A report on May 1 said, both Tripura and Mizoram Governments have accused each other of providing shelter to the terrorist outfits operating in the other State. Tripura has accused that Mizoram allowed the proscribed National Liberation Front of Tripura (NLFT) to set up camps there while Mizoram has alleged that Tripura was supporting the Bru National Liberation Front (BNLF). Mizoram Chief Minister Zoramthanga, however said, "Mizoram Government will not allow the NLFT or any militant organization to use its territory for insurgency." He added, "Even if the NLFT cadres cross over to Mizoram, it will be temporary."

Mizoram Chief Minister (CM) Zoramthanga informed on May 8 that "serious efforts" were on to bring the proscribed United Liberation Front of Asom (ULFA) operating in Assam to the negotiating table. While speaking in Delhi, he reportedly said, "Though I have not yet been able to establish direct contact with any of the ULFA leaders, we are trying to make them sit for dialogue. The intelligence agencies are also trying for a breakthrough while I am contributing to the process as much as possible."

In its fortnightly mouthpiece Freedom, the proscribed United Liberation Front of Asom (ULFA) on May 16 has alleged that the prevailing conflict situation in the North East is a fallout of the policies adopted by the Indian Government. The outfit alleged, "In Northeast region India has been administering this policy of ‘divide and destroy’ inside the every possible ethnic gap turning it nearly to a green-Afghanistan at the tail of Eastern Himalaya." The outfit has also alleged that the Government does not want to resolve the conflict. It said, "India’s sole motive of peace offers are not meant to resolute the conflict but to contain the armed resistance at a desired level. It is already proved in the last six years." Further, the outfit conceded that interests of various (insurgent) groups might clash and that various groups in the region should not attempt to solve the issues separately. It said, "Henceforth, nobody should dream to solve any specific national problem without the support of contiguous fraternal nations…" Besides, the outfit also warned the Government not to adopt the Mizo model to tackle the demands made by it. It said, "….it will be a futile try for Indian government to solve the ongoing conflicts according to the style of Mizoram. Military pressure will not work…." The outfit suggested, "Hence, what ULFA proposes India is to deal all the conflicts in the region formulating a declared political common minimum strategy…." However, the outfit reiterated the preconditions for talks–— a foreign country as venue, inclusion of the issue of "Assam sovereignty" on the agenda and the presence of a United Nations representative. Inadequate coordination among various agencies of the Government might be one of the reasons that conflict in the North-Eastern (NE) region has not been resolved, a media report quoted Mizoram Law Minister F Malasawma as saying, on June 11. He also reportedly said, "If the Army is doing something then the Subsidiary Intelligence Bureau (SIB) will try to undermine that. And if the SIB is doing something then the Assam Rifles will undermine it as a result many efforts to resolve the insurgency problem of the State were unsuccessful". He further informed the media persons that five terrorist groups from Manipur, Tripura and Meghalaya were in touch with the Mizoram Chief Minister Zoramthanga seeking ways for peace talks with the Government. However, he gave no details in this regard. The Minister was in Guwahati, Assam to attend the seventh annual North-East Region Commonwealth Parliamentary Conference (NERCPA).

On June 24 while inaugurating a two-day seminar of Northeast journalists on "Peace for Development and Prosperity: the Mizoram Model", in Aizwal, the State capital, Mizoram Chief Minister Zoramthanga urged for bridging the gap between the Union Government and various terrorist groups operating in the region. According to him this should be ‘the most important initiative’ to be taken up to bring about lasting peace in the terrorist infested areas. He said, "Good will, not official formalities, is important to bring two sides to the negotiating table. We want to show other states of the region that peace pays and peace is good for the people, we were fighting for". Other reports have said that Zoramthanga criticised his Meghalaya counterpart D D Lapang for raising objections against his voluntary role to act as a facilitator for talks with the Meghalaya-based terrorist group Achik National Volunteers Council (ANVC).

The eighth round of talks between Mizoram Government and Bru National Liberation Front (BNLF), a terrorist outfit of the Reang tribes inhabiting in Tripura and Mizoram, is scheduled to be held in Aizawl on July 10. The State Home Minister R. Tlanghingthanga on July 3 reportedly said that the agenda of the talks would include repatriation of Bru refugees who left Aizawl and Mamit districts in 1997 following the bloody ethnic clashes with Mizos and now being sheltered in six camps in North Tripura district. The talks have been stalled since the seventh round was held in October 2002.

According to a media report, Mizoram Chief Minister Zoramthanga on July 5 said that he had held discussions with the leaders of "several" terrorist outfits active in the North-East during his recent visit to Bangkok, the Thailand capital. While talking to the media in New Delhi after his meeting with the Deputy Prime Minister L K Advani he said, "My mission was to act as a bridge between them and the government and it was with the full knowledge of the government. My job was not to discuss their political demands." However, he gave no details. He said, "I do not want to reveal the identities of the groups I contacted, barring the National Socialist Council of Nagaland-Isak Muivah (NSCN-IM)". While referring to the demand of the NSCN-IM for the replacement of K Padmanabhaiah with a person of political background as an official interlocutor in the Naga peace process, he added, "A stage has to come in the peace process where a political leader has to come into the picture."

According to a media report, the Mizoram Government on July 7 alleged that funds provided by the Union Government to Tripura for basic amenities to Bru refugees staying in six camps in North Tripura district were being stashed away to Bru terrorists. Mizoram Home Minister R Tlanghmingthanga allegedly said that the Bru National Liberation Front (BNLF) was extorting Rupees 400,000 every month from these camps. He also refuted a statement of Tripura Chief Minister Manik Sarkar made on July 2 that the Biswamohan group of the National Liberation Front of Tripura (NLFT) has seven camps in Mizoram. He added, "All the six Bru refugee camps were being infested with BNLF militants who roamed freely with arms and the Tripura government is yet to arrest even a single Bru rebel." Meanwhile, Manik Sarkar on July 8 reiterated, "but I have said that there are seven camps of the outfit on the basis of inputs from Central Government’s Intelligence agencies."

Official sources indicated on September 11 that the ninth round of talks between the Mizoram Government and Bru National Liberation Front (BNLF), a terrorist outfit of the Reang tribe active in the State would be held later in September 2003. Eighth round of talks held on July 11, 2003 over the repatriation of Reang refugees staying in six camps of the Kanchanpur sub division (administrative unit) in North Tripura district of Tripura, surrender of arms by the BNLF and a separate administrative body for the Reangs in Mizoram had remained inconclusive.
