Sources in the Jharkhand government blamed the Sunlight Sena (a private army of the landlords) for allegedly blinding two left-wing extremists, Naxalites of the Peoples’ War Group (PWG), at Bisrampur, Palamu district, on February 22. Earlier, it was reported that members of the Village Protection Group (VPG) blinded the Naxalites. The Palamu district police chief said five activists of the Sunlight Sena are wanted in the case. Left-wing extremist, Naxalite, groups––the Maoist Communist Centre (MCC) and the People’s War Group (PWG) have jointly called a three-day ‘economic blockade’ in Jharkhand from May 3 in protest against the Prevention of Terrorism Ordinance (POTO). A release distributed by the Bihar-Jharkhand State Committee of the PWG and the Bihar-Jharkhand-Bengal special committee of the MCC on March 25 in Ranchi said the groups would intensify the protest by organising bandhs (general shut down) and ‘economic blockades’ for longer duration if POTO was not immediately withdrawn and the proscription of the two outfits lifted. The two outfits have appealed to the people, particularly traders, transporters, miners, government officials, media persons and all 'progressive and democratic' parties to ensure the success of the blockade. They also called upon the Jharkhand government to not implement POTO.

Nilamber Marandi, the chief of the Jharkhand Liberation Forum (JLF), the political arm of the group, said the State government's policy was not pro-poor and so armed struggle against the authorities would go on. He said, "We have decided not to participate in the panchayat election. It has no meaning when the democratic system has failed to deliver in favour of poor people."

Security measures have been beefed up in left-wing extremist, Naxalite-affected districts in the State in view of the three-day economic blockade jointly called by the proscribed Maoist Communist Centre (MCC) and the People’s War Group (PWG), beginning today, May 6. The State Police chief Rajiv Ranjan Prasad, while speaking to the media in Ranchi on May 5, said that elaborate security arrangements had been made with deployment of additional police forces in the sensitive areas to keep a close watch on the movement of the Naxalites. He said patrolling along the highways as well as along the rail routes have been intensified with companies of the Rapid Action Force (RAF) kept ready in case of any eventuality.

Jharkhand police chief RR Prasad, while speaking to the media in Ranchi, on June 8, said constant deployment of Central Paramilitary Forces (CPMF) could help marginalise the strength of left-wing extremist, Naxalite outfits, active in the State. He said the drive in the past one-and-a-half years had yielded "positive results", breaking the morale of the Naxalites who were involved in a so-called "ideological battle" against the system. He said police had so far killed 44 hard-core Naxals in 112 encounters in different parts of the State. During anti-insurgency operations in the past 18 months, about 92 policemen were killed and Naxalites had looted 91 weapons belonging to them, he said. The police had recovered 22 weapons that were looted, besides seizing 141 regular weapons, 450 country-made firearms, 1,400 live catridges and 263 kg of explosives from Naxalites during this period. The police chief said security forces had been reoriented for counter-insurgency operations and training was imparted to them by experts from the Indo-Tibetan Border Police (ITBP).

West Singhbhum district police chief Vimal Kishore Sinha, in Jharkhand, said at a press conference, on June 8, that intensive combing operations have been launched to flush out approximately 40 left-wing extremists, Naxalites of the Maoist Communist Center (MCC), who had entered the district from Ranchi/Simdega area. Acting on a First Information Report (FIR) by a local resident that the extremists were instigating bidi-making labour against the tendu leaf contractors and bidi factory owners, the Central Reserve Police Force (CRPF) has been pressed into service, the district police chief said. Reportedly, the extremists were targeting owners of bidi factories for extortion.

According to media reports, the main Opposition in Jharkhand, the Jharkhand Mukti Morcha (JMM) has alleged that some Ministers in the Babulal Marandi-led government have links with left-wing extremists, Naxalites, active in the State. JMM leader Sibu Soren and opposition leader Stephen Marandi, in a joint press conference in Ranchi, on June 16, said this was the reason (the alleged link between Ministers and Naxalite groups) for the Bharatiya Janata Party (BJP)-led ruling coalition’s perpetual indifference to the Naxalite problem in the State. They also accused the police of having an unholy nexus with criminals, which they said was responsible for rising crime in the State. The State BJP, however, denied the charges saying they were completely unfounded. According to official sources, the October 9-landmine blast at Kanda Ghati, Palamu district, in which seven police personnel were killed was planted by left-wing extremists—Naxalites—as long as four years ago. Speaking to the media in Ranchi on October 10, Inspector General of Police R.C. Kaithal, said, "The landmine (that exploded on October 9) was planted in 1998 when the cemented road was constructed…. It seems that the extremists have planted landmines in roads with the help of contractors or labourers in many parts of the State." The police have advertised in newspapers inviting road builders to disclose where they had laid landmines under pressure from Naxalites. According to the State police chief, R.R. Prasad, "The move is simply to know the exact location of landmines. If they (contractors) fail to turn up with the facts, we will catch them after a blast takes place." The government is also planning to buy mine detectors, he added.

Jharkhand police has decided to adopt new strategies to deal with increasing use of landmines by left-wing extremists—Naxalites. Speaking to media persons in Ranchi, Inspector General of Police (Zonal) Rajeev Kumar said, "It takes just 30 minutes to plant a landmine... The subordinate personnel have been sensitised about the threat perception to their lives arising out of landmine blast. They have also been asked to anticipate such dangers and avoid easy identification". He added that the Naxalites "have switched over to landmine blasts as encounters had proved disastrous". Also taking a leaf out of the policy of Andhra Pradesh government, the Jharkhand government would now be hiring private vehicles for patrolling in Naxalite-affected areas, as police vehicles are too easily identifiable. Meanwhile, media reports said growing incidents of Naxal-related violence have forced the government to review the rehabilitation policy announced in the year 2001. A total of 270 persons, including 121 police personnel, were killed in Naxal violence in the State in the last two years, reports said. Reports indicate that the policy has failed to lure Naxalites back to the social mainstream.
