The National Investigation Agency (NIA) on January 11 filed a supplementary chargesheet before a Special Court in Ranchi District of Jharkhand against four accused persons in aCommunist Party of India-Maoist (CPI-Maoist) extortion case (RC-21/2018/NIA/DLI), says NIA. The accused are - Manoj Kumar alias Manoj Kumar Yadav (arrested), Krishna Da alias Krishna Hansda (absconding), Sunil Manjhi alias Sunil Murmu (arrested) and Manoj Kumar Choudhary (arrested), all residents of GiridihDistrict inJharkhand.On January 22, 2018, after collection of levy amount, accused Manoj Kumar, while he was en-route to deliver the extorted funds to the cadres of CPI-Maoist, was arrested by State Police and levy amount of INR 600,000 along with other incriminating documents were recovered from his possession.The NIA took over the investigation of the case on July 21, 2018. In a statement, the NIA said, “Investigation has established that arrested accused Manoj Kumar Yadav, was working as an associate/Over Ground Worker (OGW) of the CPI-Maoist, and was the conduit between the contractors and the banned organization.Investigation also revealed that arrested accused Sunil Manjhi, Regional Committee Member of CPI-Maoist, and absconding accused Krishna Da, Regional Committee Member and Secretary, North Chotanagpur Zone of CPI-Maoist were involved in raising funds by collecting levy through extortion for commission of terrorist activities by way of attacking Security Forces, damaging public and private property, disrupting public peace and killing innocent people.It was further established during investigation that Manoj Kumar Choudhary was also CPI-Maoist cadre who used to collect the levy amounts and hand over the same to the other senior members of the proscribed organisation.”

The Enforcement Directorate (ED) filed a chargesheet against three cadres of Tritiya Prastuti Committee (TPC), a splinter group of Communist Party of India-Maoist (CPI-Maoist), in a special Prevention of Money Laundering Act (PMLA) Court in Ranchi District of Jharkhand on March 1, reports ANI. The accused include – Binod Kumar Ganjhu and his firm Bhogta Constructions, Pradeep Ram and his firm Pradeep Traders and Bindeshwar Ganjhu and his firm Maa Gange Coal Trading Pvt Ltd. Each of these extremists had a firm each registered and controlled by them to launder money extorted from contractors and businessmen. ED had earlier attached assets of the accused to the tune of INR 49.2 million. “A prosecution complaint has been filed before the PMLA court, Ranchi against three extremists of Tritiya Prastuti Committee and their three firms where these extremists used to collect funds through extortion of the contractors, coal traders, transporters in Magadh Amrapali Coal block area of Jharkhand,” ED said.

In the wake of the West Bengal Assembly election scheduled to be held in eight phases from March 27 to April 29, Jharkhand Police has stepped up security and put in place necessary precautions in Districts bordering the poll-bound State to tackle any possible Naxal (Left Wing Extremist, LWE) violence, reports The Times of India on March 24. “A border coordination meeting has been held at various levels. Special strategies made with interstate coordination against any possible Naxal activities during West Bengal elections. Tight vigil at the border is being ensured and security will be monitored by drones too,” said Jharkhand Police. Police superintendents of the several Districts of Jharkhand - Ranchi, Jamshedpur, Jamtara, Dhanbad, Sahebganj and Pakur which share borders with West Bengal, have been instructed to take all precautionary measures in their respective Districts.

Police Department announced rewards for information related to list of 25 Naxals [Left Wing Extremism (LWE)], which includes 19 Communist Party of India-Maoist (CPI-Maoist) cadres and six People's Liberation Front of India (PLFI) militants, a splinter group of the CPI-Maoist at Gumla District of Jharkhand on April 22, reports Prabhat Khabar Police have placed a reward of INR 25 lakh each on PLFI supremo, Dinesh Gope and CPI-Maoist top leader Sourav Yadav. Police officials have announced rewards ranging from INR 1,00,000 to INR 25,00,000 for Naxals and additional rewards for information for weapons, ammunition and other materials concealed by Naxals operating in Gumla District, said Superintendent of Police (SP) Janardhanan.

