Meanwhile, the Meghalaya Government will soon communicate to ANVC on a mechanism which does not come into conflict either with the State Government or with the Garo Hills Autonomous District Council (GHADC), while finalising the outfit’s demand for the formation of a Garoland Autonomous Council (GAC), reports The Telegraph. Chief Minister Mukul Sangma said, “We are working out a mechanism and the same will be presented to the ANVC soon to get their feedback,” Sangma said. The ANVC, in its memorandum related to the formation of GAC, had made it clear that the outfit’s demand, if fulfilled, would be different from the existing GHADC, as there will be direct funding from the Centre for the new autonomous body as demanded by them. Another proposal by the ANVC is that senior Government officials will be appointed under GAC to supervise the administration to maintain transparency and accountability.

The Assam Tribune reports that leaders of the Pro-Talks Faction of United Liberation Front of Asom (ULFA-PTF) as well as Government termed the peace talks held on April 9 as successful. About the issues, which figured in the talks, the Union Home Secretary, R.K.Singh said that the ULFA-PTF team raised issues like “safeguard” to the indigenous people of Assam but a detailed discussion on it and issues like Centre-State relations would be taken up in the next round of dialogue. The Shillong Times reports that the State Government, on April 9, asserted that it is ready to hold talks with the breakaway faction of the Achik National Volunteer Council (ANVC). The State Chief Secretary WMS Pariat informed that the State Government has already received feeler from this oufit for talks with the Government. However, according to Pariat, a meeting will be convened shortly to explore whether they should be brought under the ambit of previous tripartite peace agreement or to have separate truce pact. Nado R. Marak, who is the personal secretary to Mokus Marak, the ‘commander in chief’ of the breakaway outfit had said that the group would aspire for Greater Garoland and reiterated the need to have a separate truce agreement with the Government. Earlier, the breakaway faction had alleged that they were not included in the peace process by the senior leaders of the outfit. The Chief Secretary said the Government was also ascertaining what went wrong while signing the tripartite agreement with the Garo rebel group in 2004. Agreeing to the views of Chief Minister Mukul Sangma, the Chief Secretary said it was the Centre which had initiated the move to sign the ceasefire agreement with the ANVC and the State was just a signatory.

This is the time when Naga undergrounds (rebels) have come closest to the Government. If we lose this opportunity, we will have to start from zero, he said. The undergrounds were fighting for sovereignty but they have realised, reconciled that the situation is such that now we have to live in the Indian Union. That is why this is the closest moment for the Nagas and the Indian government …this is the time for a solution, he said. He however further said that a piecemeal settlement for the Nagas may not be good. Whether we are integrated or not integrated, Naga interests should be protected wherever they are.

NSCN-K further observed that the decision left out the other Naga political groups and going by the NSCN-IM solution and not Naga solution. “It is expected of the highly respected elected people’s representatives (MLAs) to go by the people's mandate and not by a factional solution which is detrimental and will further create a rift between the different Naga political groups instead of bringing the much coveted solution as they claimed,” the NSCN-K said on August 13. NSCN K further stated that under no circumstances will be a part of any solution coming out of the 60 Legislators so-called paving a way for solution for any sort of so-called interim arrangement sought by the legislators from New Delhi recently

Times of India reports that amid the Okram Ibobi Singh Government's frequent calls to underground organizations for talks, the United Revolutionary Front (URF), a conglomerate of five different factions of the underground Kangleipak Communist Party (KCP), has started dialogue with the Government. Three rounds of initial tripartite meetings involving the Centre, State and the URF have already been held in Imphal. "Since March 23, three rounds of initial meetings involving us and representatives of the state and central government have taken place and the outcome was fruitful," said Lalheiba Meitei, the URF acting chairman and leader of KCP- Military Council (KCP-MC). Besides KCP-MC, the other constituent members of the front include Sunil Meitei faction of KCP Military Task Force (KCP-MTF), KCP-Chingkei Nganba faction, Lamyanba Khuman faction of KCP-MC and KCP-KK Nganba faction. Though formal political dialogue is yet to start, the URF cadres and leaders, numbering over 100, are currently putting up at a camp of 30 Assam Rifles at Khurkhul village in Imphal West District. URF's total cadre strength is 470 and most of them have been asked to turn up at the camp, Lalheiba said, while disclosing that two more KCP factions are likely to join the front. "Instead of holding ceasefire or suspension of operation with the government, our demand is to begin official tripartite political dialogue and we have a 31-point charter of demands to be put up during talks," said Lalheiba on August 17. "It would be premature to disclose our demands at this stage but some agendas are focused on formulating work culture and green revolution in Manipur," he said, while welcoming other groups to join the front and go together for dialogue. He added, "Once the formal political dialogue starts, the government would set up a designated camp for the front. Both the state and the Centre have agreed to some of our terms."

Nagaland Post reports that pinning hopes of an early settlement to the protracted Naga political issue, the 20-member Joint Legislators Forum (JLF) team led by Nagaland Legislative Assembly (NLA) speaker Kiyanielie Peseyie that included chief minister Neiphiu Rio met Union Home Minister Sushil Kumar Shinde, Union Agriculture minister Sharad Pawar, National Democratic Alliance (NDA) chairman Sharad Yadav and Nationalist Socialist Council of Nagaland-Isak-Muivah (NSCN-IM) collective leadership on October 15. At a meeting with NSCN-IM ‘chairman’ Isak Chishi Swu and ‘general secretary’ Thuingaleng Muivah told the JLF that if any solution/agreement is arrived at, it should be incorporated in the constitution of India. However, reacting to certain media reports that the Centre “has secured a written commitment from the NSCN-IM that it would accept the Indian constitution”, the collective leadership denied having given any such commitment. Nagaland Government had asked the Centre to expedite the ongoing peace talks with NSCN-IM and find a permanent solution to the six-decade old insurgency problem before the State Assembly election due early 2013, adds The Shillong Times.

Kanglaonline reports that Nationalist Socialist Council of Nagaland-Isak-Muivah (NSCN-IM) ‘chairman’ Isak Chsi Swu and the outfit’s ‘general secretary’, Thuingaleng Muivah are arriving in Nagaland on October 18 (today) for what they called “home consultations.” The two NSCN-IM leaders will be holding consultations with the Naga civil societies and those who matter in the issue on the unfolding development of the Naga peace talks. However, it is not certain whether the NSCN-IM leaders will meet other Naga militant outfits during their stay in Nagaland this time. The Centre and the NSCN-IM are inching towards a political settlement, ending over five decade long insurgency in the State, reports The Sangai Express on October 17. Political integration of Naga inhabited Districts of neighbouring Manipur, Assam and Arunachal Pradesh are not part of the deal under negotiation. The memorandum of settlement being worked out in consultation with the NSCN-IM includes a proposal to convert Nagaland legislature into a bicameral Assembly by creating a second House, autonomous development councils, separate flag for the State, more autonomy, special status, formal recognition of the unique history of the Nagas and a slew of development projects, among others. The Naga militant group had demanded increasing the size of the 60-member Nagaland Assembly by 20 seats. The Centre reckons that bicameral legislature would take care of the demand to accommodate marginal tribal groups and sub-groups. Nagaland Post reports on October 17 that if any solution was arrived at between NSCN-IM and government of India, it would be an “inclusive” one for all Nagas. This was stated by NSCN-IM’s leader T.T. Among. Among also pointed out that while the reconciliation process was home based, the political talk on bringing about a solution to the Naga political issue involved “two nations” (India and Myanmar).
