Manipur Government signed a memorandum of understanding (MoU) with the Union Ministry of Home Affairs (MHA) in November 2009, for taking up a project of Crime Criminal Tracking Network System (CCTNS) to connect all Police Stations of the State as well as with Police Stations throughout the country. A well placed source said that information obtained from tapping cell phones carrying certain numbers are being used as feedback in counter insurgency operations. Server required for tapping cell phones has been already installed at Police Department. Information thus obtained after tapping cell phones have led to successful operations in some instances, conveyed the source. Land-line telephones and CDMA cell phones are spared from tapping at the moment. Cell phones are being tapped with due permission of service providers which are usually renewed after every two months.

Telegraph reports that an United Liberation Front of Asom (ULFA) militant, Gobin Ojha alias Kiran Jyoti Gogoi (29) and a Karbi Longri North Cachar Hills Liberation Front (KLNLF) cadre, Arun Terong alias John Mukran (37), laid down arms before the Inspector-General of the Assam-Meghalaya frontier of the BSF, Prithvi Raj, at a surrender ceremony during the 45th raising day of the Paramilitary Force in Shillong on December 1. “Myanmar continues to be a safe haven for the Ulfa cadres after the ongoing crackdown on militants by the Bangladeshi security forces,” the ULFA cadre revealed. Ojha said three camps of the ‘28th battalion’ of the ULFA were in Myanmar, located adjacent to the camps of the National Socialist Council of Nagaland-Khaplang (NSCN-K). There were at present 110 ULFA cadres in the three camps and among the prominent leaders housed there include Konkon Gohain, Bijoy Chinese, Myanmar camp ‘commander’ Bijoy Das and Montu Saikia, he said. The militants said that the new cadres had to trek several days to reach the camps set up in a forest area in Myanmar. The ULFA cadre laid down one 7.65mm pistol and 5 rounds of 7.65mm ammunition. The KLNLF militant, Terong, who was the ‘finance commander’ of the outfit, laid down a 9-mm pistol.

The Peace talks with militant groups like Black Widow (BW), United People’s Democratic Solidarity (UPDS) and the pro-talk faction of the National Democratic Front of Bodoland (NDFB) are likely to be expedited as the Union Government’s interlocutor for the peace talks, P.C. Haldar has started the process and the Union Government is also reportedly keen on early solution of the problems. Official sources told Assam Tribune that Haldar, a former Director of the Intelligence Bureau (IB), arrived in Guwahati to hold preliminary talks with the militant outfits under cease-fire agreement with the Government. Sources said that during the visit, Haldar would stay in the State for at least four to five days and he would be holding preliminary talks with the leaders of the outfits. Sources said that Haldar would be visiting Haflong in North Cachar Hills District for talks with the leaders of the BW followed by a visit to Diphu in Karbi Anglong District for talks with the UPDS leadership. He will also hold talks with the leaders of the pro-talk group leaders of the NDFB. However, sources said that the present visit of the former IB chief is only to hold preliminary talks with the outfits to know their psychology and demands.

The Union Home Minister P Chidambaram clarified that the Union Government is yet to receive any offer from ULFA to come for talks even as the Union Government seems to have softened its stand on the presence of the elusive commander-in-chief Paresh Baruah at the talks. When asked whether the Government of India was willing to sit for negotiations minus Paresh Baruah, he said, “Good, if they come for talks.” However, he also reiterated the same preconditions of abjuring violence, surrendering weapons and dropping the demand for sovereignty before coming for dialogue. “However, we have not received any offer so far,” he added.

