The Palamu Police arrested three persons and seized an 8GB memory card, containing key information about Communist Party of India-Maoist (CPI-Maoist) from Palamu District of Jharkhand on January 18, reports The Telegraph. As per the sources, the three arrested persons have been identified as Akhilesh Yadav and Ajay Yadav, both brothers and residents of Aurangabad District of Bihar; and Mithilesh Yadav, resident of Lesliganj block in Palamu District. The trio was supposed to deliver the memory card to Maoists either in Saranda in Jharkhand or Chhakarbandha in Bihar. Police said the chip was handed over to Akhilesh by Ajay who got it from Mithilesh. Akhilesh is the younger brother of top Maoist Vinayji, the ‘secretary’ of Bihar Jharkhand ‘special area committee’ of CPI-Maoist. “The memory chip that was supposed to reach the Maoist top brass contains sensitive information about their sinister designs,” the Superintendent of Police (SP), Ashwani Kumar Sinha said, adding that the arrested trio had revealed that Maoists on the border of Bihar and Jharkhand were desperate to rear their heads again.

According to Police sources, an ‘undeclared ceasefire’ between the Communist Party of India-Maoist (CPI-Maoist) cadres and Security Forces (SFs) seems to be in place in Jharkhand in the wake of coronavirus spread, reports Outlook India on March 27. “There has been a negligible movement of Maoists in the State in the last one week. SFs are regularly tracking their movement,” said a Police source adding that “Maoists might have gone underground, but they can strike anytime. We are on alert considering the Chhattisgarh incident. The SFs involved in anti-Maoist operations have not been diverted for law and order situation. The local Police is enforcing the lockdown in the State.”

The Communist Party of India-Maoist (CPI-Maoist) cadre who was killed in an exchange of fire with a team of Police and Central Reserve Police Force (CRPF) personnel in Gumla District of Jharkhand on March 31, has been identified as Dineshwar Oraon alias Dinu Oraon (23), a resident of RoradChapar Toli under Peshrar Police Station limits in Lohardaga District of the State, reports The Telegraph on April 2. As per the report, Oraon was an ‘area commander’ of CPI-Maoist and carried a cash reward of INR 200,000 on his head. The Superintendent of Police (SP), Anjani Kumar Jha, said, “Oraon was wanted in at least nine cases registered against him in Gumla and Lohardaga Districts.” Further, a Police Official added that the team also recovered a semi-automatic 303 rifle as well as 105 rounds of ammunition, four Improvised Explosive Devices (IEDs) in milk cans and other weapons-related equipment from the incident site.

The Security Forces (SFs) in Jharkhand, on April 7, said they will continue with intelligence-based anti-Naxal [Left Wing Extremism, LWE] operations in the State, even though the Communist Party of India-Maoist (CPI-Maoist) in Odisha and Telangana has announced a unilateral ceasefire in view of the novel coronavirus (COVID-19) outbreak, reports The Times of India. The decision comes after a few Maoist-related incidents, including an encounter in West Singhbhum District were reported last week. The Inspector General (IG) of Central Reserve Police Force (CRPF), Raj Kumar, said, “The administrative deployment to implement the lockdown is mainly in urban and semi-urban areas. It is not hindering the movement of the extremists in the forests. The recent incidents demonstrate that they are active. The tri-junction of Ranchi, Khunti and Chaibasa Districts, the Parasnath hills in Giridih and BudhaPahar in Bokaro are some of the rebel hotspots in the State.”

