In response to a question on the shootings in Paris (France), Akbaruddin said, “India is shocked like the rest of the world. Prime Minister Narendra Modi has already condemned this attack as a dastardly act. Minister of External Affairs Sushma Swaraj has written to her French counterpart [to express solidarity]. We intend to continue to work with France bilaterally and multilaterally to tackle issues of terrorism.”

As India prepares to roll out red carpet to United States (US) President Barack Obama as the chief guest during the Republic Day parade, Prime Minister’s Office and Union Ministry of Home Affairs (UMHA) are finalising an elaborate agenda to address Indian concerns in the homeland security dialogue with their US counterparts, reports DNA on January 15. According to the report, the two countries are looking forward to hold in-depth exchange of views on common areas of interest and collaboration to further mutual counterterrorism goals that includes checking the spread of Islamic State of Iraq and Syria (ISIS) and al Qaeda which recently announced its new wing, Al Qaeda in Indian Subcontinent (AQIS). India is also banking on US for building capacity in cyber security and critical infrastructure protection to counter threats and keep terrorist at bay.

India has said that talks with Islamabad (Pakistan) will not be possible till the Islamic Republic addresses all concerns, including those of terrorism, raised by New Delhi, Business Standard reports on January 27. According to reports, Indian High Commissioner to Pakistan TCA Raghavan, in an interaction with reporters in Islamabad, stated that negotiations between the two nations will not be possible in a 'climate of terror', adding that despite the banning of terrorist outfit Jamaat-ud-Dawah (JuD) by the United Nations (UN), its 'chief' Hafiz Saeed was still 'operating without any checks'. During the Indo-Bangladesh Home secretary-level talks in New Delhi on February 16 and 17, Indian Home secretary L C Goyal has proposed an anti-terror pact with the eastern neighbour, envisaging a structured mechanism for exchange of terror information and updates, reports The Times of India on February 20. Goyal also handed to his Bangladeshi counterpart Md Mozammel Haque Khan a list of 39 camps of Indian Insurgent Groups (IIGs) still operating out of Bangladeshi territory. Seeking a crackdown on the camps of United Liberation Front of Asom (ULFA), National Democratic Front of Boroland (NDFB), National Liberation Front of Tripura (NLFT) and United National Liberation Front (UNLF) etc, concentrated in the Chittagong region, the Indian side is believed to have provided Dhaka with their detailed coordinates. The proposed Indo-Bangladesh anti-terror pact seeks to boost security ties between the two countries through regular exchange of terror information and intelligence on short-term and long-term threats, joint investigation of terror cases with cross-country linkages (including one relating to Jama'atul Mujahideen Bangladesh [JMB]'s activities), coordinated counter-terror action as well as exchange of training and best counter-terror practices. The formalization of the agreement will also pave the way for enhanced cooperation between Indian and Bangladeshi agencies to check terror financing and circulation of counterfeit currency. A senior Home Ministry officer said "The Bangladeshi home secretary, while acknowledging the need for closer anti-terror cooperation with India, said he would relay India's proposal to the Sheikh Hasina Government, which would then take a call on the way forward." Meanwhile, Goyal also updated Khan on the status of ratification of the Indo-Bangladesh Land Boundary Agreement. Report also said that a constitutional amendment bill is expected to be taken up in the coming session of Parliament for consideration and passage.

In Home Secretary level talks concluding on February 18, India and Bangladesh have agreed to tread an extra mile to help each other in resolving anti national and terror activities in their areas, reports DNA. Bangladesh has assured India that it would construct border outposts (BOPs) along the uncharted territory of Tripura and Mizoram to check proliferation of camps of Indian Insurgent Groups (IIGs) in Chittagong area and to put a stop to unbridled human trafficking through the porous border. Sources said that "To help India weed out terror training camps of insurgent groups, Bangladesh has offered to construct 40 more BOPs in addition to the 13 that have already been constructed. The BOPs will be manned by the Border Guards Bangladesh (BGB) to ensure that IIGs camps are demolished and one of the biggest corridors for human trafficking is plugged." India's Home Secretary LC Goyal also told his Bangladeshi counterpart, Mozammel Haque Khan that the Indian security agencies that have already tightened their grip to stop all forms of anti-Bangladesh activities will continue work in close coordination of Bangladesh to check Jama'atul Mujahideen Bangladesh (JMB). The assurance assumes special significance following the October 2, 2014 Burdwan bomb blast in West Bengal and the subsequent developments. The secretary level talk was followed by joint working group (JWG) meeting of both the countries.

