The four arrestees include former self-styled ‘army chief’ and present ‘home secretary’ of PDCK, Francis Terang alias David Mukrang, self-styled ‘sergent’ Naman Rishi Rengma alias Akhevi Rengma and two new recruits Roosevelt Engti and Angtong Rongpi. On December 17, 2019 Jamir alias Mary Shimrang was arrested along with INR 7.2 million from Indira Gandhi International (IGI) domestic airport In New Delhi. NIA after taking over the case from Delhi Police found that Masasasong Ao and other cadres of NSCN-IM helped Jamir in extortion and channelisation of terror funds and committed disruptive acts. NIA further revealed that many incriminating articles such as prohibited ammunition, prohibited wildlife articles, documents pertaining to modus operandi of extortion by NSCN-IM, drones, satellite phones, documents connected with land deals and cash amounting to INR 2.7 million was seized. In a statement issued on June 14, NSCN-IM criticized NIA in its endevour to mark the former as terrorist group and jeopardizing the ‘the hard-earned achievement of Indo-Naga political talks spanning over 23 years’. NSCN-IM stated that under the ceasefire agreement signed between Government of India (GoI) and NSCN, an agreement on “Agreed Ground Rules” entitles all present NIA cases to be placed it which should be resolved within its mechanism which is officially set up headed by Special Secretary, Internal Security (MHA), GoI as the Chairman for Ceasefire Review Meeting and Chairman of the Ceasefire Monitoring Group (CFMG). NSCN-IM further stated that ‘GoI need to stop NIA forthwith its slanderous campaign against NSCN’ in accordance with ceasefire agreement. In January 14, 2020 NIA conducted searches in Imphal and Dimapur at five remises of close associates and relatives of accused Alemla Jamir w/o Pungting Shirmrang @ James Jamir, a member of Steering Committee of NSCN (IM) and recovered cash of INR 82.6 lakhs documents of different properties worth INR 3,000,0000, incriminating diaries, photographs, digital devices including fifteen smart phones, one hard disk, one pen drive, one memory card and four laptops. However, in a bid to escape, a scuffle started and Assumi was shot dead. Inspector General (IG) Range Lima Sunep Jamir on June 26, stated in the purview of maintaining law and order situation in the state, Nagaland Police will continue its ‘mandated duty of anti-extortion drive relentlessly, irrespective of various UG Groups/Over Ground Sympathisers (OGS)/Anti-social elements masquerading or taking the name of various UG groups’, reports East Mojo. Jamir revealed that since 2015, ‘893 cases against various rebel groups including the NSCN-IM, NSCN-Khango, NSCN-R, NSCN-U, NSCN-YA, NNC/FGN/ and other Northeast outfits’ in which ‘a total of 1,238 persons have been arrested for their involvement in various crimes like violation of Arms Act, Explosive Acts, murder, offense against the state, abduction/kidnapping for ransom, UA (P) Act, NSR, extortion and robbery’. Of these cases, ‘247 cases were registered against NSCN IM with 361 persons arrests, 197 cases against NSCN U with 267 arrests, 63 cases against NSCN-R with 91 arrests and 198 cases against NSCN (YA) with 263 arrests’. While speaking about other armed outfits, IG range reported that 10 cases were filed against NSCN (KHANGO) with 10 person arrested and148 cases were also filed against NNC/FGN and 187 arrests were made. As for Northeast (N-E) outfits including in the states of Assam and Manipur, 30 cases were registered and 59 arrests were made. Jamir further informed that among the cases registered, extortion cases have been highest to be reported in five years especially in Dimapur (507 cases with 723 arrests) and Kohima (105 cases with 126 arrests). Elaborating on the law and order scenario especially on the extortion activities, Jamir stated that since June 1, 2020, Nagaland Police conducted multiple operations. The first arrest was made on June 11, 2020, when an extortionist was arrested by the Kohima Police along with an accomplice. Another extortionist was arrested on June 16 and on 17, an absconding accused was arrested. Again on June 23 when two persons were confronted by the police where one accused was arrested and another accused person died in a scuffle. He also said in the past week more than nine have been arrested in Dimapur in this regard. On June 24, in a joint operation by the police and the Assam Rifles, four cadres of NSCN-Khango group were arrested along with arms and ammunition and extortion slips. Though due to lack of formal complaint by the aggrieved party at most of the times, extortion activities have risen, Nagaland Police are still trying their best to put a tab on these activities through their operations.

In a statement issued on June 27, National Socialist Council of Nagaland-Isak-Muivah (NSCN-IM) stated, “NSCN is the recognised and legitimate national organisation of the Naga people and not a gang”, reports East Mojo on June 28. This statement comes in response to Nagaland Governor and interlocutor for Naga peace talks RN Ravi's letter to the Chief Minister of Nagaland where he recently highlighted about ‘rampant extortions and violence by the armed gangs’ in the state. NSCN-IM further stated it is the inherent right of any sovereign people and nation to collect taxes from the people and commercial establishments and that “taxes have been the sources of sustenance that has brought the Naga political movement this far”. The organisation further condemned the Governor for tarnishing the legitimacy of the group’s endeavor to collect taxes from the people as extortion and complicating the “23 years long Indo-Naga political talks”.

In a press statement, the WC stated that the Nagaland Police were acting more like ‘real extortionists’ and the killing of alleged extortionist is ‘a blot on the police department’. Further, enhancing on the claim that ‘all non-local traders are “well versed” about the Naga history, struggles and status of Naga people’, the WC stated that the Police has not right to stop ‘the National Workers from soliciting humble contributions from shops and commercial centres, particularly those who come to Nagaland" and make huge profits’. Thereby, for the sustenance of Naga movement, nominal contribution cannot be termed as extortion.

In the notification, the Union Home Ministry (UMHA) stated, “Now, therefore, in exercise of the powers conferred by Section 3 of the Armed Forces (Special Powers) Act, 1958 (No. 28 of 1958), the Central Government hereby declares that whole of the said State to be a ‘disturbed area’ for a period of six months with effect from 30th June, 2020 for the purpose of that Act.” Nagaland has been under the Armed Forces (Special Powers) Act (AFSPA) for almost six decades which was not withdrawn even after the signing of framework agreement between National Socialist Council of Nagaland-Isak Muivah (NSCN-IM) ‘general secretary’ Thuingaleng Muivah and government interlocutor RN Ravi in the presence of Prime Minister (PM) Narendra Modi on August 3, 2015. The AFSPA which is generally considered as ‘draconian law’ due to extensive powers attributed to armed forces to search and arrest, and to open fire in necessary times for “the maintenance of public order” is believed to be extended in lieu of Governor RN Ravi’s controversial letter to Chief Minister Neiphiu Rio on June 16, about the deteriorating law and order condition in Nagaland. Previously, the ‘disturbed area’ tag was imposed on December 30, 2019 in Nagaland for six months.

The arrested militant identified as ‘ss secretary’ (law, custom and culture) Henkhogin alias Kaiku Vaiphei and the accomplices as Nekhobal Vaiphei and Ginlalmuon were suspected to be involved in the manufacturing and smuggling of illegal weapons, reports Nagaland Post.
