Expressing optimism over the two rounds of peace talks with the government, the Bru National Liberation Front (BNLF), a Mizoram based outfit on January 17 said that all its members would surrender to the Mizoram government if the later concedes their demands through peace negotiations. The BNLF's main demands include rehabilitation of the 32,000 Reang refugees sheltered in six evacuee camps in North Tripura district and an Autonomus District Council for the Reangs in Mizoram.

The Director General (DG) of Assam Rifles (AR), G K Duggal said on March 30 that 15 more battalions would be raised by the AR to meet security demands along the Indo-Myanmar border and other sensitive areas like those east of Manipur’s Churachandpur district. Talking to the media in his first official press briefing, he pointed out that five battalions had been raised so far and approximately 1,800 persons from Nagaland, Manipur, Arunachal Pradesh, Tripura and Mizoram were inducted into the force over the past year including a large number of surrendered terrorists bringing the total number of forces recruited from the Northeast region to thirty percent more than what was permissible as per all-India recruitment rules.

Indicating that after the September 11, 2001 multiple terrorist attacks in the United States and recent developments in Afghanistan, there had been a surge in queries from Western and other countries, the Minister said "soon this institution might be used by military cadets from other countries".

Mizo National Front (MNF) Returnees Association, an organisation of former terrorists, on May 31 threatened to boycott the Peace Day celebrations, in protest against "continuing harassment of some of their colleagues," according to media reports. The Peace Day celebrations scheduled to be held on June 30 are to commemorate the anniversary of signing the Mizo Accord on June 30 1986, by MNF leader Laldenga and Prime Minister Rajiv Gandhi. More than 500 terrorists surrendered following the Accord. Threatening to boycott the Peace Day celebrations, the association alleged that some of their colleagues were tried of running around the Courts for offences they committed during the insurgency years, even though a general amnesty was given to all former terrorists as per the terms of the accord. The statement further charged the Mizoram government with non-payment of housing incentive to the former terrorists as envisaged in the Accord. The former terrorists further alleged that the full amount of rehabilitation and resettlement was yet to be disbursed.

According to reports, Zoramthanga said at a press conference at Aizwal that both the leaders of the NSCN-IM, Th. Muivah and Issac Swu, were coming to India for ''political-level talks'' very soon. He also said the thorny issues of safe passage for the two NSCN-IM leaders and lifting the Unlawful Activities (Prevention) Act (UAPA) were yet to be sorted out. Inaugurating a seminar on "Employment Generation in the Northeastern Sates", organised by Lok Manch, in Guwahati, on November 9, Defence Minister George Fernandez said unemployment is one of the biggest problems the country is facing and it is the ‘root cause of insurgency’. According to reports, he also added that the present Union government has taken a serious view of this problem and was committed to generate at least 10 crore jobs in the next 10 years. The Defence Minister also reiterated the government’s concern over the presence of the Al Qaeda in Bangladesh and assured that the Union Home Ministry has been taking adequate steps to deal with any eventuality. Former Manipur Chief Minister Radha Binod Koijam, the chairperson of Lok Manch, in his introductory speech aired a similar concern regarding the unemployment problem. At another venue, in Mizoram, on the same day, Fernandes hailed State Chief Minister Zoramthanga for his positive role in the current Naga peace talks. Reports added he said that ‘his transformation from an AK-47 yielding man to a peace-maker is praiseworthy’. Aslo, the Defence Minister said Mizoram should be the torchbearer of peace for the whole of the Northeast.
