Prime Minister Narendra Modi has assured a solution to the Indo-Naga peace talk within the next 18 months, reports The Sangai Express on March 31. According to a well placed source, the Government of India (GoI) assured Isak-Muivah faction of National Socialist Council of Nagaland (NSCN-IM) leadership in December last year that the political dialogue would be brought to a logical conclusion within the next 18 months. However, no one is sure when political dialogue will start between Government of India, Government of Manipur and the two conglomerates of Kuki groups such as United Peoples Front (UPF) and Kuki National Organisation (KNO). The matter could not be settled as both UPF and KNO have been insisting that the political dialogue be held at Delhi. NSCN-IM leaders are quite impressed with the new initiatives taken up by the Government of India to expedite the peace process. The political dialogue between NSCN-IM and New Delhi may arrive at a solution by November or December this year.

Ravi has ruled out any time frame for a result-oriented end to the decades old talks with Isak-Muivah faction of NSCN (NSCN-IM), reports Nagaland Post. R. N Ravi, who is in Manipur along with the Ministry of Home Affairs (MHA) Core Group to monitor the security scenario along the Indo-Myanmar border area, stated on April 6, “The Government has not given any timeline to end the talks. The seriousness of naga peace talks has become visible with Isak-Muivah faction of NSCN (NSCN-IM) leaders carrying out a series of consultation among the Nagas while Central leaders discussed the Naga issue with Chief Minister TR Zeliang on April 7 and 8 in New Delhi, reports The Sangai Express. Sources state that Chief Minister TR Zeliang rushed to New Delhi on April 6 , when he was asked to reach New Delhi or ‘an emergency meeting’ in connection with the Naga political issue. In the past weeks, NSCN-IM leaders have been taking opinions and carrying out consultations with Naga public leaders, civil society organizations and intellectuals in the State regarding the Naga political issue. Under the new format of talks, 40 rounds of talks have been held in the past few months.

Singh stated that though the camp was earlier designated for NSCN-K and now allotted to NSCN-R, it cannot be termed as a “designated camp”.

Reformation faction of NSCN (NSCN-R) has begun to draft modalities to sign a ceasefire, probably by April 27, reports The Telegraph on April 23. NSCN-R insiders said top leaders have already reached Delhi to meet Government of India (GoI) leaders before signing a truce, and to work out modalities of cease fire. A functionary of NSCN-R stated that both sides would have to meet and work out modalities, which would include truce ground rules, before signing the papers. The group also stated that they have more than 200 cadres who would be resettled in designated camps. NSCN-R also stated that Security Forces (SFs) were preparing to launch an operation against NSCN-K. Around 300 NSCN-K militants based in Nagaland and Arunachal Pradesh had fled to Myanmar after the unilateral abrogation of ceasefire.

Ravi said sharing sovereign power will not be mere semantics or playing with words but that there will be a “genuine devolution” where Nagas will become “almost sovereign-like.” He said this was what Government of India translated in terms of uniqueness of Naga history. When asked if the issue of Article 371(A) only covered Nagas of Nagaland, Ravi replied that both the entities were “talking about Nagas comprehensively” and not only about Nagas of Nagaland. The ENPO, in a release, said both the parties agreed in principle that the process of discussions and the demand of Statehood by it is a separate issue in nature from the present Naga peace talks with the Centre. The ENPO stated that the discussion between Union Ministry of Home Affairs (UMHA) officials and ENPO delegation was very cordial with constructive atmosphere, fairness and openness. Government of India’s (GoI) Joint Intelligence Committee Chairman and Chief interlocutor for Naga Peace Talks, R. N. Ravi categorically stated that there is nothing in the framework agreement signed between the Government of India and Isak-Muivah faction of National Socialist Council of Nagaland (NSCN-IM) about boundaries, reports The Sangai Express on September 11. He stated, “Since the framework agreement does not contain any specific details, we have not been able to reach out to the people. And now I am here to meet the civil society organisations”. He also said that due to insistence of NSCN-IM ‘general secretary’ Thuingaleng Muivah’s insistence on ‘shared sovereignty’ the problem was yet to be resolved. He further added, “We have changed the format of engagement (with NSCN-IM). We changed the format in the sense that we realised that it is a comprehensive issue. Comprehensive issue needs to be resolved in a comprehensive way. That’s why we are trying to reach out to all the people”. On being enquired about a time frame of reaching a final solution, the interlocutor maintained that it was difficult to give a time frame.

