His wife, Sorokhaibam Neera, said, "The party has clearly stated that there is no personal enmity with my husband and that he was abducted to get some of their demands fulfilled. He is being used as a scapegoat. I appeal to the party to release him safe and sound on humanitarian ground." Meanwhile, the PULF said that Menjor would be released upon fulfilment three conditions - PWD chief engineer Rashtrapati, who is ignoring the negotiations with the outfit should surrender, or those officers who siphoned off the funds collected in the name of the outfit into their pockets should surrender, or the agreement reached with the outfit should be put into work. The outfit threatened that if any one out of these three conditions is not fulfilled till 4pm of February 1, chief engineer would collect Menjor`s dead body.

The apex students’ organisation of Arunachal Pradesh served an ultimatum to the government on February 5 saying that it would launch a state-wide agitation if the children were not released within 10 days. Some of those kidnapped are below seven years of age. Sources said that armed NSCN-K militants kidnapped 22 children at gunpoint from their houses at Wakka and Chingkhow villages under Ponchu police station on January 9. Exactly a fortnight later, militants descended on Khasa, Jagan, Konnu and Konsa villages under Longding police station and kidnapped 17 children. All Arunachal Pradesh Students’ Union president Kanu Bagang told that, "We have also submitted a memorandum to Governor J.J. A group of three militants intruded into two houses at village Kuchaal in the Chatroo area of Kishtwar district on May 2 and kidnapped two civilians identified as Bashir Ahmed, a PHE employee and Imtiyaz Ahmed, a surrendered militant, Daily Excelsior reported. The militants took away the civilians to a surrounding forest area and were reported to have held them hostage for few hours before killing both of them. Bodies of both the persons were recovered from the Kuchaal forest area on May 3-morning during a search operation launched by local people and police. Police and security forces have started a search operation for the militants, who were suspects to be local cadre of the Hizb-ul-Mujahideen (HM) outfit. Sources said Imtiyaz Ahmed was killed by the militants as they were opposed to his surrender and were asking him to resume militant activities. However, Imtiyaz, who had surrendered in 2002, had refused to again take up the guns. Bashir was killed for his association with the surrendered militant.

Among the slain civilians were chief photographer of Daily Excelsior Ashok Sodhi, a prominent leader from Samba Hoshiar Singh and his wife, and another woman. 16 security force (SF) personnel, including the Superintendent of Police (Operations), Mubassir Latifi, and two women were injured in the day long gun-battle. Official sources said that two militants wearing Army uniform intruded into the house of Hoshiar Singh, general secretary of Indian National Democratic Party, in Samba town at 5.58am (IST) by scaling the boundary wall. After killing Hoshiar Singh and his wife on the spot, the militants subsequently moved towards the Kaili Mandi area and took hostage three women and two children. In the consequent encounter, two soldiers, Aziz Ahmed and Atul Negi, and a woman were killed. At about 5pm, the SFs stormed the house where the militants were hiding and shot dead both of them. Tayep Ali, from the militants’ captivity when they neutralised a major hideout of the group after a brief encounter at Wakhurok under Patsoi Police station on May 26, reports Imphal Free Press. While 16 other militants managed to escape, one 9-mm pistol, camouflage uniforms, jungle boots, hats, caps, utensils, and gun pouches were recovered from the hideout. Two women sympathisers, identified as Sanjenbam Indira and her younger sister Pratima, were also arrested while they were sharing information with the escaped cadres of the outfit. The report added that Tayep was abducted by the KCP militants on May 22 and was later tortured for allegedly smuggling drugs. He was asked to pay INR 10 00000 for his release and later the leaders of the outfit took INR 3 00000 from his wife in the Senapati district on May 24.

A large tribal group comprising mainly the kin of the abducted persons embarked upon a massive search in the Bastar forests in the neighbouring Bijapur district in Chhattisgarh. This group was reportedly prevented by militants from entering some villages in Gollapalli police station limits -- a pocket considered to be the Maoist heartland. Members of sanghams (village-level committees floated by the Maoists) had assured them of the safe return of all those abducted. However, none has been released so far. The tribals, however, have declined to take the help of police fearing a Maoist backlash.

A note left on the bodies accused the slain persons of working as Police informers. The two were among the eight tribals abducted by Communist Party of India-Maoist (CPI-Maoist) cadres last week on different charges. The Maoists charged some of them for non-payment of money to the tribals after buying their cattle and some had been abducted for frequenting Police stations. Six other tribals were released by the Maoists after a week long torture, Police said.

Maoists had tried to abduct another tribal leader who, however, managed to escape. The Kurnavelli sarpanch is in the custody of the Maoists for the second time in this year.
