External Affairs Minister Pranab Mukherjee on January 31 urged Sri Lanka to unveil a credible devolution package to end the ethnic conflict during his meeting with new Sri Lankan Minister of Foreign Affairs Rohitha Bogollagama in New Delhi, according to Colombo Page. He said that now is the time to do it and that Sri Lanka should remember that there could never be a military solution to the conflict that has turned messier since end of 2005 after some years of relative calm. Meanwhile Rohitha Bogollagama said that while Colombo remained committed to the peace process it would crush terrorism by the LTTE, adds Reuters. "If it's a terrorist movement you can't encourage it. If you can't encourage it you must eliminate it. We are fairly strong to look at the terrorist aspect ... if they are strong, then let us see how strong they are," said Bogollagama. He also informed that India has agreed to step up its naval surveillance of common waters with Sri Lanka to check activities of the Liberation Tigers of Tamil Eelam (LTTE), according to IRNA.

On February 8, India and Bhutan signed a revised version of the 57-year-old friendship treaty giving the latter more freedom in the crucial areas of foreign policy and non-lethal military purchases, reports Hindustan Times. The updated treaty was signed between the two sides at Hyderabad House in New Delhi after Prime Minister Manmohan Singh and Bhutan's king Jigme Khesar Namgyel Wangchuk held talks on a wide array of bilateral and global issues. The revised treaty has rewritten Articles 2 and 6 of the 1949 document and gives Thimphu more freedom to pursue its foreign policy and in the purchase of non-lethal military equipment as long as such decisions do not damage India's vital strategic interests. The old treaty was signed in Darjeeling August 8, 1949.

Military spokesperson Brigadier Prasad Samarasinghe stated on May 8 that the authorities have not even discussed the possibility of the LTTE using their aircraft to bomb any location in India, adding, "We certainly have had no discussions on anything like that." Earlier on May 7, Sri Lankan Foreign Secretary Palitha Kohona had warned that the air wing of the LTTE poses a threat to India's nuclear installations, saying, "There is an air threat which has a range of 200-300 nautical miles, and this range brings within it not only cities within Sri Lanka, shipping in the Indian Ocean, but also the nuclear installations of India."

The two-day foreign secretary-level talks between Bangladesh and India concluded in Dhaka on June 26, reports Daily Star. Both sides reportedly agreed to share security information regarding cross-border crimes and look to accelerate resolutions on border and water-resources sharing. The acting Foreign Secretary of Bangladesh, Touhid Hossain, and Indian Foreign Secretary Shivshankar Menon issued a joint statement at a press conference. Menon described Bangladesh as a "priority" for India and said although it is in India's interest for Bangladesh to be "peaceful, democratic and stable", "ultimately, it's the people of Bangladesh who will decide their future." Speaking on security issues, Menon said, "I think our securities are linked. We have a common security interest. Criminals, insurgents, terrorists--if any of these elements seek sanctuary, then it doesn't help either India or Bangladesh. We are both determined to work against this." This was first foreign secretary-level talks between the two countries in two years.

Responding to New Delhi’s concern over terrorism and the activities of Indian fugitives sheltered in Pakistan, India and Pakistan on July 4 agreed to take effective measures to combat terrorism, according to Daily Excelsior. In a joint statement signed after the fourth round of Home Secretary level talks in New Delhi between India and Pakistan on Terrorism and Drug Trafficking, the two sides strongly condemned all acts of terrorism and underlined the imperative for effective and sustained measures against terrorist activities and criminals in either country. The talks also agreed to enhance the cooperation between India’s central Bureau of Investigation and the Federal Investigation Agency of Pakistan in the areas of human trafficking, illegal immigration and counterfeit currency. The nodal points in both the agencies will meet periodically to facilitate early action on Interpol related cases. The Indian delegation represented by Home Secretary Madhukar Gupta and Pakistani side headed by Secretary in the Interior Ministry Syed Kamal Shah, agreed that all fishermen will be released by August 14-15, 2007. It was also agreed that fishing boats in each other’s custody will also be released. Moreover, efforts will be made by both the sides to reconcile the number and identities of prisoners in each other’s jails. All those prisoners who have completed their sentences will also be released by both sides by August 14-15. They also agreed that immediate steps will be taken by either side to reconcile their numbers to facilitate their early release on completion of necessary formalities. The two countries also discussed a protocol on Consular Access in detail and finalised it.