In a statement e-mailed to the media, Baruah said that he had come to know about the fact that Rajkhowa along with the Military Spokesman of the outfit Raju Baruah and Sergeant Raja Gogoi were in the custody of the Indian Security Forces since December 2. He said that the Government of India would like to take advantage of the situation by forcing them to participate in the "so called talks" with the Government. The media reports in the last couple of days also indicated that the Government was trying to start "so called talks" with the arrested ULFA leaders. Highly-placed sources confided that Rajkhowa is in safe custody and currently kept in a ‘safe and highly secured location’. The ‘chairman’ of the National Democratic Front of Bodoland (NDFB) Ranjan Daimary and ULFA ‘deputy commander-in-chief’ Raju Barua are also expected to be brought to the Delhi shortly. The entire operation, being kept under tight secret, began with their handing over by Bangladesh authorities in the night of December 2, somewhere in Tripura sector to Border Security Force (BSF). The duo was flown in an Indian Air Force aircraft from Agartala to a defence airfield and was taken to an Indo-Tibetan Border Police (ITBP) camp. Later, Rajkhowa was shifted to an Intelligence Bureau (IB) safe house. Though officials here were tight-lipped about the whole affair, even refusing to confirm the presence of the leaders in India, it has been learnt that a safe passage formula is being worked out. The Border Security Force (BSF) personnel arrested two suspected Lashkar-e-Toiba (LeT) operatives from Umkrem near Pyrdiwah in East Khasi Hills District along India-Bangladesh border on December 2, according to Telegraph. They were subsequently handed over to the Meghalaya Police. They were identified as Siraj Shamzudin (30) and Nazir Tarian Dabede (25) and both of them belonged to Kannur District in Kerala. A senior Police official said the militants had confessed their involvement in 2008 serial bomb blasts in Bangalore. They had also masterminded the 2005 terror attack in the same city of Bangalore. They managed to escape Bangladesh soon after the blasts and stayed there till they surfaced in on the Meghalaya border. The BSF public relations officer Ravi Gandhi said that Security Forces in Bangladesh had provided intelligence inputs to the BSF leading to their arrest. “The militants have confessed to belong to LeT though we could not recover any document or identity card from them,” Meghalaya Director General of Police S.B. Kakati said. The militants also did not possess any arm or ammunition. A senior Police official said the militants spoke fluent English. “They seem to be highly educated and are the brain behind many other bomb attacks in the southern states,” he mentioned. According to the Police, the LeT operatives had no contact or guide in Meghalaya and were probably trying to travel from Shillong to the mainland by themselves. The Police sources said that their guide in Bangladesh may have helped them to reach the border and returned soon after. “The LeT militants wanted to go to mainland India after reaching Shillong. We do not know what new mission they were entrusted with,” a Police official said. The Police ruled out any plan by the LeT operatives to strike in the Northeast.

This is also the desire of the people of Assam who favour a peaceful solution of insurgency,” Gogoi said at a press conference. In addition, the mother of ULFA ‘commander-in-chief’ Paresh Barua, Miliki Barua (84), said if the proposed peace process was initiated without her son then the whole exercise would be “useless”. She said, “All the boys (the ULFA leadership) had set out together on a journey to achieve something for Assam and if negotiations are held without my son then the whole process will be useless”. “If the Government has the capacity, then it should bring all of them (ULFA leaders hiding in other countries) back. The official sources in BSF said that Rajkhowa, his wife Kaberi Kachari and two children, Raju Baruah, his wife and a child, wife and two children of ULFA Foreign Secretary Sasha Choudhury and one Raja Bora, who was the bodyguard of Rajkhowa, surrendered to the BSF and were handed over to the Assam Police. Sources said that the ULFA members and their family members looked tired when they were brought to the city and "it seemed that they had to travel a long way", an official added. Security sources said that the ULFA chairman may face as many as nine cases under different sections of the IPC and the Arms Act as well as Unlawful Activities (Prevention) Act for waging war against the nation. He has specific cases against him in Jagiroad and Sivasagar. Raju Baruah has two cases lodged against him and the possibility of the police tracing out other cases against him during the course of investigations cannot be ruled out. Sources said that the wives of Rajkhowa and Sasha Choudhury were members of the ULFA and they are likely to face trial. However, it is yet to be ascertained whether Raju Baruah’s wife was a member of the militant outfit. Police sources informed that top security officials, including officials from the Ministry of Home Affairs, questioned the arrested rebel leaders. The Assam Forest Minister Rokybul Hussain informed the State Legislative Assembly that 948 people were killed in the incidents of militant- sabotage between May 14, 2006 and November 30, 2009, reports Assam Tribune. Of them, 854 were civilians, 85 were Police personnel and nine were Army and Paramilitary personnel. Besides, 2,955 people were injured in these incidents during the period. Of them, 2,716 were civilians. The Minister also told in the House that 66 people were killed and 22 people were injured in the incidents that involved firing by Security Forces (SFs) to maintain law and order during the period. On the other hand, 481 people were killed and 38 were injured in incidents of SFs’ encounters with the militants during the period. The bomb blasts triggered by the militant groups during the period resulted in the death of 275 people and injury to 2,386 people. Of those killed in these incidents, 251 were civilians and those injured included 2,249 civilians. During same period, militants abducted 334 people and of them, 40 were killed in captivity. Those killed included 35 civilians and 5 Police personnel, said the Minister.

