The Times of India reports that Union Ministry of Home Affairs (MHA) has urged Mizoram Government resume dialogue with the Hmar People's Convention-Democrats (HPC-D) in order to find a solution to the Hmar tribal issue. The HPC-D and Mizoram Government began negotiations on November 11, 2010 and six months bilateral Suspension of Operations (SoO) was signed between the two. However, the peace talks were abandon when the state government sent a letter to the HPC-D leadership on December 22, 2010, saying that it would not accept 'foreigners' as members of the delegation. The HPC-D however denied that their delegation team included a foreigner.

Mizoram Chief Minister Lathanhawla, on March 10, said that his Government has made all arrangements for the Bru refugees to return from the relief and rehabilitation camps in Tripura to Mizoram. “They are genuine citizens of Mizoram, but they went on their own volition. Now they are free to come back. Their villagers are also empty and they can return any time,” Lathanhawla said. He said the Mizoram Government has already provided a village council, drinking water facilities, schools and other infrastructure in the Bru areas to facilitate their return. Lathanhawla, however, said that the Bru leaders in the relief camps in Tripura do not want their people to return to Mizoram as they wanted to keep the issue alive as they are getting their money out of it.

Mizoram State Home Minister R Lalzirliana on March 14 stated that the recent split in Hmar People’s Convention- Democratic (HPC-D) into two camps deterred the peace negotiations between the militant outfit and the Mizoram Government. “Despite the Centre’s instructions to the Mizoram Government, resumption of peace talks with the HPC-D is not possible as the outfit has split into two. The Mizoram Government does not know with which faction – that of Lalhmingthanga Sinate or Zosangzuala – to resume the peace negotiations, with both factions claiming to be original,” Lalzirliana said. Lalzirliana’s remarks were in reaction to the Union Home Ministry’s recent instructions to the State Government to resume peace talks with the outfit which had derailed due to misunderstandings between the two in 2011. The peace process ran into deadlock when Mizoram Government refused to accept “a US citizen” (read Rochunga Pudaite) as HPC-D interlocutor. The Government had earlier accused the outfit of violating a suspension of operation (SoO) it had signed with the central Government by indulging in illegal activities whereas it was supposed to surrender arms in designated camp.

Mizoram has agreed to resume the stalled repatriation of Bru refugees from Tripura as the Centre has nodded to rehabilitation of displaced Mizo families in Tripura, State Home Minister R Lalzirliana said on March 19, reports The Shillong Times. “As the Union Home Minister agreed to give rehabilitation to the 80 Mizo families, who had been driven out of their homes in Sakhan Hills in Tripura by Bru militants, Mizoram will resume the repatriation of Brus from refugee camps in Tripura,” Lalzirliana added.

Nagaland Post reports that with six hostages abducted by militants in Mizoram untraced for a week, border fencing along the India-Bangladesh border has been stopped, officials said on April 2. “The Mizoram Armed Police, BSF (Border Security Force) and Police are continuing their combing operation to locate the captives,” a Mizoram home department official told reporters in Aizawl, the capital of Mizoram. He said the BSF had sought help from Border Guard Bangladesh (BGB) fearing the hostages may have been taken across the border by the abductors. A manager and five supervisors of a Guwahati-based company were abducted by heavily-armed militants on March 26 from their work shed at Bunghmum in Lunglei District in southwestern Mizoram, 200 kilometers south of Aizawl. India is erecting a fence and putting flood lights along the 4,095-km India-Bangladesh border to check militants and crime and to curb infiltration.

Nagaland Post reports that the long-awaited repatriation of 36,000 Bru refugees, who have been staying for the past 15 years in camps in Tripura after being displaced from their villages in Mizoram, would resume from April 26, Union Home Minister P. Chidambaram said on April 5. “The Mizoram government has identified 669 families, comprising around 3,350 refugees, to be repatriated between April 26 and May 15,” the home minister said. He further said, “Both the chief ministers of Mizoram and Tripura are committed to the repatriation process. The refugees would have to leave the camps in Tripura and come back to their original villages in Mizoram as a part of the repatriation process.” Chidambaram warned against any attempt to disrupt the process. Chidambaram, who arrived in Mizoram on April 4 for discussions on resuming the repatriation of refugees, held meetings with Mizoram Chief Minister Lal Thanhawla, senior officials and Bru tribal leaders to finalise the modalities for repatriation of the migrants.

