According to Daily Times, an Islamist “fanatic” shot dead the Social Welfare Minister of Punjab province, Zile Huma Usman, in an open court in her hometown of Gujranwala on February 20. Police said Muhammad Sarwar shot dead the minister during a brief power cut during the open court at Pakistan Muslim League House. Police arrested Sarwar immediately after the shooting and later said he was a religious fanatic opposed to women being independent, and had been implicated in four murders and two attempted murders in Gujranwala. “He considers it contrary to the teachings of Allah for a woman to become a minister or a ruler. That’s why he committed this action,” the police said in a statement. Punjab province Law Minister Raja Basharat said “He (Sarwar) is basically a fanatic.” The minister had reportedly been the target of several death threats since she had tried to organise a “mini-marathon” for men and women in Gujranwala in 2005. The race was attacked by Islamist extremists who consider it un-Islamic for men and women to run together. She was also attempting to organise another marathon in Gujranwala in late March 2006, and had again received death threats. “He killed her because she was not observing the Islamic code of dress. She was also campaigning for emancipation of women,” local police officer Nazir Ahmad told AFP.

Security agencies claimed on February 22 to have averted at least four major terrorist attacks in different parts of the country and said that 19 suspects, who were being controlled by some people in tribal areas near the Afghan border, had been arrested. An interior ministry official told Dawn that seven people had been arrested from Dera Ismail Khan on January 29. They were local Taliban and belonged to the Mehsud tribe from South Waziristan. Further, 12 Afghan nationals were arrested for suspected links with militants in Faisalabad on January 29, he added. The interior ministry official informed that a countrywide terror alert, especially in capital Islamabad, had been issued after investigations revealed presence of some suicide bombers in various parts of the country. The terror threat level had not been lowered from ‘red alert’, he added.

Military spokesperson Major General Waheed Arshad said the attacks were suicide bombings aimed at targeting personnel of the security forces and other people, according to Dawn. Four army officers were among the dead and 15 among the injured, he disclosed. Later, briefing journalists in Islamabad, interior ministry spokesperson, Brig (retd) Javed Iqbal Cheema, said the authorities had reasons to believe that the latest attacks were the work of the same group that had earlier carried out the attacks in Islamabad and some other parts of the country. He also said their links were clearly with the militants in Waziristan.

A terrorist network allegedly involved in recent suicide attacks in different parts of the country, including Islamabad and Rawalpindi, has been neutralized, according to Dawn. In a weekly press briefing on October 2, Interior Ministry spokesperson Brigadier (retd) Javed Iqbal Cheema said eight terrorists were arrested on October 1 in the Chauntra area of Rawalpindi in a predawn raid by the Punjab Police. "This is one network and we are searching for another involved in suicide attacks as they are linked with each other and with al Qaeda militants in South Waziristan," he informed. The gang members were identified as Sami Ullah, Sheraz, Hassan Majeed, Abu Bakar, Zahid Mehmood, Muhammad Hussain, Ejaz Hussain and Muhammad Arsalan, all belonging to Rawalpindi. Cheema said preliminary interrogation had revealed that they were providing transportation and communication facilities to the suicide bombers. "The raiding team has recovered weapons, laptops and material for making bombs," he said.

The suicide bomber was aged between 10 and 20, Javed Iqbal Cheema, spokesperson for the interior ministry, said. According to The News, the suicide bomber’s target was General Tariq Majid, who took office three weeks ago and who was inside the Military House at the time of the explosion. According to sources, he has been on the hit list of the militants ever since he supervised the Operation Silence in June-July 2007 to flush out militants from the Lal Masjid (Red Mosque) in Islamabad.

The former Prime Minister and Pakistan People’s Party (PPP) chairperson Benazir Bhutto has called upon General Pervez Musharraf to step down as president, saying there is little possibility now of her working with him even if he doffs his uniform, according to Dawn. She made the demand on November 13-morning as the Punjab government initiated a massive police action and arrested nearly 100 PPP workers and senior leaders from various parts of Lahore to foil her party’s planned ‘long march for democracy’. The PPP claims that more than 400 workers have been arrested. Talking to reporters by telephone, Benazir Bhutto said Gen. Musharraf had lost the confidence of people and he was incapable of resolving the crisis. “I’ve tried to work with him and negotiated with him to ensure a smooth and peaceful transfer of power to people through fair, free and transparent elections. But he has made a mess of everything,” she said. Benazir, who was detained on November 12-night for seven days in Lahore by the provincial government under section 3 of the Maintenance of Public Order to prevent her from leading the party’s march, also said that she was trying to forge a united front of all opposition parties on a one-point agenda of launching a joint struggle for democracy and rule of law. “I have contacted Jamaat-i-Islami Amir Qazi Hussain Ahmed, Awami National Party leader Asfandyar Wali and some Baloch leaders, including Hasil Bizenjo, for a united front of the opposition. I’m already in contact with Pakistan Muslim League (Nawaz) leader Nawaz Sharif and will also contact Pakistan Tehrik-i-Insaaf chief Imran Khan,” she said in reply to a question.

Former premier Nawaz Sharif returned to Pakistan on November 25 after eight years of exile and vowed to contest the general elections, Daily Times reported. Talking to the media after arriving in Lahore from Medina at 6.25pm (PST), he said all decisions regarding participation in elections would be made on the All Parties Democratic Movement (APDM)’s platform. He said the APDM would participate in the elections if General Pervez Musharraf withdrew the emergency declaration he issued on November 3 and released opposition members who had been jailed. “Everything that was done must be reversed and drawn back completely… You must have a level playing field for fair elections,” he said. He said the Pakistan Muslim League-Nawaz (PML-N) would never welcome ‘turncoats’, adding that he wanted to unite the PML and the PML-N. He said he had made no deal with President Musharraf. “I haven’t met any Pakistani government functionary over the last eight years, although there were a lot of overtures from the Pakistani side to meet me and to talk to me,” he claimed. On Gen. Musharraf, the former Prime Minister stated that “He is not a legitimate president of the country. I do not accept that, not at all.” He added that there was “no question” to him ever agreeing to a power-sharing deal with Gen Musharraf as president and himself as prime minister. A spokesman for Gen. Musharraf told CNN on November 25 that there was no agreement or understanding with Nawaz Sharif. Thousands of PML-N workers and leaders had earlier broken through police barricades at the airport and welcomed Nawaz Sharif and his family. Nawaz said the arrested PML-N workers were proof that he had no deal with General Musharraf.

President Pervez Musharraf on November 28 handed over the command of the army to the new Chief of Army Staff (COAS), General Ashfaq Parvez Kayani, Dawn reported. He passed the baton of command to Gen Kayani at a ceremony held in the Army Hockey Stadium, close to the General Headquarters in Rawalpindi. “Although I would not be in uniform tomorrow, my heart will continue to beat it as it has been my family since I joined it at the age of 18. It is a sad moment for me to bid farewell to the army after serving it for 46 years. This is life and every good thing has to come to an end,” Musharraf told the army top brass and government leaders at the first-ever public ceremony organised for the change of command.
