The Cease-fire Supervisory Board (CFSB) meeting between a delegation of the Union Government and the National Socialist Council of Nagaland-Khaplang (NSCN-K) was held in Nagaland on April 21, to work out a proposal for implementation of cease-fire ground rules at grassroots level, reports Nagaland Page. The CFSB Chairman, Lieutenant General Mandhata Singh, disclosed that so far the NSCN-K has three out of eight designated camps and the fourth one is proposed to be set up within months in Mon District. He also said there is a need to check activities like illegal collections, extortions and giving shelter to criminals, who in the guise of insurgents are creating problems. He added that the cadres should also abide by the rules and identify such criminals. "The designated camps should not be misused for illegal/incorrect activity," he noted. He stated that a meeting between the Union Government and NSCN-K is scheduled to be held on April 23 at New Delhi, where the decision on cease-fire extension would be taken.

The National Socialist Council of Nagaland-Khaplang (NSCN-K) has expressed willingness to hold talks with the Union Government, according to Nagaland Post. “NSCN (K) is ready for dialogue provided a formal invitation is sent to us”, said Kughalu Mulatonu, a NSCN-K leader. “Since IM can’t solve the problem and talks have come to a deadlock”, that’s why we are willing to come forward to carry on talks, said Mulatonu in New Delhi, where he was reportedly exploring the options for talks. Mulatonu accused the rival National Socialist Council of Nagaland-Isak-Muivah (NSCN-IM) leadership of being “not serious” in solving the problem of Nagas. “Muivah is in Europe and Isak Chishi Swu is in China. If they are serious then they should be amidst the Naga people”, argued Mulatonu. He also blamed the NSCN-IM leadership of being a stooge in the hands of the Union Government and claimed that recently Muivah was in Somalia at the behest of the Government, a claim denied by the NSCN-IM when contacted.

Dilip Nunisa, the chairman of Dima Halim Daogah (DHD), said that slow progress in peace talks between the Government and DHD is one of the main reasons for the deterioration of the overall law and order situation in North Cachar Hills District. Talking to Assam Tribune, Nunisa alleged that the DHD came out of the jungles to express its desire to solve the problems through talks, but the Government is responsible for the slow progress in dialogue. He said that though five years have passed since the dialogue began, not much headway has been made and the Government is yet to make clear what it could give the Dimasa people for their political safeguard and economic upliftment. Nunisa blamed the Government for the sharply deteriorating situation in North Cachar Hills District and alleged that over the years, the Government and the SFs failed to contain the activities of the BW militants.

According to Telegraph, the Naga warring groups have signed a joint declaration to resolve “all outstanding issues” among themselves in the “larger interest” of the Naga people and for an early solution to the Naga political problem. The “Covenant of Reconciliation” was signed by the National Socialist Council of Nagaland-Isak-Muivah (NSCN-IM) chairman Isak Chishi Swu, National Socialist Council of Nagaland-Khaplang (NSCN-K) chairman S.S. Khaplang and S. Singya, the president of Naga National Council. The “historic” declaration was made after the 5th Naga Reconciliation meet which concluded at Chiang Mai in Thailand on June 8. The meet was held at the behest of the Forum for Naga Reconciliation (FNR). The FNR convenor Rev. Wati Aier on June 15 said the declaration would give a “new direction” to the Nagas. The leaders of the outfits said they would pursue Naga reconciliation and forgiveness based on the “historical and political rights of the Nagas”. “We resolve to continue to work together in this spirit of love, non-violence, peace and respect to resolve outstanding issues amongst us,” the three Naga leaders stated in the joint declaration. Since its inception in March 2008, the FNR has organised 10 meetings of the groups both within and outside the country. As a follow-up action, it would organise another meeting of the representatives of the Naga militant factions in the middle of August 2009 in Dimapur. “This is the wish of the Naga people,” Rev. Aier said. The FNR’s reconciliation process is reportedly supported by many international organisations like Quakers from United Kingdom and American Baptist churches.

A team of the United People’s Democratic Solidarity (UPDS) led by its ‘general secretary’ Haren Bey left for New Delhi for tripartite talks involving the State Government and the Union Government. The tripartite talks, seventh of its kind with the outfit, will be held on October 22. The team of the outfit also includes its ‘defence secretary’ Lengbong Engleng and ‘finance secretary’ Dhan Rongpi. They said their demand for a separate State, Hemprek-Khangphin, will come up for discussion in the talks. They hope that the talks will bear fruits and that they will deposit arms only after the tripartite talks. While arms of the UPDS designated camp at Diphu were deposited to the Government, arms of two other designated camps — one at Deopani and the other at Hemren — have not been laid down by the outfit as yet.

