistan Naval Station (PNS) Mehran Base attack in Karachi (Sindh), a military court on May 21 court-martialled three officers, reported Daily Times referring to a private TV channel. On May 28, Jam Mir Muhammad Yousuf, a former Chief Minister of Balochistan, was granted bail before arrest for half a million rupees in connection with the August 26, 2006 Nawab Akbar Bugti murder case, reports The Express Tribune. His lawyer, Muhammad Farooq, argued before the Chief Justice of the Sindh High Court that Jam Yousuf has been shown as an absconder in the charge sheet that was submitted to Anti-Terrorism Court. He was charged with abetting the murder of the Chief of the Bugti tribe, Nawab Akbar Bugti. Jam Yousuf is in Dubai but wants to return to Pakistan.

The Sindh Government, Police and Rangers have to answer to the Supreme Court for their annual performance in respect to Karachi violence of 2011 summers on October 23 (today), reports The Express Tribune. The Supreme Court is scheduled to take the case that stems from suo motu proceedings started by Chief Justice Iftikhar Muhammad Chaudhry after he read the horrifying newspaper reports on August 22, 2011. This was when the city went through one of its bloodiest summers. Five judges held lengthy hearings in Karachi, reserved their order on September 16, 2011 and announced it in Islamabad on October 6, 2011. The recommendations were clear and detailed on what they had to do. Justices Anwar Zaheer Jamali, Khilji Arif Hussain, Sarmad Jalal Osmany, Amir Hani Muslim and Gulzar Ahmed will now hear answers from the province’s top brass, from the Home Secretary to the Rangers Director-General (DG), who have been summoned. Sindh High Court Chief Justice Mushir Alam supervised the monthly follow-ups and a review committee’s sealed report has been given to the Supreme Court. It appears that the report card is going to be disappointing. “The Rangers DG used to submit ‘traditional’ reports while the police chief verbally complained that unnecessary political interference was a hurdle in the implementation of the orders,” sources said. Indeed, the Sindh High Court Chief Justice had repeatedly spoken about the lack of cooperation from the Sindh Government to enforce the writ of the Supreme Court. For its part, the provincial government has felt it has implemented 85 per cent of the recommendations. Information Minister Sharjeel Memon added that the Government has set up a commission under Justice (retired) Zahid Qurban Alvi to assess the loss of lives and property and compensation to be paid. He highlighted how they had passed an anti-encroachment law and prepared a bill for the protection of witnesses.

The Supreme Court on October 23 rejected the Sindh Government’s report pertaining to implementation of its verdict in the Karachi unrest case given in 2011, reported Daily Times. The Sindh Government informed a five-member larger bench of the Supreme Court that it wanted to bring strict laws against illegal weapons but the move could not be materialised due to reservations of collation partners, Sindh Advocate General Abdul Fattah Malik presented the report on implementation of the court’s order in the Karachi unrest case, underway at the Karachi Registry of the court, but the larger bench expressed distrust over it. Justice Anwar Zaheer Jamali said, “After the passage of approximately 13 months of the Supreme Court’s verdict and directions issued to the Provincial Government, the Sindh Government did not comply one percent of the verdict and directions.” The bench further said in its observations, “The government has no interest in the general public’s rights, to provide a peaceful atmosphere and security, to curb criminals and other anti-people elements from society.”

Justice Anwar Zaheer Jamali giving his observations pertaining to the no-go areas said, “It’s a ground reality that the many localities of the city are yet present here in the city, those which exist on political and ethnic bases.” He said, “If any person enters into his opponents’ area, later his body is recovered in a closed bag or maybe not found at all.” Justice Jamali in response to the Rangers Director General’s statement said, “You conducted several operations against extortion and criminals who targeted businessmen, industrials and traders,” but added that it is a ground reality that the business community had staged protest demonstrations, strikes and sit-ins against the lawlessness and extortion during 2011 after the Supreme Court’s verdict in the Karachi unrest case. Further, the Supreme Court observed that the politicisation of Sindh’s Police force amounted to its failure to carry out its primary duty — that of maintaining law and order. It also went on to say that Police Officers are now more loyal to politicians than the force itself. The bench said that the failure of government functionaries to execute court orders was the main reason for an increase in crimes. If the government legislates to protect criminals, how can courts be blamed for their release, it questioned, adding that all of this is being done in a systematic way.

