The state-run Daily News said Sri Lanka Monitoring Mission (SLMM) head General Trond Furuhevede would soon meet the Liberation Tigers of Tamil Eelam (LTTE) leadership in Kilinochchi and apprise them of his discussions with naval and army officials on the LTTE demand of lifting conditions set for its cadres to enter islands in Jaffna to undertake political work. Reportedly, under article 1.11 of the truce agreement between the government and the LTTE both sides ‘reserve the right to deny entry to specific military areas’. Meanwhile, on June2, two more monitors from Iceland joined the SLMM and eight others from Denmark are expected to arrive in mid-June, 2002.

The central committee of the People’s Alliance (PA), which is led by President Chandrika Kumaratunga’s Sri Lanka Freedom Party, is due to meet today, June 4, with Kumaratunga in the chair to assess the implementation of the ‘permanent cease-fire agreement’ signed between the Liberation Tigers of Tamil Eelam (LTTE) and the Ranil Wickremasinghe government. Also coming up for discussion are allegations of violations of the truce terms. Meanwhile, Batty Weerakone, general secretary of the Opposition Lanka Sama Samaj Party (LSSP), a constituent of the PA reportedly criticised the PA and said on June 3 that the PA "… does not maintain a definite position regarding the ongoing peace efforts and the government's economic programme". He also opined that the PA was one with the Janatha Vimukthi Peramuna (JVP) in ‘whipping up racial hatred’.

Speaking in Parliament on an adjournment motion moved by his Tamil National Alliance (TNA), on June 4, Member of Parliament R Sampanthan said the Liberation Tigers of Tamil Eelam (LTTE) was taking considerable risk in engaging in the peace process. The TNA is a four party Tamil coalition that has the blessings of the LTTE. He said, "There must be no assumption that it is only the government of Sri Lanka which is taking risks; it must be realized that even the LTTE is taking risks when it is engaged in the peace process". Furthermore, Sampanthan urged the world Community on behalf of the TNA not to do anything that would prejudice the legitimate struggle of the Tamil people for equality. He also pleaded with the government to reiterate its commitment to implement in totality the ‘permanent cease-fire agreement’ signed with the LTTE so as to take the peace process further ahead.

The Sri Lanka Monitoring Mission said a government notification on fishing restrictions issued under the Prevention of Terrorism Act was violates provisions of the ‘permanent cease-fire agreement’ signed between the government and the Liberation Tigers of Tamil Eelam (LTTE), media reports from Sri Lanka said on June 5. The agreement provided that all restrictions on fishing, save a few exceptions, would be lifted by 90 days after the agreement was signed. Moreover, reports said government forces were still imposing strict restrictions.

Addressing a rally of over-five thousand students in Thambiluvil, 76km away from Batticaloa, on June 6, Liberation Tigers of Tamil Eelam (LTTE) political-wing senior leader Karikalan charged the elite Special Task Force (STF) of deliberately provoking the LTTE to break the ‘permanent cease-fire’ now in force, and declared that they would not succumb. He said at the rally, "… The commandos … are telling our people to make coffins … the STF is trying to bury the peace process in those coffins… [and] is attempting to deliberately provoke us into breaking the cease-fire and starting the war again. He said it was the ’firm belief’ of the LTTE that a lasting solution to the protracted conflict "should be found by peaceful means, through negotiations".

Jaffna residents under the leadership of Jaffna Humanitarian Organisations' Committee are set to participate in a one-day strike on June 12 to protest the government's restrictions on the fishing community, establishment of 'high security zones' in residential areas, construction of new military bases, etc. These were in violation of the terms of the ‘permanent cease-fire agreement’ signed with the Liberation Tigers of Tamil Eelam (LTTE), reports said. Liberation Tigers of Tamil Eelam (LTTE) Eastern Province Special Commander ‘colonel’ Karuna, speaking at the passing out parade of the 52nd batch of LTTE trainees, said, on June 13, in Mavadi Munmari Koddam, the LTTE needs ‘to be strong’ till the Tamils rights are achieved. He thus justified the LTTE continuing to train its cadres, even when mutual cease-fire is in force with the government. He declared that if their rights could be achieved there would be an end to the armed struggle. Karuna said, "If a just solution is found, there will be no need for us to continue the armed struggle. But until our rights are granted, we need to remain strong." He further said the Tamils can not be won over with granting concessions, but their rights have to be granted. 436 cadres of the Special Forces were trained in the batch.

According to delayed media reports, two Tamil teenagers have escaped from a Liberation Tigers of Tamil Eelam (LTTE) training camp in the East on June 15 to Divuldamana, 33 kms. off Polonnaruwa, even as the LTTE assured the United Nations Children's Emergency Fund (UNICEF) that they would not recruit children below 18 years of age. They were allegedly abducted on their way to school on June 3 and had managed to escape walking through the jungle. Sri Lanka Monitoring Mission (SLMM) chief Major General Trond Furuhovde will be visiting Trincomalee in end-June to address complaints on an attack on the Liberation Tigers of Tamil Eelam’s (LTTE) office in Mutur allegedly by Muslim militants. Also he will look into complaints on the implementation of the ‘permanent cease-fire agreement’ signed between the government and the LTTE. Furuhovde, besides, on June 22, called for an independent commission to probe into the alleged attack on two LTTE political cadres in Kayts island. He stated this at a meeting with Peace Secretariat Director General Bernard Goonatilleke and Economic Affairs Minister Milinda Moragoda. Gen. Furuhovde went over to Jaffna following discussions with LTTE political-wing leader Thamilchelvam. At the meeting, the LTTE complained that two of its cadres had been attacked by eight men––three in security force uniforms and five masked civilians. SLMM spokesman Tuitor Torkelsson said investigations revealed that "it (the attack) was a fact and several eye witnesses confirmed it". Owing to conflicting versions on the attack, the SLMM has called for an independent inquiry into the same. Besides, the Army, Navy, Police and the LTTE will conduct separate investigations. Meanwhile Sri Lanka’s Naval Chief Rear Admiral Mohan Wijewickrama said on June 23, "…no conclusion was reached on the involvement of the SLN (naval troops) in the incident."

He was speaking at a discussion organised by local journalists, reports said. Also, two Liberation Tigers of Tamil Eelam (LTTE) representatives, Rasaiah Shanmuganathan and Aasaipillai Soundararajah––both government employees––repprtedly said the government’s apathy towards the ongoing peace process was seriously hampering their work as monitors. They said they are in a piquant situation being representatives of the LTTE. Explaining this, they said, to seek temporary leave from service and function whole-time as Monitors, the government has to provide them with a letter, because the LTTE’s letter appointing them as Monitors would not be accepted by their respective departments. In the end, they would be violating government rules and thus run the risk of losing their jobs. They also expressed the fear that they might earn the displeasure of the security forces.
