According to Superintendent of Police (SP) the assailants also abducted a PCJSS member identified as PuladonTongchangya from Rajbilla area in Bandarban District. Earlier on May 7, another PCJSS member was shot dead at Taingkali Para area in Sadar upazila in Bandarban District of Bangladesh. According to intelligence officials, Chinese designed weapons enter the north-eastern Indian states from Myanmar and are then finding their way to the hilly border of Mizoram with Bangladesh’s Chittagong Hill Tracts (CHT), reports Northeast Now on May 12. Bangladesh’s security apparatus is worried over flow of illicit arms entering its territory from India’s Northeast and West Bengal state. In one such seizure near Mizoram’s only airport Lengpui (Mizoram), more than thirty AK series rifles were recovered in March 2013. Bangladesh intelligence says that in the last two years, the arms cartel linking Burmese producers with end-users in Bangladesh have become active again. According to an intelligence official, ‘While sophisticated weapons reach Bangladesh through Northeast India, countrymade weapons manufactured in Bihar are entering Bangladesh through West Bengal’s border Districts ofMaldah (West Bengal) and Murshidabad (West Bengal)’. while the AK rifles ends up with Islamist militants and underground groups in CHT, the country made weapons ends up with local gangsters and political activists. A former Chakma insurgent leader in CHT frequently visits India because he was connected with the weapons trafficking.

An anti-terror special court on May 13 adjourned till May 20 the hearing of a case lodged over the militant attack in Dhaka city’s Holey Artisan Bakery in 2016, reports Dhaka Tribune. Judge Mujibur Rahman of Dhaka Anti-terrorism Special Tribunal set the date allowing a time plea to the prosecution as the jail authorities could not produce the accused before the court.Militants killed 20 people, most of them foreigners, in the attack carried out on July 1, 2016.Police filed the case under an anti-terror act with Gulshan Police Station. The trial was initiated on November 26, 2018 by framing charges against the eight accused – Jahangir Alam alias Rajib alias Gandhi, Rakibul Hasan Regan, Rashedul Islam alias Rash, Sohel Mahfuz, Mizanur Rahman alias Boro Mizan, Hadisur Rahman Sagar, Shariful Islam and Mamunur Rashid.

Inspector General of Police (IGP) Mohammad JavedPatwary during an event of the Executive Committee of the Crime Reporters Association of Bangladesh (CRAB) at the Police Headquarters in Dhaka city on may 15 said militants are targeting law enforcement officials, including Police, with an increasing trend of “lone wolf” attacks, reports Dhaka Tribune. IGP JavedPatwary said: “Militant activities are under control, but it is not possible to completely eradicate militancy without raising awareness. Awareness was raised among the people after the Holey Artisan Bakery attack. It will be possible to resist the tendency of ‘lone wolf’ attacks if people provide information about militants or suspicious activities.” The IGP also claimed that no foreign militant organizations are active in Bangladesh. “Militant organizations like Islamic State (IS) are not active in Bangladesh, but they may have communicated their ideology to some of the people.”

A former teacher of Lakehead Grammar School and a British-Bangladeshi were shown arrested on May 21 in a case filed under the Anti-Terrorism Act although their families claim they were picked up three years ago allegedly by law enforcers, reports New Nation. Police said that they arrested Tehzeeb Karim, former teacher of Lakehead Grammar School and Yasin Mohammad Abdus Samad Talukder, a British-Bangladeshi, on May 17 from in front of Gausul Azam Mosque in Banani. Family members, however, alleged that Tehzeeb went traceless from Hazrat Shahjalal International Airport on his return from Bangkok in the afternoon of May 17, 2016. Similarly, Yasin's family alleged that some people claiming to be law enforcers picked up Yasin from Kakoli bus stand on July 14, 2016. Police said that the direct patronisation of the two accused led to the formation of Jama'atul Muslemin, a militant organisation which follows the ideology of al Qaeda, for the first time in Bangladesh. The two formed an NGO, the Research Centre for Unity Development, through which they used to recruit members and expedite the militant activities of Jama'atul Muslemin.

Many of the Jama'atul Mujahideen Bangladesh (JMB) men convicted in the August 17, 20005, series bomb blast cases walked out of prison after serving their jail term and it remains a big challenge for law enforcers to keep them under surveillance, say Counter Terrorism and Transnational Crime (CTTC) officials, reports The Daily Star on August 17. On August 17, 2005, around 500 bombs went off at 300 locations in 63 out of the 64 Districts across the country. The bombs exploded in half an hour from 11:30am. JMB, a banned militant outfit, carried out the attack and claimed responsibility for it. Some 159 cases were filed in connection with the attack. Investigators pressed charges against 1,072 militants in 142 of the cases. Final reports were placed in the rest 17 cases. According to Police Headquarters statistics, 322 accused were convicted while 358 were acquitted till September last year. As many as 133 accused were on bail. The rest are still facing trial.

According to Bangladesh intelligence, senior neo-JMB militants have visited the area regularly. The intelligence official stated that “With tens of thousands of exclusions from the NRC, there is grounds well of anger in minority areas of Assam and a feeling of solidarity with them in the villages of Bangladesh”. An official stated that after neo-JMB as decimated in Bangladesh, many of their leaders fled to India. Official also added that militants were trying to activate the border with Assam for movement of rebels, weapons and recruitment. A Bangladesh official stated that weapons are coming into Bangladesh from Myanmar through northeast Indian states like Manipur, Mizoram, Tripura and Assam. He said the Karimganj and the Dhubri stretch on the Assam side is particularly sensitive and must be closely watched.

Two judges on October 7 testified before an anti-terror special court in Dhaka city in a case lodged over 2016 extremist attack at Holey Artisan Bakery in Dhaka city’s Gulshan area, reports New Age. On October 15, five persons were given death penalty by International Crimes Tribunal-1 for their involvement in crimes against humanity during 1971 Liberation war, reports Daily Star. The five persons Ranju Miah, Abdul Jabbar Mondal, Jachijar Rahman, Abdul Wahed Mondal and Montaz Alia Bepari belonged to Gaibandha Sadar upazila and were involved with Jamaat-e-Islami (JEI), an anti-liberation party, during the war. Among the five guilty persons who were part of the Razakar Bahini, only Ranju Miah is in jail while the rest four are absconding. The war crimes tribunals till date have so far delivered 40 verdicts against 94 people with 68 sentenced to death.

According to MP, Minister of State of Home Affairs Nityanand Rai stated that by physical fencing and technological solutions 1,880 km India-Bangladesh frontiers along Tripura (856 km), Meghalaya (443 km), Mizoram (318 km) and Assam (263 km) — would be fenced. Out of 1,880 km Bangladesh border with India’s four northeastern states, around 1,477 km has been covered by barbed wire fencing. Remaining around 403 km would be covered by hi-tech solutions (62 km) and physical fencing (341 km). However, the fencing work could not be completed in all the bordering areas due to objections by BGB. Besides difficult terrain, short working season (longer monsoon period), land acquisition problem, opposition by a section of people are the other hurdles.

Terrorist activities have decreased 90 percent in the country compared to 2016, it says. However, radicalization has risen in that time, as the Dawahilallah Forum - an extremist propaganda tool of banned militant group Ansarullah Bangla Team (ABT) - has increased its member base from 550 to 3,000, says the research. The research also found 82 percent terrorists use social media, and 56 percent of the terror suspects were university graduates.
