Around 130 Sarpanch aspirants were taken hostage by the Maoists on January 9 and released them on January 15 in Sukma District, reports Asian Age on January 21. The candidates were set free with a warning not to contest the ensuing rural local bodies elections. “We were herded to the core of forest near Gonguda hill range and made to sit under trees. We reached the area after sunset. We did not have additional clothes or food with us. We were given the impression that we will be let off after a meeting with Maoists....” said one of the abducted candidates. In the morning of January 15, CPI-Maoist ‘divisional committee’ member Jaggu, along with Kerlapal ‘area committee ‘commander’ Bhime alias Reena, and armed cadres, reached there to warn them against participating in the elections before they were set free.

On the eve India’s Republic Day-January 26, the Communist Party of India-Maoist (CPI-Maoist) on January 24 hijacked two buses and one pick up van carrying about 50 passengers and held them captive for two to three hours before releasing them near Katekalyan in Dantewada District, reports The Times of India. The incident took place between Paknaar and Katekalyan where the Maoists took these vehicles to an undisclosed destination in the forest. However, the vehicles were later found near Katekalyan Police Station. Sources said the Maoists had pasted posters in the area opposing US President Barack Obama`s India visit. Additional Director General of Police (ADGP), Naxal-Left Wing Extremism (LWE) operations RK Vij said that the buses were released and LWEs wrote some slogans on the buses.

The Maoists felled trees and dug up roads leading to traffic disruption. They damaged drill machine of the NMDC’s (National Mineral Development Corporation) Kirandul plant in Dantewada District and damaged National Highway 30 in the previous evening. The Maoists also abducted two passenger buses in Katekalyan area of Dantewada in the night of January 25. “Buses were released after some time. Maoists wrote some slogans on the bus,” said R.K. Vij, Additional Director-General (ADG) of Police, anti-Naxal operations. Further, the Maoists damaged railway track between Kirandul and Bacheli town and opened fire on Chintagufa and Timilwada Police camps in Sukma District in the morning of January 26.

The family of the victim later received a call from an unidentified individual speaking in Bengali, asking for a ransom of INR 5 million. The abductors had first demanded INR 1.5 million as ransom but later reduced it to INR 500000 and ten ladies wrist watches. There had been ten incidents of abductions in Mizoram since 2011, and except for a single case of kidnapping at Mizoram-Assam border Kolasib District, all the abductions occurred in the Mizoram-Bangladesh-Tripura border Mamit district.

According to West Garo Hills Police, a former militant of the Breakaway faction of Achik National Volunteer Council (ANVC-B), identified as Silgrak Sangma was arrested on February 4 near the Nehru Park area in Danakgre in West Garo Hills in connection with the abduction. A 9 mm pistol with five live rounds of ammunition was also recovered from his possession. The former militant had come to pick up the ransom in exchange for Rafique, along with two others who managed to escape. Later an amount of INR 500000 meant as ransom was also recovered from the family of the victim. It is unclear if any ransom was paid to the abductors.

The DSP also confirmed the recovery of hand written letter by the Maoists at the spot claiming responsibility for gunning down the ‘commander’, saying he was shot dead to avenge the killing of 11 Naxalite [Left Wing Extremist (LWE)] cadres namely Jaiker, Praful, Prayas, Jitender, Albert, Danish, Tapos, Niraj, Ramesh, Hansraj and Baleshwar, at Lakarbandha in Chatra District on March 27-28, 2013. According to sources, six persons from Kartanpalli including Trinath Bhumia, the former panchayat samiti chairperson of Mathili block and another from adjoining Bara village were abducted by the Maoists. But no complaint regarding it from their family members or anyone else had been filed with the police till the evening of April 14. Maoists have also not come up with any statement regarding these abductions till the evening. Kartanpalli and Bara villages of Malkangiri district are located at a distance of around 10 kilometres from Sukma District of Chhattisgarh. Over 20 Maoists from Darbha ghati led by their leader Vinod Kashyap had abducted people from Kartanpalli, Barha and a few other villages under Mathili panchayat samiti of Malkangiri District on Orissa-Chhatisgarh border. Among those abducted included former chairman of panchayat samiti Trinath Bhumia. Neither any of family members of the abducted persons nor any other villager had lodged a complaint with the Police. The body of Panduram (42) was found at Chingur Nullah in Tulsi Dongri area under Darbha Police Station limits, Darbha Station House Officer (SHO) Durgesh Sharma said. Panduram was abducted along with his assistant Sanat Sethiya on April 21 from his native place Koleng by a group of armed Maoist cadres, he said. Police said that Ravindra had been indeed working as a Special Police Officer (SPO) between 20013 and September 2014. Around 15 armed Maoists had taken him away from his house. Police then launched a search operation, during which there was an exchange of fire with the Maoists in a forest near village Asha and some Maoists were injured. The Maoists killed Ravindra to take revenge for this skirmish, a Police release said. Also, a Maoist pamphlet found near his body said Ravindra was killed because he was working as an SPO.

