The Union Government gave Black Widow (BW) an ultimatum to formally surrender after fulfilling all the pre-conditions till September 15, reports Assam Tribune. Chief Minister Tarun Gogoi, after attending a meeting chaired by Union Minister of Home Affairs P. Chidambaram, addressed the media and said the BW has been given time till middle of September to surrender. This is in response to their offer for unilateral cease-fire announced some three months ago. “If they surrender by September 15 and follow our pre-conditions, we are willing to accept their offer for ceasefire,” said Gogoi.

Two militants belonging to the Manipur Defence Force group of the Kanglei Yawol Kanna Lup (KYKL), identified as Leishangthem Ngouba alias Cyprust and Oinam Dinachandra Singh alias Nagan, were arrested by the Imphal West District Police from North AOC area. One Chinese hand grenade with detonator, one .32 pistol along with Magazine and eight rounds of live ammunition, three demand letters of the group signed by its ‘finance secretary’ Khaba Mangang and one blank demand letter and one cell phone were recovered form Ngouba’s possession. Two Chinese hand grenades along with two detonators, one vehicle and its registration document belonging to one Oinam Inaobi and one driving license were seized from the possession of Dinachandra.

Official sources said that the outfit is in touch with the Government and the possibility of the outfit meeting the deadline of the Government is quite possible “if everything goes smoothly”. Meanwhile, confusion prevails among the Police and SFs over the lists of cadres and weapons submitted by the outfit. Sources revealed that the outfit has claimed that it has 600 cadres, whereas, according to reports available with the Police and SFs, the total number of cadres of the outfit would be around 300 to 350 at the most. There have been intelligence reports that the outfit launched a fresh recruitment drive to increase its strength and even school students are being recruited. The BW group has submitted a list of 137 weapons, but according to records available with the security agencies, the actual number of weapons with the disposal of the group would be at much more and efforts are on by the Government to mount pressure on the outfit to ensure that it surrenders all the weapons.

The decks for parleys with the pro-talks faction have been cleared with the outfit dropping its initial demand for a sovereign Bodoland for statehood. Elsewhere in the State, both the Manipur based PULF and People’s Liberation Army (PLA) were on recruitment drive in Jiribam, Jirighat, Lakhipur and Sonai areas in Cachar District, located in close proximity to Manipur and North Cachar Hills with easy access to the infamous extremist corridor of Myanmar, reports Sentinel. According to intelligence sources, both these outfits on technical ground with the objective of furthering the cause of disruptive and extraneous forces and financial backup from them have formed a nexus to help each other in gaining territorial hegemony and to extend their areas of influence. The intelligence inputs further said that PLA and PULF are exploiting the emotional bases of the grey areas on both sides of Asom-Manipur border. The latest information is that during the last week, six teenagers from different villages under Lakhipur, Jirighat and Jiribam Police Stations have been lured to join PLA. The recruitment drive is going on under the guidance of PLA ‘captain’ of the area, Jhang Singh. The sources said these youths have been taken for training at Khongtan located at Manipur-Myanmar border. Despite mounting vigilance as well as specific information of base operations by the SFs, PULF has also intensified its recruitment campaign by roping in youths and even middle aged persons from the minority dominated areas under Jiribam, Jirighat, Lakhipur, Sonai and Banskandi Police Stations. Anwar Hussain, resident of Labacpar under Lakhipur Police Station, used to induce and indoctrinate the recruits with money offers ranging from INR 80,000 to INR 100,000to join PULF. According to sources, during the last eight months, the outfit has been able to bolster up its strength by 20 new recruits.

The Security Force (SF) personnel arrested two United Liberation Front of Asom (ULFA) militants, identified as Binoy Baruah alias Dibyajyoti Gohain (24), a resident of Kathalguri village and Tilanku Moran alias Satyajit Moran alias Sanakya (26), a resident of Mamaroni village, from Kakojan in the Tinsukhia District on September 10, according to Sentinel. The sources said that the SFs started operations based on reports about extortion demands being placed on small tea estates and businessmen in the area. Four India Reserve Battalion (IRB) personnel were killed and four wounded in an ambush on a hilly road of Ngakha hill in the Imphal East District in the morning of September 12, reports Telegraph. The SFs deployed at Maphou dam on the tri-junction of Imphal East, Thoubal and Ukhrul Districts, were moving in a Gypsy and a bullet-proof truck when they came under heavy fire from militants sitting atop Ngakha hill. The attack came as the vehicles were negotiating a corner, 10 kilometres from the dam site, around 10.30am (IST). The militants used rocket launchers, lethod guns and other sophisticated weapons to target the vehicles. The militants snatched an Insas rifle, an AK-47 rifle and a self-loading rifle before retreating into the hills. Rifleman Yumnam Sanayaima, who survived the attack, said, "About 100 militants occupying the upper portion of the hills fired at us. We retaliated and the exchange of fire continued for an hour. But we were far outnumbered." He said the militants first fired two rocket launchers. The first one exploded after hitting the rear portion of the truck, which was following the Gypsy. The second rocket failed to explode. The deceased IRB personnel were identified as riflemen Khangembam Nanda, Amuchou Singh, Vicky Singh and Ashing. The Police suspect the Peoples Liberation Army (PLA) was behind the ambush.

