Nepal's Deputy Prime Minister Bijay Gachhadar disclosed that Nepal has confiscated Fake Indian Currency Notes (FICNs) worth INR 80 million in recent times and conveyed to India that it would not allow any anti-India activity on its soil, according to CNN-IBN. Gachhadar, who met Union Home Minister P. Chidambaram in New Delhi, told reporters that his country was taking strong action against those involved in circulation of FICNs. "We have assured the Indian government that our territory will not be allowed to be used for activities inimical to India's interest," he said, adding his country was committed to providing all necessary cooperation and assistance in security matters. India would provide Nepal help in strengthening border and aviation security, particularly at Kathmandu's Tribhuvan international airport, he added further. He also said that New Delhi has promised Kathmandu to help it enhancing border and aviation security and modernising its law enforcement agencies.

The Times of India reports that increased cooperation between India and the US on detection and tracking of fake Indian currency notes (FICN) is likely with terror funding, cyber crime, intelligence sharing being discussed between Union Home Secretary R K Singh and US Deputy Secretary for Homeland Security Jane Holl Lute in New Delhi on April 20. While both sides remained tight-lipped on the details of the day-long discussion, sources said that the US and India were likely to share technical know-how and intelligence on the detection of bulk smuggling of FICN. According to a recent confidential Government report, four in every 1,000 currency notes in circulation in India are fake amounting to as much as INR 32 billion in 2010. The white paper on the status of FICN, prepared jointly by the Intelligence Bureau, Research & Analysis Wing, Directorate of Revenue Intelligence and Central Bureau of Investigation had expressed concern on the trend saying it was seriously affecting the credibility of the rupee as legal tender. FICN that flowed into India in 2010 from abroad were in the range of INR 15 billion- INR 17 billion, the white paper said.

India and Bangladesh on May 7 discussed the Extradition Treaty with the Joint Consultative Commission Meeting noting that the legal framework for bilateral security cooperation would be completed with the signing of the pact, according to The Times of India. Taking up the issue of insurgent groups operating out of Bangladesh, Union Minister of External Affairs, S.M. Krishna said in the meeting that the extradition treaty will help India deal with insurgents like Anup Chetia, ‘general secretary’ of the banned United Liberation Front of Assam (ULFA).

India and Pakistan will discuss the Siachen issue on June 11-12 in Islamabad with an aim of de-militarising the world’s highest battle-filed, according to Daily Excelsior. Defence Secretaries of the two sides will hold talks for two days there in an attempt to find a solution to the vexed problem, which is costing immensely to both countries in terms of monetary and human resources, officials said on June 3. The talks will be followed by a discussion on the Sir Creek issue on June 28. These talks were earlier supposed to precede the Siachen issue but the schedule was reversed reportedly at the behest of Pakistan. India and Pakistan have held several rounds of talks to resolve the Siachen issue.

India has requested the US to provide it access to the November 26, 2008 (26/11) Mumbai terror attacks accused and Lashkar-e-Toiba (LeT) operatives David Coleman Headley and Tahawwur Hussain Rana, reports NDTV.com. On June 13, India raised the issue with the US when External Affairs Minister S.M. Krishna met US Secretary of State Hillary Clinton in Washington for the third round of strategic India-US dialogue. Both Headley and Rana are currently in the custody of US authorities. Headley is accused of conducting recce of 26/11 targets for the LeT, which carried out the attacks. However, Rana was acquitted of federal charges that he aided the terrorists who carried out the attacks. At a joint press conference with Clinton, Krishna told reporters, "India's interest in further access to Headley and Rana, in accordance with our legal procedures, for the investigations into the Mumbai terror attack of November 2008, was raised." In response, Mrs Clinton said the two countries are sharing information related to terrorism and other related issues. "With respect to information-sharing it is our policy and practice to share information, and we do that. I'm not going to go into details because we think our cooperation on intelligence-sharing, on homeland security issues, on counter-terrorism has gotten to a new level," she said. However, The Hindu added that Krishna noted that the U.S. had not briefed India on any progress in the case of Hafiz Saeed, the alleged mastermind of 26/11, on whose head the Obama administration recently placed a USD 10 million bounty. Krishna also implied that no further promises had been made by the US regarding India’s years-old plea for further direct access to Headley. While the U.S. defused growing anger and suspicion in the Indian corner by granting India’s National Investigation Agency (NIA) access to Headley for ten days in June 2010, additional opportunities to question him have not materialised.

Western coastal States are deliberating a joint mechanism to tackle coastal security and drug trafficking in a bid to stem the activities of terrorists and drug pushers, according to Daily Pioneer. At a standing committee meeting of the Western Zonal Council which includes Gujarat, Maharashtra, Goa and other Union Territories like the Dadra, Nagar Haveli, Diu and Daman conclave, held in Goa over the July 2-3, officials from the Western zone States identified several areas where they can increase cooperation among their Governments.

The two countries issued a Joint Statement on cooperation on cyber issues after talks between British Foreign Secretary William Hague and India’s Minister of External Affairs Salman Khurshid. The statement noted that as part of the India-U.K. Strategic Dialogue, it was agreed that their Foreign Ministries would work together on areas of common interest in the cyber domain following which London Conference on Cyberspace in 2011 was organised by the U.K., reports dnaindia.com. India and Bangladesh have agreed to sign an extradition treaty in January during Union Minister of Home Affairs Sushil Kumar Shinde's expected visit to Dhaka (Bangladesh), reports NDTV. A joint statement after a meeting of Shinde with his Bangladesh counterpart M. K. Alamgir in New Delhi said that both sides agreed that the extradition treaty, which is under consideration by both Governments, may be finalised at an early date. "It was agreed that Revised Travel Agreement (RTA) as well as the extradition treaty will be finalized and signed in January 2013 during the proposed visit of Indian Home Minister to Dhaka," it said. The statement said both sides noted that the action was being taken for repatriation of sentenced prisoners to either country. The two countries also agreed not to resort to firing unless fired upon or attacked by terrorists or armed criminals and expressed regret over deaths and loss of life on the border.
