State Home minister, R Lalzirliana said that the Government is making arrangements to hold negotiation with the Hmar militant outfit Hmar People's Convention-Democratic (HPC-D), reports Sangai Express on January 3. R Lalzirliana said, "It is true that the HPC -D is not to be approached by the Mizoram government. However, since they use the very fact that we (the Mizoram Government) do not initiate talks with them, as an excuse, therefore, we shall hold talks with them, if necessary. HPC-D are our brothers, and the government, their father, and we are not enemies". Home minister further said that negotiation between the State Government and the HPC-D shall be held on certain conditions. The conditions according to Home Minister is that HPC-D should cancel their dictate of dissolving Young Mizo Association (YMA) branches, and situation should prevail such that the Government would be able to conduct village council elections in the villages where it has not been held, within areas of Sinlung Hills Development Council (SHDC); and also that they should not create any disturbance to the contractors and also on the Mahatma Gandhi National Rural Employment Guarantee Act (MNREGA) fund distribution.

The Sangai Express reports that after signing the Suspension of Operation (SoO) pact with the Government of Mizoram for six months, the Hmar People's Convention-Democratic (HPC-D), on February 1, has said that at least two round of talks will be held with the Government during this six-month period. On January 31, the HPC-D publicity secretary, John F Hmar informed Newmai News Network that both the Hmar outfit and the Mizoram Government had agreed and signed nine-points 'ground rules' for implementation of SoO between the Government of Mizoram and the outfit which initially will be for a period of six months effective from January 31, 2013, and which may be extended by mutual consent. "The two parties also mutually agreed to hold at least two rounds of peace talks for a political solution during 6 months SoO period," John F Hmar disclosed. According to the HPC-D leader, the ground rules for implementation of SoO between the Government of Mizoram and the HPC-D was signed by representatives of the Mizoram Government and the outfit at the State Guest House, Aizawl (Mizoram) after an exchange of views to initiate a peace dialogue in the common interest of finding a permanent political solutions to the Hmar political issues in Mizoram. It can be noted here that since 1986, the Hmars has been demanding for the creation of Hmar Autonomous District (ADC) in Mizoram. In spite of the Peace Accord that was inked between the Government of Mizoram and the Hmar people, there was no concrete solution to address and redress the rights of the Hmar People.

Mizoram Police on March 12 said they have proof that the 33 sophisticated arms seized from a private farmhouse near Lengpui Airport in Aizawl District on March 7 and 8, were to be delivered to the Parbotia Chatagram Jana Sangata Samiti (PCJSS) faction of Bangladeshi outfit Shanti Bahini, reports The Times of India. Police added the three Chakma tribals arrested from the farmhouse belonged to the PCJSS, which is a breakaway group of the Shanti Bahini. CID (crime) Superintendent of Police (SP) Joseph Lalchhuana said the arms - 31 AK-47 rifles, a Singapore-made LMG, an America-made browning automatic rifle and over 800 rounds of live ammunition - were smuggled from Myanmar and were to be delivered to PCJSS rebels in Bangladesh. The person, who smuggled the arms into India through the porous Mizoram-Myanmar border, had reportedly gone back to Myanmar again and was hiding there, Lalchhuana said.

The Sentinel reports that Assam Rifles, on March 13 said that the biggest ever haul of weapons in Mizoram came from Myanmar. “The interrogation of the arrested people and investigation into the arms haul is under way,” Director General Lieutenant General Ranbir Singh said. “Further details would be known only after the completion of the inquiry,” he said. Assam Rifles seized 33 AK–47 rifles, a combat browning automatic rifle, a 5.56 automatic light machine gun, 49 loaded magazines and 809 rounds of ammunition from the outskirts of Aizawl on March 7.

The Times of India reports that Mizoram Government has constituted a crisis management group (CMG) chaired by State chief secretary, L Tochhong to secure the release of five labourers abducted by suspected militants, State Home Minister R Lalzirliana said in the assembly on March 13. Making an official statement in the house during zero hour, he said five people were abducted by a group of Bru and National Liberation Front of Tripura (NLFT) militants on February 19 from Dampa Tiger Reserve while they were working on a road construction project. He added State Police could not use force or pursue the abductors as they were hiding with the hostages in Bangladesh and the State Government has asked the ministry of external affairs to get help from the Bangladesh Government in the matter. "The state government also used interlocutors and messengers from Tripura to contact the militants so the captives could be released safely," he said. "Our intention is to secure the release of the hostages without payment of ransom," he said. The NLFT cadres demanded INR 10 million ransom and even set a three-day deadline on March 6.