The cadres first gathered at Thanalambra, about 35 kilometres from Haflong, District headquarters of North Cachar Hills, before proceeding to the 5th Assam Police Battalion headquarters at Sontilla to deposit their weapons. They laid down over 70 weapons in the presence of Police officials, a source said. Among the cadres who came on board were BW leaders Daniel Dimasa, Maurang and Daku Dimasa. “The cadres will be moved into designated camps,” the source said. Five designated camps in different parts of the District are ready for their arrival. The Director-General of Police of South Assam zone, Dipak Kumar, said 358 rebels were expected to deposit their arms by tomorrow. The formal surrender ceremony is expected on September 24 in the presence of the Chief Minister Tarun Gogoi. A source said the outfit wants the Chief Minister to be present at the ceremonial surrender. Apart from the need for Chief Minister presence, the absence of the outfit’s ‘commander-in-chief’, Niranjan Hojai, is also delaying the surrender ceremony. The Union Government has, however, already indicated that talks could begin with the BW even if Hojai did not come.

The ‘publicity secretary’ of the ANVC, Arist Sengsrang Sangma, on September 14 suggested the creation of an autonomous body like “Garoland Territorial Council”, which can govern itself without any interference from the State Government. According to Sangma, the idea of formation of a “Garoland Territorial Council” for Garo hills, in line with the Bodoland Territorial Council (BTC), was welcome, but there should be less interference from the State Government and more autonomy to the body, unlike the BTC. “We are yet to suggest any name for the autonomous body, which can politically safeguard the interests of the people of Garo hills with more powers, wider functions and without the interference of the state government,” Sangma said. “By autonomy to Garo hills, we do not mean the one prevailing in the existing Garo Hills Autonomous District Council, which is still under the direct supervision of the state government,” Sangma said. He said once the dream of autonomy for Garo hills was realised, the militant group would demand direct funding from the Centre, unlike the present District Councils in the State, which get funds from the State Government.

A Police source said the militants set out from Dihangi, about 30 kilometres from Haflong, escorted by a few senior Police officials to Sontilla, the headquarters of the 5th Assam Police Battalion, where they deposited their arms. The weapons surrendered are yet to be counted but it is a “significant number”, the source said. The extremists will now be shifted to their designated camp in Kapurtalla near Harangajao in the North Cachar Hills District. As reported earlier, the first batch of 193 rebels who surrendered their arms on September 13, are living in a camp in Jatinga village, about 10 kilometers from Haflong. Four camps have been set up at various locations to house the militants during the peace talks. Among those who stepped into Sontilla are frontline leaders Mindao Dimasa and Prakash Dimasa. With the duo’s arrival, all field-level leaders of the outfit have joined the peace process. The outfit’s ‘chief’, Jewel Gorlosa, and its ‘deputy commander-in-chief’ Partha Warisa, are now in judicial custody after being arrested from Bangalore on June 3, 2009. Niranjan Hojai, the ‘commander-in-chief’, has agreed to be present at the formal surrender ceremony of the Jewel Gorlosa followers, expected to be held on September 24, 2009 in the presence of Assam chief minister Tarun Gogoi at Haflong. Hojai (38), a resident of Adra village under Deogbra Police outpost in Maibong subdivision, in his pre-guerrilla days was a Grade IV employee in the State’s public health engineering department. The BW feels that Naga outfits would try to expand their area of influence in the District, taking advantage of the ceasefire by Dimasa outfits. The DHD is already under a ceasefire since 2003 and cadres of the Jewel faction laid down arms this week. The National Socialist Council of Nagaland - Isak-Muivah (NSCN-IM) faction has been demanding integration of the Naga-inhabited areas of North Cachar Hills, contiguous to Nagaland, in its proposed Naga homeland. Mahur is one such stretch. The DHD already has a camp in another Naga-populated area of Maibong. The 373 BW militants who came overground, on September 13 and September 14, are now housed in two camps at Jatinga and Kapucherra. The non-Dimasa population in Jatinga is objecting to the camp, fearing that it would give an upper hand to the Dimasas in the area although it cited a “sense of insecurity” as its reason. Sources said that the BW, while seeking a camp at Mahur, pointed out to State Government that the Naga militant outfit, which has a strong presence in the Naga-dominated areas, might target Dimasa villages in these areas.

Police further disclosed that the accused is a graduate and had defected from the National Socialist Council of Nagaland-Khapalng (NSCN-K) to the NSCN-IM. Later he defected to the National Socialist Council of Nagaland-Unification (NSCN-U) to NSCN-IM and then defected back to the NSCN-K. Hukaito was then caught by the NSCN-U and kept under observation and released in August 2009.

He laid down a 7.65mm Italian made pistol, a magazine, two Chinese-made hand grenades and 21 assorted ammunitions. Manav was an active cadres of the ‘28th battalion’ of the ULFA. He joined the outfit in 1999 and underwent arms training at National Socialist Council of Nagaland-Khaplang’s (NSCN-K) ‘2nd battalion’ base in Myanmar. He confessed that the joint strength of the ULFA and NSCN cadres in one of the NSCN-K camps along the Myanmarese side of the India-Myanmar border is estimated to be 500, adds Sentinel.

The group was formed a few months ago after the Liberation of Achik Elite Force (LAEF) was neutralised with many of its cadres being either arrested or forced to surrender before the State Police. The BSF official said, "ULFA has given birth to ATF with the sole objective of providing logistic support to its (ULFA) cadres in Garo Hills…..'The formation of the Garo militant group was to strengthen ULFA's 109 battalion in Meghalaya and to help ULFA in transshipment of its weaponry from Bangladesh to Assam." The report adds that ‘109th battalion’ of the ULFA is active at Phulbari, Garobadha, Mendipathar and other adjoining areas in West Garo Hills District, and its main camps are located in Rangpur, Sherpur and Mymensingh Districts of Bangladesh.