The National Investigation Agency (NIA) filed a supplementary charge sheet against 34 Communist Party of India-Maoist (CPI-Maoist) cadres for their alleged involvement in the killing of four Policemen before a special NIA court in Ranchi District of Jharkhand on April 30, reports Outlook. All the accused, who are the residents of Jharkhand and Bihar, have been charged with the relevant provisions of the Indian Penal Code, the Unlawful Activities Prevention Act (UAPA) and the Arms Act. The case pertains to the deadly attack on the Police patrolling party by the armed CPI-Maoist cadres in November 2019 at Lukuiya More in Latehar District of Jharkhand in which four Police personnel were killed and their arms and ammunition looted. The State Police had filed a charge sheet against six accused. The NIA re-registered the case in June 2020 and took over the investigation. Anal Da, the 'central committee (CC) member' and Secretary of Bihar-Jharkhand Special Area Committee (BJSAC) of CPI-Maoist, in collusion with other senior CPI-Maoist leaders, had conspired and planned the attack on the Police patrolling party at Lukuiya More. The recce for carrying out the attack at the targeted place was conducted for a week and final planning for execution was undertaken at Bearjangha forest. Top leaders of CPI-Maoist had planned the minutest details and constituted three teams to carry out the attack in a meticulous manner, said NIA official. The plan was executed under the leadership of Ravindra Ganjhu, the regional committee member of the CPI-Maoist, who had also enlisted the help of over ground workers and sympathizers of the organisation. The attack was carried out in order to loot the arms and ammunition and further strengthen their organisation and demoralised the Security Forces (SFs) operating in that area. During investigation, the NIA was successful in unearthing immovable properties worth INR 50, 00,000 of Ravindra Ganjhu in Latehar and Ranchi Districts in Jharkhand and the same were attached under sec 25 of UA(P) Act. Investigation leading to arrest of local contractor, Mrityunjay Kumar Singh exposed the unholy nexus between the CPI-Maoist and unscrupulous contractors who are aiding and abetting activities of such banned terrorist organisations in Naxal [Left Wing Extremism (LWE)] affected areas, added the NIA official.

Cadres of the Tritiya Prastuti Committee (TPC), a splinter group of the Communist Party of India-Maoist (CPI-Maoist), demanded ‘levy’ (extortion money) from Nityanand Das, Block Development Officer (BDO) of Manatu, after which he registered an FIR at Manatu Police Station in Palamu District of Jharkhand on June 3, reports UNI. The BDO in his complaint said that on Wednesday (June 2) morning around 10 AM he had first received the call but since the voice was not clear a second call came to him. From the other side, the man identified himself as Nagina Ji of the TPC and demanded money for running the organisation over which the BDO had said that he will speak with the seniors in this regard and had cut the phone. In his complaint, the officer also said that between 12.12 PM to 12.17 PM on Thursday (June 3) he had received five calls on his number for ‘levy’ but the amount was not specified.

Amid reports that many of the Communist Party of India-Maoist (CPI-Maoist) cadres died of Covid-19 in Jharkhand and other States, Jharkhand Police has made an offer to the ailing Maoists that they will get all medical facilities along with Covid jabs after they surrender, reports The New Indian Express on July 9. Inspector General of Police (IGP), Operations, Jharkhand Police spokesperson, AV Homkar, said, “Again I appeal, especially, to those who have lost track and joined Maoist cadres that if they have any kind of medical problem or any complication related to Covid, they must inform the local SP or police station and surrender. Their treatment will be done by the police department.” The offer was apparently made after reports that many Maoist cadres were infected with Covid but due to lack of resources, they were not able to get proper treatment. Moreover, they were also forced to get treated by the local quacks due to the fear of getting arrested. More than 900 of the 1000 Maoists lodged in different jails of Jharkhand have already been vaccinated, IGP, Homkar added.

The National Investigation Agency (NIA) on August 3 filed the third supplementary charge-sheet against seven Naxals [Left Wing Extremists, LWEs] from Jharkhand and West Bengal in connection with their involvement in the killing of five Police personnel in Jharkhand in an ambush in June 2019, reports NewsOnAir. The agency filed the charge sheet in a Special Court at Ranchi against Soma Sardar, Atul Mahto, Ram Prasad Mardi, Gulshan Singh Munda, Ravi Singh Sardar and Doctor alias Pradeep Mondal under various sections of the Indian Penal Code (IPC) and Unlawful Activities Prevention Act (UAPA). The case pertains to an attack on the Police party by the Naxal cadres on June 14, 2019, at Kukru Haat in Seraikela Kharsawan District of Jharkhand in which five Police personnel were killed and their arms and ammunition were looted. The case was initially registered on June 15, 2019, at Tiruldih Police Station in Seraikela Kharsawan District and Jharkhand Police arrested 11 accused and filed two charge-sheets against them. The NIA had re-registered the case on December 9, 2020. The NIA said that Soma Sardar had played an important role in hatching the conspiracy that led to the attack on Police personnel besides being involved in providing logistical support and raising funds for Communist Party of India-Maoist (CPI-Maoist), adds oneindia.com. Other six chargesheeted accused are underground ‘commanders’ of the CPI-Maoist and had conspired the execution of the attack on the Police personnel.

The National Investigation Agency (NIA) on September 7 filed a chargesheet against 19 Communist Party of India-Maoist (CPI-Maoist) cadres and overground workers, including women, of the outlawed CPI-Maoist outfit in connection with the case of Lanji forest Improvised Explosive Device (IED) blast in which three Jharkhand Jaguar (JJ) Force jawans (troopers) were killed, reports The Times of India. The 19 accused, including four arrested ones, have been charged with sections of the Indian Penal Code (IPC), the Explosive Substance Act and the Unlawful Activities Prevention Act (UAPA), an NIA official said. Ramrai Hasda of West Singhbhum, Nelson Kandir of Seraikela-Kharsawan, Sorto Mahli of West Singhbhum and Mangal Munda of Ranchi have been arrested in the case, while 15 accused remain absconding, the NIA official said. The case pertains to an IED blast which took place in March in the Lanji forest hill area in West Singhbhum District of Jharkhand resulting in the death of three personnel of JJ, Special Task Force (STF), and grievous injuries to others, the official said.

