A Kamatapur Liberation Organisation (KLO) leader on January 14 said the outfit was ready for “unconditional” talks with the state and the Centre as it wants peace, reports The Telegraph. The leader who identified himself as KLO ‘assistant general secretary’ Pradeep Roy alias P.N. Koch spoke over phone to The Telegraph from an undisclosed location.“We have come to know that Trinamool leaders have expressed the desire to sit for talks with us. I am speaking on behalf of our outfit,” said Koch. The KLO leader said the outfit would sit for talks if the government approached it in a “respectful” manner. The KLO wants a separate state of Kamtapur to be carved out of the six north Bengal districts and four contiguous districts, Kokrajhar, Bongaigaon, Dhubri and Goalpara in Assam.

A year after the draft peace pact, a tripartite meeting among the Achik National Volunteer Council (ANVC) and its breakaway faction (ANVC-B), the State and Central Government officials will be held on January 23 (today) in Shillong to ensure that there is conducive atmosphere in Garo Hills before arriving at a permanent settlement, reports The Shillong Times. Top leaders of ANVC and ANVC-B, officials of the Home Departments of State and Union Ministry of Home Affairs (MHA) will attend the meeting. Further, two prominent Kuki bodies, Kuki Inpi Manipur (KIM) [apex organization of Kuki tribes in Manipur] and Kuki Organisation for Human Rights (KOHR) have petitioned the Prime Minister saying that they would not accept any outcome of the proposed AA talk with UNC, reports The Sangai Express. Hussain added that even while engaging in peace talks with militants, State would act tough on any act of violence by the militants. Rockybul Hussain, also said that a full-scale offensive against the IK Songbijit faction of NDFB (NDFB-IKS) is going on under the Unified Command structure. “A total of 234 NDFB-IKS cadres have been apprehended since 2013, while 29 have died in encounters with police and security forces. Police also seized 73 firearms, nine bombs and 68 grenades during the period,” he added.

The newly formed vigilante group, Achik Peace Volunteers Council (APVC) headquartered in Ampati, South West Garo Hills, while terming the talks with the Garo Hills based militants as unconstitutional, has asked the Centre to send additional forces to the region to tackle the militants and end the sufferings of the people, reports The Shillong Times on February 17. In a letter addressed to Anil Goswami, Secretary, Union Ministry of Home Affairs, APVC convener, Che Guevara Marak said that Council was formed with the mission of establishing peace in Garo Hills. The Telegraph reports on February 17 the Centre has dubbed the deteriorating law and order situation in Garo hills of Meghalaya as “worst” and found that “underestimating” the problem in the beginning by the state administration led to mushrooming of militant outfits and its inability to tackle the situation.

Welcoming Meghalaya Governor K. K. Paul’s offer of peace talks, Garo National Liberation Army (GNLA) ‘commander in chief’ Sohan D Shira maintained that it can happen only if their ‘chairman’ Champion R Sangma is released from prison and leads the group in the deliberations, The Shillong Times reports on February 18. Champion R Sangma is currently lodged in Shillong jail for subversive activities. He has obtained bail in several cases but needs to secure bail in two more cases to walk out free. Referring to A’chik Songna An’pachakgipa Kotok (ASAK), Sohan D Shira, said, “We have reliable source that the floating of new outfit ASAK was masterminded by surrendered GNLA Mingran T Sangma”. Mingran was previously the ‘chief training instructor’ of GNLA, but had deserted the group with over a dozen cadres and substantial number of weapons. Also, the ‘deputy commander-in-chief’ of ASAK, Chue Dilsrang, refuting the allegations made against outfit’s ‘commander-in-chief’, Reding T Sangma by GNLA of fund misuse in a statement issued on February 17, claimed that during his stint as the ‘finance secretary’ of the GNLA, Reding was prevented from executing his duties as per his designation and had never extorted money for his own benefits.