Highly placed sources in the Union Ministry of Home Affairs (UMHA) said that it was the NSCN-K, which broke away from the ceasefire agreement with the Government and formed a common platform along with three other militant groups of the region having bases in Myanmar. The Government wants the outfit to rejoin the peace process for comprehensive solution to the Naga political issues, but that does not mean that the outfit would be allowed to indulge in acts of violence. Sources also said that GoI was yet to receive any positive gesture from NSCN-K and that it had has been providing shelter to other militant groups in Myanmar.

Since GPRN/NSCN had nothing to do with any accord or agreement, Walling said: “We acknowledge and appreciate the accord or deal between them if it is something good for them. At the meeting, Sumi Hoho general secretary, Vihvuto Asumi pronounced the Sumi Baghi Hoho (general public meeting) resolution adopted on September 3 declaring the revocation of the abrogation of relationship imposed upon NSCN-IM. NSCN-IM ‘steering committee executive member’, V Horam and Sumi Hoho president, Toniho Yepthomi in their speech, expressed happiness on the reunion and further pledged to march together for the cause of the Nagas. Meanwhile, Myanmar Peace Center (MPC) has said the Khaplang faction of National Socialist Council of Nagaland (NSCN-K) and other two ethic groups Chin National Front (CNF) and Restoration Council of Shan State (RCSS) would attend the Nationwide Ceasefire Agreement (NCA) signing conference, reports Nagaland Post on September 23. According to reports, MPC’s U Nyo Ohn Myit said the three groups would however not be able to attend the preliminary meeting because they have central conferences with their respective committees. Both Myanmar Government and ethnic armed group representatives would meet on October 3 to set a specific date for signing the NCA, although they both had a preliminary agreement to sign the NCA in the first week of October.

Naga National Council (NNC) said it was conscious of Government of India’s “extreme difficulties” with regard to Naga sovereignty, but asserted that the Nagas cannot let go their sovereignty given to them by their history and resolutely defended by them at great cost, reports Nagaland Post on December 7. A joint statement titled “position of NNC against the backdrop of recent political development”, signed by several NNC/FGN leaders, said it has now become “sufficiently clear” that the framework agreement of August 3, 2015, being negotiated, would essentially be another Accord signed between the Government of India and “some Nagas”, which also would not be recognition of sovereignty. Affirming that the Naga sovereignty remained the central stand of NNC, the joint statement said the 16-point agreement, the first ceasefire of 1964 ending in the abrogation of the rounds of talks, the revolutionary government, the Shillong Accord, and now the “next awaited settlement” from the Framework Agreement, have revealed India’s inability to discuss sovereignty with the Nagas. The NNC leaders contended that Naga struggle cannot be categorised and treated as secessionist and anti-India because it was launched long before the British left, reaffirmed before India became independent, and sacrificially defended ever since.

Pursuing with efforts to get all stakeholders on board for a broad-based agreement within the concept of the ‘framework agreement’ signed between the Government of India and the Isak-Muivah faction of National Socialist Council of Nagaland (NSCN-IM) leadership, R.N.Ravi who is the Interlocutor, held separate consultative meetings of Khole-Khitovi faction of NSCN (NSCN-KK) and Singnya-led Naga National Council/ Federal Government of Nagaland (NNC/FGN) on December 7 at Chumukedima Police Complex in Dimapur District, reports Nagaland Post. Union Home Minister Rajnath Singh on December 18 referred the peace accord signed between NSCN-IM and Central Government as a “framework agreement” and said it would help in resolving the Naga problem, reports The Hindu. This is the first time that the Government has used the term “framework agreement” for the peace accord. Rajnath Singh, who is attending the three-day Director General of Police (DGP)s’ conference in Rann of Kutch in Gujarat, mentioned this during the opening session speech he delivered in the presence of Prime Minister Narendra Modi and around 250 top Policemen of the country. R.N Ravi, who is the interlocutor for Naga peace talks, said “We never said it was a peace accord, some people loosely refer to it as an accord. It is a framework agreement and the minor details are still being worked out. We have agreed on the basic fundamental ground on which the accord would be signed.” The Twitter handle of Rajnath Singh posted, “HM expressed hope that the Framework agreement between NSCN-IM and the Centre would help in resolving the Naga problem.” Rajnath Singh also said Security and Police forces had controlled the insurgency situation in the North-East. There had been the least terrorism problem in Assam this year (2015), he said. The Security Forces (SFs) arrested 231 armed terrorists and more than 300 conspirators, he added.