Chidambaram said, “Our stand is clear. Lay down arms, give up demands for sovereignty and talks can be held... My appeal is common to all insurgent groups (in the northeast). Give up demands for sovereignty and lay down your arms. This will open the way for talks.” Reminding the House that he had last week hoped that the United Liberation Front of Asom (ULFA) would make a political statement offering talks with the Government, the Home Minister said, “No, such offer has not come. If they make an offer, we will talk.” He added, “If there is an offer for talks, these will be conducted with due dignity.” The Minster, responding to a question on the Government’s talks with the National Socialist Council of Nagaland-Isak-Muivah (NSCN-IM), said, “There is a ceasefire in place (in Nagaland). By and large, it has brought down the levels of violence. We are in touch with both factions (of the NSCN). At this moment, I am not in a position to disclose anything more…I am confident that both groups will move on the line of talks,” he added. When asked whether the ULFA ‘chairman’ Arabinda Rajkhowa had been arrested or had surrendered, the Minister said, “The BSF (Border Security Force) apprehended three people on the Meghalaya-Bangladesh border. A team from the Assam Police took custody of the three persons after their identities were established since they are involved in cases in Assam.” Asked whether any leaders of the National Democratic Front of Bodoland (NDFB) had been arrested and whether the Government would hold talks with the group demanding a separate Bodoland, Chidambaram said, “There are talks with the pro-talk faction through an interlocutor”. Replying to a supplementary question on whether any leader of the National Liberation Front of Tripura (NLFT) was in custody in Bangladesh, the Minister said, “Thanks to the coordinated effort of the central government and the Tripura government, militant activities have by and large been contained. I don't think there is a threat from the NLFT or any other group.” “Whether or not anyone is in custody, I do not know,” he added.

The report adds that violence erupted in Reang dominated villages of Mizoram after the killing of a Mizo youth on November 13 that resulted in fresh exodus from the neighbouring State. Around 2800 Reang people had to leave their homes in Mizoram following ethnic clashes in Mamit and its adjacent Districts recently and take shelter in different refugee camps in Kanchapur. An Hynniewtrep National Liberation Council (HNLC) cadre, Badonsing Lyngdoh Marshillong, who surrendered before the Dawki Police in the evening of December 13, revealed that the outfit still had over 100 cadres and most of them were wandering in Bangladesh to earn for their livelihood, reports Shillong Times. He mentioned that while leaders of the proscribed outfit were leading a luxurious life in Bangladesh, its common cadres were facing a lot of difficulty to make their both ends meet. He said the cadres of the outfit were working as labourers in the Khasi Pnar villages of Bangladesh. Marshillong, who joined the militant group in 2003, is a school drop-out. A resident of Pyndengsohsaw villager under Mawsynram Police Station in East Khasi Hills District, Marshillong crossed over to Bangladesh via Balat and completed his training at Arusumen Camp in the same year. After his training, the leaders gave him no assignment and had to spend his time with no responsibility. Later, he worked as a labourer at betel leaf garden of some of the Khasi-Pnar people residing at Nonsara village in Bangladesh earning BDT 100 per day. In 2006, he married one local Nonsara girl, Syntiew Dkhar. They now have a two-year-old daughter. In 2007, Marshillong had informed the ‘area commander’ of the banned outfit in writing that he was not willing to remain in the group. But he did not get any response. In the early part of December 2009, the group asked him to leave Bangladesh at once or face death. He was forced to leave Bangladesh. He crossed over to India on December 13 and surrendered at Dawki Police Station.

