Prime Minister Yousaf Raza Gilani on February 6 described Kashmir as a cornerstone of Pakistan's foreign policy, but called for a need to resolve the dispute "through diplomacy and dialogue" as his country "cannot afford wars in the 21st century'', reports Times of India. Gilani was addressing a gathering in Islamabad to mark Pakistan's Kashmir Solidarity Day that has been observed since 1990 to keep the issue in public discourse and call for implementation of United Nations (UN) resolutions on Jammu and Kashmir (J&K) and a plebiscite in the region. "Four wars have already been fought over the issue of Kashmir and the region remains a flashpoint. However, in the 21st century, we cannot afford any more wars," Gilani said. He also said that Pakistan wants to resolve the matter through "dialogue, diplomacy, prudent policy and national consensus". But he maintained that Pakistan remains "committed to continue moral, political and diplomatic support to the people of Kashmir''."The whole nation, including all the political parties, is united on the cause of Kashmir,'' he said. Gilani referred to his meeting with PM Manmohan Singh in Maldives in November 2011 and said the two sides had agreed to discuss all core issues, including Kashmir.

He said that both Pakistan and US have to work together to improve their relations and resolve the issues. The permission has been given for food items,” a Defense Ministry official quoted Defense Minister Ahmed Mukhtar as saying at a function in Islamabad. “Since the food items were perishable, we have allowed them to transport them by air to Afghanistan. Pakistan will give its full support to any clear effort by the Afghan Government to achieve a political settlement with the Taliban but does not want to lead a peace process that would impose a solution, Foreign Minister Hina Rabbani Khar said on February 22 during a speech at Chatham House, an international relations think tank in London, reports Dawn. FM Khar said Afghans were tired of attempts by other countries to take charge of their affairs and, for the good of future bilateral ties, Pakistan should not be seen to be interfering too closely. “We will support any (peace efforts) that are Afghan-led, Afghan-owned and Afghan-driven. This is our first and last pre-requisite,” Khar said, adding, “But we will not lead. We cannot lead … We will only follow what our Afghan brothers and sisters decide is the course of action they will adopt”.

After that, they are on judicial remand, and are being kept in a proper, legal manner,” Malik told reporters. “Cases have been registered against the adults, not the children.” The children, he said, were living comfortably in a five-bedroom house in Islamabad. “A house has been bought for them to live in.” Two of the wives are Saudi nationals, and one is from Yemen, according to the Pakistani foreign ministry. Malik did not specify which court was dealing with the case, or where the women were being held. They will have to stand trial, but it was not clear what punishment they faced if convicted.

At least 320 Shias have been killed in targeted attacks this year across Pakistan, including more than 100 in Balochistan, the HRW said in a statement. “Deadly attacks on Shia communities across Pakistan are escalating,” Brad Adams, Asia Director at the HRW, said in the same statement, adding, “The Government’s persistent failure to apprehend attackers or prosecute the extremist groups organising the attacks suggests that it is indifferent to this carnage”. The rights watchdog said terrorist groups such as the “ostensibly banned” Lashkar-e-Jhangvi (LeJ) had operated with “widespread impunity” across Pakistan while law enforcement officials looked the other way. LeJ is regarded as Pakistan’s most extreme outfit, accused of killing hundreds of Shias after its emergence in the early 1990s. A junior Federal Minister was furious in the National Assembly on September 10 over the visit to Pakistan of a United Nations (UN) team to collect data about the so-called missing persons, reports Dawn. Minister of State for Housing and Works, Mohammad Raza Hayat Hiraj, saw a sinister interference in the 10-day visit of the delegation of the UN Working Group on Enforced or Involuntary Disappearances (WGEID) that arrived Islamabad to probe an issue already being investigated at Home by the Supreme Court and a Parliamentary Committee on National Security. “There are other motives behind this,” said Mr Hiraj, who belongs to the Pakistan Muslim League-Quaid (PML-Q). He said he feared the report of the UN team would be used to highlight the views of “one per cent” separatists of Balochistan — emphasising that 99 per cent people of the province were loyal to Pakistan — and demanded that the house debate the issue for which he said he could move an adjournment motion or a house committee deliberate on what he described as an issue more important than those of electricity and floods that were earlier raised in the house.

