Jamaat-i-Islami Amir Qazi Husain Ahmad, said in Lahore, on January 7, the APHC members, sue to visit Pakistan, should declare themselves as Kashmiris and not Indians, at the border. He also said they should not object to the on-going jehad in Jammu and Kashmir. The Amir also observed that the cease-fire did not have any meaning as the presence of the Indian security forces in Kashmir continues and that the resolution of the issue was not possible unless India conceded that Kashmir was a ‘disputed territory’.

Various terrorist outfits in Pakistan are scheduled to call on Chief Executive General Pervez Musharraf to apprise him of the situation regarding the recently announced ban on Jehad fund raising. This was stated by Lashkar-e-Toiba (LeT) Amir Hafiz Mohammad Saeed while addressing media personnel in Noorshah, on February 17. He alleged that the move was meant to appease the United States of America. He also said that the United States wants to impose its solution on the Kashmir issue by brining India and Pakistan to the negotiating table. He added that the leaders of the terrorist outfits would apprise Gen. Musharraf that any action against terrorist organizations at the behest of the American lobby would lead to anarchy in the country.

He termed the ban and the declaration that Lashkar was a terrorist organization as a conspiracy against Pakistan and Islam. Hizb-ul-Mujahideen (HuM) chief Syed Salahuddin, in a press conference at Lahore, on March 25, said the outfit would reject any proposal for the division of Jammu and Kashmir. He claimed that terrorist outfits were relying on technology and weapons produced by them indigenously. The Hizb chief said, "India was under tremendous economic pressure as it was spending Rs520 million daily to fight the Mujahideen". Replying to a question regarding autonomous Kashmir, Salahuddin said, "Mujahideen wanted liberation from India at all costs. All other issues would be settled subsequently". He was critical of the United Nations Secretary-General Kofi Annan for his argument that, since the Kashmir issue did not meet the requirements of Chapter 17 of the UN Charter, he was unable to intervene.

On April 24, the Corps Commanders' conference in Rawalpindi urged the terrorist groups in Jammu and Kashmir not to respond to the Indian government's invitation for a political dialogue. The participating Generals reportedly appreciated the fact that Pakistan is running short of resources in sustaining terrorism in Kashmir. The Jehad is, at present, funded by money generated from the illegal yet hugely profitable narcotics trade. In the meeting, Minister for Interior Moinuddun Haider outlined a three phase programme for country wide de-weaponisation to cleanse the society from illicit arms. The programme includes a total ban on new licenses and on the brandishing or display of weapons, which has already been enforced; recovery of illegal weapons of all calibres; and revalidation of all old licenses of all unauthorised calibre weapons.

Interior Minister Moinuddin Haider said in Faisalabad on May 21 that the draft of the proposed Anti-Sectarian Act has been finalised. The Act envisages to proscribe religious parties involved in sectarian violence. Replying to a query that religious parties had given an ultimatum to the government to launch a protest movement, he called the ultimatum "totally absurd" and added that it was the government that had given a warning to religious parties to shun sectarianism. He also said that the Prime Ministers had in the past granted more than 17,000 Kalashnikov licenses while the number of illegal automatic weapons was in lakhs.

Separately, Interior Secretary Tasnim Noorani said, on May 29, that an arms control drive would be launched on June 1, 2001 with a media campaign calling upon people to surrender their illegal weapons before June 20. They also added that the masses and the Ulema (religious scholars) wanted to impose Shariat in the country, and in the event of the military regime not changing its policies, the masses would be forced to revolt like the Taliban.

Foreign Minister Abdul Sattar, addressing a press conference in Lahore, on June 5, said Pakistan would adhere to the Lahore Declaration and abide by all agreements concluded with India. Referring to the forthcoming Indian visit of Gen. Pervez Musharraf, he clarified that the Chief Executive would not talk to the Indian Premier about trade relations between the two countries, as the main focus of the dialogue would be to settle the Kashmir issue. While supporting the demand of the All Parties Hurriyat Conference (APHC) for a tripartite dialogue on the Kashmir issue, he also added that the APHC is "an authoritative and authentic organisation struggling for the liberation of Kashmiri people." He indicated that the APHC is the ‘real representative of Kashmiris’ and had "proved over the last 12 years by offering sacrifices that they are effective leaders and credible interlocutors."

While rejecting the Federal government ban on fund collection, also demanding Interior Minister Moinuddin Haider's dismissal, terrorist outfits on August 24 have announced a vigorous fund-raising campaign in Punjab. The announcement was made in Lahore after a meeting of the Punjab Chiefs of seven terrorist outfits, held at the Tehreek-ul-Mujahideen (TuM) office and chaired by Punjab TuM chief Shakilur Rehman Nasir. A joint committee was constituted under TuM Shakilur Nasir to start a dialogue with the Ulemas (religious leaders) and leaders of political parties to apprise them of their ‘responsibilities’ in the present situation. In a joint statement, the outfits said that the government should distinguish between jehad funds collection and extortion. While indicating that terrorist outfits neither possessed illegal arms nor were any of their members involved in sectarian activities they also added "Kashmir Jihad did not depend on the Pakistan government. It would continue till the liberation of Kashmir that amounts to the completion of the Partition formula." Replying to a question about the indication of a ban on all terrorist outfits, they observed that President Gen. Pervez Musharraf had been supporting their ‘cause’ but it was the Interior Minister who was "talking different things and his removal will settle the entire controversy." The outfits also asked the government to reject foreign pressure and prioritise national interests. They said that the government was fulfilling the "wishes of enemies who wanted Mujahideen to get entangled with internal matters and abandon Jihad." The outfits that attended the meeting were the TuM, Harkat-ul-Ansar (HuA), Jamait-ul-Mujahideen (JuM), Hizb-ul-Mujahideen (HM), Lashkar-e-Toiba (LeT), Harkat-ul-Mujahideen (HuM) and Al-Badr Mujahideen. The statement also added that the Jaish-e-Mohammad (JeM) was with them and the decisions had the backing of Jaish’s central leadership.

According to Pakistani news reports, various religious groups have commenced enlisting Jehadis to fight alongside Taliban troops in case of a US attack on Afghanistan. While rejecting US claims that they had proof against Osama bin Laden, he added, "A few documents cannot be considered as proof. They should produce evidence before a court, if they had any." The government has, however, banned recruitment of people for jihad in Afghanistan. News reports also indicated that the government had already informed the Taliban admsinistration that nobody from Pakistan would fight against the Northern Alliance, as it was their internal battle and not Jehad. Besides, no Pakistani would be allowed to get any sort of training in Afghanistan.

Jamaat-e-Islam (JeI) Chief Qazi Hussain Ahmed opined in Lahore, on October 15, that the current crisis facing the country could be resolved only with the stepping down of the Musharraf government and the establishment of a civilian setup, which could hold elections. While criticising the pro-US policy of the Pakistani government, he alleged that it was alienating the country. By allowing the US to use military facilities in Pakistan for strikes against the Taliban regime, Pakistan was ‘annoying’ both its ‘friends’ - China and Iran, the JeI chief indicated. While opposing what he perceived were attempts to overthrow the Taliban regime and induct a broad-based government in Afghanistan, he added that if such efforts succeeded, an anti-Pakistan regime would be installed in Kabul, which would try to have the ‘freedom movement in ‘occupied Kashmir’ tagged as terrorism. He said that the Musharraf regime could not survive the policies it was following and was consequently bound to collapse. The JeI, he indicated, would not ‘relax’ unless it ‘pulled down’ a government which, according to him, had placed the Army and the country at the disposal of the United States.