Shillong Times reports that Meghalaya Police is conducting counter-insurgency operations in the East Garo Hills region to flush out United Liberation Front of Asom (ULFA) militants who have entered in large numbers to escape ongoing flush-out operations in neighbouring State of Assam. The area is idle for militants to use as a corridor to cross over to and fro Bangladesh and for concealment of weapons in view of the thick forest cover with an inaccessible terrain. Meghalaya Director General of Police (DGP) S. B. Kakati said Garo Hills had previously been used by Assam-based militants as a safe haven. "I don't deny the fact that it is even now being used by militants and we are on the lookout for them," he said. According to Kakati, the area of concern is Resubelpara sub-division sharing border with Assam's Goalpara District. He said ‘109th battalion’ of the ULFA led by its ‘commander’ Hira Sarania was active in lower Assam and thereby used the route for transport of men and arms. "Resubelpara sub-division is infested by ULFA and even now operations are taking place to flush them out. There have been instances of arrest, seizure of weapons and neutralizing of militants," he said and added that identification of militants is a problem for the Police. In regards to the presence of local militant groups, the DGP said so far only the Liberation of Achik Elite Force (LAEF) was active with a few cadres and weapons but its strength had been drastically reduced following successive operations by the State Police. "Recent reports about the formation of a new Garo outfit by the ULFA called the Achik Liberation Tiger Force (ALTF) has not been substantiated," Kakati said adding that such a group was existing but nexus with ULFA was yet to be ascertained.

Sources said that the ULFA leaders, including the ‘chairman’, did not divulge the name of any political leader who paid money to the outfit. Sources mentioned that the ULFA was involved in selling arms and ammunition to different militant groups of the region, including All Tripura Tiger Force (ATTF), National Liberation Front of Tripura (NLFT), Karbi Longri North Cachar Hills Liberation Front (KLNLF), etc. The outfit, over the years, managed to establish very good contacts with the clandestine arms dealers of South East Asian countries and also received Programmable Time Device (PTD) switches from Pakistan. The outfit still has a good stock of PTD switches and the potential to trigger off explosions, sources said. However, seizures of a large number of weapons of the ULFA in 2004 and 2007 in Bangladesh severely affected the outfit, sources added.

The HNLC cadre, Badonsing Lyngdoh Marshillong, who surrendered before the Dawki Police in the evening of December 13, revealed that its common members were facing immense hardship to eke out a living in Bangladesh. "Financial crisis has compelled the Khasi outfit to take to ‘business’ in Bangladesh for the survival of its cadres who are still camping in that country," the Police official said. He said one such business that HNLC is engaged is export of stones from a quarry owned by the outfit at Nohksiar, a Khasi village in Bangladesh. According to him, the BSF is looking for new land near the Zero Line of the international border for setting up 26 BOPs for more stringent vigil along the India-Bangladesh border so that insurgents using the soil of the neighbouring country cannot infiltrate into Indian territory. At present, there are 245 BOPs along the Tripura border. Over 370 militants from two main insurgent groups - All Tripura Tiger Force (ATTF) and National Liberation Front of Tripura (NLFT)- surrendered in 2009. According to Deputy Inspector General (Police Control) Nepal Das, interrogation of surrendered militants revealed that an "acute food crisis" was grappling militant camps and the insurgents "were not being paid money" that ultimately forced them to lay down arms.

SFs recovered a cache of weapons, including an M-16 rifle, an AK rifle, three 9-mm pistols, a .38 revolver, a radio set and assorted ammunition from the possession of the slain militants. Confirming the report, Assam Rifles spokesperson Lieutenant Colonel Prasant W. said the first encounter took place at Waithou Chiru in Thoubal District at 10 PM (IST) in which the personnel of Assam Rifles shot dead three suspected militants and recovered three 9-mm pistols and some ammunition. The second encounter took place in the Sajik Tampak area of Chandel District along the India-Myanmar border around midnight. Troops of the 8th Assam Rifles shot dead three suspected cadres of the People’s Revolutionary Party of Kangleipak (PREPAK) and recovered one AK rifle, two hand grenades and some ammunition. Two hours later, the same unit exchanged fire with another group of militants in the same area, about five kilometres away from the site of the second encounter. Three more suspected cadres of the PREPAK were shot dead and an M-16 rifle, a revolver, some ammunition and a radio set were recovered from possession of the militants. PREPAK had made Sajik Tampak near the India-Myanmar border a “liberated zone” till troops moved into the place before the 2004 Parliamentary elections and cleared the militant camps from the area.

