Times of India reported on March 9 that within days of joining the new communist led Government of Nepal, the former Maoist guerrillas have begun to flex their trade union muscle, calling strikes in quick succession in the major industrial areas, whose effect will also be felt by major Indian companies like Hindustan Unilever, ITC and Dabur India. The All Nepal Industrial Trade Union (ANITU) owing allegiance to the Maoists withdrew from negotiations with officials of the Hetauda Industrial Corridor in central Nepal and enforced an indefinite strike that has hit nearly 80 industries employing over 5,000 workers. It was reported that the Maoist trade union demanded an increase in the existing minimum wage of NRS 4,600 to NRS 10,000 and daily wage to NRS 450 from NRS 190. From March 26, the Maoist union has warned of an indefinite strike in the belt if the industries fail to concede its demand.

the Maoists, who were toying with the idea of ending the armed insurgency by 2006, were an enigma for the international community in Nepal, revealed the diplomatic cables generated between 2003 and 2007 from the United States (US) mission in Kathmandu, reports Himalayan Times. On September 22, 2006 ambassador James F Moriarty suggested that Nepal appeared headed for "crunch time": Nepal Government allowing Maoists into the interim Government. The then Prime Minister Girija Prasad Koirala assured Moriarty he would not do so, but the US envoy saw the risk if he didn’t: Maoists would organise public demonstrations in October, setting the stage for urban violence in November to intimidate the Government into handing over the key to power. Moriarty termed the Maoist ploy a bluff and feared that it could actually work in their favour.

The Ministry of Peace and Reconstruction (MoPR) on March 16 unveiled a three year National Plan of Action (NPA) for the Rehabilitation and Reintegration of Children Affected by Armed Conflict, reports Kantipuronline. The action plan aims to assist the current peace process in reaching a meaningful conclusion and protecting the rights of children affected by armed conflict and those associated with armed forces and armed groups through the implementation of the integrated plan of rehabilitation and reintegration. The National Human Rights Commission Report for 2005 stated that over 500 children lost their lives, around 40,000 were displaced and more than 8,000 were orphaned or separated from their families during the armed conflict since February 1996.

The smuggling of contraband firearms and ammunitions is unchecked in Terai Districts, posing a serious security threat to the region, reports Kantipuronline on March 16. Taking advantage of the open Nepal-India border, various underground outfits, ethnic groups and criminal gangs are involved in gunrunning. Security sources claimed Police seized 35 contraband weapons and held 58 people in the eastern region within the past three months claiming that most of these weapons are brought from India.

According to the report, 115,760 people were victims of the armed conflict among which 17,000 lost their lives; 78,675 were displaced and 1600 people disappeared. Kantipuronline reports that it seems Prime Minister (PM) Jhala Nath Khanal’s plan to complete the integration and rehabilitation of former Maoist combatants within 50 days is in trouble, with the major parties failing to narrow down their differences on the integration modality. In March, PM Khanal had assured foreign diplomats that his Government would come up with a 50-day action plan to complete the integration and rehabilitation process. The United Nations (UN) continues to list Unified Communist Party of Nepal-Maoist (UCPN-M) "as a party to conflict using child soldiers" in its latest report, reports Kantipuronline. The Secretary General's report on Children and Armed Conflict presented before the UN Security Council on April 23 has included Maoist in the list of 52 armed forces from Asian and African countries that recruit or use children, kill or maim children or commit sexual violence against children during the armed conflict. This is the sixth annual report that has put the Maoists on a watch list for using minors. The Maoists discharged of 2,973 minors from the cantonments in 2010. The discharge process was carried out as per the tripartite action plan that was signed between the Maoists, the Government of Nepal and the UN in December 2009. 2,394 individuals including 1,843 minors were released from the seven main cantonment sites during the formal ceremonies organised between January 7- February 8, 2010 and the "no-shows" were discharged through the sign off process involving the Maoist leadership a month later. The Maoists, however, insist that they have cut links with the "child soldiers" and that the UN has failed to adequately document the discharge of 4,008 disqualified combatants that included minors. "We handed over the disqualified combatants to the UN and suggested them to accept the rehabilitation packages after signing the action plan. They have cut off the links with the PLA," said Maoist Standing Committee member Barsha Man Pun, adding, "The UN's conclusion has deprived us of justice. We will raise our reservations regarding this issue during the upcoming visits of the senior UN officials."

The Constitutional Committee (CC) on June 2 sent the report submitted by the Committee for State Restructuring and Power Sharing to the sub-committee formed under it to resolve disputed issues seen in constitution drafting, reports Nepal News. The CC forwarded the report of the aforementioned thematic committee to the sub-committee so that parties are able to reach an understanding on the disputed issues seen in it. The CC chair Nilambar Acharya told media persons that the Committee's report has been sent to the sub-committee after collecting the views of all the CC members during an intense deliberation on 78 disputed issues seen in it in which the most controversial has been the right to self-determination. He said that works to prepare the integrated draft of the constitution will start once the sub-committee is able to find an agreement of the parties on the Committee's report and then again refer it back to CC for final endorsement. The disputes seen in the report of the Committee for State Restructuring and Power Sharing is one of 21 debated issues seen in constitution drafting which the parties are yet to resolve. The parties are yet to reach an understanding on the forms of governance and electoral system, among others.

We will try to complete the recruitment by next week," said Special Committee Secretariat member Deepak Prakash Bhatta.

The Reporters Without Borders has ranked Nepal 119th out of the 178 countries in the press freedom index, 2010, citing various cases in which media persons were attacked or were subjected to threats. RWB pointed that political instability and involvement of political parties and armed groups in issuing threats to media journalists, especially in the districts, are the main reasons behind the upsurge.

The conspiracy to carry out the September 7 bomb blast at the Delhi high court was hatched in Nepal by the militant Islamist outfit Harkat-ul-Jihad-al-Islami (HuJI), according to an intelligence input generated in Kolkata (in West Bengal), The Hindustan Times reported. Information to that effect was received from Sashastra Seema Bal (SSB), a central armed Police force deployed on the borders with Nepal and Bhutan, officials said. The local branch of Intelligence Bureau had sent the message to the West Bengal Police. According to the report, five Bangladeshi nationals, members of Al-Islami-Jehad — the Nepal chapter of HuJI — had sneaked into India from Nepal and executed the blast. Al-Islami-Jehad has its headquarters in Nepalgunj town of Nepal and the men had been living in Nepal for the last 10 years. After the strike, two persons escaped to Gandhinagar in Gujarat and the rest came to West Bengal. Two members of the module were identified as Mohammed Atta-Ul-Rehman (32) and Maulana Saiful Seikh (40), originally from Rangpur and Sylhet in Bangladesh.

It has been revealed that half-a-dozen Indian nationals are among the 19,602 People’s Liberation Army (PLA) combatants verified by the United Nations Mission in Nepal (UNMIN) in 2007, according to UNMIN’s database provided to the Government. The issue came to light during the regrouping process carried out at the seven main cantonment sites last month. A PLA commander acknowledged that six Indian nationals were among those in the PLA ranks and four of them visited the Third Division Cantonment in Shaktikhor, Chitwan. Three of them are said to have opted for voluntary retirement and one for integration.