The Deputy Inspector General of Police (DIGP) Rajiv Ranjan Singh, on May 4 held a meeting with Superintendents of Police (SP) of the Seraikela Kharsawan, East and West Singhbhum Districts at Chaibasa of West Singhbhum District focusing on curbing Naxal [Left Wing Extremism, LWE] activity in Jharkhand, reports The Pioneer. During the meeting, Singh who recently joined as DIG, Kolhan in the State, took stock of the geographical status of these three Districts. He also briefed the Police officers about remaining vigilant against the Naxal activity besides investigating into the pending cases of crimes. On the issue of the rising Communist Party of India-Maoist (CPI-Maoist) activities, the DIG said that effective anti-insurgency operation is being carried out to flush out the ultras. “Vigilance against Naxalites [Left Wing Extremists, LWEs] is being carried out effectively and in bordering areas particularly with Bengal and we need to be more vigilant on our side,” said Singh adding that Maoists’ activities are quite under control at Saranda and Porahat area of West Singhbhum.

And these acts of arson at a time like this when country and state are all in great distress are again pushing common people to further sufferings which will make Maoists collapse under their own burden of sin and sedition.” Also, terming Maoists’ acts as seditious, the DIG said, “The economy is downhill. Employment is getting scarce. A poor man is battling for his life on a day to day basis and the Maoists set afire things. Their base now stands eroding. Their access to people is getting choked. The Jharkhand Police has disclosed that there is no respite in Naxal [Left Wing Extremism, LWE] attacks in the State amid the ongoing nationwide coronavirus-induced lockdown, reports ANI on May 11. As per the data provided by the Jharkhand Police, the incidents of Naxal-linked arson and murder during March end to April this year have been higher than the last corresponding period. During March-end to April this year, Naxals carried out 33 major acts of violence, killing and injuring several people, nine murders, and eight cases of arson. Further, in 2019, Jharkhand had recorded 134 violence cases, 30 civilian casualties, 30 acts of arson, and 14 police casualties -- all allegedly carried out by the Naxals. According to the Additional Director General of Police (ADGP), Operations, M.L. Meena, “Naxals are taking the lockdown as an opportunity. Due to lockdown, people and potential victims are at home. With zero movements and crowd around, they are becoming easy targets. Since Naxals are anti-establishment, they are putting all efforts to foil the government’s endeavours being made to help the people during COVID-19 pandemic.”

With a sudden increase in cases of Communist Party of India-Maoist (CPI-Maoist) attacks in West Singhbhum and Seraikela Kharswan Districts in Jharkhand, the Security Forces (SFs) in the State are planning to tighten vigilance and raid all Maoist hideouts along the West Bengal-Jharkhand border, reports The Pioneer on June 23. According to the report, a number of Maoist squads have become active in Banspahari and Simulpal villages in West Midnapore District of West Bengal. The SFs are expected to raid both places when operations begin. Also, commenting on the increased Maoist activities in Jharkhand, a Police official said “We have witnessed that there has been a sudden rise in Naxal [Left Wing extremism, LWE] activities especially in West Singhbhum and Seraikela Kharswan. We have plans to raid their hideouts.”

The Communist Party of India-Maoist (CPI-Maoist) cadres have resorted to poster campaigning in support of the recruitment drive at Sarjamburu forests in West Singhbhum District of Jharkhand, reports The Pioneer on July 4. As per the report, the Maoists have also delivered letters to the village and block (administrative unit) level Naxal [Left Wing Extremist, LWE] operatives for making the drive effectively successful. The Maoists have started a similar drive in East Singhbhum and Seraikela Kharsawan Districts too. Revealing about the development, a Police Official said that after Maoist activities had almost been eliminated in the Saranda forest, the rebel leadership had changed their strategy and were trying to regain their position in the tribal-dominated West Singhbhum and Seraikela Kharsawan Districts. Confirming that the Maoists have started an aggressive recruitment drive in the District for the first time, the Official said, “We have recovered several hand-written letters that have been sent to the Mundas, Gram Pradhans and Dakua beside the local operatives of the outlawed organisation by a top Naxal leader, Prashant Bose, ‘polit bureau member’ of the CPI-Maoist.”