ANVC-B on February 18 expressed doubt over the role of A'chik Peace Volunteers Council (APVC), the newly formed vigilante group, and source of the footage that was leaked to media where a GNLA cadre executed an unidentified victim mercilessly, reports The Shillong Times. “It is an old footage similar to Taliban execution which is aimed to unleash fear and terror. Why was the footage leaked now when the GNLA is showing signs of coming for peace talks,” the ANVC-B questioned. The ANVC-B also added that if the GNLA is willing to join the peace talks, Government must process necessary steps at the earliest to bring them on board in the best interest of Garo hills. Pointing towards the creation of a separate State of Telangana, the Progressive faction of NDFB (NDFB-P), on February 20, asked the Centre to adopt the same strategy and create a separate State of Bodoland without the approval of the Assam Assembly, reports The Assam Tribune. The third round of tripartite talks among the Centre, Assam Government and NDFB-P was held on February 20, where the ceasefire with the Bodo militant outfit was extended for another six months. The third round of dialogue was chaired by Joint Secretary (North-East) Shambhu Singh, where the Centre’s interlocutor PC Haldar was also present. The five-member NDFB-P delegation was led by Govinda Basumatary. Emerging from the talks, the Home Ministry officials said that the discussion was confined to only extension of ceasefire and the demand for a separate State of Bodoland did not figure. However, Govinda Basumatary said they have reiterated the demand for creation of Bodoland, citing the Centre’s move for tabling the Andhra Pradesh Reorganisation Bill 2014, without approval of the Andhra Pradesh Assembly. The suggestion by the GNLA comes just a day after the Central government acknowledged that it had received three names from the Meghalaya Government for the mediator’s role to initiate peace talks between Government and the outfit. The six outfits are Liberation of A’chik Elite Force (LAEF), United A’chik Liberation Army (UALA), A’chik Tiger Force (ATF), A'chik Songna An' pachakgipa Kotok (ASAK), A’chik National Liberation Central Army (ANLCA) and A’chik National Cooperative Army (ANCA). A senior Home Department official said on April 19 that a meeting would be held on April 24 with the ANVC-B leaders especially to discuss the ways and means to rehabilitate the ANVC-B cadres. The Shillong Times on May 15 reports that the Additional Director General of Police (ADGP) SK Jain has stated that the Breakaway faction of Achik National Volunteer Council (ANVC-B) which has signed a draft peace pact with the Meghalaya Government could have cadre strength of between 140 and 145 and some weapons. The ADGP said that ANVC-B had submitted a list of around 150 cadres. Of them, a couple of cadres had died. The cadres were from Khasi Hills, Garo Hills and parts of Assam. Though the Government was in search of land to set up designated camps for them, Jain made it clear that there would be no let up in operations against ANVC-B if they were found to be indulging in illegal activities. He also added that that the place for the designated camp for ANVC-B has yet not been located and that the hunt for camp site is still ongoing.

Chetia’s wife Monica Barua and daughter Bulbuli were in Bangladesh after the ULFA leader was arrested in the neighbouring country in 1997 on various charges, including illegal domicile. Chetia has completed his jail term but is still in Bangladesh. India is keen on bringing back Chetia as it feels that his involvement would give more weight to the ongoing peace process with the Pro-talks group of ULFA (ULFA-PTF). The pro-talks leaders are also putting pressure on the Government to initiate the process to bring back Chetia. An official source said that the increase in seats will be possible only after an amendment to the Sixth Schedule of the Constitution. Under the proposed 40 seats, the ANVC had suggested direct election to 35 seats and nomination to the remaining five seats. At present, there is direct election in 29 seats in GHADC and the remaining one is a nominated member. With the signing of the peace pact on September 24, the ANVC will now get six months’ time to prepare for the electoral contest in the GHADC.

The Joint Secretary in-charge of North East of Union Ministry of Home Affairs (MHA) Sambhu Singh signed the MoS on behalf of GoI and the Additional Chief Secretary KS Kropha signed for the State Government. On behalf of the ANVC, Dilash Marak, ’chairman’ of ANVC and three others signed while Bernard N. Marak, ‘chairman’ of ANVC-B and three others signed on behalf of ANVC-B , adds The Telegraph. Union Minister for Home Affairs Rajnath Singh, Minister of State for Home Kiren Rijiju, Chief Minister Mukul Sangma and State Home Minister Roshan Warjri were present when the pact was signed. Former Mizoram Chief Minister Zoramthanga, who acted as a facilitator and representatives of Garo Students’ Union (GSU) were also present during the signing of MoS. According to the agreement, both the groups will be disbanded within three months and their cadres will surrender arms and ammunition to the authorities. The Government will also review all the criminal cases barring heinous ones pending against the leaders and cadres of ANVC and ANVC-B. An official source stated that the Government has agreed to give more powers to Autonomous District Council (ADC) under the Sixth Schedule of the Constitution in the Garo Hills region. The Assam Tribune reports on October 5 that Government of India (GoI) and the leaders of Isak-Muivah faction of National Socialist Council of Nagaland (NSCN-IM) have agreed to expedite the peace talks and to take the process to a logical conclusion as soon as possible as both sides agreed that discussions have been lingering for too long without making much progress. Sources in Union Ministry of Home Affairs (MHA) stated that talks between both parties resumed after the new Government assumed office at the Centre and a delegation of 20 senior members of the outfit led by the ‘chairman’ Isak Chishi Swu and the ‘general secretary’ Thuingaleng Muivah had a detailed discussion with the Centre’s interlocutor RN Ravi in New Delhi on September 30. MHA sources revealed that the GoI has made it clear that political solution to the issues would have to be found within the framework of the Constitution of India.

