A UN investigator called on June 2 for a halt to CIA-directed drone strikes on suspected al Qaeda and Taliban terrorists, warning that killings ordered far from the battlefield could lead to a “Playstation” mentality, reports Daily Times. Philip Alston, UN special rapporteur on extra judicial executions, said missile strikes could be justified only when it was impossible to capture insurgents alive instead and only if they were carried out by regular US armed forces operating with proper oversight and respect for the rules of war. The CIA’s use of unmanned Predator or Reaper drones in Afghanistan and Pakistan against al Qaeda and Taliban suspects had led to the death of “many hundreds”, including innocent civilians, he said in a 29-page report. “Intelligence agencies have no place in running programmes that kill people in other countries,” Alston said. The US is believed to control the fleet of drones from CIA headquarters in Virginia, coordinating with civilian pilots near hidden airfields in Afghanistan and Pakistan who fly the drones remotely, according to Alston. “Because operators are based thousands of miles away from the battlefield, and undertake operations entirely through computer screens and remote audio-feed, there is a risk of developing a ‘Playstation’ mentality to killing,” he said, referring to the popular Sony 6758.T video game console.

US Special Envoy for Afghanistan and Pakistan Richard Holbrooke on June 6 said that Washington accepts that the final political solution in Afghanistan can involve reformed Taliban in the Government if certain “red lines” are respected, reports Daily Times. Holbrooke said the peace jirga (tribal council) in Kabul, in which the Afghanistan President was given a mandate to negotiate with the insurgents, was an important step in efforts to “reach out” to the Taliban and the US supported that effort.

A London School of Economics (LSE) report authored by Matt Waldman, a fellow at Harvard University claimed on June 13 that the Pakistan’s Inter-Services Intelligence (ISI) provides funding, training and sanctuary to the Taliban in Afghanistan on a scale far greater than previously believed .The LSE study, based on interviews with nine Taliban field commanders in Afghanistan between February and May 2010, claims the relationship between the ISI and the militants goes far beyond current estimates. “Although, the Taliban have a strong endogenous impetus, according to Taliban commanders the ISI orchestrates, sustains and strongly influences the movement,” wrote author Matt Waldman. Waldman said the ISI appears to exert ‘significant influence’ on strategic decision-making and field operations of the Taliban and controls the most violent insurgent units, some of which appear to be based in Pakistan. Insurgent commanders claimed the ISI was even officially represented, as participants or observers, on the Taliban supreme leadership council, he said. The report alleges that President Asif Ali Zardari himself had assured captive senior Taliban leaders that they were ‘our people’ and had his backing. He had apparently authorised some to be released from prison. However the LSE report was dismissed by the Pakistani military as "malicious and baseless”. Presidential spokeswoman Farah Ispahani and Afghan Taliban also rejected the report.

The Sunday Times has published a report from Kabul in Afghanistan authored by Miles Amoore in which Pakistan has been accused of providing arms to Taliban militants. The report also accused Pakistan of specifying targets for the Taliban. The report says a large number of prisoners were taken to Quetta, where they were released to cross the border (into Afghanistan). The report says that President Asif Ali Zardari held a meeting with the Taliban ‘second-in-command’ Mulla Abdul Ghani Baradar and two other Taliban leaders and they were released after 48 hours of their arrest following the meeting. The report further says that seven out of 15 members of the Quetta Shura of the Afghan Taliban surely belong to the Pakistani Intelligence. The report accused Pakistan of providing food and arms to the Taliban militants. According to the report, Pakistan also guides the Taliban how to detect landmines. The report also claims that Pakistan gives technical advice to the Taliban for disrupting NATO supplies and the families of suicide bombers are being provided PNR 200,000.

The Taliban claimed to be holding up to 10 soldiers captive. Major General Athar Abbas, Spokesman for the Pakistan Army, said 40 Frontier Corps troops were missing after Afghan Taliban overran the post on the border between the Mohmand and Bajaur agencies, one kilometre from the Afghan border. The Taliban handed over five troops to the Pakistani consulate in Jalalabad in Afghanistan, but the whereabouts of the other 35 is still unknown, he added.

Sources said the fighter jets pounded Taliban (TTP) hideouts at Khadizai, Mamozai, Sawarkot and Molapati areas of Upper Orakzai, killing 20 militants. Samiullah Khan, Deputy Administrator in Orakzai, told AP that the aerial bombing destroyed six Taliban (TTP) hideouts in the area.
