NSCN-KK and the Government of India will be signing an agreement for extension of ceasefire for another year on April 25 in Dimapur, reports The Sangai Express. Joint Secretary (Northeast), Shri Shambu Singh told that NSCN-Khaplang (NSCN-K) leadership are also expected in Dimapur for the same. The Ceasefire with the NSCN-KK was signed in New Delhi in April 2012. Ongoing cease-fire between the GoI and NSCN-KK expires on April 27, 2014.

Swu and Muivah were accompanied by senior NSCN-IM leaders Rev Puni and Tongmeth. Though formal talks are likely to be held only after the next Government is formed, the IM leaders had left for Delhi this early as they have to meet with ‘important people’. A source from NSCN-IM stated that “So much ground works are to be attended by our leaders in Delhi”. NSCN-IM leaders have been in Nagaland since March 9.

Naga Tribes Association of Border Areas (UNTABA) expressed its disappointment with the outcome of the Nagaland-Assam Commissioner level meeting, held on August 30 at Chumukedima near Dimapur in Dimapur District, reports The Shillong Times. UNTABA Chairman Hukavi T. Yepthomi and General Secretary Ejanthung Ngullie said the meeting could not arrive at any ‘substantial agreements’ and alleged that meeting only tried to absolve the ‘abject failure’ of both Nagaland and Assam Governments in preventing clashes in the border areas in spite of various terms of agreements entered between the two and the Union Home Ministry (MHA) since 1972.

Singh assured all Central assistance to the Government of Nagaland in ensuring peace in the area. Further, the Centre has underlined the need for a conducive atmosphere to exist for the Naga talks to take place. Meanwhile, CM of Nagaland said that he was optimistic about the Naga peace talks, as a new interlocutor, RN Ravi, has taken over. “The Home Minister told me that he, too, was looking forward for a time-bound solution of the Naga problem,” he said.

According to a release on September 6, speaking on the occasion, NPC chairman N. Theyo underscored the need for all the ‘national workers’ to reconcile with each other. Conveying a clear message that peace is for life and bloodshed is for death, he said fratricide killing is self-annihilation and against the spirit of nationalism and as such, national workers who are engaged in ceasefire agreement for Naga peace talks for political solution must respect one another and value human dignity so that they can prevent further factional conflicts.

A 10-member team of Isak-Muivah faction of NSCN (NSCN-IM) left Dimapur on September 20 for New Delhi on the invitation of Government of India (GoI), reports The Sangai Express. NSCN-IM ‘chairman’ Isak Chisi Swu and the ‘general secretary’ Thuingaleng Muivah led the team. According to sources, the ten-member delegation of the NSCN-IM will prepare for the formal talks with GoI in New Delhi for about a week before the formal talks begin. A source stated that it is expected that in the series of meetings to be held between the NSCN-IM and GoI representatives of NSCN-IM will put up a series of issues with the ceasefire coverage likely to be discussed as the 'core issue'.

The Sangai Express reports on September 23 that the delegation of Isak-Muivah faction of National Socialist Council of Nagaland (NSCN-IM) will hold a dialogue with Prime Minister Narendra Modi, although the precise date has not been confirmed. A source from NSCN-IM stated that delegation is likely to meet Prime Minister Narendra Modi only when he returns from the visit to the United States. Narendra Modi will leave India for the US later this week. Meanwhile, the NSCN-IM delegation is likely to start meeting the Government of India representatives in the next few days time. NSCN-IM ministry of information and publicity (MIP) stated that altogether 48 NSCN-IM leaders left Dimapur for New Delhi in batches in the past few days to prepare for the talks. The outfit is likely to hold talks with GoIs interlocutor for Indo-Naga peace process RN Ravi and Union Home Minister Rajnath Singh within this week. Besides, ‘chairman’ Isak Swu and ‘general secretary’ Thuingaleng Muivah and other top leaders who are in the team include VS Atem, Q Tuccu, AK Lungalang, Tongmeth, Rh Raising, TT Among, Yanger and Rev Puni, reports The Sangai Express on September 23.

The Assam Tribune reports on October 5 that Government of India (GoI) and the leaders of Isak-Muivah faction of National Socialist Council of Nagaland (NSCN-IM) have agreed to expedite the peace talks and to take the process to a logical conclusion as soon as possible as both sides agreed that discussions have been lingering for too long without making much progress. Sources in Union Ministry of Home Affairs (MHA) stated that talks between both parties resumed after the new Government assumed office at the Centre and a delegation of 20 senior members of the outfit led by the ‘chairman’ Isak Chishi Swu and the ‘general secretary’ Thuingaleng Muivah had a detailed discussion with the Centre’s interlocutor RN Ravi in New Delhi on September 30. MHA sources revealed that the GoI has made it clear that political solution to the issues would have to be found within the framework of the Constitution of India.

Format of talks between Government of India (GoI) and the Isak-Muivah faction of National Socialist Council of Nagaland (NSCN-IM) has been changed with both sides agreeing to expedite the talks to find an amicable solution as soon as possible, reports The Sangai Express on October 27. Highly placed sources in the Union Ministry of Home Affairs (MHA) stated that decision has been taken to do away with the practice of holding one or two rounds of formal talks in a year. Sources said that several rounds of talks have already been held after the first round which was held last month and added that the Governments interlocutor and leaders of NSCN-IM are meeting more frequently. NSCN-IM leaders have been told that they can get in touch with the Government’s interlocutor whenever they want to discuss any point. Similarly, the Government’s interlocutor will also get in touch with the NSCN-IM leaders whenever required to discuss any point. Government has already made its points clear to the leadership of the NSCN-IM and the NSCN-IM leaders also expressed their limitations on certain issues.
