Nagaland Post quoting National Socialist Council of Nagaland – Khaplang (NSCN-K) sources reported that a meeting of the Cease-fire Supervisory Board (CFSB) between the Government of India and NSCN–K was held in the capital Kohima on January 7. The ongoing inter-factional unification move and setting up of a NSCN designated camp somewhere between Ghaspani and Vihokhu village were reportedly discussed. The meeting also deliberated on a strict implementation of cease-fire ground rules by both parties and immediate establishment of NSCN –K’s authorised camps. Representatives from the Union Government and Security Forces who attended the meeting included the CFSB chairman Lt. Gen (Retd) R.V. Kulkarni, IGAR (North), Deputy Inspector General of the Central Reserve Police Force and State Commissioner Toshi Aier. The NSCN-K was represented by C Singson, ‘cabinet secretary’ Nitovi Aye and ‘spokesman’ Hokato Vusshe.

The Union Government and the National Socialist Council of Nagaland-Isak-Muivah (NSCN-IM) held talks in New Delhi on April 16, reports Telegraph. The outfit’s ‘general secretary’, Thuingaleng Muivah, held discussions with the head of the Group of Ministers, Oscar Fernandes, and Chief Interlocutor, K. Padmanabhaiah, on issues of a separate constitution for Nagalim (Greater Nagaland) and the formation of a new faction, the National Socialist Council of Nagaland-Unification (NSCN-U) in November 2007. An official source said the Government might take strong action against the new outfit. The NSCN-U, which is not in a cease-fire with the Centre, is accused of moving around with arms in civilian areas and indulging in anti-social activity. More than 85 abductions for extortion allegedly took place in 2007. The NSCN-U is made up of cadres, many of whom are from the Sema tribe and who defected from the NSCN-IM, Telegraph reported. A deputy kilonser (minister) for home of the NSCN-IM, Azeto Chophy, got together with the NSCN-K and formed the outfit to counter the Isak-Muivah faction.

In a statement distributed earlier in the day at Chapakhowa in the Tinsukia district, reportedly after a meeting of the militants at Amarpur in Sadiya, said, "In the interest of a peace dialogue between ULFA and the government, we desire discussions to sort out the problems of Assam. To facilitate a congenial atmosphere for the talks, we are declaring a unilateral ceasefire from June 24, 2008, and we hope our gesture would result in reciprocation from the Assam government and the Government of India. Our decision of today follows a deep desire of the people of Assam for peace talks, and we would appeal to the ULFA Central Committee and the Government of India as well as the Government of Assam to initiate peace talks immediately." However, the B Company of the battalion, which has the strength of about 150 cadres, was not present at the meeting in which the other two companies of the ULFA battalion took the decision for unilateral ceasefire.

Jiten Dutta, self-styled commander of the ‘Alfa and Charlie companies of the 28 battalion’, said one round of talks is already over and he was expecting a formal announcement of cease-fire by leaders of the ‘709 battalion’ soon. Telegraph reports that the peace talks between the Union Government and the National Socialist Council of Nagaland-Isak-Muivah (NSCN-IM) would be held at Hague in the Netherlands. Samson Jojo, the ‘chief principal secretary’ of the Government of the People’s Republic of Nagalim (GPRN), political wing of the NSCN-IM, said the talks would take place in the last week of October 2008. Dey Sawian, who recently stated that the doors were open for the Khasi outfit to come to the negotiating table. "HNLC has no agenda to hold talks with the State Government or its Police Department as they are only actors of the Indian Puppet Government," Nongtraw said. He added that the State Government's invitation to HNLC for talks was aimed at creating "mistrust and confusion among the people." The HNLC said that it had sent a letter to the Union Ministry of Home Affairs (MHA) in 2003 offering to hold talks, adding the outfit was yet to get a reply from the Centre. The report added that the HNLC had earlier prioritised six points to be included in the cease-fire agreement with the Centre. They included lifting of the ban on the outfit, talks in a "neutral" country with safe passage to its cadres, supporters and sympathisers and a transparent agenda for talks.

Further, the third round of trilateral talks on the Suspension of Operations between the Kuki militants, Union Government and the State Government was held in capital Imphal on December 19, according to Imphal Free Press. In the meeting, six more designated camps located in the Churachandpur District were recognised for the militants, who were represented by two umbrella organizations, identified as Kuki National Organisation (KNO) and United Peoples Front (UPF). Meanwhile, Telegraph reports that the joint monitoring group in the meeting issued “strong instructions” to 19 tribal militant groups to refrain from abduction and other unlawful activities.
