According to an investigation report it was revealed that most of the 32 Arges grenades sent to Harkat-ul-Jihad-al Islami Bangladesh (HuJI-B) by Pakistan-based militant outfit Lashkar-e-Toiba (LeT) were used in at least seven major terror attacks in 2004-05, reports Daily Star on January 28. Of the attacks, six targeted the leaders of the then opposition Awami League (AL), and the other was on the British High Commissioner Anwar Choudhury. In carrying out the blasts, HuJI-B had been aided by a powerful quarter, some of who were in state power. Investigators unearthed these while trying to get to the source of the grenade used in the killing of AL leader and former Finance Minister S.A.M.S Kibria. Investigation sources say 21 grenades of the consignment from LeT were used in seven attacks between May 2004 and December 2005. Of those, 12 were dispatched to be used in the August 21, 2004 blasts and nine in six attacks in Sylhet region including Kibria killing. Of the nine grenades for Sylhet, two were used in the attack on a rally of AL policymaker Suranjit Sengupta. The investigators say some other Arges grenades of the LeT cache have been recovered by law enforcement agencies from different places including Narsingdi and Satkhira. HuJI-B started using grenades in their attacks since 2004.

Daily Star reports that Rajshahi Investigators of International Crimes Tribunal have gathered evidence and statements of witnesses who were forced to convert to Islam at gunpoint in Rajshahi District following directives of former Jamaat-e Islami Ameer (leader) Ghulam Azam during the Liberation War in 1971. They also collected fortnightly secret reports of Special Branch of the then Police Department that were sent to Police stations across the country from Police headquarters in Dhaka in 1971. However, all the families converted to Hindus again after the liberation, said the investigators. Azam and other collaborators held meetings with Tikka Khan in early April of 1971 and genocide took place across the country following the meetings. Further, the investigators recorded statements of around 100 survivors who witnessed genocide in Charghat Upazila (Sub-Division) of Rajshahi District. The evidence shows that genocide took place in Padma Char, some 900 feet away from Thanapara village and Sardah Police Academy of Rajshahi District on April 13, 1971. Around 150 persons were killed in a firing squad and their bodies were set ablaze.

An investigation team of International Crimes Tribunal visited Joypurhat and Pabna Districts on March 9-10 and collected evidence of War Crimes and crimes against humanity committed at different places of the Districts in 1971. The team visited Karamja village in Santhia Sub-Division of Pabna District on March 9 and took statements of the witnesses. Team leader Mohammad Abdur Razzak quoted witnesses as saying that the occupation troops with the help of Peace Committee Chairman Khoda Bux lined up eight male members of Megha Thakur's family in front of their house in May 1971 and shot them dead. They also raped Megha's daughter Parbati. A mass grave of the eight male members of Megha's family was discovered at his house in 2000 and Santhia Police took eight skeletons into custody. The investigation team collected the skeletons from the police station as evidence of the massacre of the eight. Further, the team members also visited Koroi-Kadipur massacre place in Joypurhat Sadar Sub-Division, Joypurhat Government College and Pagla-Dewan massacre place. It has been reported that at least 10,000 people were killed at Pagla-Dewan by the local collaborators of Pakistani occupation forces during the Liberation War. The team collected evidence and recorded statements of the witnesses to the massacre and also visited the Peace Committee Office in Joypurhat town.

On March, 16 the Parliamentary Special Committee on Constitution amendment has decided to propose easing of restrictions on the use of religion in politics so that Islamic parties can continue functioning reports Daily Star. "We don't want to take away anyone's political rights. Anybody can be involved in politics following the aims and objectives of the constitution," Suranjit Sengupta, Co-Chair of the Parliamentary Special Committee, added. The Special Committee will propose necessary modification to the proviso of Article-38, the proviso was made immediately after Bangladesh’s independence, banning the use of religion for political purpose. The article allows every citizen to form associations or unions, subject to any reasonable restrictions imposed by law in the interest of morality or public order. But its proviso says "no person shall have the right to form, or be a member or otherwise take part in the activities of, any communal or other association or union which in the name or on the basis of any religion has for its object, or pursues, a political purpose".

