Media reports said Sri Lanka Monitoring Mission (SLMM) chief Maj. Gen. (Retd.) Trond Furuhovde is likely to meet the with Liberation Tigers of Tamil Eelam (LTTE) leaders in Trincomalee today, October 1, to seek the release of the seven government soldiers detained by the LTTE when they were in the Vilgamvehera area, which is claimed by both the government and the LTTE. "The Head of the Mission plans to meet LTTE leaders … in Trincomalee to mediate the release of the soldiers," SLMM deputy chief Haugruph Haukland was quoted in the state-run Daily News as having said. Reports said, the LTTE’s political-wing head in Trincomalee, Kannan, has already informed the SLMM that the soldiers would be released if the government set free two LTTE cadres under detention.

The Sri Lanka Monitoring Mission (SLMM), on October 1, demanded immediate access for Monitors and humanitarian agencies to the seven government soldiers detained by the Liberation Tigers of Tamil Eelam (LTTE) and the release of one of them on humanitarian grounds. The state-run Daily News said, on October 2, SLMM Chief Maj Gen (Retd) Trond Furuhovde made these demands when he met with LTTE political-wing leaders in Trincomalee. "The SLMM Chief visited the area where the soldiers were taken into custody and analysed the maps of the Security Forces and LTTE held areas," SLMM Spokesman Teitur Torkelsson said. He added, "There are different claims by both sides. The maps seem to be overlapping." The SLMM also said it had reason to believe that the LTTE would not reject its demand. Besides, reports said the LTTE would release the soldier and another as soon as two LTTE cadres in government detention are set free on bail.

The soldier who has been set free is among the seven troops taken into custody by the LTTE inside the security zone between two LTTE camps in Kumburupitty. Trincomalee district LTTE political-wing leader Tilak said, "We have released one soldier on the instruction of our national leader [Velupillai Prabhakaran] on humanitarian grounds." He added, "We have made a request to the authorities concerned that two our members now in remand should be handed over to us to secure the release of other six SLA soldiers".

Reports said a large contingent of 170 Liberation Tigers of Tamil Eelam (LTTE) cadres traveled by sea, on October 3, from Mullaitivu to the Eastern Province along the route agreed between the government and the LTTE. This is the second such convoy to use the route, reportedly. Sea Tigers commander lt. col. Mangalesh and other LTTE commanders saw off the cadres. The convoy of four boats moved under the supervision of the Sri Lanka Monitoring Mission (SLMM). Earlier on August 18, the first Sea Tiger convoy sailed from Mullaitivu under an agreement between the Sri Lankan Navy and the LTTE.

The political-wing of the Liberation Tigers of Tamil Eelam (LTTE), reports said, urged the government, on October 3, to ‘urgently and immediately’ release Tamil political detainees, who have commenced a fast unto death since October 1 over their continued detention. The LTTE said in a statement that releasing the detainees would give fillip to the prevailing atmosphere of peace and goodwill. Reminding that the detainees had in the past launched protests but gave them up on assurances that they would be stet free, the LTTE said, "[They] are now frustrated and dismayed the… government has failed to take action to release them, even though a climate of peace, normalcy and goodwill prevails across the island." The LTTE opined the detainees were determined to press with their protest this time round, and said, "We urge the government of Ranil Wickremesinghe to take immediate and concrete steps to facilitate the release of all Tamil political prisoners without further delay." Further, the LTTE urged Human Rights Organisations as well as leaders of the Tamil National Alliance to work towards securing the release of the detainees.

Media reports said the Liberation Tigers of Tamil Eelam (LTTE), on October 4, complained to the Sri Lanka Monitoring Mission (SLMM) that the Sri Lankan Navy was preparing to establish a new camp on the coast near Kuchchaveli divisional secretariat, 34km north of Trincomalee. Reports claimed that the Navy has already placed a request for land from local authorities. LTTE political-wing Trincomalee head S. Tilak reportedly condemned the move in his complaint to SLMM head. Tilak reportedly said in his letter, "We consider this act as a violation of the cease-fire agreement intended to derail the present peace process. Hence, we request you to take immediate steps to stop the establishment of a new SLN camp in the area."

According to media reports, at least five persons were killed and 16 others injured in a clash between security forces and suspected Liberation Tigers of Tamil Eelam (LTTE) cadres at Tirukkovil, about 230 km east of Colombo in eastern Sri Lanka on October 9. Reports added that this was the most serious incident since a truce was signed between the government and LTTE eight months ago. The incident occurred when approximately 1,000 persons, including a small number of LTTE cadres, attacked a camp of the paramilitary Special Task Force in retaliation for an alleged assault on two LTTE cadres earlier in the day.

