The grenade had been placed in front of a grocery shop belonging to Lairenlakpam Kanta. Following this incident, the local womenfolk organized a sit-in protest against placing the hand grenade in front of the local grocery store.

Two individuals were arrested and arms and ammunition were recovered from NH 37 near the Jiribam Driver Union office of Jiribam District in Manipur, reports E Pao on October 3. Based on information, the two persons identified as Md Khomei and Md Samsur alias Barr were apprehended during a frisking operation. A bag full of arms and ammunition including one pistol (CAL 9x19) with on empty magazine, one M-20 pistol with one empty magazine, 32 9mm live round ammunition, 42 7.62x25 live round ammunition and documents for invalid licenses were recovered from the arrestees.

In an affidavit, Union ministry of home affairs (UMHA) has officially declared for the first time that United Liberation Front of Asom-Independent (ULFA-I) led by Paresh Barua is carrying out anti-India activities from Ruili in Yunnan Province of China, where its presently based in, reports Northeast Now on October 4. UMHA submitted its affidavit before the Unlawful Activities (Prevention) Tribunal in Guwahati. In another separate affidavit, the Assam State Government has submitted a list of eight locations in the Sagaing Division where ULFA-I has set up its operational camps with help of National Socialist Council of Nagaland-Khaplang (NSCN-K). The State government also informed the tribunal that ULFA-I is planning to utilize the IT expertise of some of its new recruits for cyber-related technical work in Darknet, which is an emerging threat for law-enforcement agencies. Both the UMHA and the State Government submitted their affidavit before the tribunal to determine the reasons behind declaring the outfit as unlawful under the Unlawful Activities (Prevention) Act.

On October 4, one Assam Rifles personnel was killed while another injured in a militant ambush near Tengmo village in Jairampur subdivision of Changlang District in Arunachal Pradesh, reports Arunachal Times. The deceased jawan identified as Birendra Singh Yadav along with the other jawan was travelling in a water tanker when militants detonated multiple Improvised Explosive Device (IED) targeting the tanker, reports East Mojo. The militants also fired indiscriminately at the tanker. Several rounds of fire cases were recovered from the spot. Though no militant outfit has claimed responsibility for the act, yet sources believe that a joint team of National Socialist Council of Nagaland- Khaplang (NSCN-K) and United Liberation Front of Asom- Independent (ULFA-I) was behind the terror act. A search operation has been launched to apprehend the perpetrators.

On October 5, a National Socialist Council of Nagaland-Isak-Muivah (NSCN-IM) militant surrendered at the Namtok police station of Changlang District in Arunachal Pradesh, reports Northeast Now. The militant identified as Phawang Ngonpa, a ‘self-styled sergeant’ disillusioned with the tough life in the jungles surrendered to return to his village, Phangsung, and live a normal life with his family. Changlang Deputy Commissioner (DC) Devansh Yadav issued Ngonpa a surrender certificate to let him live life as a free man.

On October 5, 'chairman' of the United People's Revolutionary Front (UPRF), Martin Guite, was killed in an encounter in the forests of Singhasan Hill of Karbi Anglong District in Assam, reports New Indian Express. UPRF militants opened fire on a Police team engaged in search operation in the area. An encounter ensued and later on the body of Guite was recovered from the encounter site. A 7.65 mm pistol and four cartridges were recovered from the spot.

The Government of India (GoI) has finalised the draft of the agreement to be signed with militant outfits and civil society organisations of Nagaland, reported Assam Tribune on October 6. Though the date of signing the peace pact is yet to be decided, the GoI has clearly notified that the talk process has been finished. The GoI has also clarified that the demand for separate flag and constitution is not possible and it is upto National Socialist Council of Nagalim- Isaak Muivah (NSCN-IM) militant outfit to sign the agreement or not. For the first time, the peace pact will be signed with both militant outfits and civil societies of Nagaland including the Naga Gaonbura Federation and the Hohos of all the 14 tribes of Nagaland. The Naga National Political Groups (NNPG), an umbrella organisation of seven militant groups of Nagaland and civil society groups, have already approved the draft agreement that includes creation of two autonomous councils, one each on Manipur and Arunachal Pradesh. Regarding the surrender of arms and ammunition, the GoI will be taking administrative measures to recover weapons after signing of the accord. The signing of the peace pact will also pave path for fresh elections in Nagaland.

All tribal Hohos, mass-based organizations, civil societies, church organizations, political parties, NGOs, prominent persons have been invited to attend the meeting scheduled at the State Banquet Hall of the Chief Minister’s Residential Complex in Kohima. An update from the Department of Information and Public Relations stated that ongoing political tussle in the peace talks is derailing the aspirations of the Naga people who have been seeking for peace and political solution since ages. Thus, there is an urgent need to address the issues through talk to facilitate the early achievement of peace with all seriousness.

On October 29, arms and ammunition were recovered in search operations from two separate locations under the Runikhata police station in Chirang District of Assam, reports Northeast Now. In the first operation, one AK series rifle along with two magazines, 50 rounds of live ammunition of 7.62 mm pistol and one pen pistol were recovered from Ranipur. While in another operation, one 9 mm carbine with magazines, seven 9 mm pistols with magazines, two Chinese hand grenades and 25 rounds of live ammunition were seized from Amlaiguri.

After getting extortion notice from the militant outfit National Liberation Front of Tripura (NLFT), Chief of Mizo dominated Jampui Vaisam Village Council along Tripura – Mizoram border under Kanchanpur in North Tripura District has threatened to take action against the insurgents if Police failed to crackdown the gang, reports UNI on November 1.In a complaint to Vangmun Police Station, president of the village council Josan Thangliana stated that residents of the village and some betel nut traders have received taxation letters from NLFT cadres two days ago.The extortion notice asked Mizo villagers to pay an annual tax of INR 200 per family.In addition, the persons having rubber estate should pay INR 500 for each Kani (local measuringof land), INR 100 for each Kani of other land, small vehicle INR 5,000 and big vehicle INR 10,000.The outfit has also slapped tax on each of the Government employees for two percent of their income and 10 percent of total income of the businessmen, according to the notice by the NLFT.