Telegraph reports that Police have launched a special operation in Assam’s northern Districts, particularly Udalguri and Sonitpur, to target the "headhunters" of the NDFB’s anti-talks faction who have been recruiting youths from these areas. "We have specific information about some of the middle-ranking cadres of the outfit being on a recruitment drive and operations are on to neutralise them," a Police official said. The official said most of the NDFB militants killed recently could not be identified immediately, which indicated that they were new recruits. He claimed that the Ranjan Daimary-led anti-talks faction of the NDFB had received a severe jolt in the last few months with SFs going all out against it. He said, "The success in our operations in the last few months against the NDFB was a big blow for the outfit. It has lost several armed wing cadres who were capable of carrying out major attacks." The NDFB has lost more than 40 cadres in encounters in the two northern Districts and the Bodoland Territorial Area Districts (BTAD) since June 2009. The official said the outfit had started a recruitment drive recently to recover lost ground. "At least 30 youths have joined the NDFB in the past month. They are promised money which rarely comes, but it is too late by that time," he said. "Recruitment is done in a co-ordinated manner. A few cadres are entrusted with this responsibility and assigned areas where each would work. We can deal a blow to the outfit if we can get these headhunters," he added. The official said most of the fresh recruits from Sonitpur belonged to Bodo families who had migrated from the BTAD and settled in reserve forest areas in the past decade. "It is very difficult to identify these families since they have encroached upon reserve forest lands and have no permanent addresses," he added.

Telegraph reports that the National Socialist Council of Nagaland-Khaplang (NSCN-K) has brought in heavily armed cadres of the Myanmar-based Kachin Independent Army (KIA) group to take on its rival National Socialist Council of Nagaland-Isak-Muivah (NSCN-IM) in a renewed turf war in Tirap and Changlang Districts. “NSCN-K has turned to the Kachin Independent Army for logistical help to build up bases in the twin districts of Arunachal Pradesh — Tirap and Changlang — and heavily armed KIA fighters have already entered these two districts along the Indo-Myanmar border,” an unnamed senior Police official on December 27 said. The Police official said the NSCN-K had also started a recruitment drive in the twin Districts to take on the rival faction. “Altogether 16 youths from Pongchau and two others from Bonia village under Pongchau circle were recruited by the NSCN (K) in November,” he said. Kalita belonged to Nalbari District of lower Assam. “He was walking along the railway tracks near the Sector 3 area of the refinery complex. When he was asked to stop, he tried to flee but was captured,” a Police Officer said. Sources said Kalita had revealed during interrogation that several ULFA cadres from the lower Assam Districts had entered the State capital recently to carry out the strikes. “We, too, had some unsubstantiated inputs about Ulfa plans to carry out strikes at vital installations in the state, especially in the capital city, but Kalita has now corroborated it. We have now taken a re-look and tightened security around these areas,” the Police Officer said. He said Kalita was a bomb expert and knows how to make an improvised explosive device (IED). “He had all the ingredients required to prepare the IED with him. We are expecting to get more specific information from him about the other cadres who have entered the city,” he said. The Police said ULFA cadres in lower Assam were still active and preparing to carry out strikes. “Several active cadres of the outfit from lower Assam are taking shelter on the outskirts of the city and are looking for opportunities to enter the city to strike,” another Police Officer said. Police sources recently revealed that they have information about ULFA cadres from lower Assam Districts setting up a base again inside Bhutanese territory near Barpathar village in Assam’s Chirang District. Sources added that two top leaders of the 709th ‘battalion’ of the ULFA, identified as self-styled ‘second lieutenant’ Baba Rabha and ‘sergeant major’ Kushal Das, are manning the camp that has over 100 cadres, most of them new recruits.