"Extremism and Naxalism [Left Wing Extremism, LWE] have started spreading its tentacles in the state, and freedom is also being granted to loot mineral reserves," Minister Pandey said. Responding to a demand by Singhbhum Chamber of Commerce and Industry (SCCI) President Ashok Bhalotia to set up heavy industries in the State, Pandey said his Ministry is keen to develop Jamshedpur as an auto hub. The Central Government has been implementing various programmes to encourage industries under the Production Linked Incentive Scheme, the minister said, adding, it has a provision of about INR 570 billion for setting up auto and auto component units in the country. "All possible steps will be taken to revive heavy industries, including the Heavy Engineering Corporation Ltd, in the State," he added.

With opium cultivation and smuggling of cannabis and other drugs having grown into a menace in Chatra District in Jharkhand, the District Police are set to launch an awareness campaign against opium trade with special focus on highlighting its health hazards, even for those involved in its cultivation, besides stringent penal provisions that can lead up to death penalty, reports Hindustan Times on October 9. The heavily forested and Community Party of India-Maoist (CPI-Maoist)-infested Chatra District in the coal-bearing North Chhotanagpur division has been a den of opium cultivation in the State, with several small and marginal farmers being involved in it allegedly having support of CPI-Maoist and their splinter groups. Chatra superintendent of police, Rakesh Ranjan, said, “We can’t deny the fact that we have a problem at hand and we need to solve it. The Police has been cracking down against those involved in the crime and have done several seizures of opium and drugs and have made several arrests. While the crackdown continues, we also want to educate people about the different dynamics of the illegal trade.” As per data provided by the District Police, from January 1, 2021 to October 6, 2021, the Police have registered 123 cases related to the trade and arrested 129 persons. In this period, the Police seized 605.77 kilograms opium, 61.65 quintal of Doda (dried opium stem), 2.621 kilograms brown sugar, 120 kilograms of Posta (poppy seeds), besides vehicles ranging from two-wheelers to trucks, arms and ammunition and cash. Most forested areas in the District, including Pratapur, Lawalong, Rajpur and Hunterganj--which also share border with Bihar--are some of the areas where opium cultivation is done, sources said.

The Jharkhand Police Anti-Terrorist Squad (ATS) said on November 25 that a serving Border Security Force (BSF) head constable and a retired BSF personnel were among five persons arrested for allegedly supplying arms and ammunitions to Communist Party of India-Maoist (CPI-Maoist) cadres and ‘organised terror gangs’ across the country, reports The Indian Express. The arrest of five persons comes less than a fortnight after the ATS arrested a Central Reserve Police Force (CRPF) personnel and three others for allegedly supplying arms and ammunition to banned ultra-outfits and others. Identifying the BSF head constable as Kartik Behra, a resident of Jharkhand, Police claimed to have recovered “pilfered” ammunition, magazines and detonators from the BSF’s 116 Battalion compound in Ferozepur in Punjab, where he was posted. The retired BSF personnel, Arun Kumar Singh, a resident of Bihar, was also posted with 116 Battalion earlier, Police said. The three others who have been arrested are identified as Kumar Gurlal, Shivlal Dhawal Singh Chauhan and Hirla Guman Singh, and are from Madhya Pradesh. Jharkhand Inspector General of Police (IGP), Operations, Amol Venukant Homkar said, “We have been conducting raids to ascertain the nexus of supply chains, inter-state gangs’ channels, transactions in Punjab, Rajasthan, West Bengal, Maharashtra and Bihar among others areas. A big network has come to the fore, which supplies arms and ammunition such as INSAS [(Indian Small Arms System) assault rifles], AK-47 and 9 mm rifles to terrorist organisations.” ATS Superintendent of Police (SP) Prashant Anand said the seizures included 14 semi-automatic pistols. “The arms are mostly country made, but most of the ammunition is pilfered from security forces… We are investigating the role of other BSF personnel,” he added.

The National Investigation Agency (NIA) on December 29 conducted searches at 12 locations in Dhanbad, Seraikela Kharsawan and Ranchi Districts of Jharkhand, Patna, Chapra, Gaya Districts of Bihar, Chandauli District of Uttar Pradesh and Bardhman District of West Bengal, relating to stealing arms and ammunition from armouries of Central Armed Police Forces (CAPFs) and their supply to senior leaders of the Communist Party of India-Maoist (CPI-Maoist) and other terrorist groups in Jharkhand reports daijiworld.com. Initially the case was lodged in a Jharkhand Police Station on November 11 this year. Later, on December 19 the case was taken over by the NIA. After taking over the case the anti-terror agency on December 29 conducted searches at 12 locations to gather evidence against the accused persons. "We have recovered unaccounted cash to the tune of Rs 1,46,000, digital devices including laptop, cell phones, computer and digital storage devices, incriminating documents, pilfered ammunition boxes and other incriminating material," said a NIA official.