India and Bahrain will soon sign an agreement on internal security and launch talks on defence pact amid keenness of the two countries to enhance ties in various areas, including counter-terrorism, reports NDTV on February 24. Bahrain's Foreign Minister Shaikh Khalid Bin Mohamed Al Khalifa, who met Prime Minister Narendra Modi, conveyed his country's commitment to deepen ties with India in counter-terrorism, security and defence. The two sides discussed various issues in detail during a meeting of the Joint Commission co-chaired by Al Khalifa and External Affairs Minister Sushma Swaraj on February 22. During that meeting, the two leaders agreed on early inking of the negotiated Memorandum of Understanding (MoU) on Internal Security cooperation as well as launch of talks on a pact on defence cooperation, according to a Joint Statement issued on February 23.

Afghanistan Ambassador Shaida Mohammad Abdali said that Afghanistan will never allow its territory to be used for any anti-India activity and dismissed apprehensions that withdrawal of North Atlantic Treaty Organization (NATO) forces may allow the Taliban to make a comeback, reports The Times of India on February 25. Abdali said "We can assure that we would never allow Afghanistan to go back to the dark era of Taliban or use of its territory for any kind of anti-India activity. India is a dear friend of Afghanistan. We have paid a heavy price to make sure that Afghanistan is not a home to terrorists and anti-India elements". Abdali said that the perception that exists that the withdrawal of NATO forces will lead to trouble in Afghanistan doesn't reflect the ground realities. "The perception that exists doesn't reflect the ground realities. The perception is totally baseless. The troop’s withdrawal from Afghanistan has been planned and it is based on Afghanistan's capacity. We have signed strategic agreements with United States (US) and many other countries including India. Those partnerships are aimed at commitment to Afghanistan for at least next 10 years. Afghanistan is in safe hands, we have our own national army, police," Abdali said. Abdali's statement comes in the backdrop of apprehensions in India that there could be security implications of the withdrawal of NATO forces from Afghanistan for South Asia and other countries. Union Home Minister (UHM) Rajnath Singh had recently said that the withdrawal of NATO forces will not only have an impact on the region but also on the US and other countries.

Besides visiting the border, the visit was also to inquire about the problems that our BSF personnel may have. I was here also to look into how the border area development works is progressing,” Singh commented. Singh met BGB officers at Panbari border outpost before heading towards the Tin Bigha corridor, a strip of land leased to Bangladesh to allow access to its Dahagrama-Angarpota enclaves. “The visit was also aimed to gather information about the enclave dwellers,” Rajnath Singh said after visiting a Bangladeshi enclave in Balapukhri in Cooch Behar and taking stock of the ground reality in the area ahead of the implementation of the Land Boundary Agreement (LBA) with Bangladesh.

India, Pakistan as well as the five permanent members of the United Nations Security Council (UNSC) are among the 30 Nations who have joined hands for a group, 'Group of Friends Against Terrorism' launched on April 1 at the initiative of Morocco at the United Nations (UN) against terrorism, reports The Economic Times. In addition to China, France, Russia, United Kingdom (UK) and the United States (US), the group has representation from the five continents. Morocco's Permanent Representative to the UN Ambassador Omar Hilale presided over the launch of the group, which aims to "create synergies between all initiatives" implemented within the UN, promoting international cooperation in combating terrorism, share and exchange good practices in the fight against this scourge that threatens international peace and security. The group would meet once a year at the ministerial level on the margins of the General Assembly and every two months at the level of permanent representatives, the report said. Hilale said that the group wants an "informal and flexible" space to discuss, coordinate and give impetus to UN activities in the field of fight against terrorism, arguing that terrorism is a constant threat to peace and international security. "The recent attacks in Tunisia, Libya, Mali, France, Pakistan, India, Australia and Nigeria challenge the international community to act and make greater efforts in this area," he said.

The Afghan President identified terror as a major challenge facing the region and said his government was determined to make Afghanistan the "graveyard of terror". Last week, officials from the Ministry of Telecom and the Department of Electronics and Information Technology (DeitY) met with a visiting top Japanese trade delegation led by Minister of Economy, Trade and Industry Yoichi Miyazawa. Both sides discussed how the two countries can join hands to check cyber crime, an official source said. The major area of focus was technologies that can help in securing the flow of information on the Internet as well as protect critical government data on cloud. One of the most prominent wanted man is Abdul Wahid Siddibapa, an Indian Mujahideen (IM) operative and cousin of Yasin Bhatkal arrested IM 'India operations chief', who was arrested from Nepal in 2012. Siddibapa was detained in Abu Dhabi on the basis of a Red-Corner Notice issued by India for his alleged role in the serial blasts in various parts of the country from 2006 to 2010. He is said to be the financial brain of the IM. A follow-up was sought on the status of 192 suspects against whom Red-Corner Notices have been issued at India’s behest. National Security Adviser (NSA) Ajit Doval, who accompanied Modi on the trip, is learnt to have raised the pending extradition requests. The UAE showed its willingness to cooperate in these cases, it is learnt. The Extradition Treaty signed between India and the UAE in 1999 came into force in 2000. A Central Bureau of Investigation (CBI) official confirmed that India had pursued the extradition requests.

