The slain Naxal and his colleague, who had escaped from the scene, were moving on a bicycle, when the police spotted them, reports claimed and added that the Naxal leader was carrying a reward of Rs. 3 lakhs on his head. Some communication equipment, a grenade and a revolver were recovered from the scene of the encounter, district police chief Dr. Ravi Shankar Ayyanar told the media, on January 9.

Police sources said that an estimated 50 Naxalites armed with sophisticated weapons disconnected the telephone line of the police station and engaged the police personnel in an encounter for about half-an-hour. The Naxalites later managed to escape. However, no injury was reported.

An unidentified woman left-wing extremist, Naxalite of the outlawed People’s War Group (PWG), was killed in an encounter near Govena village, under the Lingapur police station limits, Adilabad district, on March 6. According to the district police chief, the incident took place when a special police party, combing the Mangi forest area adjoining Govena village, was fired at by the Naxalites. The police returned the fire and in the ensuing encounter, which lasted for 30 minutes, the Naxalite was killed. The police also recovered some arms, ammunition, Naxal literature, medicines and tents from the encounter-site.

Six left-wing extremists, Naxalites, including two women, all belonging to a protection platoon of the People’s War Group (PWG), and police sub-inspector were killed in an encounter near Tupakulapalli village, Warangal district on March 11. According to police sources, the incident took place when a special police team on a combing operation spotted the Naxalites and asked them to surrender. The Naxalites instead opened fire on the police. The encounter was still going on when reports last came in, with police rushing reinforcements from Warangal and Karimnagar to assist police and the elite Greyhounds units engaging the Naxalites. The police recovered 10 weapons, including a light machine gun, three self-loading rifles (SLRs), a .9 mm carbine, a .303 rifle and four double-bore guns. The identities of the slain Naxalites were yet to be established. Based on the weapons recovered from the encounter site, the police suspect that a few senior leaders of the PWG, including a central committee member, may have been killed in the encounter.

On March 12, the Warangal district police in Andhra Pradesh recovered four more bodies from the March 11-Tupakulagudem encounter site, taking the total number of left-wing extremists, Naxalites of the People’s War Group (PWG), killed in the exchange of fire to 10, including five women cadres. A police officer was also killed in the encounter. Police sources said seven of the 10 bodies have been identified. The remaining, all of three women Naxalites, were yet to be identified. The slain Naxalites were identified as Karminagar district committee secretary and North Telangana Special Zone (NTSZ) committee member Padmakka alias N Rajitha, her personal security guard Manasa, Karimnagar district Action Team commander Sagar and People's Guerrilla Army (PGA) platoon member Vikram. 32 year-old Padmakka, is also the wife of PW Central Committee member Sande Rajamouli alias Prasad, and carried a reward of Rs 5 lakh on her head. Sagar carried Rs 2 lakh reward on his head. Police sources said there was information about the movements of 9th platoon of PGA in Nerella, Kalleda, Rayakal, Rachepalli and Habsipur villages and that they were collecting "donations" from contractors and businessman. To check the movements of the Naxalites, a police team was sent to Nerella village. During the course of a Gramsabha (village assembly), police were informed about the presence of the Naxalites atop a hillock abutting the village. The police reached the spot and caught the PW squad unawares leading to exchange of fire for over 30 minutes. After the firing stopped, police searched the place and found the bodies of the four Naxalites. Approximately, five to six Naxalites were suspected to have fled the scene. The police also seized an AK-47 rifle, an SLR and two 303 rifles from the encounter site. Speaking to the media, a senior police official said the PWG Naxalites were collecting donations from contractors and businessmen ever since the talks began. During the last one and half months, this particular squad alone collected funds to the tune of Rs 2 crore, he claimed. The encounter has cast a shadow on the possibility of direct talks between the PWG and the government, as it took place just a day after the PWG announced that it might "reconsider its stand on talks if the government failed to create conducive atmosphere".

Addressing a press conference, the Director General of Police (DGP) P Ramulu said the incident occurred following an interception of a group 15 Naxals between Sarvapur and Konapur villages by the police. The Naxals allegedly opened, an unprovoked fire on seeing the police party that was on a patrol duty. The police party was going to Sarvapur for the security of a gram sabha (village assembly). Other Naxalites, however, managed to escape. Later, the Naxalites returned again after two hours and allegedly engaged in firing with the police near Musalmadgu Vagu. The encounter was on when the report last came in. Some arms and ammunition were also seized from the encounter scene. The DGP has denied the allegation that the police was sabotaging the peace process. He said, " In fact, it was the PWG which had been using the breather to strengthen its base and network. The seized documents clearly indicate that the outlawed group was collecting huge sums of funds and trying to recruit more people into the People’s Guerrilla Army". The PWG has allegedly killed 16 persons, tried to kill 17 others, indulged in nine landmine blasts, besides carrying out various violent activities since February 10, 2002, the day they announced cease-fire, Ramulu further said. According to him, as many as 24 Naxalites were killed in encounters during the same period. He also said that the police wanted the talks to be successful. "No government functionary would like the tense situation to continue. We lost a couple of thousands of officers - from constable to DIG level - fighting Naxalites during the three-decade long movement," he added.

The police got the tip-off about the PWG plenary when they arrested Appana Srinivas of Nimmagudem, Karimnagar district, on September 12, while he was transporting essential commodities for the Naxal meeting in a bullock-cart. Subsequently, a special police party of Karimnagar and Warangal districts started combing operations in the forest areas. The police ran into two Naxalites who opened fire on them. While one Naxalite escaped the other was was arrested. Some arms and ammunition, including a tapancha (country-made rifle) and a grenade, were recovered from the arrested Naxalite.
