Nagaland Post reports that the collective leadership of National Socialist Council of Nagaland-Isak-Muivah (NSCN-IM), Isak Chishi Swu and Thuingaleng Muivah, left Dimapur for New Delhi on April 3 for another round of talks with the Government of India (GoI). Before the departure, Muivah said, “We are waiting for a final response from the GoI. Our history is unique and our solution should also be based on the uniqueness of Naga history”. The collective leadership also said that the exact dates for the talks have not been fixed yet. Both Swu and Muivah met Home Minister P Chidambaram in December 2011 and discussed with him the peace process to find an amicable solution to the Naga issue.

Nagaland Post reports that National Socialist Council of Nagaland-Khaplang (NSCN-K) is all set to sign a bilateral cease-fire with the Myanmar Government in the later part of April, 2012. NSCN-K sources revealed that top leaders from the outfit have left for its Council Headquarters (CHQ) located in Myanmar where a meeting will be held on April 20 to work out strategies and modalities for setting up ceasefire ground rules with the Myanmar Government. ‘Chairman’ S.S Khaplang, who will also attend the proposed meeting at CHQ, will be attended among others by senior leaders--Kughalu Mulatonu and Wangtin Naga. The outfit will also discuss setting up of offices in Nagaland State and in Myanmar as well. This development comes in the wake of NSCN-Khole-Kitovi led by “general” Khole and Kitovi Zhimomi, who have all the while alleged S.S Khaplang of being more concerned with politics in Myanmar than in Nagaland. Incidentally, NSCN-K will ink further extension of cease-fire with the Government of India which was signed April 28 2011 and sources said the modalities of cease-fire agreement with the Myanmar Government also will be completed before April 28.

Nagaland Post reports that the Government of India (GoI) and National Socialist Council of Nagaland-Khole-Kitovi (NSCN-Khole-Kitovi) signed a fresh cease-fire agreement on April 27 in Delhi. NSCN-Khole-Kitovi’s cease-fire supervisory board (CFSB) supervisor C Singson confirmed that his group has signed fresh cease-fire with Government of India for a period of one year. Singson said that initially it was only “verbally” declared that cease-fire was extended to both NSCN-Khole-Kitovi and NSCN-K by GoI creating confusion among the Nagas as NSCN-K kept on “claiming” that cease-fire was between just the GoI and them NSCN-K.

Notably, the Khaplang group has signed a truce with the Myanmar Government on April 12, adds Kanglaonline. Government of India (GoI) in a move to bring about “final settlement” to the protracted Naga political issue, said it was ready to engage all three Naga militant groups— National Socialist Council of Nagaland-Isak-Muivah (NSCN-IM), NSCN-Khaplang (NSCN-K) and NSCN-Khole-Kitovi for peace talks. Confirming this, joint secretary (North East) Ministry of Home Affairs, Shambu Singh said that “eventually all three factions of the NSCN would be invited for peace talks before any final settlement is reached.” Keeping this in view the GoI, in principle has also agreed to hold dialogues with the NSCN-Khole-Kitovi faction which was keen to find out a settlement within the boundary of Nagaland. Meanwhile, the Sixty sixth meeting of cease fire monitoring group (CFMG) between CFMG and NSCN-IM cease fire monitoring cell (CFMC) members was held at Police complex Chumukedima in Dimapur on May 11. The undergrounds were fighting for sovereignty but they have realised, reconciled that the situation is such that now we have to live in the Indian Union. Kanglaonline reports that Nationalist Socialist Council of Nagaland-Isak-Muivah (NSCN-IM) ‘chairman’ Isak Chsi Swu and the outfit’s ‘general secretary’, Thuingaleng Muivah are arriving in Nagaland on October 18 (today) for what they called “home consultations.” The two NSCN-IM leaders will be holding consultations with the Naga civil societies and those who matter in the issue on the unfolding development of the Naga peace talks. However, it is not certain whether the NSCN-IM leaders will meet other Naga militant outfits during their stay in Nagaland this time. The Centre and the NSCN-IM are inching towards a political settlement, ending over five decade long insurgency in the State, reports The Sangai Express on October 17. Political integration of Naga inhabited Districts of neighbouring Manipur, Assam and Arunachal Pradesh are not part of the deal under negotiation. The memorandum of settlement being worked out in consultation with the NSCN-IM includes a proposal to convert Nagaland legislature into a bicameral Assembly by creating a second House, autonomous development councils, separate flag for the State, more autonomy, special status, formal recognition of the unique history of the Nagas and a slew of development projects, among others. The Naga militant group had demanded increasing the size of the 60-member Nagaland Assembly by 20 seats. The Centre reckons that bicameral legislature would take care of the demand to accommodate marginal tribal groups and sub-groups. Nagaland Post reports on October 17 that if any solution was arrived at between NSCN-IM and government of India, it would be an “inclusive” one for all Nagas. This was stated by NSCN-IM’s leader T.T. Among. Among also pointed out that while the reconciliation process was home based, the political talk on bringing about a solution to the Naga political issue involved “two nations” (India and Myanmar).

Wangtin Naga, on November 5, said, the ‘secret’ talk between the Government of India (GoI) and NSCN-Isak-Muivah (NSCN-IM) was “still concealed and known to none”, reports Nagaland Post. Talking to Nagaland Post over the phone, Wangtin said, Nagas should be ready to face any eventuality in case the GoI and NSCN-IM’s “secret solution” was imposed on them. He asserted that any solution arrived at with NSCN-IM would be a “factional solution” and that the GoI had “no authority to force it” as the Naga solution. The NSCN-K kilonser also reminded that the formation of NSCN in 1980 by Isak Swu, S.S.
