Lyngdoh, while responding to threat issued by the Hynniewtrep National Liberation Council (HNLC) against participation in the forthcoming Municipal election at Shillong, accused the outfit of lacking sincerity on the issue of peace talks, according to Shillong Times. "If HNLC is really interested to come to the negotiating table it should immediately stop its all kinds of anti-social activities and prove its sincerity to the government," said the Home Minister. He further added, "I once again appeal to the HNLC to reconsider its stand on the SMB polls and shun violence in order to speed up the peace process with the Centre."

The Union Government is reported to have warned to scrap the extension of cease-fire with the National Democratic Front of Bodoland (NDFB) following its suspected involvement in the abduction and subsequent killing of six persons including five security force (SF) personnel, along the India-Bhutan border, according to Telegraph. While the civilian was found dead at Udalguri district of Assam, the place of abduction, on May 22, the dead bodies of SF personnel were recovered at Belsiri Nala under Bhairabkunda police outpost in the dense jungle of West Kameng district of Arunachal Pradesh, bordering Assam and Bhutan, on May 29. Meanwhile, the Union Government reportedly agreed, in its first round of talks with NDFB at New Delhi on May 27, to extend the truce that was signed with the outfit on May 25, 2005. According to the source in the Assam Chief Minister’s Office, which communicated the Union Government’s warning to the outfit, “Delhi has made it clear that it will do everything for peace but reckless acts will not be tolerated. It has also asked the outfit to keep a close watch on mischief-mongers in its ranks. Otherwise the ceasefire will be reviewed.”

The National Commission for Women (NCW) is reported to have confirmed on June 2 the rape of 25 women by cadres of the outlawed United National Liberation Front (UNLF) and the Kangleipak Communist Party (KCP) at Parbung and Lungthulien in the Churachandpur district in January 2006. The Commission has asked both the Centre and the Manipur Government to provide a comprehensive rehabilitation package for the victims and continue deployment of security forces in the area, according to Nagaland Post. Commission member Malini Bhattacharya, a former Member of Parliament, submitted the NCW report to Governor S.S. Sidhu and Chief Minister Okram Ibobi Singh on June 2. A team led by her prepared the report after visiting Lungthulien and Parbing villages, where the alleged mass rape occurred, in May 2006. "The commission will submit the report to the Centre very soon. We will also meet Union Home Minister Shivraj Patil and seek measures for the victims' rehabilitation," she said. Bhattacharya informed that the girls were still in a "traumatised and terrorised state", which called for immediate medical attention and counselling. She reported that 18-armed militants raped 15 girls aged between 15 and 27 years on the night of January 16, 2006 at Lungthulien, forcing the villagers to flee to neighbouring Mizoram the next morning. Ten other girls were raped at Parbung before the Lungthulien incident.

A United Liberation Front of Asom (ULFA) cadre, identified as Phulen Nath alias Kamal Barman alias Pintu Das, was killed in an encounter with the police at Kamalnagar atop Narakasur Hill under Dispur police station in the Kamrup district on June 13, according to Telegraph. While two other militants managed to escape from the incident site, the owner of the residence, Bhaben Rabha, was arrested on charges of harbouring ULFA cadres. A cache of arms and explosives, including one unexploded grenade, 24 detonators, fuse wires, one 7.62-bore Pakistani-made pistol and four rounds of ammunition, were recovered from the encounter site. According to police sources, the slain militant was reportedly involved in the June-9 blast at Machkhowa in the Guwahati city in which five persons died.

The reports further said that at least 41 civilians were killed and 135 were injured in ULFA’s violence since September 8, 2005. During the same period, the outfit attacked the security force personnel on 15 occasions in which six were killed, while 41 were injured. During the same period, the security forces were engaged in encounters with the ULFA cadres on 20 occasions, in which 21 militants were killed and 48 were arrested. The sources further pointed out that in the first five and half months of 2006, as many as 29 civilians were killed, as compared to the death of 20 civilians and injury of 78 in 2005. The fatality figure among the security personnel in ULFA’s violence in 2005 was six.

Two Achik National Liberation Front (ANLF) cadres, Sonath Sangma and Zobin Marak, were arrested following a brief encounter with security force (SF) personnel at Dugul Ariga near Rongjeng in the East Garo Hills district on June 20, according to Shillong Times. However, five others managed to escape from the incident site. According to police sources, the militants hurled a hand grenade on the SF personnel during the encounter causing no casualties.

Rymbai, while responding to a question raised in the State Legislative Assembly regarding May 6, 2002-murder of two construction contractors, said that two persons, Khodendra Daimary and Bijoy Boro, who were arrested in this connection, confessed about the involvement of the National Democratic Front of Bodoland (NDFB). However, Daimary and Boro declined to confess the crime before the Court, added the Chief Minister. Two construction contractors, Deepak Chandhoke and Vijay Chandhoke, were reportedly killed at Mawdiangdiang in the East Khasi Hills district on May 6.
