Security Forces (SF) neutralised the Mansami National Christian Army (MNCA), a nascent tribal outfit comprising Hmar youths active in the Churachandpur District of Manipur and Cachar District of south Assam in a three-day joint offensive, reports Telegraph. The operation that began on June 1 was carried out in two phases - near a Shiva temple in Bhuban Hills in the Tezpur hill range in Sonai block of Cachar District and in some areas of Churachandpur District. The outfit based in Churachandpur, a bastion of Hmar tribals, was launched on March 16, 2009. Army sources said eight cadres of the outfit were arrested in two phases. The arrested include Lalthupui Pampi (33), Ramvhhung (30), Ramchouand (29), Derepian (53), Leirikham (29), Sansumanga (31), Lalmalswam (29) and Rimni (30). Lalthupui Pampi, the self-styled ‘commander’ of the outfit, is from Langthuli village of Tipaimukh in Manipur. Two rifles, a pistol, some bullets, four Bibles and eight jackets bearing the Cross were recovered from their possession.

The Union Government on May 1 decided to direct the National Investigation Agency (NIA) to take over the investigation of two cases registered by the Assam Police relating to seizure of weapons and cash amounting to INR 10 million allegedly involving the top office bearers of the North Cachar Hills Autonomous Council. The cases were handed over by the Centre in exercise of the powers under Section 6(5) of the National Investigation Agency Act, and an order directing the NIA accordingly has been issued, official sources said. The decision to hand over the cases, the NIA’s first, was taken after meetings with Chief Secretary P.C. Sarma and Director General of Police G. M. Srivastava in Delhi. The meeting, chaired by Union Home Secretary Madhukar Gupta reviewed the situation in North Cachar Hills.

Telegraph reports that a tripartite cease-fire agreement would be signed by the Military Council faction of the Kangleipak Communist Party (KCP) led by Lallumba alias Hiteshore with the Manipur and Union Governments. The report adds that the group “agreed” to sign the cease-fire agreement after four rounds of talks were held with officials of the State and Union Governments since late 2008. The outfit approached the Centre through the Assam Rifles for the peace deal. “The state’s peace effort with the KCP (MC-Lallumba) is making progress. The state and the group are ready to sign the agreement. The group has also expressed its readiness to sign the peace deal as soon as possible,” an official source said. The Government has set up a cease-fire monitoring group headed by the Inspector General Police (intelligence). Sources said the group which claims to have a strength of 370 cadres had been operating in seven of the nine Districts of Manipur. “The government was planning to give them shelter at the surrender and rehabilitation centres in Jiribam in Imphal East after the surrender of weapons,” the source said. The militants would be subsequently shifted to a designated camp, the source added.

During a meeting of all political parties convened by the Mizoram Home Minister R. Lalzirliana at Aizawl a few days back, matters pertaining to the repatriation of the Brus, who migrated to Tripura in late 1997 when the Bru National Liberation Front (BNLF) cadres asked them to leave Mizoram or be in the crossfire as they were launching armed rebellions against the Government and the people of Mizoram, were discussed. The meeting concluded that identification of bonafide Bru citizens precedes repatriation and that the identification is based on electoral roll of 1993 and ration cards prior to 1997. It also agreed that the identification process be completed before September 15, 2009. Home Minister Lalzirliana was quoted as saying that the repatriation of Bru refugees would begin soon after the completion of identification process.

On June 7, at least 20 migrants left the relief camp opened at Dharmasala in Imphal city and went back to their home State of Bihar, reports Telegraph. “Yes, about 20 migrants left the camp and returned this morning and a few more may leave in the next few days,” Rajesh Thakur, a barber at the camp, said. Police detained approximately 100 migrants, mostly barbers, cobblers, cleaners and bakery staff, working in various parts of the city and brought them to Dharmasala after four migrants were killed by unidentified militants on June- 5 in the Imphal East, Bishnupur and Thoubal Districts. Another worker is reportedly in a critical state in a city hospital. The report adds that 18 non-Manipuri workers were killed since February. Manipur Police accused the United National Liberation Front (UNLF) cadres for at least two attacks and announced a cash reward of INR 150000 for information on four cadres of the outfit. They also released photographs of two of the accused on June 6.

A source in the Government said Dispur has received no communiqué yet from the outfit declaring the three-month unilateral truce and as such, nothing had changed on the ground. David Dimasa, commander of the group’s “north zone”, who called up a few reporters last evening to announce the cease-fire, promised that the outfit would abjure violence, and asked the Government to consider its demands. “Operations are on irrespective of what has been reported by the media and the Security Forces are in a search-and-destroy mode,” an official said.