In a statement e-mailed to the media, the ULFA chairman Arabinda Rajkhowa said that the Government of India was adopting different yardstick for talks with different outfits. He said the Government has been demanding that the ULFA should surrender weapons for talks, while, talks with Naga outfits have been going on for years without surrender of arms. Rajkhowa said the Chief Minister of West Bengal even released as many as 23 members of Maoist groups to hold talks with them and the Government of India has been adopting a separate policy only for Assam.

Union Government interlocutor for peace talks with the United Liberation Front of Asom (ULFA) P. C. Haldar said he would first hold a discussion with the Assam Government over the issue, reports Assam Tribune. Two top ULFA leaders Chitrabon Hazarika and Sashadhar Choudhury, who had surrendered to the Border Security Force on November 6 in Tripura, have expressed their willingness for talks. They had also said that ULFA ‘Chairman’ Arvind Rajkhowa would shortly issue a statement to this effect. Further, the ULFA has set up bases in China and other foreign countries with the help of money extorted in the State, two senior ULFA leaders, Chitrabon Hazarika and Sashadhar Choudhury, have told Police during interrogations, reports Sentinel. ULFA “foreign secretary” Sasha Choudhury and “finance secretary” Chitraban Hazarika, now in Police remand since November 6, 2009, told interrogators that apart from Bangladesh they have bases in China and other foreign countries. “Millions of rupees have been extorted from Assam and transferred to ULFA leaders in Bangladesh, China and other countries where they have established hideouts,” the Special Operations Unit (SOU) of Assam Police quoted the two leaders as confessing. Several foreign agencies and NGOs provided logistic assistance to the ULFA leaders in foreign countries. The interrogation report was submitted to the Chief Judicial Magistrate’s court in Guwahati. In addition, Sashadhar Choudhury and Chitrabon Hazarika also confessed that their 'commander-in-chief' Paresh Baruah is not only procuring arms from Chinese manufacturers but also selling them to militant outfits such as National Democratic Front of Bodoland (NDFB), National Liberation Front of Tripura (NLFT), All Tripura Tiger Force (ATTF) and Communist Party of India-Maoist (CPI-Maoist). This revelation by two top ULFA leaders has corroborated what Union home secretary G.K. Pillai had hinted about two weeks ago on November 8, 2008 in New Delhi. Pillai said that "Chinese are big smugglers... suppliers of small arms. I am sure that the CPI-Maoist also gets them."

Chidambaram on November 25 told a delegation of the People’s Committee for Peace Initiatives in Assam (PCPIA) that the Government is ready for talks with the ULFA provided the outfit abjures violence. Chidambaram also told the delegation that the PCPIA should try to persuade the ULFA to come for talks with the Government. The delegation was accompanied by a Parliamentarian belonging to the Asom Gana Parishad (AGP) party, Biren Baishya. The delegation that is in Delhi to lobby for resumption of the dialogue with ULFA has so far met Union Minister of State in Prime Minister’s Office (PMO) Prithviraj Chavan on November 25 to submit a memorandum to restart the peace process stalled since last couple of years. However, the possibility of the Centre heeding to their demands appears remote, with Union Home Minister P Chidambaram expressing his skepticism on the ground that the remaining top leaders are all based abroad and not keen for negotiations. The Union Ministry of Home Affairs is of the opinion that ULFA, currently under pressure because of the crackdown in Bangladesh and arrest of two top leaders, may be at its old game of seeking to buy time by throwing the bait of peace talks.

The Peace talks with militant groups like Black Widow (BW), United People’s Democratic Solidarity (UPDS) and the pro-talk faction of the National Democratic Front of Bodoland (NDFB) are likely to be expedited as the Union Government’s interlocutor for the peace talks, P.C. Haldar has started the process and the Union Government is also reportedly keen on early solution of the problems. Official sources told Assam Tribune that Haldar, a former Director of the Intelligence Bureau (IB), arrived in Guwahati to hold preliminary talks with the militant outfits under cease-fire agreement with the Government. Sources said that during the visit, Haldar would stay in the State for at least four to five days and he would be holding preliminary talks with the leaders of the outfits. Sources said that Haldar would be visiting Haflong in North Cachar Hills District for talks with the leaders of the BW followed by a visit to Diphu in Karbi Anglong District for talks with the UPDS leadership. He will also hold talks with the leaders of the pro-talk group leaders of the NDFB. However, sources said that the present visit of the former IB chief is only to hold preliminary talks with the outfits to know their psychology and demands.

Sources said the ULFA was speaking in different voices on the prospect of talks with the Centre. There is no question of any discussion on the basis of “sovereignty” for Assam, the sources said. Meanwhile, Paresh Baruah, ‘commander-in-chief’ of ULFA, on December 5 said that there was no confusion in the minds of the ULFA cadres who want “sovereignty” for Assam to be discussed in any dialogue, while denying a split in the outfit.
