At least 13 Taliban militants and two security force (SF) personnel were killed and nine militants injured in clashes in various areas of Swat valley in the North West Frontier Province (NWFP), a security official said on November 2, reports Daily Times .“During the last 24 hours, at least 13 Taliban were killed and nine were critically injured, while two security personnel were also killed,” a spokesman of the Swat Media Centre told APP. The clash killing two SF personnel occurred when the Taliban attacked a patrolling party in Matta tehsil (revenue division) on November 1, he said, adding that the troops retaliated and killed four Taliban militants.

A former deputy attorney-general, Raja Mohammad Irshad, who spilled the beans about Gen Pervez Musharraf’s alleged move during last year’s judicial crisis to get a favourable decision in a case about his eligibility to contest the presidential race, has admitted that he lost his son who was fighting alongside the Taliban against the American-led forces in Afghanistan soon after September 11, 2001. The revelation about his son being on the side of the Taliban, and having gone inside Afghanistan, was made by Raja Irshad during an interview with Dawn News TV. In the same interview, he had also given details of the manner in which the military establishment had contacted him, allegedly on behalf of Gen Pervez Musharraf, to persuade the then Chief Justice Iftikhar Mohammed Chaudhry for a favourable decision. "He was a very brilliant Hafiz-e-Quran, he crossed border, he got martyred, in 2001, because he was inspired by Quran, I can never forget him," he said. Raja Irshad served from 2002 to September 2008 as a deputy to various chief law officers appointed by the government of Shaukat Aziz. In the famous case of missing persons, which was being heard by Justice Iftikhar Mohammad Chadhry, before his sacking, Raja Irshad, despite being the deputy attorney general, had defied the government instructions and had refused to endorse government’s position that many of the persons had died fighting alongside Talibans in Afghanistan. "This is not fair, the allegations against missing persons, you try them in a competent court of law. Why do you keep them in illegal confinement for a number of years," he said. In the interview, Mr Irshad said that one of the "allegations" against him was that he was the father of a man who fought against the Americans. "I said, I can sacrifice my 100 sons for this purpose," he said, adding, I feel proud of him."

In Khar, the agency headquarters, a grand jirga (council) of tribal elders decided to take strict action against those found involved in anti-State activities. They said the houses of those found sheltering the Taliban would be set ablaze and they would be expelled from the area. The jirga decided to impose a fine of PKR Two million on those who sheltered the Taliban in their areas. The jirga members assured the government of their full co-operation, and said they would fight alongside the SFs for restoration of peace in the agency. The jirga members expressed satisfaction over the restoration of the government’s writ in many areas of Salarzai tehsil. They asked the tribesmen to continue co-operation with the government to ensure lasting peace in the agency.

Taliban have assured the jirga that their demands would be put before the Taliban Shura for consideration, adding, the jirga would be informed after the Shura meeting. The four-point formula include reinforcement of peace accord singed between NWFP government and Swat Taliban, Taliban proposals for amendments to the peace accord, Taliban’s reaction regarding draft of Sharia regulation and resumption of talks or initiation of fresh talks between the two sides to reach an understanding. Peace jirga chief, Syed Inamur Rehman, during his recent backdoor meeting with government functionaries and Taliban leaders had expressed optimism that both sides would reach a viable solution to end the ongoing violence in the Swat valley.

According to Dawn, owing to the growing threats to law enforcement agencies in the Swat valley, about 350 policemen have either deserted the force or submitted their resignations. The growing incidents of attacks on their lives have demoralised the policemen who feel insecure in their jobs. District Police Officer Dilawar Bangash, however, withheld their resignations and asked them to change their decision, police sources said. Some of the policemen have been publishing advertisements in the local and regional newspapers disowning the police force. Sources said that those police personnel used to send the cutting of newspapers to local Taliban leadership to clarify their position.