According to the Police, two houses at Lailing village, some seven kilometres from Mahur, were set ablaze by militants early in the morning and no casualty was reported. Quoting the Chief Minister of Assam Tarun Gogoi, Assam Tribune has reported that the Assam Government is going to continue with its operation against the Black Widow (BW) and not respond to the unilateral cease-fire announced by the outfit after the arrest of its ‘chairman’ Jewel Garlosa. The Chief Minister said the State and Union Governments are very clear about what they want and a gesture of three-month cease-fire would go unanswered from their side, unless the militant outfit agrees to adhere to the stringent pre-conditions. The pre-conditions include laying down of arms and ammunition, a complete halt to all illegal activities including collection of funds, extortion, abduction, confinement within the designated camps among others. He mentioned that almost all militant outfits, which have entered into cease-fire pacts with the Government, have violated it with impunity. The NDFB, United People’s Democratic Solidarity (UPDS) and Dima Halim Daogah (DHD) factions have all taken advantage of the cease-fire pacts and indulged in illegal activities like extortion, collection of taxes, gun running, bomb blasts and abductions, he added.

Five unidentified youths reportedly came on two motorcycles at about 7.30 pm (IST) on May 14 and abducted Lakshman Saha at gunpoint from his shop at Hatidhara Tiniali and managed to escape to the Parbatjhora forest area under Kajigaon Police Station of Kokrajhar District in Bodoland Territorial Areas District (BTAD). According to sources, the abductors acted as hired men of the NDFB and handed Lakshman Saha to the NDFB. The same source claimed that Lakshman Saha was released after paying a ransom of INR 425000 though his family has denied the transaction.

Dilip Nunisa, the chairman of Dima Halim Daogah (DHD), said that slow progress in peace talks between the Government and DHD is one of the main reasons for the deterioration of the overall law and order situation in North Cachar Hills District. Talking to Assam Tribune, Nunisa alleged that the DHD came out of the jungles to express its desire to solve the problems through talks, but the Government is responsible for the slow progress in dialogue. He said that though five years have passed since the dialogue began, not much headway has been made and the Government is yet to make clear what it could give the Dimasa people for their political safeguard and economic upliftment. Nunisa blamed the Government for the sharply deteriorating situation in North Cachar Hills District and alleged that over the years, the Government and the SFs failed to contain the activities of the BW militants.

The Superintendent of Police (SP) of Bishnupur District, K. Jayenta Singh, said the Police had thwarted the plan of Kunjo and some officials and pradhans (chiefs) to hand over INR 560, 000 from the Indira Awas Yojana fund, meant for construction of houses for 70 beneficiaries, to militants. The raid followed information that the militants were heading for the BDO office to collect the cash. The “Covenant of Reconciliation” was signed by the National Socialist Council of Nagaland-Isak-Muivah (NSCN-IM) chairman Isak Chishi Swu, National Socialist Council of Nagaland-Khaplang (NSCN-K) chairman S.S. Khaplang and S. Singya, the president of Naga National Council. The “historic” declaration was made after the 5th Naga Reconciliation meet which concluded at Chiang Mai in Thailand on June 8. The meet was held at the behest of the Forum for Naga Reconciliation (FNR). The FNR convenor Rev. Wati Aier on June 15 said the declaration would give a “new direction” to the Nagas. The leaders of the outfits said they would pursue Naga reconciliation and forgiveness based on the “historical and political rights of the Nagas”. “We resolve to continue to work together in this spirit of love, non-violence, peace and respect to resolve outstanding issues amongst us,” the three Naga leaders stated in the joint declaration. Since its inception in March 2008, the FNR has organised 10 meetings of the groups both within and outside the country. As a follow-up action, it would organise another meeting of the representatives of the Naga militant factions in the middle of August 2009 in Dimapur. “This is the wish of the Naga people,” Rev. Aier said. The FNR’s reconciliation process is reportedly supported by many international organisations like Quakers from United Kingdom and American Baptist churches.