As the Supreme Court has directed the Sindh Government to tackle a growing influx of Tehreek-e-Taliban Pakistan (TTP) in Karachi to bring peace back, the security agencies have informed the Federal Ministry of Interior about the presence of at least 25 al Qaeda and TTP-linked militant outfits which have infiltrated the port city and turned it into a battlefield between the law enforcement agencies and the miscreants, The News reported on November 5 . The Supreme Court had directed the Police and other law-enforcement agencies in Sindh to “take all possible measures to meet the challenge posed due to immigration of TTP who are armed with sophisticated weapons”. While looking into the rising incidents of killings in Karachi, the Supreme Court has ordered the Sindh police chief to submit a report on the mass infiltration of TTP militants. The 25 key al Qaeda and TTP-linked militant outfits which have literally taken hostage the port city of Karachi include five factions of the Lashkar-e-Jhangvi (LeJ) - Lashkar-e-Jhangvi Al Alami, Qari Zafar group, Qari Shakeel group, Akram Lahori group and Farooq Bengali group. Then there are three factions of Tehreek-e-Taliban Pakistan (TTP), which are active in Karachi – Commander Waliur Rehman group (from South Waziristan), Badr Mansoor group (from North Waziristan) and Mullah Fazlullah group (from Swat). The remaining Jihadi-cum sectarian groups in Karachi include Sipah-e-Sahaba Pakistan (SSP), Sipah-e-Muhammad Pakistan (SMP), Sunni Tehreek (ST), Daawat-e-Islami (DeI), Harkatul Mujahideen (HuM), Harkatul Mujahideen Al Alami (HUMA), Jaish-e-Mohammad (JeM), Jamaat’ul Furqaan (JuF), Harkatul Jehadul Islami (HuJI), Tehreek-e-Nifaz-e-Shariat-e-Mohammadi (TNSM), Jundallah, Tehreek-e-Islami Lashkar-e-Mohammadi (TILM), Lashkar-e-Islami (LeI), Mehdi Militia (MM), Hezbollah, Kharooj, Tawheed Brigade (TB), Al Mukhtar Group, Punjabi Mujahideen etc. Most of these groups in Karachi, which has a large Pashtun populace, generate funds by indulging in kidnappings for ransom, bank robberies, street crimes and extortion. They submitted that the Federal Interior Ministry had announced the ban on motorbike riding in Karachi during Ashura to prevent terrorist activities. It was stated in the petition that Interior Ministry had received information through Law Enforcement Agencies, including spy agencies, that more than two dozen terrorists had entered the city and any unpleasant accident could occur after their arrival. “The threats of terrorist activities were received that they may use motorcycle during Ashura to carry out any criminal activity”, said the petition.

A Police report prepared in compliance of the apex court’s directives in a suo moto case on the target killings in Karachi revealed that Taliban-linked militants have recently stepped up their activities in 15 “identified” areas of the city, reported The News. “There are certain indications of their [the arrested militants’] involvement with the hardcore Taliban in the tribal areas, be it in the form of fundraising for them or training with those jihadists,” it was stated in the report. “These elements were definitely influenced by the ‘basic teachings of extremism’.” It was pointed out that these elements had a “background of criminal activities” and were involved in “extortion, kidnapping-for-ransom and bank robberies”. In the report, the police admitted that the extremist elements were present in the city for a long time. However, they added that the Sindh police, especially the Karachi’s law enforcers, were fighting against these elements. The Counter-Terrorism Unit of the Crime Investigation Department (CID), which is working against the militants, has to face the brunt of their backlash in the form of suicide attacks – some examples including the strikes on the CID Civil Lines office and the house of Senior Superintendent of Police (SSP) Muhammad Aslam Khan. Besides, Police officials were murdered in some of the 15 areas that have been pointed out. It was also disclosed that 50 militants were arrested in the city this year.