Haldar was abducted on May 28 while visiting Hajongpara village in Betasing block. The three arrested men have been identified as Newbirth Marak (21), Phang Sangma (18), and Emlath Sangma (18) all hailing from Jelbongpara village of Betasing. Following their arrest, a second operation was launched the same night at Chondon Nokatgre village of Betasing to nab LAMA Chief, Goran who however escaped. The operation led to the rescue of another trader identified as Hafizur Rahman. Rahman is a resident of Fekamari village in South Salmara, Dhubri District of Assam. According to sources, more than 100 armed Maoists and militia members entered Gobbaripada village, 40 km from Munchingput mandal headquarters bordering Odisha, and completely damaged one V Deenabandhu's house and removed the sheets from the roof of one V Lycon's house. They also destroyed a clay-tiled house of P Ramanna after beating the trio. Eventually, the villagers protested when the Maoists tried to torch Ramanna's house. The Maoists later abducted P Ramanna and P Dobbulu as well as two women from the village suspecting them to be Police informers. However, they released the women on their way to other villages, where a few more alleged Police informers were staying. After the incident, the entire village of over 30 houses became vacant after all the villagers fled for their lives.

Ramanna, along with Pangi Dobulu (60) and Vanthala Sadhuram (15) were beaten up by the Maoists at the village before he was taken into deep forests. Ramanna was not an informer and also not responsible for the exchange of fire near the village one month ago in which a Maoist Suryam alias Sonu was killed, the Police said. In fact the deceased, was an educated person and waiting for teacher's job after completing DIET course, was away from the village for a long time preparing for the examinations. But a minute suspicion that he was an informer made the Maoists murder him, the Police added. On July 24 night, about 400 Maoists, militia members and sympathisers entered Gobrapada at around 10 p.m. They set off a tiffin box bomb in Pongi Jeenabandhu's house, destroying houses of Pongi Ramanna and Vanthala Lyko also. When they tried to set on fire Mariya Sonia's house, villagers resisted. The Maoists then thrashed the three persons and took away Ramanna with them. On July 26 information was received that he was killed.

The Communist Party of India-Maoist (CPI-Maoist) on September 25 released the two brothers they had abducted from the tribal village of Karlapodar in Munchingput mandal (administrative unit) in Vishakhapatnam District after conducting an inquiry, reports The Times of India. The Karlapodar upa-sarpanch (deputy head of village level local self-government institution) Vantala Dhanujaya and his brother Vantala Neelakantham, who is a Sakshara Bharat coordinator (literate India coordinator), were kidnapped by Maoists on September 23 night as they were suspected of being ‘Police informers’. They are Basrang M. Sangma alias Asilang from Hatimarini village, Niksrang Ch Marak alias Rarik from Lower Sambrak, Sengrak Marak alias Saljatchi from Rimrangpara Gagagre, Chiseng Sangma alias Guare, also from Lower Sambrak, and Beltush Sangma from Rongmatchu village. The militants stopped the bus and asked everyone to disembark before choosing 16 targets, all of them from a particular community. Of the 16, seven were allowed to go. Sources said the bus driver reported the matter to the Police at Rongmil in North Garo Hills, who later visited the spot. The next day, the driver also reported the incident at Wageasi outpost. The three are TDP mandal party president Mamidi Balayya Padal, senior leader Vandalam Balayya and District committee member Mukkala Mahesh. The group involved in the abduction was reportedly led by a senior leader and Andhra Odisha Border Special Zonal Committee (AOBSZC) spokesman Chalapathi. A warning letter was sent to the TDP leaders next day (October 6) morning saying that they would pay a heavy price if the Government failed to announce winding up of plans for bauxite mining within a week. The letter was accompanied by an appeal by the victims to the Government to stop mining plans else their lives would be in peril, they said. The Maoists also demanded the party leaders immediately quit their posts and primary membership of the party and join the people’s movement against bauxite mining. Combing by the Police, arrests and establishment of camps, which are all meant to facilitate bauxite mining, should be stopped, they said. The Maoists are making their presence felt in spite of intensive combing by the Police and Central Reserve Police Force (CPRF) and the Police say cadres from outside A.P. are crossing the border.

