In the purview of larger political interests of the Nagas, Nationalist Socialist Council of Nagaland-Isaak Muivah (NSCN-IM) and Nagaland Goan Buras Federation (NGBF) met on September 4, to resolve to bring together all the Naga political groups, reports East Mojo. In a new development amidst political upheaval, NSCN-IM ‘chairman’ Q Tuccu and ‘vice-chairman’ Tongmeth Wangnao along with his team held a meeting with NGBF leaders led by its President Shahlem Konyak and General Secretary Shikuto Zalipu. In the meeting, the two groups discussed the ongoing Naga peace process and also resolved to strengthen the on-going Indo-Naga peace talk while acknowledging each other’s contribution in seeking political settlement for the Naga people. In a statement, both the groups resolved to bring together all the Naga political groups “in the larger political interest of the Naga people and her posterity".

In a special operation, two militants and an over ground worker (OGW) belonging to Nationalist Socialist Council of Nagaland-Khaplang Yung Aung faction (NSCN-KYA) were arrested from Changlang District in Arunachal Pradesh, tweets Eastern Command on September 7. Two MK 22 Chinese automatic rifles, 138 rounds, nine magazines, live ammunitions -239, one grenade and a wireless set with charger, and war alike stores were recovered from the possession of the arrestees. According to Yahoo News, the special operation was carried out from September 2 to 6 in Mpen area of Sub-Division Miao, District Changlang of insurgency infested far-flung area of the Tirap, Changlang and Longding (TCL) region.

On September 9, one Nyemlang Konyak-led National Socialist Council of Nagaland (NSCN-NK) militant was killed while another injured in an encounter at Bhaimo village of Zunheboto District in Nagaland, reports Morung Express. During a search operation, the militants fired upon the security forces ensuing in retaliatory firing, leading to one militant being injured. In due course, the two militants were arrested. Later on, the injured militant succumbed to his injuries. One 9mm pistol, two magazines, four fired cartridges and 23 rounds of ammunition were recovered from the spot.

Following the meeting, on September 11, in a press release, both the WC and NNPGs has stated that Government of India (GoI) is determined to fulfill the political aspiration of the Naga people and will not wait anymore longer for the talks to be concluded. According to NNPG sources, RN Ravi hopes that all Naga groups, including National Socialist Council of Nagaland-Isak-Muivah (NSCN-IM) will be part of one solution that would benefit these groups as well as the Naga people. The governor also informed the Naga groups that there is nothing more left to negotiate on the part of the Centre other than as decided on as decided on October 31, 2019.

In its statement, ‘major general’ Hitovi Chishi (retd), convener of NSCN(IM) steering committee, stated that, Framework Agreement signed in 2015 talks of “inclusive peaceful co-existence of the two entities sharing sovereign power”. “By ‘Inclusive’ it means all Nagas and their territories in different administrative units and political camps are to be included… Coexistence of the two entities means that Nagas and Union of India will coexist.”

On September 14, in a press statement, ‘deputy secretary and ministry of information and publicity (MIP) in charge’, Chungki, of National Socialist Council of Nagaland/ ‘Government of the People’s Republic of Nagaland- Khaplang’ (NSCN/GPRN-K) refuted the earlier statements issued by MIP on September 13, reports Morung Express. On September 13, NSCN-Khango Konyak faction in an emergency meeting removed its ‘general secretary’ Isak Sumi who also represents the group as the Co-Convenor in the Working Committee of the 7 Naga National Political Groups and instated Kilonser Newell Naga, as the new ‘general secretary’ of the faction, reports Northeasttoday. Sumi was replaced, on the charges of violation of Articles 18 and 23 of the Yezhabo (constitution), nepotism and tribalism. Following the expulsion, MIP had released a statement disowning the leadership of Khango Konyak and affirming the ‘general secretary' post of ‘Col’ Isak Sumi. However, in its recent statement, MIP has stated that Khango Konyak was re-elected as the ‘president’/’chairman’ of NSCN/GPRN-K and co-convenor of NNPGs and the W/C Member as AM Kaiba, Kilonser of NSCN/GPRN-K. MIP also stated that the previous statement regarding the support and co-operation gained by ‘Col’ Isak Sumi “from all the regions” tends to be “baseless as all the recognised regions of NSCN-K are intact and present at council headquarters (CHQ) Anmoi (Yongkhao Village)”. As a result, the Government of India (GoI) has directed ‘Col’ Isak Sumi to “vacate the ceasefire office in Dimapur and to submit all government properties.”

United Liberation Front of Asom-Independent (ULFA-I) ‘commander in chief’ Paresh Baruah has been in regular touch with top leaders of the pro-talk faction of ULFA-I, reports Northeast Now on September 15. Believed to be presently in China, Baruah also speaks regularly to the senior leaders of the pro-talk faction of ULFA-I in order to be updated about the situation in Assam. According to report in Assam Tribune, as quoted in Northeast Now, the Myanmar Army’s operation at Taga in Myanmar against Northeast insurgent groups has propelled ULFA-I to shift its bases closer to China border. Though the operation launched in 2019 by Myanmar Army did not resulted in loss in militant numbers yet the headquarters of ULFA-I was eradicated. Presently, ULFA-I militants have established makeshift camps in Myanmar along China border.

National Socialist Council of Nagaland-Reformation (NSCN-R) ‘vice-president’ Akato Chophi confirmed that ‘chairman’ of the breakaway faction of National Socialist Council of Nagaland-Khaplang (NSCN-K) ‘lieutenant general (retired)’, Nyemlang Konyak and four of his followers have joined NSCN-R, reports Nagaland Post on September 23. Speaking on the speculation of Nyemlang surrendered to Indian forces along with the arms and ammunition, Akato stated that Wangtin Naga, ‘president’ of NSCN-R had approached Union Ministry of Home Affairs (UMHA), Government of India (GoI) for providing safe passage to Nyemlang who expressed desire to join NSCN-R camp. Nyemlang and his four followers have safely reached NSCN-R without surrendering or laying down weapons to the security forces. Due to being stuck in between India and Myanmar, more followers of Nyemlang are yet to join NSCN-R. According to Akato, Naga National Political Groups (NNPGs) have extended ‘olive branch’ to other Naga militant factions to join the ongoing peace process with GoI under its banner.

Aboh and his son were among the 11 people, who were allegedly shot dead by armed cadres of NSCN (IM) on May 21, 2019, in Pansum Thong village in Tirap District. NIA had registered a case related to the ambush on the convoy of Tirong Aboh and others in June 2019 and filed a chargesheet in January 2020 against four cadres of NSCN-IM in a court for killing the legislator from Arunachal Pradesh and 10 others.