According to the Sri Lankan Monitoring Mission (SLMM) spokesperson Teitur Torkelsson, LTTE handed them over at Kumburupitti. Monitors were reportedly present when the soldiers were handed over. These soldiers were released after the Appeal Court order to release two LTTE cadres on bail. A Ministerial delegation headed by Interior Minister John Amaratunga had also visited the troubled spot. The Government Agent for Tricomalee district would be chairing the Peace Committee. Religious leaders of Buddhist, Catholic, Muslim and Hindu faiths would form the other members of the Committee, while the SLMM would function as the coordinator of the Committee. Minister Amaratunga said, "Once normality returns we will invite the Trincomalee LTTE leader to be in the Peace Committee. This could help avoid future clashes." A Committee of Inquiry has been appointed to investigate into the clashes and would be headed by Air Vice-Marshal (Retired) Harry Goonatileke. The incident is reportedly being seen as a suspected act to sabotage the ongoing peace process.

Tamil National Alliance (TNA) Member of Parliament R. Sampanthan wrote to Prime Minister Ranil Wickremasinghe, on October 15, that the lives of three Tamil civilians who died in the October 11-grenade attack in Trincomalee, could have been saved if the attackers had not prevented two ambulances from reaching the incident-site, reports said. He also alleged that "the deliberate inaction of the Police contributed to this tragedy." The TNA is a four-party coalition of Tamil parties and has the blessings of the Liberation Tigers of Tamil Eelam (LTTE). Stating that those killed were all Tamils and that no Sinhalese was either injured or killed, he said, "This conclusively establishes that violence was unleashed only against the Tamils." However, two police constables and a police officer sustained minor injuries during the violence. He said the media was hiding the facts and said grenades were hurled at Tamil civilians He said "This is unacceptable and could cause irreparable damage to the peace process". Arguing that the security forces were near totally Sinhalese and that they would not treat Tamils equally or justly, he demanded that "two hundred Tamil personnel be immediately recruited to the police and auxiliary forces to provide security to the Tamils in places like Thirukdaloor, Anpuvallipuram, Linganagar and other areas in the Trincomalee town and its suburbs. Speaking during the debate on the motion, Tourism Minister Gamini Lokuge said the JVP was trying to create unrest in the country and added that no responsible political party would support the JVP’s attempts to sabotage the ongoing peace process. JVP Member of Parliament (MP) Sunil Handunetti moved the motion that was seconded by his party colleague Wimal Weerawanse. The latter said the Tamil National Alliance (TNA), a four-party coalition that has the blessings of the Liberation Tigers of Tamil Eelam (LTTE), was not being given time to speak on the motion, as it would oppose the same. Taking strong objection to not being allotted time to speak on the motion, TNA MP Sampanthan said the motion related to incidents in the East from where the TNA has 15 MPS represent the people of the Northeast. "Therefore the TNA should have been allocated time by the leader of the opposition... The JVP’s refusal to give TNA time is tantamount to showing disrespect to the northeast people. She called upon all political parties in the country to set aside differences and "petty political bickering", which she said has been the "bane of [the country’s] political culture". She said the government was implementing many positive measures to relax tensions that had been in existence for a long time, and added, "The Government is doing the maximum possible to implement its part of the cease-fire agreement signed by… Prime Minister [Ranil Wickremasinghe] and the [Liberation Tigers of Tamil Eelam [LTTE] leaders". She also opined that the only hurdle in the ongoing peace process "is the lack of an agreed agenda to discuss the core issues of the conflict". She also said, though indirectly, the "freedom" granted to the LTTE "has given rise to the suppression of the rights of the other groups. The second round of government-Liberation Tigers of Tamil Eelam (LTTE) peace talks due to begin on October 31, in Thailand, would focus on three issues. These are: forming the Joint Task Force (JTF), resettlement of displaced persons and strengthening the implementation of the ongoing ‘permanent cease-fire’ that came into force in the third week of February. The talks would be held at Rose Garden Holiday Resort, Nakompathon, 40km away from the Thai capital Bangkok. Declaring that the first round of peace talks held in September was an "enormous success beyond all expectations," cabinet spokesperson and government negotiating team leader G L Peiris disclosed the broad agenda of the second round. He also said Major General Shantha Kottegoda of the Sri Lankan Army would be among the three advisors to the government team at the talks. Peace Secretariat official John Gunaretna and Chanaka Jayasekara will be the other two advisors. The LTTE has already announced that ‘political-wing chief’ Thamiselvam and Amparai-Batticaloa ‘special commander’ Karuna would be the additional members of its delegation at the second round of talks. Reports said the presence of military members in the respective delegations would help sort out the irritants that arose from tensions in the East that witnessed clashes and casualties.

