Although the Army Generals will discuss the Tehreek-e-Taliban Pakistan’s (TTP) ‘peace offers’ at a corps commanders’ meeting to be in Islamabad, they want the political leadership to formulate a response to the militants’ suggestion for a ceasefire, reports Dawn. “It is for the government to decide whether or not to hold dialogue with the militants. We are continuing with our operations geared towards eliminating terrorism,” a senior military officer said. He said that although the offer was yet to be fully dissected it could be a tactical move by the militant outfit given its timing and the conditions that had been set. “Political leaders should capitalise on the situation,” he said and referred to pressure on the terrorist group generated by the Army’s counter-terrorism operations. Militant leaders in back-to-back statements sent to the media last week offered a ceasefire if the government ‘adopted Shariat after changing the Constitution, revised foreign policy and ended its engagement with the war on terror in Afghanistan’.

Pakistan’s new Government has ended a moratorium on executions, an official said on July 4, reports Daily Times. “The new government has decided to deal with all cases of execution on merit,” said Interior Ministry spokesman Umer Hameed, adding, “The Government has given clear instructions to see all such cases on a case-by-case basis and there will be no general amnesty for the convicts waiting for execution”. The Interior Ministry spokesman further said that up to 450 convicts are awaiting execution and their cases will be examined. The Government will show sympathy towards convicts who fall into a “special category” such as women and the elderly, he added. Under the previous Government led by the Pakistan People’s Party (PPP), no one except a soldier convicted by court martial was put to death since 2008. A Presidential order imposing a moratorium on the death penalty, issued in 2008, expired on June 30, 2013. In Pakistan, all executions must be approved by the President.

Interior Minister Chaudhry Nisar Ali Khan, while talking to a delegation of the Balochistan National Party-Mengal (BNP-M), led by its President Sardar Akhtar Mengal, in Islamabad, on July 9 expressed the Government’s resolve to confront all groups indulging in violence in Balochistan to restore peace, reports Dawn. Chaudhry Nisar said that the difficult conditions prevailing in Balochistan called for joint efforts by all political forces in the province to extricate it out of the crisis. He said that the Government would support all political forces in their efforts to resolve different issues through consensus and dialogue. He said that the Pakistan Muslim League-Nawaz (PML-N) was committed to empowering the people of Balochistan and that was the reason that despite being in majority in the Provincial Assembly, it had allowed the National Party to head the provincial coalition.

According to sources, PAF, Pakistan Navy, and Islamabad Police commandoes mounted a joint search operation in Margallah Hills detaining several suspects. According to sources, the Security Forces (SF) would remain deployed on the Hills till further orders. Senior Superintendent of Police (SSP) Operations, Dr Rizwan told Geo News that certain intelligence alerts including a warning regarding a possible terrorist attack on PAF Headquarters prompted these special security measures. “Also this thick security blanket has been laid over the Capital to head off any untoward incident ahead of Eid-ul-Fitr most probably falling on August 9, 2013," he added.

Pakistan on August 18 ordered a temporary stay of executions following objections from the President Asif Ali Zardari and rights groups, days before they were due to resume executions after a five-year moratorium, reports Dawn. “In due deference to the wish of the President, it has been desired that all executions of death sentences may be held in abeyance till the discussion takes place,” a statement said. Pakistan had intended to hang two convicted killers from Lashkar-e-Jhangvi (LeJ) this week in Sukkur District of Sindh. On June 6, 2013, Prime Minister Nawaz Sharif had scrapped the moratorium on the death penalty in a bid to crack down on criminals and militants in the country.

Afghan President Hamid Karzai during his visit to Islamabad on August 26 urged Pakistan to help arrange peace talks between his Government and the Afghan Taliban, reports Daily Times. He said Afghanistan expected Pakistan to provide “opportunities or a platform for talks between the Afghan High Peace Council” – Kabul’s official negotiators – and the Taliban. “We hope with this on top of our agenda we can move forward in bringing stability and peace to both countries,” he said. He acknowledged that the “continued menace of terrorism” was a primary concern for people in Pakistan, where thousands have been killed in the last decade, as well as in Afghanistan. “It is this area that needs to have primary and focused attention by both Governments,” Karzai added. “It is with hope on this that I have come to Pakistan... to advance the course of action together... but also by having a common campaign against extremism, (to) make sure that the two countries are safer and prosperous towards a secure future.”

Lashkar-e-Toiba (LeT) founder and Jama’at-ud-Dawa (JuD) Chief Hafiz Muhammad Saeed, who has USD 10 million United States (US) bounty on his head, appeared openly at a rally in Islamabad on September 6, denouncing India as a ‘terrorist state’ as more than 10,000 of his supporters chanted for “holy war” against India, reports Daily Times. “The United States and India are very angry with us. This means God is happy with us,” Saeed told the crowd as supporters chanted Jihad (Holy war) and ‘War will continue until the liberation of Kashmir’. He did not use the word jihad himself. “We are ready for every sacrifice for the liberation of Kashmir,” declared Saeed. Also, Hamid Gul, a former chief of the Inter-Services Intelligence (ISI) told the crowd, “They should know there are a lot of people here who are waiting for the conquest of India. All major political parties will meet in Islamabad on September 9 (today) to evolve a consensus on how to tackle the scourge of terrorism and violent extremism in the country, reports The Express Tribune. Prime Minister Nawaz Sharif is expected to make a ‘big announcement’ on talks with homegrown Taliban at the All Parties’ Conference (APC). “The Prime Minister will make a historic announcement [on the subject of peace talks with militants],” Federal Minister for Interior Chaudhry Nisar Ali Khan told a news conference on September 8. He refused to share the details. “It [the APC] is not just a conference… It is a forum to enable us to come up with a comprehensive and unanimous resolution on counterterrorism strategies,” Nisar said. According to him, the Government has decided to model the National Counter Terrorism Authority (NACTA) after the United States (US) Department of Homeland Security – which was created in response to the 9/11 (September 11, 2001) terrorist attacks. “From now on, NACTA’s primary responsibility will be to devise policies to safeguard the country’s territory and respond to militant and terrorist activities [within its borders],” he added. Apart from that, the Government has also decided to raise a ‘Rapid Response Counter Terrorism’ force (RRCT) under NACTA’s command to promptly resolve any terrorist incident in the country, he said.