When Hindustantimes (HT) met her on July 28, Guddi recounted chilling tales of the looming threat to her life but said she was committed to her studies and wouldn’t return to the extremist fold under any condition. “I cannot surrender because the moment my leaders come to know, they will kill my parents and siblings,” she told HT, on the condition that her story wouldn’t be published. “I will be able to study as long as I am not identified and captured or my bosses in the jungle do not take me away forcibly,” she said. When she went home to see her parents and siblings in the Maoist-infested village of Sibil on October 6, she was abducted by the insurgents, who left a handwritten note saying Guddi had to die because she didn’t mend her ways despite several warnings.

According to a press statement from Public Relations Officer (PRO) AR, Kohima, the youths, which included minors, were “deceitfully lured on the pretext of providing civil employment” in Dimapur by one Seiminthang Kuki and Lamang Kipgen, said to be NSCN-K cadres. The AR maintained that the youths were then transported to NSCN-K training camp across the border into Myanmar. However, before the youths were “plunged into ruined destiny of death and destruction by NSCN-K leaders,” all three were successfully rescued by the 18 AR, the press statement stated. They were told not to get associated with any political party and to get themselves involved in the anti-bauxite mining agitation of fellow Girijans. The Maoists, who found the bauxite mining as a major issue to regain the lost ground among the Girijans, abducted the three from Kothaguda village near G.K. Veedhi in Visakhapatnam District in the night of October 5. The outfit released a photograph of the official and also asked his family to ensure that the operation was put on halt in November. “If the government doesn’t stop and withdraw the operations against us and others (militants) in the Garo hills region within this week, we will be compelled to shoot the Meghalaya government official who is still in our custody,” the outfit’s joint publicity secretary, Garo Mandei Marak, said in a release. In another release, Marak said, “GNLA is asking the family members of BDO Jude Rangku T. Sangma and the government to withdraw the operations against us immediately from the entire Garo hills region.” The outfit warned that if a Police team arrived at the spot where the official is being held, it would immediately shoot him. “If operations against militants are not put to an end, we will kill the officer and his body might never be found again even for a proper burial,” the outfit threatened, adding, “We won’t hesitate to shoot him.” “To avoid such happenings, we demand the withdrawal of operations from all of Garo hills against us throughout the month of November for his safe release or else we will be left with no options and negotiations,” the release to the family said.