During the two day India-Bangladesh Home Secretary-level talks that began in New Delhi on on August 2, India objected to the use of Bangladeshi territory by insurgent groups from the Northeast, particularly the United Liberation Front of Asom (ULFA), according to Indian Express. The 25-member Indian side led by Union Home Secretary Madhukar Gupta also highlighted the anti-India activities by the Pakistani external intelligence agency, the Inter-Services Intelligence from Bangladesh soil. Three main areas - security, border management and co-operation, particularly in police matters – reportedly featured at the talks. The two sides set up three Working Groups to discuss these issues. Their inputs will be used to finalise the joint statement expected to be issued on August 3 (today).

Both countries also agreed to revive the mechanism of the Joint Working Group (JWG) at the level of Home Secretary and Joint Secretaries who will hold meetings at regular intervals in New Delhi and Dhaka alternately. During the talks, the Indian side led by Home Secretary Madhukar Gupta raised India’s concerns regarding the north-eastern militant groups having found shelter in Bangladesh. In response, Bangladesh sought India’s commitment to do its bit against people wanted in Bangladesh, but who had allegedly found shelter in India. Speaking to the media after the talks, Gupta said that an institutional mechanism — a fourth tier — had been added to the three-level mechanism evolved to increase cooperation between the two countries. The three tiers that have been in existence since 1994 include consultations between the Bangladesh Rifles and Border Security Force officials, meetings of the JWG comprising the joint secretaries of home affairs and home secretary-level talks. Gupta described the fourth layer as a fundamental change in the negotiations between the two countries.

India and Sri Lanka have formed a joint defence panel following a meeting in New Delhi between top officials of the two countries on September 3-4, according to Hindustan Times. The two sides held discussions on the measures to combat terrorism and on ways of resolving the ethnic conflict in the island through the devolution of power. The Sri Lankan side explained the steps that had been taken to "expedite" the work of the All Party Representative Conference which had been charged with the responsibility of finding a solution to the ethnic conflict in the island. The Indian side reiterated New Delhi's commitment to the sovereignty and territorial integrity of Sri Lanka and "expressed the hope that a solution will be found to the just grievances of the Sri Lankan Tamils through devolution of power."

According to PTI, India and Pakistan on October 19 held talks in New Delhi on nuclear and missile related confidence building measures (CBMs) as a part of their Composite Dialogue process. The two sides, in their fifth round of talks, reviewed the implementation of existing agreements, including a pact on reducing risks due to nuclear accidents, signed in 2006. The Indian side was led by K. C. Singh, Additional Secretary (International Organisations) in the Ministry of External Affairs, while the Pakistani delegation was headed by Khalid Aziz Babar, Additional Secretary (UN) in the Foreign Ministry. The two sides agreed to meet in Islamabad next to carry forward the dialogue and the process of confidence building in nuclear and missile areas. The second round of the Joint Anti-Terrorism Mechanism (JATM) with Pakistan will be held on October 22, according to The Hindu. Singh and Babar will lead the Indian and Pakistani delegations respectively. Discussions in the second meeting will follow the mandate given to the group when it was constituted after the meeting of Prime Minister, Dr. Manmohan Singh, and President Pervez Musharraf, in Havana in September 2006. At the second meeting of the India-Pakistan joint anti-terror mechanism (JATM) in New Delhi, both sides agreed on continuing work to identify measures, exchange specific information and assist in investigations. "The two sides reviewed the follow-up steps taken on the information shared during the first meeting of the JATM held in Islamabad on March 6, 2007 and in the intervening period," a joint statement issued after the meeting said. The next meeting would be held in Islamabad, as per an earlier schedule. The Indian delegation was headed by K.C. Singh, Additional Secretary in the Ministry of External Affairs, and the Pakistani delegation by Khalid Aziz Babar, Additional Secretary in the Ministry of Foreign Affairs.