He said troops had completed operation in Sar Senai area of Kabal tehsil and residents, who had moved to safer places during the operation, could return. Sources said the exchange, which took place at Thal tehsil (revenue division) of Hangu district, was made possible by the efforts of the Hangu Aman Jirga (council) in facilitating talks between the local administration and the Taliban. The Taliban released seven soldiers, including Hawaldar Tanveer, Ghulam Mustafa, Imran, Rizwan, Imran Ali, Mohammad Nisar and Arshad, and three Kurram Militia personnel, Shahid, Subhan and Dawar. The three Taliban released were among the seven arrested by the Hangu police in Daoba area on July 9. The Taliban had besieged the Daoba Police Station in retaliation and taken 15 security force personnel hostage. The release of the three men had been a key Taliban demand since their arrest in July. Earlier in September, Rafiuddin and the other two Taliban were released on bail by an anti-terrorism court in Kohat but were re-arrested under the Frontier Crimes Regulation for failing to give security for good behaviour. Dawn reports that the outlawed Tehrik-i-Taliban Pakistan (TTP) has renewed its offer to hold talks with the government and said that use of tribal lashkars (militia) is not a solution to the problem in the tribal region. The group’s spokesman Maulvi Omar told newsmen that the TTP wanted dialogue with the government for restoring peace in the tribal areas and other parts of the country. He claimed that the Taliban were sincere in their offer because violence was in no-one’s interest. He, however, said that the Taliban would not lay down weapons before the opening of dialogue but they would do so if talks proved to be fruitful. Claiming that the Taliban had reduced their activities over the past three months and taken only defensive measures in Bajaur, he threatened to launch major attacks on government installations if the military action was not stopped. He warned the government against pitting tribal people against the Taliban by setting up lashkars and said the government had resorted to the move after having failed to achieve its objective through military operations. He also warned tribal elders against “playing in the hands of the government,” and said the Taliban would wage a war against them if they formed lashkars.

While officials claimed that 21 militants had been killed and several others wounded in the operation, local population put the death toll at 13 including seven militants and six civilians. One soldier was killed and another injured. A curfew has been clamped on parts of Charsadda, Peshawar and Mohmand and people in large numbers are reportedly leaving the area. Local residents told that helicopter gun ships carried out attacks on the Kandharo area in Saafi tehsil (revenue division) of Mohmand, targeting a double-cabin Taliban jeep. Three Taliban were killed while two others were injured. With Cobra helicopters flying overhead, troops backed by tanks have advanced towards Pir Qalla, Juma Khan Korona and Michni areas considered to be hubs of militants. Reports indicate that suspected hideouts of militants in 25 villages of Yaka Ghund subdivision adjacent to Mohmand Agency were attacked. Helicopters destroyed an explosive-laden vehicle of militants in Badai Korona, killing six people. The house of a Taliban leader was destroyed in Qala Shah Begg. Khyber Agency Political Agent Tariq Hayat told the channel that supplies had been suspended following incidents of looting of trucks and containers carrying oil and other supplies for the NATO forces battling Taliban in Afghanistan. He said the NWFP additional secretary had sent a proposal to the federal government on November 11 asking for the suspension of the supplies because of the volatile security situation on the restive Pak-Afghan border. “But some transporters are transporting supplies on their own responsibility,” the political agent told the TV channel. Ten people, including a woman, were injured in two bomb blasts in Peshawar, capital of the North West Frontier Province (NWFP), on November 24, Dawn reported. Syed Kamal Shah, the caretaker of Hussainia mosque, his wife and seven other people sustained injuries in the first blast which occurred in the second-storey washroom of his residence. According to Hashtnagri police, three to five kilograms of dynamite was used for the explosion, which damaged a room and some other parts of the house. The other blast took place in the Pando area injuring one person. Mohammad Ashraf complained to police that two persons had called him out of his house just before the explosion. Naveed also said that after completion of the operation, the legal status of the 25 disputed villages in Michini would be changed and these would be considered as settled area where law-enforcement agencies would set up checkpoints to maintain law and order. He announced that there would be a special quota for people of the village in police recruitment. Colonel Shahid said that arms and ammunition seized from the Taliban included artillery and mortar shells, anti-tank rockets, 82m mortars, a variety of watches used in time-bombs, audio cassettes and literature, guide books for preparing explosives, suicide jackets, machines for preparing explosives and 20 cans of acid used in explosives.

Five persons, including three Taliban militants, were killed on November 26 in two separate clashes between the Taliban and police in Peshawar, capital of the North West Frontier Province (NWFP), Daily Times reported. The first clash erupted when over 100 militants, believed to have entered the city from Darra Adam Khel, besieged the house of Adezai Union Council chief Abdul Malik. According to Malik, the Taliban ordered him to surrender or join them. Upon refusal, they targeted his house with rockets and hand-grenades, he told reporters at Lady Reading Hospital. Malik’s two relatives, Khayal Gul and Sher Mast, were killed while six people were injured in the attack. Malik said security forces came to his rescue soon and attacked the Taliban. After a two-hour battle, the Taliban fled from the incident site leaving behind two dead bodies.

"Artillery backed by tanks and fighter jets pounded underground bunkers and other hideouts of the Taliban, killing 15 of them during the last 24 hours," local administration official Mohammad Jamil told AFP.