Lalzirliana said that attempt would be made to bring back 79 families from Hajacherra relief camp on May 11 (today). While 669 families were proposed to be brought back during the fourth phase of repatriation scheduled to be conducted during April 26 to May 15. Officials said that the proposal to bring back 147 families from Kaskau relief camp on May 15 would be reconsidered as only six families out of 149 families proposed to be brought back to Mizoram on May 8. Officials, assigned to conduct the repatriation process would be leaving for the relief camps on May 10 while some officials would also be posted at the two facilitation camps at Kanhmun and Zomuantlang, the two villages along the Mizoram-Tripura border on May 11.

The Assam Tribune reports on June 17 that that Mizoram Government is firm on the arrest of top leaders of the Hmar People’s Convention-Democracy (HPC-D) even as United People’s Front (UPF) of Manipur urged both the Centre and the Mizoram Government to release them. State Home Minister R. Lalzirliana said that the HPC-D’s ‘army chief’ Lalropuia and ‘deputy army chief’ Biaknunga were arrested as the outfit has been indulging in illegal activities inside Mizoram including murder, intimidation and extortion. Chief Minister Lal Thanhawla also accused the HPC-D of violating the terms and conditions of the Suspension of Operation (SoO) signed with the security forces under the supervision of the Union Home Ministry. Lalropuia and Biaknunga were arrested on June 10 from Silchar (Assam) airport by the Mizoram Police and were brought to Aizawl the same day and were charged with murder, criminal intimidation and extortion. The UPF condemned the arrest, saying “the HPC-D is one of the constituents of the UPF in signing the SoO and that the Mizoram Government should make approach for peace rather than arresting leaders of the militants who wanted that their demands be met without resorting to violence”.

Hmar Peoples’ Convention-Democratic (HPC-D) on August 1 accused the Mizoram Government of breaking the trust and confidence that was slowly building up after the first term of the Suspension of Operation (SoO) between the HPC-D and the Government of Mizoram (November 11, 2010 – May 11, 2011), reports Nagaland Post. In a mailed release, secretary of HPC-D, Amos P. Hmar, claimed that Mizoram Armed Police (MAP) and the State Government blatantly trespassed the agreement by arresting its leaders, chairman, H.Zosangbera, army chief Lalropui and deputy chief of army, Lalbieknung when HPC-D was having Suspension of Operation (SoO) with the Government of Assam. Amos further said, “If the Home Minister of Mizoram, Lalzirliana and his cahoots thinks that the rightful demand of the Hmar people of Mizoram and a peoples’ movement launched under Hmar People’s Convention (Democratic) could be suppressed with the arrest of our selfless leaders, they shall be proven wrong”, the released stated. Further, HPC-D warned that the State Government would be held responsible for the fallout. “As a matter of fact, our movement will be taken to a higher level and we are more determined towards prioritizing our goal ever than before”, HPC-D added. Lalzirliana, on October 5, warned that northeast parts of the State might be declared “disturbed areas”, if the Hmar People’s Convention-Democracy (HPC-D) militants continue to intimidate people of the area. Lalzirliana said that the HPC-D cadres were intimidating political parties and the people living under Sinlung Hills Development Council. They were also instructing parties not to field candidates in village council elections to be held on October 18 in 15 villages. The polls to 15 village councils under the hill council were not held along with the rest of the village councils on February 23, owing to intimidation by HPC-D militants. “If the militants continue their violent activities, the area may have to be placed under the control of not only the state police but also paramilitary forces,” he said. No nominations were filed till 3 pm October 4, the last day of filing nominations, prompting the State Election Commission to extend the last date of filing of nominations to October 9.

A senior Home Department official on December 18 said that the Special Branch (SB) of Mizoram Police had been entrusted by the Government with the preliminary task of holding the parleys with some of the underground Hmar leaders of Hmar People’s Conference-Democratic (HPC-D) to learn about their demands, reports The Telegraph. The first such meeting was held in Aizawl on December 13, 2012.The meeting came about after the insurgent leaders, now camping in the Tipaimukh area of Manipur, suggested their keenness for revival of the peace talks. The peace initiative with HPC-D started in the year 2008.
