Local Taliban beheaded 22-year-old persons, identified as Mian Jan in the Kabal tehsil (administrative unit) of Swat district in the North West Frontier Province (NWFP) on March 1. The deceased was killed on charges of leaking information to the security forces, police sources said. Mian Jan’s brother, Akbar Shah, told police that the local Taliban abducted Jan from Langnar village. According to the police report, the abductors deposited the headless body of Jan in his native Aligrama village. Mian Jan was on the militant’s hit list for his strong opposition to forces promoting Talibanisation in Swat.

42 people were killed and at least 58 others were wounded in a suicide bombing at a tribal peace jirga (council) near the Zarghunkhel check-post in Darra Adam Khel in North West Frontier Province (NWFP) on March 2, according to Dawn. The jirga (council) of Zarghunkhel, Akhurwal, Sheraki, Bostikhel and Toor Chapper tribes had been convened to discuss the formation of a Lashkar (army) to drive militants out of the area. A severed head was reportedly found at the site and officials believed it was that of the bomber. Some people identified the teenager as a youth from the Sheraki area of Darra Adam Khel. The jirga was attended by over 1,000 tribesmen. It had started at about 9am and ended at two hours later after unanimously deciding to form a Lashkar and calling upon the army to withdraw troops from the area. The meeting also sanctioned action against militants, who were attacking people in the name of Islam. Interior Ministry spokesman Javed Iqbal Cheema told PTV that the meeting was to finalise a resolution to punish anyone who sheltered or helped militants, including al Qaeda, Taliban and other foreign extremists, AP reported.

A peace jirga (council) held in Swat on March 5 blamed the intelligence agencies for the prevailing terrorist threat in the region, alleging that TNSM leader Maulana Fazlullah was a mere tool that must surrender to the authorities. “The government [should] hold talks with the intelligence agencies instead of the local Taliban, as the agencies and Maulana Fazlullah are one and the same in the Swat conflict, while the government is their opponent,” the peace jirga alleged. Addressing a press conference following the jirga, tribal elders — Mukhtar Yusafzai, Sher Shah Khan, Khurshid Kaka Jee, Al-Haj Zahid Khan, Fazal Maula Khan and Adalat Khan — announced a movement to restore peace to Swat and other parts of the region. “Maulana Fazlullah is a criminal and must repent the sins he committed at the behest of the intelligence agencies,” the elders said.

On March 10, the Taliban in Mohmand Agency of South Waziristan said that they were attacking security forces in the agency to avenge the killing of five of their men a week ago. On March 4, security forces had killed five militants after firing rockets at the Nahaqqi checkpost in Mohmand Agency. The newly appointed Tehreek-e-Taliban Mohmand Agency spokesman, Dr Asad told Daily Times, “The Taliban will continue to attack security forces in the agency until and unless security forces end operations in Swat and Waziristan Agency.” He, however, denied that the Taliban had blown up Khasadar checkposts in the agency, saying the government was responsible for the attacks.

The Post reported that armed militants of the local Taliban have started patrolling the streets of Bajaur at the request of the local shopkeepers to stop the ever increasing crime rate. Eyewitnesses have reported that in Inayat Kali, a popular market, militants could be seen guarding it. The president of Inayat Kali Association Shah Mahmood said the crime rate in the area had increased and the government was unable to handle the situation. The shopkeepers subsequently decided to arrange their own security and requested the local Taliban who agreed to perform the duty.

Two policemen and an equal number of suspected militant facilitators were killed in separate bomb blasts in the Swat district of NWFP on March 12, Daily Times reported. Policemen Mustafa and Suleman were killed and two others were wounded when the roadside bomb they were defusing exploded in the Charbagh area. A meeting of security agencies on March 13 named al Qaeda and pro-Taliban commander Baitullah Mehsud as the prime suspects in the twin suicide attacks in Lahore on March 11, according to Daily Times. Sources privy to the meeting said representatives of intelligence agencies, the Federal Investigation Agency, Punjab Police and the Crime Investigation Department said Lahore was being targeted because it housed the regional headquarters of various security agencies. Investigators said at the meeting that Lahore was not a new target as intelligence had arrested 48 suspects including seven would-be suicide bombers from the provincial capital and seized 640 kilograms of explosives before Muharram.

At least five persons, including four tribesmen and one Taliban, were killed and another seven wounded, including five Taliban, as two rival groups exchanged fire during a local jirga in the Mir Ali subdivision of North Waziristan in the Federally Administered Tribal Areas (FATA) on March 15, Daily Times reports. The elders were holding the jirga in the Spin Wam area on Mir Ali-Tal Road when the clash occurred. The locals said the jirga had been called to arrange a compromise between two rival families. While discussing the conditions of a truce, the two sides started fighting, resulting in the casualties. The victims belonged to maliks (tribal elders) and local Taliban.

The Karachi Police arrested Mohammad Kashif, an Intermediate student allegedly linked to the Taliban, on March 19, Daily Times reported. Police also claimed that he was a member of the Harkat-ul Mujahideen-al-Aalmi (HuMA). He was arrested during a raid in Landhi and the police claimed to have recovered weapons and equipment used to seal arms licenses. Kashif reportedly stated that he went to Sialkot in Punjab province a while ago with some friends, became "impressed" with their love for jihad and then decided to go for "jihad training" over there.

Asad, the purported spokesman of the Tehreek-e-Taliban Pakistan (TTP), Mohmand Agency, told Daily Times via telephone from an undisclosed location on March 24 that the TTP was not involved in the attack. He said the local Taliban stood by their cease-fire accord with the government. He suspected that ‘a third force’ was trying to sabotage the government-Taliban truce.

A diary containing vital information, 20 CDs and material related to bomb were recovered from his possession, the police added. The diary reportedly contained information about Taliban activity and addresses of Taliban militants and the CDs had footages of some successful operations conducted by the militants. Dara Tang check post is the entry point from the NWFP, some 80km from Mianwali city.

At least 50 police personnel in the Swat district of NWFP have been relieved of their duties for showing a "lack of courage" during the last year’s operation against pro-Taliban militants, District Police Officer (DPO) Waqif Khan told Daily Times on March 27. "Prolonged absence from duty is another reason for their dismissal," the DPO said. Khan also said that around 200 policemen were on ‘French leave’ or unauthorised absence, 151 were absent from Sindh (River) Police Lines, Mingora, and 31 were absent from the Mingora Police Station. An official source said that policemen in Swat were taking leave to avoid any possible militant attack on them. "The relieved policemen were served several notices but they did not show up. Consequently, they were terminated," the source said.

A man and a woman were stoned to death by militants in the Khwezai-Baezai area of Mohmand Agency in the FATA on March 31 after a ‘qazi court’ (Islamic court) found them guilty of adultery, Dawn reported. This is the first incident of Rajam (stoning to death) carried out in FATA. Earlier, couples found guilty of adultery by militants or tribesmen were executed by firing squads. The woman, identified as Shano from Mohmand Agency, had allegedly eloped with Daulat Khan Malikdeenkhel of Bara on March 15. Dr Asad, a spokesman for the militants, told Dawn that Shano was a married woman living in Peshawar’s Deen Bahar colony. He said a complaint had been received from her family that she had been abducted by Daulat Khan. But later it was reported that she had eloped with him. He stated that some members of the Taliban captured them in Nowshera when they were returning from Karachi. He said the qazi found the couple guilty of adultery and sentenced them to death by stoning and the sentence was carried out in Khwaezai-Baezai, about 40-kms west of the Mohmand Agency’s headquarters Ghalanai.