Maoists freed Isaac unconditionally. The three pastors have brought him [Isaac] back this morning [Thursday],” Superintendent of Police M. Ravi Prakash told The Hinduon Thursday (November 12). For the record, Maoists had abducted 20-year-old Isaac 13 days ago from Yetapaka after they failed to abduct his father Kannaiah. However, one of the victims managed to escape, while Police rescued the other on November 21, report stated. Sources said a fifteen-member armed group swooped down on the village, located near the border outpost. The protesters sought immediate and unconditional release of the two labourers, Shahujdin Sheikh (35) and Soleman Ali (42), who were working as labourers in a firm that is working on a Pradhan Mantri Gram Sadak Yojana (PMGSY) road bear the village when they were abducted. The protesters gave an ultimatum of two days to the ANLA for the release of the two labourers, failing which the people of the region would start operations against outfit. “This is a show of anger at what militancy has done to the region. We absolutely condemn the kidnapping of the two labourers and want them to be released immediately. How much will we bear the brunt of these acts that are making a mockery on normal life,” said one of the protesters at the rally. The whereabouts of coal dealer and Church elder Dinar Syiemlieh, who was abducted from Borsora in South West Khasi Hills (SWKH) District on December 3, is still unknown, reports The Shillong Times on December 7. Concerned over the matter, the Meghalaya Mine Owners and Exporters Association and State Co-ordination Committee of Coal Owners, Miners and Dealers Forum have appealed to the abductors to release him unharmed. In a joint statement issued on December 6, the coal bodies said that it is a matter of concern that there are frequent abductions of people including their members for ransom. The organizations appealed to the abductors of Syiemlieh, who hails from Kulang, to release him unconditionally. They also said that Syiemlieh is suffering from ailments related to thyroid and asthma. The Khasi Students Union (KSU), SWKH unit, meanwhile, urged the abductors to release Syiemlieh before December 10. The KSU also decided to go ahead with the public meeting slated to be held on December 10 at Mawkyrwat, to oppose the abductions and harassment meted out to the people of Mawkyrwat by the Garo militants. In a statement issued to the press, KSU’s SWKH unit general secretary, Forwardman Nongrem alleged that Garo militants are involved in the abduction of Syiemlieh. The KSU leader also reportedly said that “they are prepared to fight the Garo militants”.

Ayitu managed to flee from their clutches soon, leaving behind his wife and child." After his escape, Maoists beat up Ayitu's wife, who was holding her infant in her arms, with sticks. North Garo Hills Police on December 12, recovered a highly decomposed body partially buried in a shallow grave which is believed to be that of abducted Police Constable Khomraj Bhattarai in Tapa Darengchi area, of North Garo Hills District, reports The Shillong Times. Bhattarai was returning to his duty after availing a home leave when armed Garo National Liberation Army (GNLA) militants stopped the commercial winger vehicle he was travelling on and took him away on November 6. They dragged away Bhattarai and the handyman of the winger, Muslo Hussain, who happened to drive the vehicle on that day. The handyman, who was separated from Bhattarai soon after the abduction, was released unharmed twenty days later. Bhattarai was a Head Constable (Havildar) in the Sixth Meghalaya Police (MLP) battalion and was going to his place of posting in Songsak to resume his duties. The GNLA had tried to distance itself from the incident by issuing a press statement soon after the abduction blaming other groups and criminal gangs for the abduction. Despite their denial, Police had identified ‘area commander’ Pilliport D Shira’s group to be the mastermind of the abduction and subsequent execution of the unarmed Policeman.

A group of suspected Communist Party of India-Maoist (CPI-Maoist) cadres attacked forest outposts in Pookottumpadam under Nilambur south forest division in Malapuram District and Silent Valley outpost in Palakkad forest area of Palakkad District and abducted three persons including two forest officials on December 18 night, reports The Times of India. According to the forest officials the abducted persons were later released. The suspected group attacked the outpost which is located inside the Nilambur forest, around 15 kilometres away from the Pookottumpadam town. After setting the outpost ablaze the gang abducted five persons including four staff and one local person from Pookkottumpadam outpost. Though two forest staff managed to escape from their custody, other two forest watchers and the local man were taken to deep forest area by Maoist the gang. After keeping them in custody for one hour they were released. District Forest officer (DFO) of Nilambur South Saji said that the role of Maoist gang in the abduction and attack was confirmed. "

Police teams launched extensive operations and they were able to rescue the abducted man from a hilly area in Longa Koireng. The man rescued from the hands of unidentified armed persons has been identified as one Md Jakir Hussain (33) from Daunpur, Murshidabad District, West Bengal but presently staying at Mantripukhri in the District, informed a source. After rescuing Md Jakir, Police continued the search operations in order to arrest the abductors. Md Jakir Hussain was abducted by two unidentified persons from near Longa Koireng Bridge at around 8 pm on December 17.

The former sarpanch of Nilawaya village panchayat (local-self government institution), was found lying in a pool of blood on Aranpur-Sameli road near his native place under Aranpur Police Station limits. "The victim had been abducted by some armed Naxals from his house at Armebandi Para in Nilawaya last night and his body was found this morning on the road, located around 450 kms away from the state capital, following which police were informed," a Police official said.