He pointed out that though the incidents of violence are the visible impacts of a militant group, no organization can run only through acts of violence. “There are several other aspects of running a militant outfit effectively including maintaining international contacts and managing other aspects of the outfit and it will not be possible for Paresh Baruah alone to do that. The arrested top leaders of the outfit were key members of the ULFA and it will be difficult for the ULFA to run the outfit without them. For example, some of the arrested leaders were responsible for maintaining international contacts and without them the outfit will lose such contacts,” he added. Srivastava further said that if majority of the ULFA leaders finally decide to come forward for talks, the people of Assam would make Paresh Baruah redundant.

The KLNLF recently announced unilateral cease-fire for three months, from December 1, 2009 till March 1, 2010. Two top KLNLF leaders, through mediators, had held several rounds of talks with Additional Director General of Assam Police (Special Branch) Khagen Sarma, representative of the State Government, in this regard. They were, however, not ready to lay down arms until the Government assured a political solution to the Karbi issue. The Assam Government referred the matter to the Centre for approval. Highly placed sources said that Bhimkanta Buragohain, political adviser to ULFA, would be transferred to Central Jail after his next hearing in Tezpur court on January 8, 2010 to satisfy ‘norms of a minimum of eight central committee members being present at the meeting’. Buragohain is currently in Tezpur jail. The report adds that the ‘16-member central committee’ of the ULFA can hold its ‘general council meeting’ with half its members. At present, seven leaders of the ‘central committee’, including ‘chairman’ Arabinda Rajkhowa, are in the jail in here. As such it was necessary for Buragohain to be present at the meeting to make it valid according to the ‘organization’s rules’. “We cannot say whether the outcome of the meeting would be positive vis à vis the talks, but the fact that there would be a meeting is a good beginning and, who knows, there may be some good news during the festive occasion,” a source said. The Meghalaya Police decided to seek the help of surrendered Hynniewtrep National Liberation Council (HNLC) cadres to track down the militants who are provided shelter by villagers residing in Bangladesh after carrying out criminal activities in the State, according to Shillong Times. "We are developing a strategy of engaging the surrendered militants to tackle the HNLC militants in the border," said Meghalaya Director General of Police (DGP) S.B. Kakati on December 29. There are more than 150 surrendered HNLC militants who had narrated to the police in the past that majority of the HNLC cadres stay with Khasi villagers inside Bangladesh. The militants also assist the Khasi villagers in the betel nut plantations. A major disadvantage for the Meghalaya Police is its inability to build up an effective intelligence network along the border areas of the Khasi hills region where the HNLC has a significant presence. Unable to extort money from Shillong due to constant vigil of the Police, the HNLC militants are carrying out large scale extortion from the coal exporters in the remote borders, Police said. "We need effective co-ordination of the police forces of East Khasi Hills and the Jaintia Hills to tackle militant activities in the borders," said Kakati, adding that more forces will be deployed in the border to tackle insurgency related crimes. "We had deployed some personnel of the Special Operations Team (SOT) in East Khasi Hills border, but we did not have actionable intelligence about the attack on December 23 [killing of a coal trader]," the DGP said. Kakati also admitted that police were aware of the threat to the coal baron from HNLC through intelligence inputs but the slain coal trader's family members had not divulged anything.

The Security Forces (SFs) achieved considerable success in June and July, particularly in the operations against the anti-talk faction of the NDFB as more than 40 cadres of the outfit were shot dead during the two months. During the period, 356 persons, including militants, arms smuggler and gangsters, were arrested. While 129 KCP cadres were arrested, 53 arrested cadres were from the PREPAK, 48 from the KYKL, 44 from the PLA, 32 from the UNLF, 12 from the PULF, 12 Kuki Revolutionary Army (KRA), six from the United Naga People’s Council, three from the Kuki National Front (KNF), three from the Kuki Liberation Army (KLA), two from the National Socialist Council of Nagaland-Isak-Muivah (NSCN-IM), two from the Kuki National Army (KNA), and one each from the United Kuki Liberation Army, Hmar People's Convention- Democracy (HPC-D) and Naga National Liberation Army. 94 militants were detained under National Security Act (NSA) during the same period. While 33 KCP cadres were detained under the NSA, 16 detained cadres were from the PLA, 16 from the UNLF, 12 from the PREPAK, 11 from the KYKL, five from the PULF and one from the KRA. Two Police personnel and three India Reserve Battalion personnel were also detained under NSA. During the year, 109 assorted weapons and 2309 ammunitions were seized by Imphal West District Police. The seizure included one AK-76 rifle, 26 AK-56 rifles, one AK-rifle, two M-16 rifles, one G-3 rifle, five lathode guns, two SLR rifles, five carbines, 43 9-mm pistols, 33 hand grenades and two packets of explosives weighing approximately 25 kilograms.