He declared the LTTE would continue the peace process with any political party in power, but said the LTTE would prefer to deal with Prime Minister Ranil Wickremasinghe whose initiative had kept the peace process alive. He said, "Therefore we would like to see stability in the Ranil administration". He also assured, "No one is thinking about war... LTTE leader Prabhakaran feels confident that they can move towards a peaceful resolution of the Tamil question." He further stated that the LTTE’s confidence in the government was rising since the first round of peace talks. Stating that the LTTE was not for separatism, he, however, said that would largely depend on the degree of self-governance offered to the Tamils by the government. "It is only through substantial devolution that we will be able to prevent the aspiration for separatism", Balasingham said.

Meanwhile, even as the government and Liberation Tigers of Tamil Eelam (LTTE) sat down for the second round of peace negotiations, on October 31, in Thailand, clashes recurred between the two communities and curfew was re-imposed. The clashes on the second day were reported while mourners were taking out the funeral procession of the person killed on October 30. In these clashes, a Buddhist monk was attacked, besides a Muslim wounded when police opened fire to disperse the crowd. A high-level security meeting was held in Colombo, on October 31, to assess the situation and was presided over by Prime Minister Ranil Wickremasinghe. Minister Tilak Marapone, Interior Minister John Amaratunge, the Inspector General of Police, Minister Mohamed Maharoof and top officials of the three armed forces attended the meeting. President Chandrika Kumaratunga, meanwhile appealed to people to stay calm and maintain peace. "There are people with selfish motives trying to incite the public. I appeal to you to remain calm and not be deceived by such rumours", Kumaratunga said in a statement, on October 31. She further said, "Any clash or conflict which has ethnic or religious undertones is an obstacle to national unity and progress. It is essential that we maintain a peaceful environment in and around Colombo, which is our Commercial Capital, inhabited by people of different communities and religions". The shops are located just 500m away from the Kanchirankuda Special Task Force (STF) camp. The damage caused was an estimated SLR three hundred and fifty thousand, reports claimed. One of the victims of the arson accused the STF of having a role in the incident. He said, "My daughter has joined the [Liberation Tigers of Tamil Eelam] LTTE. Since then Kanchirankuda STF personnel (have) been monitoring my activities with suspicion… STF personnel told me to make a complaint to the SLMM [Sri Lanka Monitoring Mission] stating that the LTTE had forcibly conscripted my daughter. I told them that my daughter joined the LTTE voluntarily. From then onwards STF personnel when buying goods from my shop sometimes do not pay for the goods." The Colombo High Court, on October 31, convicted and sentenced Liberation Tigers of Tamil Eelam (LTTE) chief Velupillai Prabhakaran to 200 years in prison for conspiring to and carrying out the bombing of the Central Bank of Sri Lanka in 1996. Five more LTTE cadres have also have been sentenced along with Prabhakaran. On January 31,1996 in the massive explosion at the Central Bank in the Fort area, in Colombo, over 78 persons were killed and extensive loss and damage was caused to private and public property under the impact of the explosion. In all, 10 persons were charged in the case on 13 counts for conspiring to commit mischief, destroying the Central Bank building using explosives and committing the murders of 78 people at the same time and on the same day, among other things. The accused had further been charged with planning, conspiring and directing terrorist and violent activities in Vauniya, Chavakachcheri, Kilinochchi and Colombo. The value of the destruction in the various incidents at the places cited was over SLR 1,050 million, the state-run Daily News said, on November 1. . Besides 1,313 persons were injured, 324 vehicles and 40 motorcycles destroyed. The names of the accused are Velupillai Prabhakaran, LTTE intelligence wing chief Pottu Amman, Charles Master, Gunaseelan, Ramesh Subramanium Wigneshwaran, Sellaiaha Nawaratne, Rajadurai Sathurukulasingham, Kandiah Sri Ganesh, Ranaiah Poopathy and Karupiah Kamalanathan. The sentence was awarded on the same day as the government and the LTTE met for the second round of peace talks in Thailand. Speaking at the venue of the talks, government negotiating team leader and Cabinet spokesperson G L Peiris said the sentencing of Prabhakaran would not affect the peace talks. Significant decisions on drawing a framework to undertake practicable measures to deal with potential cease-fire violations were reached on the first day, reports added. Further, the establishment of the Joint Task Force and defining High Security Zones in the North with the possibility of relaxing some of the guidelines now in force, would be discussed on November 1, today, reports said, quoting to Norwegian Peace envoy Erik Solheim. Another report said the director of the LTTE’s clandestine Voice of Tigers, S. Thamilamban, and two others came over to Thailand to cover the second session of the talks.
