A top level meeting between former Nagaland Chief Minister Neiphiu Rio, National Security Advisor (NSA) Ajit Doval and (JIC) Chairman R.N Ravi to discuss the current situation in Nagaland arising out of the Urban Local Body (ULB) elections was held on February 13, reports Nagaland Post. Neiphiu Rio expressed his concern over the ongoing turmoil of the State over the issues of ULB elections and said that the situation of the State had to be tactfully handled as it could adversely affect the already fragile ‘Indo-Naga peace talks’. He also strongly urged upon the Centre to bring about an early solution to the Naga issue.

(NDFBP), Ranjan Daimary faction of National Democratic Front of Bodoland (NDFBRD), Karbi Longri NC Hills Liberation Front (KLNLF) – all from Assam, while the IsakMuivah faction of National Socialist Council of Nagaland (NSCNIM), NSCNKitovi Neopaokonyak (NSCNKN) and NSCNReformation (NSCNR) of Nagaland are under ceasefire agreements.A total of 23 underground outfits of Manipur, consisting two conglomerates – the United Progressive Front (UPF) and Kuki National Organisation (KNO) are currently under Suspension of Operation (SoO) agreement with the Union Government. Three valleybased underground outfits of Manipur – the United Revolutionary Front (URF), Kangleipak Communist PartyLamphel (KCPL) and Kanglei Yawol Kanna LupMDF (KYKLMDF) have signed Memorandum of Understanding (MoU) with the Union Government.The Union Government has informed that pursuant to the policy of talks, various insurgent outfits, including the United People’s Democratic Solidarity (UPDS), Dima Halam Daogah (DHD) of Assam and Achik National Volunteer Council (ANVC) and Breakaway faction of Achik National Volunteer Council (ANVCB) of Meghalaya have signed memorandum of settlement with the Government and dissolved themselves. As a result, a number of members of insurgent outfits have surrendered after laying down arms and joined the mainstream of society.

Nationalist Socialist Council of NagalandIsak Muivah (NSCNIM) has cautioned certain individuals that their “campaign” to sabotage the peace talks with a new approach of “Nagas of Nagaland” and “treacherous venom” to mislead the people by demanding the declaration of the content of the framework agreement would not deter the dedication of the true Nagas, reports The Assam Tribune. In a release, NSCNIM maintained that the Naga people have hope that the agreement will bring peace and honourable settlement of the Naga goals. A framework agreement was signed between the NSCNIM and the Union Government on August 3, 2015.

RN Ravi, the Government of India’s Interlocutor for Naga talks, is likely to meet representatives of the newly formed Naga National Political Groups (NNPG) in Kolkata later this month (April), reports The Sangai Express on April 12. Earlier, six Naga ‘political groups’ – ‘Government of the People’s Republic of Nagaland (GPRN)’/ National Socialist Council of Nagaland (NSCN), ‘Federal Government of Nagaland (FGN)’, Naga National Council (NNC) (parent body), ‘National People Government of Nagaland (NPGN)’ / NNC- Non Accordist faction (NNC-NA), NSCN- Reformation faction (NSCN-R) and NNC/‘Government Democratic Republic of Nagaland- Non Accordist faction (GDRN-NA)’- united and formed an ‘interim platform’ by the name ‘Working Group’ on December 13, 2016. Recently, on April 8, the Political Affairs Mission (PAM) of Nagaland Assembly led by Chief Minister (CM) Dr Shürhozelie Liezietsü met with the NNPGs at the Police Complex, Chumukedima to solicit understanding for a bringing an early solution to the Naga political issue. The NNPG representatives were reported to have said that they intend to pursue a solution for the Nagas of Nagaland since Isak-Muivah faction of National Socialist Council of Nagaland (NSCN-IM) has been engaged in an exclusive (sans other Naga political groups) negotiation with the Government of India. The NNPGs wanted to know from the Government the contents in the Framework Agreement.