The Christian girl accused of committing blasphemy, according to officials, was on September 10 shifted to an undisclosed place from the Police Lines Headquarters (PLH) in Islamabad where she had been staying since her release from the Adiala Jail on September 7, 2012, reports Dawn. Tight security arrangements were made to take the girl to some other city from the women’s barracks at the PLH where she had been kept along with her family, the officials said. A Police official said that after leaving the PLH the girl’s family met a Government representative who later went to the airport, fuelling speculations that the family might also have left with him for a foreign country. But adviser to Prime Minister on National Harmony Doctor Paul Bhatti said that the girl and her family had not left the country. The Police of the twin cities, Rawalpindi-Islamabad, on October 10 sought the Interior Ministry’s help to be allowed to go to Afghanistan to arrest Roohullah, a high-profile fugitive wanted for the murder of former Attorney-General and retired Judge of Peshawar High Court (PHC) Justice Sardar Khan, reports Dawn. Sources revealed that after escaping from the District Headquarters Hospital (DHQ) in Rawalpindi on July 29, 2012 Roohullah has been spotted in Afghanistan where he is allegedly being sheltered by Mangal Bagh’s militia. A letter had been written by the Police to the Interior Ministry seeking permission from Afghanistan Government to send a Joint Police Team to arrest Roohullah. Another source added that nearly two weeks back, a senior Police Officer had directly approached the Afghan Ambassador in Islamabad on the issue. But given the absence of an extradition treaty between the two countries, the ambassador declined to entertain the request. A senior police officer, requesting not to be named, said: “Though the Afghan Ambassador was briefed in detail about the escapee and his current whereabouts, he was not convinced. If the twin cities Police are allowed to travel to Afghanistan and the Afghan Police assist them, the fugitive could be captured and brought back to Pakistan.” Deputy Superintendent of Police Omer Hayat revealed that efforts by the Police were also in progress to arrest the fugitive and bring him back through Interpol. On July 29, Roohullah had escaped from medical ward of DHQ Hospital Rawalpindi where he was being treated under the custody of Adiala Jail. Investigations revealed that the plan to escape was hatched by him and a double-murder suspect Raja Arsalan. Roohullah had assured Raja Arsalan in the jail that he had close links with some influential people in the judiciary and he could help him in getting bail and in return he had to help him flee from the jail. With help from jail staff and the hospital doctor, Roohullah managed to reach the DHQ Hospital and escaped with his wife first to Swabi District in Khyber Pakhtunkhwa by Raja Saqib, a resident of Islamabad. After interrogating the two facilitators for more than six days, the Rawalpindi Police (Ganjmandi) brought them here for investigation while a separate case has been registered against three Islamabad Policemen for their role in Roohullah’s escape.

The role of British intelligence agencies in dealing with terrorism cases was the focus of an in-camera briefing given by a UK expert to the members of Parliamentary Committee on National Security (PCNS) in Islamabad on October 31, reports Dawn. Lord Alexander Charles Carlile, a practising barrister and former independent reviewer of British anti-terrorism laws, informed the committee that British intelligence agencies’ role was to provide information to law-enforcement agencies, according to a participant of the meeting. The British lawyer said that on the basis of Intelligence Police and Forensic experts went out to collect hard evidence which led to trial of the suspects involved. The PCNS is in the process of preparing recommendations for the Government to resolve the missing persons’ issue. The Government has already introduced an “Investigation for Fair Trial Bill 2012” in the National Assembly with an aim “to provide for investigation for collection of evidence by means of modern techniques and devices to prevent and effectively deal with scheduled offences and to regulate the powers of law-enforcement and intelligence agencies” to deal with terrorism.