Four cadres belonging to Lamyanba Khuman faction of the Military Council faction of the Kangleipak Communist Party (KCP), including two women, were arrested by the Imphal East District Police from Porompat crossing on December 31. They were identified as Senjam ningol Waikhom ongbi Peteshwari alias Kritika (23), Laishram ningol Memi (28), Ng. Abungcha alias Sushil alias Boycha (32) and Karam Abungcha alias Mijao alias Mahesh (22). On their disclosure, one AK-56 rifle, three magazines, 50 live rounds, one lathode gun and one magazine pouch were recovered from their place of hiding. They confessed that their outfit was involved in killing of one Kuber of Chingmeirong at Mapao Thangal village on November 22 and also in the abduction of two cellular phone service providers.

The Army recovered 2.5 kilograms of Improvised Explosive Device (IED), suspected to be planted by United Liberation Front of Asom (ULFA) cadres, at Khumdi village in Nalbari District on December 31, Police said, reports Press Trust of India. Radheshyam on December 31 said that total of 35 cadres belonging to separate militant groups were killed during the encounters with the Imphal East District Police in 2009, reports Imphal Free Press. The slain cadres included 12 of the People's United Liberation Front (PULF), nine of the KCP, five of the People's Revolutionary Party of Kangleipak (PREPAK), three of the People's Liberation Army (PLA), two of the UNLF, one of the Manipur Naga Revolutionary Front (MNRF), one of the United Naga People’s Council (UNPC) and two others cadres. The SP mentioned that a total of 386 cadres belonging to separate militants groups were arrested during the same period. The arrested cadres included 154 of the KCP, 59 of the PREPAK, 39 of the PULF, 30 of the KYKL, 29 of the PLA, 18 of the United People's Party of Kangleipak, 15 of the UNLF, five of the UNPC, four of the Military Defence Force faction of the KYKL, three of the Kuki National Front (KNF), three of the Kuki Liberation Army (KLA), three of the National Socialist Council of Nagaland-Isak-Muivah (NSCN-IM), two of the National Socialist Council of Nagaland-Khaplang (NSCN-K), two of the United Kuki Liberation Front (UKLF), two of the Kuki Revolutionary Army (KRA), two of the KLA, two of the United Komrem Revolutionary Army, one of the MNRF, one of the Kuki Revolutionary Front and 11 others. The SP further said that 75 sophisticated weapons, including 11 AK-47 Rifles, 11 Ak-56 Rifles, one SM Carbine, one M-16 Rilfes, 38 9mm pistols, six numbers of .32 pistols, two 7.65-mm pistols, five .38 revolvers, four lethod louncher guns, four M-20 pistols, three M-21 Rifles, three SLR 7.62 mm, and total of 388 ammuntions of different weapons, two extra magazines of AK-56 rilfes, one magazine of .32 pistol, four 36 HE hand grenade, 16 Chinese hand grenades, one detonator, one wireless set, eight mobile hand sets, six motor cycles, one computer set, four vehicles and 60 kilograms of silver electricity wires were recovered from the possessions of the arrested cadres. 13 arrested cadres, including four of the PREPAK, three of the KCP, three of the PULF, two of the PLA and one of the UNLF, were detained under National Security Act (NSA), said the SP.

Stating that two-three top leaders of the ULFA were still out of the reach of the Security Forces, he said, “I am confident that there will be good news in days to come as far as these two-three leaders are concerned…Two more ULFA leaders Arabinda Rajkhowa and Raju Barua were apprehended on the India-Bangladesh border and subsequently arrested by the Assam Police on December 4.” The Minister said, “We will talk to them if they drop the demands for sovereignty and abjure violence.” The report adds that Chidambaram has so far been maintaining that ULFA needed to drop the demand for sovereignty, abjure violence and surrender weapons.
