Media reports of January 18 claimed some 50,000 illegal weapons––including several hundred sophisticated weapons like the AK-47, AK-56, M-16, SMG and SMC––besides a huge stock of ammunition, are in the possession of the underworld in Chittagong. However, no official confirmation was available, as police do not have specific and complete data on either licensed or illegal weapons. Reportedly, these arms would be used in the forthcoming Union Parishad polls in Chittagong, Cox’s Bazaar and the three hill districts. A large number of these arms were legally issued but were not surrendered when the government had issued a directive to this effect in November 2002.

A report indicated that Islamist militants of the Jamaatul Mujahidin planned to set off blasts at International Mother Language Day programmes in different northern towns of Bangladesh. Among their targets were an open-air concert at Dinajpur Stadium and another event at the Dinajpur Institute. The plans were discovered following the recovery of documents from a hideout in Chhoto Gurgola area of Dinajpur town. A series of seven explosions at the hideout on February 13 had led police to the place. 17 inmates of the hideout have reportedly been identified. Meanwhile, the authorities are keeping a close watch on the Al-falah Aaam Development Organisation for its links to the Jamaatul Mujahidin.

Speaking to BBC, Mymensingh cinema blasts inquiry commission head Justice Sultan Hossain Khan confirmed that the bomb blasts at four cinemas in the town were organised by Islamic extremists and that the explosives were brought from Pakistan, reports said on March 14. The final report of the commission is likely to be submitted soon. It is believed that the commission would, apart from other things, recommend the strengthening of intelligence agencies and tightening border security.

According to media reports of March 15, about a dozen Islamist militant groups are operating in Bangladesh, and some of them were training youth in armed combat. These militants are suspected to be behind a series of bomb blasts in last four months that killed 29 people, including three policemen, reports said. Their possible linkages with international terrorist groups are also under investigation. It is believed that the government has also ordered a crackdown on these elements. Earlier, the government had rejected international media reports and statements by Indian officials that Bangladesh had become a haven for foreign Islamist terrorists. The government also held the Opposition parties responsible for the blasts.

The inquiry commission on the Mymensingh bomb blasts headed by Justice Sultan Hossain Khan which submitted its report to the Home Ministry on March 15 has held Islamist fundamentalists or extremist groups controlled by forces outside the country responsible for it. It also alleged that the bombs could be of Indian origin but did not blame either the Indian government or any Indian agency for it. The commission has recommended tightening of border security, invigorating intelligence agencies, increasing number and allowance of police personnel, providing necessary logistics to the police stations and initiating investigations into all incidents of bomb blasts. Previously, the Government had blamed the opposition for the blasts.

According to media reports of June 10, the 22-member Chittagong Hill Tracts Regional Council (CHTRC) set up in September 1998 with Santu Larma as its chairman, is likely to undergo a reshuffle soon through replacement of the seven non-tribal members appointed during the previous Awami League Government. The report has also said that the change may take effect by June-end. A decision in this regard was reportedly taken at a recent meeting held in Dhaka between representatives of the Jana Sanghati Samity (JSS) and Agreement Implementation Committee. Besides seven non-tribal members, composition of the Council includes six members from the Chakma tribe, three from Marma tribe, two from the Tripura tribe, one from Moro and Tonchongya, one from other tribal groups and a woman representative. The status of the chairman is that of a state minister. The members of the council are paid an honorarium of Taka 19,000 per month and also enjoy other facilities under government rules.

According to a report published in the Time in its June 16, 2003 issue, Islamist extremists in Bangladesh may be attempting to make a radioactive "dirty" (nuclear) bomb. The report said that police had arrested four suspected members of a militant Islamist group, Jamaat-ul-Mujahideen (JuM), on May 30 from a house in the northern village of Puiya. It recovered from them a football-size package, which was later found to be uranium manufactured in Kazakhstan besides 23 pages of documents describing how to manufacture bombs. However, Government officials are still not sure who was behind the smuggling of uranium. The village of Puiya is reportedly known for it sympathies to the Al Qaeda and recently, 17 suspected Islamist militants were arrested from there for distributing posters and tapes featuring Osama bin Laden.

According to a media report of June 20, the Home Ministry has decided to withdraw a bomb explosion case earlier registered against nine Bangladeshi National Party (BNP) and Jamaat-e-Islami (JeI) activists for their alleged involvement in the incident of April 17, 2001 in Rajshahi. Two Islami Chhatra Shibir (ICS) cadres were killed and three others injured when a bomb went off at the residence of a local JeI leader Mozammel Haq at village Darusha in Paba subdivision. The Ministry in its circular has called it a politically motivated case filed during the Awami League rule against the BNP activists.

On June 26, Bangladeshi authorities deported to Qatar the Sudanese student, Karrar Kakki Karrar, who was arrested by police from the Dhaka University premises on June 25 for his alleged Al Qaeda links. Official sources have indicated that his terrorist connection was established during the interrogation. The US Federal Bureau of Investigation (FBI) had reportedly tracked him in 2002 and had been asking for his deportation since then. Further, media reports have indicated that the US intelligence personnel there might take charge of him in Qatar.

An M-16 rifle, an AK-47 rifle, 124 rounds of bullet and a foreign-made wireless set was recovered from the area in the first week of July. According to official sources, total recoveries since July 2002 from the area include an M-16 rifle, three AK-47 rifles, 18 SBBL, four.22 bore rifles, another rifle, three revolvers, five pistols, 124 rounds of ammunition and a powerful mine explosive. It is believed that the arms are carried form the Myanmar side of the border through the hilly routes of border subdivisions -- Naikkhangchhari, Alikadam and Thanchi -- to Bandarban town. The arms are then sold to local traders. Involvement of Myanmar groups, including Arakan Army, Democratic Party of Arakan and National United Party of Arakan are also suspected in the illicit arms trade.

Earlier operations, including the Operation Clean Heart and Operation Spider Web launched in October 2002 and July 2003 respectively, had reportedly failed to contain subversive activities of the criminals and Islamist extremists in the region.