Police on July 27, said that as many as 48 Naxals [Left Wing Extremists, LWEs] have either surrendered or have been arrested in combing operations or killed in encounters across the Kolhan Division comprising East Singhbhum, Seraikela-Kharsawan and West Singhbhum Districts of Jharkhand in the last seven months and most of the rebels belong to Communist Party of India-Maoist (CPI-Maoist), reports The Times of India. As per the Police, a major chunk of the 48 Maoists hail from West Singhbhum District, which recorded 32 arrests and six casualties between January and July 25. West Singhbhum, Superintendent of Police (SP), Indrajeet Mahata, said, “in the wake of the increased search and combing operations in the District, 32 extremists belonging to the CPI-Maoist and its splinter group People's Liberation Front of India (PLFI) have been arrested.” He added, “this year, 12 encounters have taken place in the District so far, in which six — including three women activists of CPI-Maoist — were found dead.”

Amidst the rising Communist Party of India-Maoist (CPI-Maoist) violence in Kolhan region in West Singhbhum District of Jharkhand, the Deputy Inspector General (DIG), Rajiv Ranjan Singh presided over a high-level meeting of senior Police officials from Odisha and West Bengal along with Superintendents of Police (SPs) of different Districts to review the law and order situation, reports The Avenue Mail on August 18. According to a Police official, “the meeting was called to frame a strategy to combat rising Naxal [Left Wing Extremist, LWE] activities in bordering areas of three States. During the meeting the officials of Police and Paramilitary Forces exchanged information regarding the Naxals movement in areas of concern like and Kiriburu in Kolhan areas with Purulia, Burdwan and West Midnapore Districts in Bengal and also with Mayurbhanj, Keonjhar and Sundargarh Districts in Odisha.” During the meeting, it was decided to step up vigil in the bordering areas. The officials said that additional check posts would be set in bordering areas to put a check on the movement of ultras. “We have found that the rebels have been active in the bordering areas of Odisha, West Bengal, and Jharkhand. They act in one State and easily cross and hide in another State. We have to work together and share intelligence and records of ultras so that they could be flushed out,” said another Police Official.

Police arrested two Communist Party of India-Maoist (CPI-Maoist) ‘commanders’ and seized 72 can bombs and four rifles, as well as a pistol and other explosives, in four separate raids in Seraikela-Kharsawan, West Singhbhum, Khunti and Ranchi Districts of Jharkhand, reports The Telegraph on August 26. As per the report, the raids followed the arrests of Maoist ‘commanders’ – Jitrai Munda and Jogen Purty in Khunti District on August 23. They had during interrogation revealed the rebels’ plans to attack the Police and Paramilitary Forces in Kuchai in Seraikela-Kharsawan and Tamar in Ranchi District. The Seraikela-Kharsawan District Superintendent of Police (SP) Mohammed Arshi said, the Maoists had laid can bombs in large numbers at Raisindri hill in Kuchai to inflict casualties to the Police and Paramilitary Forces during their anti-insurgency operations. He said that apart from the can bombs, the rebels had also kept rifles and ammunition hidden in Jharjhara hills at Tamar in Ranchi district for use against the Forces. “Munda and Purty, whom the Khunti Police had arrested on August 23, had said during interrogation that Naxal leaders – Anal, Ashim, Amit Munda, Atul and Maharaja Pramanik are active in Seraikela-Kharsawan, West Singhbhum and Tamar in Ranchi district, where IEDs had been laid. The duo had also pointed out the places where the rebel leaders had kept rifles and ammunition hidden. On getting the information, a joint team of Khunti, Ranchi, West Singhbhum and Seraikela-Kharsawan Police conducted extensive searches. By August 25 morning, we had found all the bombs and firearms the two rebels had spoken of,” said the SP. He further added that the Police had found seven can bombs weighing 5 kilograms each on a mud road at Meromjanga close to the Bandi hill in Kuchai and 65 can bombs weighing 4 kilograms each on a road along the Raisindri hill in Seraikela-Kharsawan District. The Police also recovered four rifles with 97 live cartridges and a pistol from Jharjhara hill in Tamar.