Stating this during question hour in the assembly, Lalzirliana said the government would not pay the ransom demanded by the Bru militants who abducted the five people from a poaching camp inside the Mizoram-Bangladesh-Tripura border Dampa Tiger Reserve. The ongoing peace negotiations between the Mizoram Government and the Hmar People’s Convention-Democracy (HPC-D) could not be resumed early due to abduction of five Mizos by the Bru militants on February 19, the State assembly was informed on March 25. Replying to a query, State home minister R Lalzirliana said the talks were initiated and the home department took up the parleys. “The ground rules for negotiations were placed before the two parties and deliberated in the last talks,” Lalzirliana said, adding that the Suspension of Operations (SoO) was signed. The steps were taken to ensure early resumption of the talks.

"Mizoram government's core committee on refugee repatriation headed by Parliamentary Secretary for Home Lalrinmawia Ralte last week held a meeting and decided to resume return of refugees this month-end," a Mizoram home department official told IANS. Barak Valley, comprising the three districts of Cachar, Karimganj and Hailakandi, shares inter-state borders with Manipur, Tripura, Meghalaya and Mizoram and an international border with Bangladesh. “Maheshji has revealed the names of at least five persons who joined the group four to five years ago and are currently working at the village level in Barak Valley to strengthen their base. For the first time, we have got information about how Maoists are making inroads in the region,” an official told the newspaper on May 6. The strategic location of the Districts, according to the officer, has come as an advantage for the Maoists. One of the five names Maheshji revealed is that of Shalik Singkhai alias Romeo, a youth of the Khamti community from Lohit District of Arunachal Pradesh, who was working to strengthen the Maoist base in Cachar District before his arrest recently. “Romeo was among the first to have started working at the grassroots among the tea community in Barak Valley but he could not continue because of language problems. “We cannot disclose the other four names in the interest of the investigation. The four were working under Maheshji and also visited West Bengal and lower Assam districts,” the officer said. The revelation assumes significance after the task force constituted by the State government in 2012 could not find “significant evidence” of Maoist presence in the area. “The task force report only talked about possible Maoists activities in Barak Valley but Maheshji’s interrogation revealed they had made inroads about five years ago and are working systematically to spread their network,” the officer said.

A meeting of District level core committee on Bru repatriation and settlement at Mamit on May 7 chaired by Deputy Commissioner, V Lalremthanga discussed the ‘self-repatriation’ exercise scheduled to begin from the last week of May. The first phase of the “self-repatriation” is meant for genuine Mizoram citizens in Asapara and Naisingpara who are “willing” to return. Official sources said the Union Ministry of Home Affairs (MHA) has asked the Mizoram to re-start the stalled rehabilitation of refugees, in coordination with Tripura. According to an official report of the MHA, the Central Government had sanctioned INR 178.6 million to the Mizoram Government during the past two years for the rehabilitation of refugees in their original areas in Mamit District. Meanwhile, majority of Bru refugees in North Tripura District are still reluctant to return to Mizoram even as Mizoram and Tripura Governments, as instructed by the Ministry of Home Affairs, would soon resume the repatriation process, reports Nagaland Post on May 7. President of Mizoram Bru Displaced People’s Forum (MBDPF), A Sawibung said no one in the relief camps, including the MBDPF leaders, were informed about the proposal for fresh repatriation. Times of India reports on May 8 that the Mizo Zirlai Pawl (MZP), the apex Mizo student body, has advised the Mizoram Government not to undertake the repatriation of Bru refugees, proposed to begin by the end of May, unless the refugees promise in writing that they are willing to return to Mizoram. The MZP leaders, while addressing a press conference in Aizawl, said that the Brus migrated from Mizoram to Tripura and settled in the North Tripura District of their own will and refused to return despite the concerted efforts of the Centre and the Mizoram Government.

The presence of the camps of rebel groups in Bangladesh near the border areas has necessitated the construction of border fences and also establishment of border police outposts, the BSF officials stated. The border fencing within Dampa Tiger Reserve was estimated at 62 kilometres and there would be seven corridors measuring 100 metres each on the fencing where animals could have free passages between the two countries. The BSF authorities emphasised the need for creation of corridors for the wild animals without endangering the national security.

He said that patrolling by Central para-military force personnel has been intensified in the area as the Bangladesh and Tripura sides were frequently used by North East insurgents for crimes like abductions and extortion. They said that this was the demand at a meeting held on November 30 by village councils and NGOs at Mamit on the border with Tripura and Bangladesh. The meeting said that those refusing to return to Mizoram during the repatriation process should not be allowed to come back and they should remain in Tripura for the rest of their lives.
