The Punjab Home Department on January 28 issued a warning against possible terrorist attacks in Lahore, the provincial capital of Punjab, reports Daily Times. According to the notification, TehreekeTaliban Pakistan (TTP) trained boys aged about 10 to 12 years are currently in and around major cities of the country including Punjab. Upon investigation an arrested little boy revealed that he was tasked to attack an educational institute close to Abdali Chowk in Lahore. The warning also instructed further security for important installations and called for an immediate meeting of the District Intelligence Committee.

The Punjab Government on January 30 issued orders to place JamaatudDawa (JuD) chief Hafiz Saeed under house arrest, reports Dawn. The Government launched a crackdown against JuD and a heavy contingent of Police was deployed around the JuD headquarter and offices in Muridke and Lahore. “A large police team arrived (at JuD headquarters) and told us that Hafiz would be placed under house arrest,” said the secretary of information for JuD, Nadeem Awan. Awan said the Police told them they had an arrest warrant for Saeed and five others at JuD headquarters. Hafiz Saeed was reportedly present at the Qudsia Mosque located in Chauburji area of Lahore. Contingents of Police and other lawenforcing agencies reached the area and surrounded the premises, sources said. Police sources further informed that Saeed will be shifted to his residence in the Johar Town area of the provincial capital, Lahore, which will then be declared as a subjail. Saeed has been detained under Section 11EEE (1) of the AntiTerrorism Act, 1977, a notification issued by the Interior Ministry said. Meanwhile, the District intelligence committee has suggested it to the Government to put the JuD chief’s name in fourth schedule. Moreover, national flags have been hoisted at the JuD offices in Lahore, instead of party flags, on the directives of provincial home department, it added. The provincial authorities have also started to remove the banners of JuD from the roads of Lahore.

The Punjab Government on February 7 giving a clean chit to all educational institutes - including 15,000 madrassas - has declared that no seminary or public and private institute is involved in teaching hate material to students, reports Daily Times. During the Punjab Assembly session, Law Minister Rana Sanaullah while commenting on a resolution moved by a treasury member Ms Hina Pervez Butt informed the House that the Pakistan Muslim League-Nawaz (PML-N)-led Punjab Government had registered all 15,000 madrassas, including 532 existing in 'Gray Areas' of the province. Rana Sanaullah confirmed that as many as 1.1 million students were enrolled in madrassas in which around 0.4 million students are enjoying boarding facilities, while 1300 students belong to foreign countries.

Punjab Chief Minister (CM) Shahbaz Sharif, while addressing a press conference in Lahore on February 17, claimed that the suspects involved in planning and carrying out the February 13 suicide bombing on a protest at Mall road of Lahore, reports Dawn. During the conference, CM Sharif also announced the arrest of an alleged facilitator of the attacker, who he said belonged to Bajaur Agency of Federally Administered Tribal Areas (FATA). The suspect's confessional statement was aired during the briefing. The suspect introduced himself as AnwarulHaq, and said he hailed from a remote village in Bajaur Agency. “I was associated with JamaatulAhrar and they trained me,” said the suspect, adding that he has visited Afghanistan around 15 to 20 times.

Prime Minister Nawaz Sharif on March 11, during his visit to the Lahore basedJamia Naeemia, asked Islamic clerics to reject in forceful terms all the religious decrees that incite violence in the name of Islam, reports The Dawn. “Hate is being spread in the name of religion and it is the duty of the ulema to free it from hate and violence. One way of doing that is to reject all those fatwas that incite violence, [and] only the ulema can do it,” said the PM Nawaz Sharif. He promised that the “few remaining militants” would not be spared. The government, he said, had brought the political leadership, the army, the police and other law enforcement agencies on the same page as far as dealing with terrorism and terrorists was concerned. “Peace is not far off, especially if the ulema extend a helping hand,” PM Nawaz Sharif said, adding that religious scholars should play a proactive role in building an alternative narrative of Islam that promoted peace and harmony. The religion has been held hostage by hate-mongers, he said.

An official of the Punjab Home Department told a provincial review board comprising judges of the Lahore High Court on October 17 that keeping Jamaat-ud-Dawa’s (JuD) chief Hafiz Muhammad Saeed and his four aides under detention was critical for the maintenance of law and order, reports Dawn. The board was hearing a Punjab Government application seeking extension in the detention of Saeed and his four aides. The official said that the Ministries of Interior and Foreign Affairs had ample material to justify detention of the JuD leaders. He said the United Nations (UN) had banned the JuD and its leaders had been detained on direction of the Federal Government.

National Counter Terrorism Authority (NACTA) responsible for countering internal terrorism has asked the Home Department of the Punjab Province to enhance security for the detained perpetrator of Mumbai terror attacks Hafiz Saeed leader of Jamaat-ud-Dawa (JuD) , claiming that a “foreign spy agency" was planning to kill him through members of a banned militant outfit, reports Times of India. Saeed is currently being kept at his residence+, 116-E, in Johar town, Lahore in Punjab. NACTA has sent a letter to Lahore-based Home Department of Punjab, claiming that a foreign spy agency had paid Rs 80 million to two activists of a proscribed militant group to kill Saeed, suggesting the Home Department to ensure strict security measures in the surroundings of Saeed's Lahore residence, which has been declared a prison for him by the Punjab's Government.

Separately, the Lahore High Court on November 17, adjourned hearing of a petition of Jamaat-ud-Dawa (JuD) ‘chief’ Hafiz Saeed against his detention to wait for a decision on the matter by a Provincial Review Board (PRB), reports Dawn. As Justice Qazi Muhammad Amin Ahmad resumed hearing, a Deputy Attorney General stated that a Provincial Review Board comprising Judges of the High Court was scheduled to take up the detention matter of Mr Saeed on November 21. He said the court should adjourn hearing of the petition till a decision of the Review Board was out. The Judge accepted the request and deferred the hearing till November 22.

A Review Board comprising the Chair of Justice Abdul Sami Khan, Justice Sadaqat Ali Khan and Justice Aalia Neelum of the Lahore High Court (LHC), ordered the release of Jama’at-ud-Dawa (JuD) chief and Lashkar-e-Toiba leader Hafiz Saeed on November 22, on expiry of his 30-day detention if he was not required in any other case, reports Daily Times. The Officers from Finance Ministry (FM) and Punjab Home Department presented the documentary record in support of the detention of Hafiz Saeed. The FM Official said that Pakistan could face international sanctions if Hafiz Saeed was released while the Government’s Law Officer told the board that detention of Saeed was necessary, as he had threats to his life. The Review Board however passed the release orders after not being convinced that the release of Saeed would bring diplomatic and financial problems to the country. Talking to the reporters Hafeez Saeed said, “I’m thankful that the lawyers and the entire nation is with them. It is not just mine but the case of Pakistan, it is a slap on the face of India as we have established that Pakistan is a free state,” adds The Express Tribune.