Police sources said a group of armed militants attacked Michidui and opened indiscriminate fire killing 12 persons, including eight minors, on the spot. Two other persons were also injured in the attack. Police said the village, inhabited by Zeme Naga people, was abandoned following the recent incidents of ethnic clashes and the villagers had taken shelter near a camp of the Assam Rifles camp located around three kilometers away. The BW had already received a consignment of over 60 rifles of AK series in the aforementioned deal. Imchen, said on June 16 that apart from the five Naga groups, ten non-Naga militant outfits based outside the Sate are active in Nagaland and indulge in extortion, abduction and other anti-social activities, according to Nagaland Page. The Minister said these groups are operating in Nagaland in connivance with the Naga outfits. The non-Naga groups are Nunisa faction of the Dima Halim Daogah (DHD), Black Widow (BW), Kuki Revolutionary Army (KRA), People’s Liberation Army (PLA), United People’s Democratic Solidarity (UPDS), Gurkha Liberation Army (GLA), People’s United Liberation Front (PULF), All Adivasi National Liberation Army (AANLA), National Democratic Front of Bodoland (NDFB) and United Liberation Front of Asom (ULFA). Nagaland has five local outfits: the National Socialist Council of Nagaland-Isak-Muivah (NSCN-IM), National Socialist Council of Nagaland-Khaplang (NSCN-K), and the three Naga National Council (NNC) groups. The Home Minister said apart from these outfits there are several outfits that are also operating in Nagaland. So far 10 ULFA cadres, two Kangleipak Communist Party (KCP) cadres, 13 KRA cadres, one People's Revolutionary Party of Kangleipak (PREPAK) cadre, 31 UPDS cadres, eight PLA cadres, eight PULF cadres, one GLA cadre and 67 cadres of other non-local Northeast outfits have been arrested in the State in 2009. All the arrested militants were booked under National Security Act, with special exemption of Naga cadres of the Naga groups, due to cease-fire between the Centre and these groups. Most of these militant outfits are active in and around Dimapur, the nerve centre of crime and anti-social activities. Imchen said the Naga groups are harbouring the non-local militants and collecting illegal taxes from business establishments and shops. He said despite the Government's best effort to curb the menace of extortion it is still very high.

In a press release issued on June 22, the ULFA chairman Arabinda Rajkhowa alleged that recently two members of the 28th battalion of the ULFA – Debojit Chetia and Durlav Bora - were killed in Nagaon in a “fake encounter”. He said that both the ULFA members were arrested on June 10 near Karbi Anglong and were later shot dead. The ULFA chairman also alleged that in June 2009 17 NDFB cadres were killed and most of them were killed while they were in the custody of the SFs. He further alleged that BW cadre Frankie Dimasa was also killed after he was picked up by the troops. The militants fired three shots when 19-year-old Shiva Shankar was ferrying milk in Sangairpou Kabui village around 4.30pm (IST) with another migrant milkman, Ganesh, who escaped unhurt. Witnesses said two gunmen riding a scooter fired several rounds at the milkmen when they were cycling towards the village with their milk cans. Police recovered a piece of paper from the incident site which read: “Whenever you kill one of our innocent men, we will also kill one of your kind”. They were identified as Konsam Somen and Huirom Bishorjit. In protest against the abduction and demanding safe release of the drivers, members of Northern Valley Stone Crusher Owners’ Welfare Association and workers demonstrated at Pheidinga on June 26. According to general secretary of the Association Angom Boby said that there are over 20 stone crusher factories in and around Mantripukhri, Potsangbam and Sekmai area, and that the armed outfit has demanded INR 30,000 from each of these factories. Some days earlier, the same outfit had also abducted two other truck drivers, identified as Nadakishore and Mutum Rojit. However, they were released on June 14 after a large amount of money was paid to them, Boby further disclosed. Police identified the deceased as Mohammed Islamuddin (26), son of Mohammad Nijamuddin of Lilong Yangbi Leikai, from a driving licence and voter identity card recovered from his possession. The Officer-in-Charge (OIC) of Rangapara Police Station, Tapas Chakrabarty, said that four motorcycle-borne NDFB militants with AK series rifles entered the house of Munna Pal at about 11.30 pm (IST) and indiscriminately fired on the family. The deceased persons were identified as Munna Pal (30), his wife Subhapati Pal (35), younger brother Tunna Pal (30) and his three-year old son Pankaj Pal. The dead body of a youth, identified as Tinghai, was recovered near Tapi River, about five kilometres from Mon town in the Mon District, on June 30. The National Socialist Council of Nagaland - Isak-Muivah (NSCN-IM) claimed responsibility for the killing. The slain youth, allegedly a robber, looted passengers of night buses plying between Mon and Dimapur. According to a source, the NSCN-IM after learning of his criminal activities had warned him to stop his activities but did not heed to their warning and continued looting.