Even though HNLC had earlier threatened that it would resort back to militant activities, a Government official stated that “the HNLC persistence to enter into a peace talk has been accepted and it is a time for them to be patient till we have the right man to push ahead with the process”. Security agencies are of the opinion that HNLC leadership should agree to surrender before deliberating on the grievances of the group.

The leaders of the wing, who had started peace parleys with the government in 2011, said they have no connection with such groups. A senior leader of ULFA-PTF appeared in a lower court in Guwahati stated that the outfit never shared radical ideologies like those who believe in jihad (holy war). However, the leader didn't rule out the possibility of a nexus between Islamic groups and the independent faction of ULFA (ULFA-I). The leader stated that "It's difficult to say. The State Government is planning to make the peace pact with Achik National Volunteer Council (ANVC) public after the formal surrender of arms and ammunition by the militant outfit, reports The Shillong Times. State Home Minister Roshan Warjri on October 20 stated that should not be any problem in placing the agreed text of settlement signed with the Garo rebel outfit in the public domain. The minister stated that the Government would soon hold an official programme where the ANVC cadres will be surrendering their arms and ammunition. She also stated that the State was still on the job to shortlist the names of the interlocutors to facilitate the peace process with HNLC and also informed that State Home Ministry was also working out the modalities for the talk with the militant group.

Format of talks between Government of India (GoI) and the Isak-Muivah faction of National Socialist Council of Nagaland (NSCN-IM) has been changed with both sides agreeing to expedite the talks to find an amicable solution as soon as possible, reports The Sangai Express on October 27. Highly placed sources in the Union Ministry of Home Affairs (MHA) stated that decision has been taken to do away with the practice of holding one or two rounds of formal talks in a year. Sources said that several rounds of talks have already been held after the first round which was held last month and added that the Governments interlocutor and leaders of NSCN-IM are meeting more frequently. NSCN-IM leaders have been told that they can get in touch with the Government’s interlocutor whenever they want to discuss any point. Similarly, the Government’s interlocutor will also get in touch with the NSCN-IM leaders whenever required to discuss any point. Government has already made its points clear to the leadership of the NSCN-IM and the NSCN-IM leaders also expressed their limitations on certain issues.

The meeting was held among NDFB-PTF ‘General Secretary’ Govinda Basumatary alias B Swmkwr, senior Union Ministry of Home Affairs (MHA) officials and interlocutor P.C. Haldar. GoI feels a final settlement can be worked out when Ranjan Daimary faction of NDFB (NDFB-RD) faction is also on board. It has been indicated that a resolution could be reached in a few months time. Officials are also tight-lipped on the issue of a separate "Bodo-land", which is the principal demand of all Bodo underground outfits and social organisations.

State government has appointed interlocutors to negotiate with United Achik Liberation Army (UALA), reports The Shillong Times on December 24. Principal Secretary, Home, K S Kropha on December 23 stated that the first round of talks were held at Tura in West Garo Hills on December 22 in which modalities for laying down arms and officially joining the mainstream were discussed. UALA ‘chairman’ Novembirth Marak and ‘general secretary’ Nagra and the ‘commander-in-chief’ Eliast Dakchak and four others were present along with Government interlocutors identified as Reverend Janang Marak and Reverend Frithing D Sangma. UALA ‘chief ‘Eliast Dakchak on December 23 stated that “We officially declare our joining for peace negotiation”. In view of this development the outfit has directed all its cadres to report to their own commands and commanders immediately.

Army help would also be extended, if needed, he added. GoI has already provided 50 companies of Central Armed Police Forces. Home Minister Rajnath Singh on December 25 stated that Prime Minister Narendra Modi had taken the incident very seriously and announced ex-gratia of INR 200,000 to next of kin of each victim, reports The Hindu. Also Assam State Government has announced ex-gratia of INR 500,000 to each family. Home Minister added that National Investigation Agency (NIA) would probe the incident and added that probe would unearth the nexus of NDFB-IKS with other forces. The ULFA-I leader, also the mentor of NDFB-IKS leader I K Songbijit, in an interview on December 24 stated that the massacre on December 23 as 'collateral damage’, reports Times of India. He stated that "These killings of civilians are part of the strategy in any war.”
