Chief Minister D. D. Lapang said that the proposal for peace talks with the Hynniewtrep National Liberation Council (HNLC) was a better option than seeing the outfit members surrendering. Lapang, while expressing the State Government’s willingness to hold talks with the militant outfits, said, "But we have no say on the issues, which are totally depended on the initiative of the Union Home Ministry." He further added, "We have to patiently wait and see things to happen because whatever steps that have been followed with the ANVC, the same thing will be done with HNLC." "There is nothing to hide and it is true that I had a telephonic conservation with HNLC Chairman Julius Dorphang on the issues related to peace talks," said the Chief Minister.

Talking to the media in Amsterdam on May 21, general secretary of the National Socialist Council of Nagaland Isak-Muivah (NSCN-IM), Thuingaleng Muivah, threatened to take up arms again if the Union Government continues to undermine his outfit. Delhi, he said, should realise that “if its forces go on killing our cadre, betray their commitment to ceasefire and its ground rules, go on supporting the traitors against us, then the Nagas will be compelled to fight back…. Supporting others to undermine us is a treacherous policy. We will not hesitate to take up arms if forced by government of India’s policies.” On his outfit’s latest diplomatic forays abroad, Muivah claimed that India was being “unnecessarily critical”. “We sent our men to brief others of the progress in the peace talks with India and nothing else. We did not send them to ask for arms. Wherever they go they talk about the need for a solution through peaceful means. This is what our representatives did in London and in China,” said Muivah.

The United Nations Office on Drugs and Crime (UNODC) has reported the increasing flow of illicit drugs into India’s Northeast from neighbouring Myanmar. The UNODC, in association with the Union Ministry of Social Justice and Empowerment, released a report on May 24 highlighting the emerging trends of drug use in the region. The report added that at least seven major routes running through four States sharing border with Myanmar — Manipur, Nagaland, Mizoram and Arunachal Pradesh —have been identified through which drugs such as ‘Number 4’ (heroin) and amphetamine are easily smuggled. The districts that are worst affected by the drugs trafficking are Chandel and Imphal in Manipur, and Kohima and Tuensang in Nagaland. “There has been crackdowns on drug barons in Thailand and Laos recently, following which drug traders from Myanmar must have shifted their attention to North-East. Also there are possibilities of amphetamine producing units being shifted to areas adjacent to Manipur and Nagaland,’’ said an official of the Narcotics Control Bureau.