The figure of 10 Indians now with IS is higher than the assessment put forth at a meeting of Chief Secretaries and Police Chiefs of 12 states convened by the Union Ministry of Home Affairs (UMHA) earlier this month. At this meeting, called to discuss the IS' appeal among a section of Indian youth and ways to counter it, the participants were told that 13 Indians had joined IS so far. Of this, seven were believed to be located in IS territory, while six had been killed. During the counter-terror talks with Australia, India is said to have raised Pakistan's continuing terror activities against India and its failure to dismantle the terror infrastructure on its soil. Senior officials of the ministry of external affairs are said to have shared how terror outfits active in the Af-Pak region were now taking up legitimate business such as leather goods exports, travel agencies, flour mills etc, to camouflage their operations and funding. ISI [Inter-Services Intelligence] is controlling most of the terror outfits, particularly LeT. The joint working group also discussed international presence of Sikh radical groups, particularly their attempts to "take over" gurudwaras in US, UK, Germany and Canada, all having a notable Sikh diaspora. India is said to have raised the emerging nexus between radical Sikh outfits and jihadi groups.

Prime Minister Narendra Modi emphasized on the need to delink terrorism from religion as a weapon in the fight against terror, reports Times of India on September 26. In a meeting with King Abdullah of Jordan on September 25 on the sidelines of the UN General Assembly session, Modi discussed ways to prevent radicalization of youth and to counter extremist messaging, External Affairs Ministry spokesman Vikas Swarup said. "Both leaders acknowledged that ISIS [IS, Islamic State] was one of the greatest challenges facing the international community. The Prime Minister said that there is a need to delink terrorism from religion," Swarup said. Modi also said the only way to combat international terrorism and the menace of organizations like IS was to have a global response.

India and Malaysia on November 23 expressed strong condemnation of terrorism and agreed to enhance their defence cooperation, including with meetings between their defence ministers and armed forces chiefs as well as through upgrading their joint exercises, called Harimau Shakti, reports The Statesman. According to a Joint Statement on enhanced Malaysia-India Strategic Partnership issued after the meeting between Indian Prime Minister Narendra Modi and his Malaysian counterpart Najib Razak, both leaders agreed to proceed with efforts to develop the Strategic Partnership between the two countries and expressed strong condemnation for terrorism in all its forms and manifestations, and called upon all States to reject terrorism and bring perpetrators of terrorism to justice. They welcomed ongoing cooperation between the two countries on counter terrorism and agreed to further enhance cooperation in this direction. Both also agreed to continue sharing information and best practices to address the challenges posed by terrorism, and other traditional and non-traditional threats”. They also agreed to hold talks to conclude the signing of MoU on Transfer of Sentenced Prisoners. In the defence sector, both sides agreed to boost defence exchanges through regular dialogue at various levels, including between the Defence Ministers, senior defence officials, Chiefs of the Armed Services and through Service-to-Service Staff Talks. They agreed to convene the next India-Malaysia Defence Cooperation Meeting at Defence Secretary/Secretary General level. They welcomed the outcome of the joint exercises ‘Harimau Shakti’ and to upgrade the exercises to company level, and subsequently to tri-services exercises,” the statement said. India and Malaysia held the first ever joint army exercise, Harimau Shakti, with focus on counterterrorism and counter insurgency in October 2012. The name of the exercise is derived from Harimau, Malaysian for ‘tiger’, and Shakti, Sanskrit for power. The initial exercise saw 25 Indian officers of the Tezpur based 4 Corps take part in table-top and sand table fighting.

The Indian Computer Emergency Response Team under the Indian government has signed a Memorandum of Understanding (MoU) with the Singapore Computer Emergency Response Team to promote cooperation and exchange cyber security information including info on cyber attacks, research collaboration in smart technologies, cyber security policies and best practices, medianama.com reports on November 25. The government also signed a similar MoU with the Malaysian Government on cyber security earlier this week. It has also signed another MoU between the Airports Authority of India and Singapore Cooperation Enterprise in a number of “mutually agreed areas” of civil aviation services and airport management at Jaipur and Ahmedabad airports.