Investigators on May 31 handed over to the prosecution team the final report on the allegations against detained Jamaat-e-Islami (JeI) ‘chief’ Delawar Hossain Sayedee in connection with committing crimes against humanity during the 1971 Liberation War, reports Daily Star. The International Criminal Tribunal (ICT) meanwhile, rejected Sayeede's bail petition filed on medical and humanitarian grounds. The other detained JeI leaders, Motiur Rahman Nizami, Ali Ahsan Mohammad Mojahid, Muhammad Kamaruzzaman and Abdul Quader Molla, may be produced before the tribunal on June 1, (today) in connection with charges of crimes against humanity.

Further investigations into the August 21, 2004 grenade attack cases have so far found involvement of around 20 more people from Bangladesh Nationalist Party (BNP), Jamaat-e-Islami (JeI), intelligence agencies and militant outfits. Criminal Investigation Department (CID) investigators have been asked by Court to submit charge sheets by July 3. Law enforcers believe outlawed Jama'atul Mujahideen Bangladesh (JMB), which came to the limelight for its synchronised bombing across the country on August 17, 2005, has almost no strength left to carry out any subversive activities. The network of the militant outfit has totally collapsed with the arrests of its members of all tiers in massive crackdowns and its strength has almost waned, says Security Forces (SFs). However, they add that JMB still has its roots, but there is hardly any chance of rearing their heads since they are under strong vigilance. Brigadier General (Retd) Shahidul Anam Khan said, "During the BNP led four party alliances, the real picture was not presented regarding the grenade attacks". He further added, "The investigation was diverted towards a wrong direction in many ways. Political interference, which is usual in Bangladesh, was behind it”. This was stated in the 2010 country report on terrorism released on August 18 by the US Department of State's Office of the Coordinator for Counterterrorism. The report stated, "Bangladesh continued to increase its domestic capacity as well as its international and regional counterterrorism cooperation in 2010, working with its partners to increase information sharing and Bangladeshi capacity development”. The report also mentioned that the Awami League-led Government has been committed to combating domestic and transnational terrorist groups since coming into power in January 2009. The report also touched on the present Government's steps to nab and bring the militant elements to justice. It mentioned the Government's denial of the terrorist groups' freedom of movement, increased counterterrorism policing, and other law enforcement efforts.

The conspiracy to carry out the September 7 bomb blast at the Delhi high court was hatched in Nepal by the militant Islamist outfit Harkat-ul-Jihad-al-Islami (HuJI), according to an intelligence input generated in Kolkata (in West Bengal), The Hindustan Times reported. Information to that effect was received from Sashastra Seema Bal (SSB), a central armed Police force deployed on the borders with Nepal and Bhutan, officials said. The local branch of Intelligence Bureau had sent the message to the West Bengal Police. According to the report, five Bangladeshi nationals, members of Al-Islami-Jehad — the Nepal chapter of HuJI — had sneaked into India from Nepal and executed the blast. Al-Islami-Jehad has its headquarters in Nepalgunj town of Nepal and the men had been living in Nepal for the last 10 years. After the strike, two persons escaped to Gandhinagar in Gujarat and the rest came to West Bengal. Two members of the module were identified as Mohammed Atta-Ul-Rehman (32) and Maulana Saiful Seikh (40), originally from Rangpur and Sylhet in Bangladesh.

According to a study by Bangladesh Enterprise Institute on 'The State of Terrorism in Bangladesh, 2009-10', the militant outfit Hizb-ut-Tahrir (HuT) is slowly gaining ground and is currently the strongest force in anti-state activities in Bangladesh, reports Daily Star. The outfit has been banned here since 2009. “Of all the Islamic outfits, Hizb-ut-Tahrir is currently the biggest threat,” said Colonel T.M. Jobaer, Director of National Security Intelligence (NSI), Bangladesh. He further added, “The organisation is strong because it has a strong international agenda -- it wants to establish a Khilafat in many countries”. Wing Commander Zakir Hassan, Director of the Air Wing of Rapid Action Battalion (RAB), said militant activities in the country are “under control”. But he agreed that Hizb-ut-Tahrir is a point of “big concern”. “Their movements are very sophisticated, and their members are highly educated and motivated. They hold high positions in the society. You cannot deal with them in the same way you deal with others,” he commented.

According to reports, jailed United Liberation Front of Asom (ULFA) ‘general secretary’ Anup Chetia is likely to be the first person to be handed over, once the Mutual Legal Assistance Treaty for Transfer of Sentenced Prisoners (extradition treaty) is signed.