Interlocutor for Naga peace talks and Joint Intelligence Committee (JIC) Chairman, R.N. Ravi on July 4 said that the solution to the ‘protracted Naga political issue’ is closeby, reports Nagaland Post. “We are close towards solution and bringing the framework agreement to a conclusion,” Ravi said. In this regard, Ravi said he had come to Nagaland “to hold one more round of consultations” with the civil societies. He also called on Nagaland Chief Minister (CM) Dr. Shürhozelie Liezietsu at the latter’s official residence. Ravi, who is on a threeday visit to Nagaland, will be holding consultative meetings with various stakeholders on the Naga issue at Kohima and Dimapur.

The Union Government will add a new dimension to the two decades old peace talks with Nationalist Socialist Council of Nagaland-Isak Muivah(NSCN-IM) by including all other groups in the process, signaling the end of Thuingaleng Muivah as the sole representative of the ‘Naga people’, reports Times of India. For three days from July 6 (today), centre's Interlocutor for the Naga talks, RN Ravi will be holding consultative meetings with various stakeholders on the Naga issue at Kohima and Dimapur. The Nagaland Government has said that civil societies wanting to meet the interlocutor can contact State Home Secretary Rovilatuo Mor. "The problem of Nagaland is not of just one faction but of all the people. The centre believes that piecemeal solution will not work and all stakeholders must be taken on board. The interlocutor's visit on Thursday confirms centre's decision to make the talks all inclusive, though this decision should have been taken long back," a source closely associated with the affairs of the State said.

Acharya ‘requested’ Myanmar-based Khaplang faction of National Socialist Council of Nagaland (NSCN-K) to join the ongoing peace talks with the Centre, a Raj Bhavan communique said on October 27, reports Eastern Mirror. “P.B. Acharya values the formal joining of six NNPGs (Naga National Political Groups) in peace talks, and requested the NSCN-K to join the ongoing peace process so that a meaningful solution to the protracted Naga political problem is found at the earliest,” the communique said. The NSCN-K abrogated a 2001 ceasefire accord signed with the Central Government in March 2015, just a month before the truce was up for renewal. Appreciating the efforts of the Government interlocutor for Naga talks, R.N. Ravi, to address the long-pending issue and the positive response from the Nagas, the Governor appealed to all NGOs, political parties and civil society to stand united to make the peace process a success.This week, Ravi held talks with leaders of Isak-Muivah faction of National Socialist Council of Nagaland (NSCN-IM), Naga National Council (NNC), Federal Government of Nagaland, Reformation faction of National Socialist Council of Nagaland (NSCN-R), National People’s Government of Nagaland (Non-accord) and Government Democratic Republic of Nagaland (Non-Accord). Ravi made the statement in a meeting held at Nagaland House in New Delhi in the afternoon. Earlier in the day, Nagaland Chief Minister T.R. Zeliang, his cabinet ministers and MP (Member of Parliament) Neiphiu Rio met Union Home Minister (UHM) Rajnath Singh in his office. Zeliang requested Ravi to ensure that all Naga political issues are settled before elections and appreciated his efforts in bringing about an inclusive, "honourable and acceptable" solution. Ravi urged them to impress upon all parties the need for an early solution, preferably before elections, in the best interests of the state. He said they were very near the final solution and it was essential that all parties were involved in the final negotiations to ensure a peaceful and long-lasting solution. Earlier, Zeliang impressed upon Rajnath the need for a final solution to the Naga political issue before the Assembly elections next year. Rio said with the commitment and leadership of Prime Minister Narendra Modi and Rajnath, the final settlement did not seem far and it would be in the interest of all if it was arrived at before Christmas. Rajnath hoped that a settlement to the Naga political issue would be arrived at soon.

Nationalist Socialist Council of Nagaland-Reformation (NSCN-R) has informed all workers of the six Naga National Political Groups (NNPGs) that the talks with the Government of India (GoI) have entered a crucial phase, reports Nagaland Post. In a statement issued on December 5, NSCN-R ‘Ministry of Information and Publicity’ said that the long-awaited political solution was expected sooner than later and added that it was, therefore, time for all groups to focus more on the Naga political solution “prayerfully rather than factionalism or detection”.