Additional Attorney General (AAG) Tariq Khokhar on September 11 told a three-judge bench of the Supreme Court headed by Chief Justice Iftikhar Muhammad Chaudhry that missing person Masood Janjua and one Faisal Faraz were killed in an attack by al Qaeda in South Waziristan Agency of Federally Administered Tribal Areas (FATA), reports Daily Times. The court was further informed that there were evidences that the deceased Janjua and Faraz had links with al Qaeda. The AAG told the court that Masood Janjua was not in the custody of Intelligence Agencies. He said that a former Inter Services Intelligence top officer had, in his statement before the inquiry commission probing the missing persons’ case, said that Masood Janjua had links with al Qaeda and had been killed in an attack in Waziristan. Chief Justice Iftikhar Muhammad Chaudhry directed the AAG to present credible evidences to prove this claim. Amna Janjua, wife of Masood Janjua, also appeared before the court and stated that the missing persons’ commission had taken a U-turn after the statements of the Intelligence Agencies. The court directed the AAG to submit a detailed report about the evidences in the case in the next hearing and adjourned the case until September 13 (tomorrow). Khokhar told the three-member bench that according to a statement of former Deputy ISI Director General (DG) Major General (retired) Nusrat Naeem, which he gave on 30 June, 2011, Masood Janjua and Faisal Faraz were in contact with a Pakistani named Tariq, who was working with the United States (US) as an agent of Central Intelligence Agency (CIA). He said that Tariq had arranged a meeting with al Qaeda leader Sheikh Saad Al Misri, who was on the hit list of the CIA. The AAG also said that through Masood Janjua and Faisal Faraz a laptop fitted with a satellite chip was delivered to the al Qaeda leader. When the al Qaeda came to know about the chip they killed Masood Janjua and Faisal Faraz. However, Amina Janjua, who is also chairperson of the Defence of Human Rights, rejected General Naeem’s statement.

The video was made in late August 2013 and had been delivered to the Czech embassy in Islamabad, Foreign Ministry spokeswoman Johana Grohova said. The women were abducted on March 13, 2013, while being escorted by a tribal Policeman after crossing into Pakistan from Iran on a holiday. Humpalova is heard saying that she is "concerned about my friend who was with me as I am not sure if she is dead or alive," breaking into sobs and complaining about her poor health. "In case of my death I would like to be buried and put down in the grave of my father's family," she said. "I don't know how much time I have left because when these guys take their final action you will not hear from me again," said Humpalova, who wore a black headscarf. Chrastecka begs the Czech Government to "make the biggest pressure to the Pakistani Government to cooperate with my kidnappers. Please give them what they want. Please help me to go home soon."

The concern was conveyed on the same day, said the statement on November 22 adding that the Government had strongly condemned the US drone strike that took place in Hangu District of Khyber Pakhtunkhwa. The Advisor re-emphasized that the drone strikes are not only a violation of Pakistan’s sovereignty and territorial integrity, they are also had a negative impact on the Government’s efforts to pursue the consensus in the All Parties Conference to explore the dialogue process for peace and stability. Pakistan has released three more senior Afghan Taliban leaders, official sources said on November 26, reports The Express Tribune. “Yes three more Afghan Taliban leaders have been released,” an official source told The Express Tribune on condition of anonymity. “This is an ongoing process as part of efforts to facilitate reconciliation,” the source added. The leaders were identified as Mullah Abdul Ahad Jahangirwal, a former adviser of Mullah Omar, Mullah Abdul Manan, a former Taliban ‘governor’ in Helmand and Mullah Younus, a former military commander. “These are very important personalities,” a Taliban leader said. Pakistan has also quietly freed ten other low-key Taliban detainees over the past few weeks, the Afghan Taliban claimed. The number of freed Afghan Taliban since November 2013 has now crossed fifty.

Prime Minister (PM) Nawaz Sharif said on December 10 that Pakistan was trying to turn a new page with its neighbours and prepared to look at the larger picture, reports Daily Times. Addressing the Asian Parliamentary Assembly (APA) in Islamabad, Nawaz also stressed greater connectivity among the Asian countries for their mutual development and prosperity. According to the Prime Minister, the newly elected Parliament was working to address the challenges confronting the country and had forged a national consensus on how to deal with terrorism and poor economy. He said there was need to address the crippling energy crisis and the Government was striving on war-footing to combat the energy deficiency, attract foreign investment, mobilise domestic resources and jump-start economic growth. He expressed the confidence that the regional parliamentary forums such as APA can play an active role to generate joint strategies to effectively deal with the critical issues of energy, growth and environment, which are common to the most of Asia. The PM said the APA provides an excellent opportunity to legislatures across Asia to connect with each other and learn from each other’s experiences. He said that with Parliament giving voice to the aspirations of the country’s people, the Government was working to address the challenges confronting the country.
