Foreign Office spokesperson Zahid Hafeez Chaudhri on July 15 said that he can confirm that Pakistan is hosting the Afghan Peace Conference from July 17-19, reports Geo TV. "Any speculations about postponement of the conference are entirely baseless," said Chaudhri, during his weekly media briefing in Islamabad. He said the conference will "provide momentum to the ongoing efforts for peace in Afghanistan". According to Chaudhri, a number of Afghan leaders have already confirmed their participation. To a question, he responded by saying the Taliban are not among the invitees. "They have visited Pakistan many times and we’ve had detailed discussions with them on the Afghan peace process. The aim of the forthcoming peace conference is to engage with and consult all sides on the Afghan peace process," said the spokesperson.

Calling for adopting a policy of non-interference in Afghanistan, the Awami National Party (ANP) on September 15 expressed concern over “regrouping” of terrorist organisations and rise in incidents of extortion and targeted killings in the country, report Dawn. Speaking at a news conference after a meeting of the party’s Central Executive Committee (CEC) in Islamabad, ANP’s senior vice-president and Member of National Assembly (MNA) from Mardan, Amir Haider Hoti asked the Government and the state to adopt a clear policy and make correct decisions at right time after taking parliament into confidence as the country could no more afford another phase of terrorism. The CEC meeting was convened to discuss the situation in Afghanistan after the Taliban takeover last month and its possible implications for Pakistan and the region, besides discussing the prevailing political situation in the country, particularly the Government’s act of targeting the Election Commission of Pakistan (ECP) and the proposed setting up of the controversial Pakistan Media Development Authority (PMDA). Mr Hoti stated that once again the security institutions, police and even the general public were becoming a victim of terrorism and target killings and the people had once again started receiving telephone calls demanding extortions all over the country, particularly in Khyber Pakhtunkhwa and Balochistan. Mr Hoti made it clear that the ANP had no favourites in Afghanistan. He said the ANP only wanted to see peace in the neighbouring war-torn country and believed that the people of Afghanistan should decide their own future. No other country had the right to make a decision about the future of the people of Afghanistan.

Federal Minister of Foreign Affairs Shah Mahmood Qureshi on September 15 said that the Government would be "open to giving" a pardon to cadres of the banned Tehreek-e-Taliban Pakistan (TTP) if they promise not to get involved in terrorist activities and submit to the Pakistani Constitution, reports Dawn. In an interview with The Independent in Islamabad whose video was posted on social media by the state-run Associated Press of Pakistan, Shah Mahmood Qureshi said Pakistan was concerned about the reports of TTP figures being released from prisons in the wake of the Taliban takeover of Afghanistan. "If those guys come and start creating problems for us over here, it will affect innocent lives and we don't want that," he said while referring to the TTP. Shah Mahmood Qureshi further said if the new Afghan setup could use its influence and talk to the TTP, and "if [the TTP] are willing to mend fences and not take the law into their hands and not get involved in terrorist activities and they submit and surrender to the writ of the government and the Constitution of Pakistan, we are even open to giving them a pardon." "But as long as they do not come and start undertaking terrorist activities [in Pakistan]. That is our concern," the minister emphasised. Qureshi termed as "positive" the Afghan Taliban administration's announcement that they would not allow any terrorist groups to use their soil against any country, including Pakistan. He said Pakistan had been "continuously" pointing out TTP sanctuaries to the Ashraf Ghani government, "but they wouldn't move". It remains to be seen whether the Afghan Taliban act on their assurances, Qureshi added.

Replying to a question during a press conference in Islamabad, Ahmed said, "The Ministry of Interior has no role in this [talks with the TTP], and if the Taliban are engaged in any dialogue, then it is not in my knowledge." He added that "nothing is final as to how this will end up". To another question about whether he wanted talks to be held with the TTP, he replied that decisions on such matters were taking "at the highest level" by the Prime Minister. "The Ministry of Interior does not make these decisions," he reiterated.

Federal Interior Minister Sheikh Rashid said on October 26 that the Government had "no reservations" on any of the demands put forward by the banned Tehreek-i-Taliban (TLP), except for the shutting down of the French embassy and expulsion of the French ambassador over blasphemous caricatures of Prophet Muhammad (PBUH), reports Dawn. The Minister, who was addressing the media in Islamabad after a meeting of the country's civil and military leadership, said there was agreement on all issues discussed with the TLP and it was decided that their demands pertaining to the French embassy and ambassador could not be accepted. "You all can see what our economic situation is and France is leading Europe. All European countries are supporting France," he said. Shutting down the French embassy here would affect Pakistan's relations with other European countries, he explained. He reiterated that the Government and TLP had reached an agreement on all other issues, while the latter had given a deadline for November 2 for the acceptance of this one demand.

The Supreme Court was informed on November 12 that Islamabad Police had, over the last one year, submitted to trial courts the cases of 32 persons suspected of involvement in 16 attempts on the lives of journalists or of assaulting them, reports Dawn. A report on behalf of the Deputy Inspector General of Police operations in Islamabad stated that out of 16 cases registered by police from September 13 last year to September 12 this year, four were still under investigation. The report was furnished in compliance with a directive by a three-judge Supreme Court bench after it took up suo motu a complaint of harassment moved by the Press Association of the Supreme Court (PAS) on behalf of a journalist. At the last hearing on September 13, the Supreme Court had asked the chief of Islamabad Police whether or not the reported attacks on journalists had been investigated and the culprits brought to book. The IGP had told the court that some of the cases remained unsolved on account of insufficient evidence. But the court ordered the IGP to furnish a comprehensive report about all reported attacks on journalists over the past one year.

Federal Information and Broadcasting Minister Fawad Chaudhry said on November 18 that extremism in Pakistan was not rooted in madrassas, but schools and colleges, where teachers were hired during the 80s and 90s as part of a plot to "basically teach extremism", reports Dawn. Addressing a consultative conference on terrorism in Islamabad, Fawad Chaudhry said that the students of "ordinary schools and colleges" had been involved in notable incidents of extremism in Pakistan and not of madrassahs. Because, he went on, "you closed their (school and college students') minds. If you cultivate a society where an opposing view is immediately declared kufr (heresy) ... how can you present an opposing view?" "And if no opposing views are tolerated, how will you bring a soft change [in society]?" he asked rhetorically. In this regard, Chaudhry gave the example of late Jamiat Ulema-i-Islam-Fazl leader and religious scholar Maulana Hassan Jan, whom he said was murdered for giving a fatwa that declared suicide attacks forbidden in Islam. Similarly, he added, for such reasons many other scholars were unable to come to Pakistan.

The National Security Committee (NSC) on December 27 approved the country’s first-ever five-years National Security Policy (NSP) 2022-2026, reports Samaa TV. National Security Advisor Moeed Yusuf presented NSP 2022-2026 during the 36th NSC meeting chaired by Prime Minister Imran Khan in Islamabad. The NSA briefed the participants on the salient features of the NSP. Yusuf said that Pakistan was shifting to a Comprehensive National Security Framework with the aim of ensuring the safety, security and dignity of the citizen of Pakistan. The advisor said that the policy puts economic security at the core of the policy. He said that a stronger economy would create additional resources which would then be distributed to further bolster military and human security. The meeting was told that the policy was created “through a whole-of-government effort over the last seven years,” read a statement issued by the Federal Government.
