President Musharraf has told me nothing is happening at the Line of Control. He said that there are no camps in Azad Kashmir [Pakistan occupied Kashmir] and if there are, they will be gone by tomorrow." He clarified in Islamabad that "The government has not banned the Hizbul Mujahideen [HM], as it has no presence in Pakistan." He further said the Hizb was a Kashmir-based group and the authority to ban it lay with the Pakistan occupied Kashmir (PoK) government. However, he added that restrictions have been imposed on the group’s activities within Pakistan. According to him, "Pakistan’s policy is crystal clear as far as terrorism is concerned. The government will not allow any individual or a group of organisations to use its territory for launching terrorist attacks on any third country. The government will never tolerate any individual or groups trying to disrupt law and order in the country."

The remark, quoted in the Christian Science Monitor on June 4, came from the Embassy’s Regional Security Officer, Michael Evanoff, who told the newspaper, "This is now the epicenter of terrorism. It really is. This is the only country I know in the world that has so many groups that are against the US or Western ideals. Last year alone, these groups pulled off seven strikes against the US community here, including a March church bombing in Islamabad that killed five - among them an American woman from the embassy and her daughter - and a June truck bomb at the Karachi consulate that killed 14 Pakistanis." The report says, "the routine attacks and constant threats have turned the US installations here into virtual fortresses. Declassified US intelligence documents have reportedly revealed that Pakistan helped Al Qaeda terrorists launch their operations in Afghanistan in the 1990s and also clandestinely ran a major training camp used by Osama Bin Laden’s network. The documents, prepared by the Defence Intelligence Agency (DIA) in 2001 and declassified in a censored version this past week, also indicate that Afghan Northern Alliance guerrilla commander Ahmad Shah Masood may have been killed two days before the 9/11 attacks because he had discerned Bin Laden’s plan and "began to warn the West". The documents were obtained under the Freedom of Information Act by National Security Archive, a Washington-based think tank. However, the DIA has clarified that these documents represent only raw intelligence. "Taliban acceptance and approval of fundamentalist non-Afghans as part of their fighting force were merely an extension of Pakistani policy during the Soviet-Afghan war," said one of the DIA dispatches. It said that Pakistani agents "encouraged, facilitated and often escorted Arabs from the Middle East into Afghanistan". Pakistan is alleged to have built a training camp located outside the Afghan village of Zahawa, near the border between the two countries. According to the DIA, the camp was constructed by Pakistani contractors funded by the Inter Services Intelligence (ISI). However, in Islamabad on September 14, a Foreign Ministry official said that Pakistan had not yet officially received the DIA report, but said its "contents seems to be absurd and baseless." "This is a baseless report. The document itself says the information is raw. It does not seem to be founded on hard evidence," the unnamed official added.

Foreign Secretary Riaz Khokhar told a press conference that Pakistan had decided to respond positively to the Indian proposals along with some of its own steps. Referring to the Indian proposal of introducing a bus service between Srinagar and Muzaffarabad, the foreign secretary said that could be welcome provided there were checkpoints manned by the United Nations and Kashmiri passengers carried UN travel papers. Besides, Pakistan offered medical aid and assistance to Kashmiri victims of violence and rape, and to widows from the Valley. Pakistan, he said, was offering scholarships for 100 Kashmiri students for studies in graduate and post-graduate courses in professional institutions. Pakistan, the secretary said, accepted the proposals pertaining to the resumption of the Samjhauta Express between Lahore and Delhi, sports ties, visa camps with provision of necessary infrastructure and staff, land border crossing by people in the age group of 65 and above, and setting up of a hotline between Pakistan's maritime agency and Indian coast guards to ensure humanitarian and expeditious assistance to arrested fishermen of either country. About the Indian suggestions for Mumbai-Karachi ferry service and opening a land route between Munabao and Khokhrapar, the secretary said these issues should better be left for consideration at negotiations whenever the two sides decided to resume dialogue.

The proscribed parties/groups have been identified as Islami Tehreek-e-Pakistan (ITP - formerly known as Tehreek-e-Jaferia Pakistan [TJP]), Millat-e-Islamia Pakistan (MIP - formerly known as Sipah-e-Sahaba Pakistan [SSP]) and Khudamul Islam (KI - formerly known as Jaish-e-Mohammed [JeM]). The decision was taken at a high-level meeting in Islamabad chaired by President Pervez Musharraf and Prime Minister Mir Zafarullah Khan Jamali. The meeting also decided to place Jamaat-ud-Dawa (the new name for Lashkar-e-Toiba [LeT]) on the watch list under the same act. These groups had flouted the law by changing their names, as under the Act an organization banned once for extremism cannot function with another name. Interior Minister Faisal Saleh Hayat said that the police had sealed the offices of the three banned groups across the country. "The funds of these groups have been frozen and they will not be allowed to indulge in any public activity henceforth," said Hayat. The Daily Times has reported that Islami Tehreek-e-Pakistan chief Allama Sajid Naqvi was arrested from his Rawalpindi residence.
