At least 12 Taliban (Tehreek-e-Taliban Pakistan, TTP) militants were killed when fighter jets pounded their hideouts in Orakzai Agency of Federally Administered Tribal Areas (FATA) on July 4, according to Daily Times. The sources said that the fighter jets targeted Taliban hideouts in Mamozai, Khadezai, Molazai, Dabori and Alikhel areas of Upper Orakzai, killing 12 Taliban (TTP) militants and inuring another 10. Four terrorist hideouts were destroyed in the strikes as well.

A wanted TTP ‘commander’, Ameerullah Mehsud, was killed in a clash with Security Forces (SFs) at a security checkpost in Miranshah. Ameerullah alias ‘Langra Qari’ carried a head money of PNR 20 million. Two security personnel were also injured in the clash. Mehsud was listed 11 out of 19 most-wanted TTP commanders by the Government. Taliban sources said Ameerullah and several other Mahsud Taliban commanders had shifted to North Waziristan before the military operation was launched against them in South Waziristan in October 2009. Pleading anonymity, a local Taliban (TTP) ‘commander’ in Miramshah said 45-year old ‘Commander’ Ameerullah was one of the trustworthy commanders of TTP ‘chief’ Hakimullah Mahsud. “He took part in jihad (holy war) in Afghanistan and had lost one of his legs in a landmine blast there,” the Taliban (TTP) ‘commander’ added.

The Government on July 5 offered to hold talks with militant outfits provided that they lay down arms and accept the writ of State, after the country’s top civilian leadership pondered over the question of how to stop deadly terrorist attacks on civilians at a high-level meeting, reports Daily Times. The high-level meeting on the law and order situation was chaired by Prime Minister Yousuf Raza Gilani. Addressing reporters following the inter-provincial meeting on law and order, Federal Information Minister Qamar Zaman Kaira and Interior Minister Rehman Malik renewed the Government’s call for talks with Taliban (Tehreek-e-Taliban Pakistan, TTP) militants ready to renounce violence. “One thing is very clear that they will have to accept the writ of the State and surrender before the Government. Our doors are open for negotiations with those who will surrender before the Government,” Kaira said. He also announced that the Government is reactivating the National Counter Terrorism Authority to deal with the threat of terrorism.

The Inter-Services Intelligence (ISI) Director General Lieutenant General Ahmed Shuja Pasha on July 8 briefed parliamentarians about the ongoing war against terrorism during an in-camera meeting of the Parliamentary Committee on National Security (PCNS), according to Daily Times. The three-hour meeting was held at the Parliament House under the chairmanship of Senator Raza Rabbani. According to sources, the ISI DG comprehensively briefed the parliamentarians about the prevailing situation in the country and the ongoing operation against the Taliban. During the briefing, Jamiat Ulema-e-Islam-Fazl (JUI-F) chief Fazalur Rehman said that he would not support the Government if a military operation was launched in North Waziristan. “Dialogue and negotiations are the best options to deal with the threat of terrorism,” he said. The sources said Fazl criticised US policies in the war against terrorism and demanded the Government end its cooperation with US authorities. Sources, however, said Haider Abbas Rizvi from the Muttahida Qaumi Movement (MQM) supported the military operation against local Taliban in North Waziristan. He also urged the Government to “tighten the grip” on elements who are supporting the Taliban. The sources said that the committee chairman briefed the parliamentarians over the Government’s stance regarding the ongoing war on terror and appreciated the support of all political parties in this regard. Later, while talking to journalists, Rabbani said that Pakistan was an independent and sovereign country and the Government would decide when and where to launch military operations.

The Lashkar-e-Toiba (LeT) is a growing threat to the US and the Western world, Times of India quoting a new investigative report said on July 9. The report by the US-based organisation, Investigative Project on Terrorism, quotes Gen David Petraeus, now commander of the Afghan campaign, telling the Senate a few months ago, "There's no question but that there are elements in Pakistan that have not yet been the focus of the Pakistani counter-insurgency efforts...obviously India has expressed its concern as well. The rise of LeT and the need to take action against it has been a 'source of dialogue' with Pakistani authorities." The report says Westerners who underwent training in LeT's camps include Australian David Hicks, shoe-bomber Richard Reid and Dhiren Barot who had masterminded a failed gas cylinder bombing in London. What makes it difficult to mount a concerted international action against the group is the fact that in Pakistan they enjoy an unprecedented popular and State support. The report details growing cooperation among LeT and al-Qaeda and other terrorist groups, the Afghan Taliban, Tehreek-e-Taliban (TTP), Harkat-ul-Jihad-al-Islami (HuJI) and Jaish-e-Mohammed (JeM).

The interrogation of Pakistani-American David Coleman Headley, who helped the Pakistan-based Lashkar-e-Toiba (LeT) in plotting the 2008 Mumbai terror attacks, points to official patronage of terror groups, National Security Adviser (NSA) Shivshankar Menon said on July 20, reports Times of India. Without naming Pakistan, Menon said the nexus had left no room for India to be optimistic as the link was growing "stronger". "It has been brought to us through Headley that there are clear links between militants and official establishments. It is that nexus with existing intelligence agencies that makes it much a harder phenomenon for us to deal with and suggest it won't be broken soon," Menon said, addressing a conference on terrorism in New Delhi. He said the information that Indian investigating agencies have and deal with suggest that the link "is getting stronger", adding, the interrogation of Headley proved "our worst fears have come true and the situation is as bad as we thought". Stating that "there is less possibility of being optimistic", the NSA said the traditional definition of terror groups in South Asia has become obsolete in the wake of these outfits merging to conduct operations. "The other aspect that is coming from it is how over times in the last few years these terror groups in South Asia have got fused, they are training together, using the same communication," Menon said. "The traditional distinction of these terror groups has become meaningless," he said, referring to Pakistan's "good" Taliban and "bad" Taliban theory.

Under the heading “Afghan War Diary”, the revelations released by online organisation WikiLeaks emerged as Admiral Mike Mullen, chairman of the US Joint Chiefs of Staff, warned of greater NATO casualties in Afghanistan. The documents were provided first to The New York Times, Britain’s The Guardian newspaper and German weekly Der Spiegel. Contained in more than 90,000 classified documents, the disclosures could fuel growing doubts in Congress about US President Barack Obama’s war strategy at a time when the US death toll is soaring. The leaked reports, covering a period from January 2004 to December 2009, suggest that current and former officials from the Inter-Services Intelligence (ISI) have met directly with the Taliban in secret strategy sessions to organise terrorist networks fighting US soldiers. The Guardian said more than 180 intelligence files accuse the ISI of supplying, arming and training the insurgency since at least 2004. One of the reports even implicates the ISI in a plot to assassinate Afghan President Hamid Karzai, attacks on NATO warplanes, a plot to poison the beer supply of Western troops and the 2008 Indian embassy bombing, said the newspaper. WikiLeaks said the leaked documents “do not generally cover top-secret operations”. The site also reported that it had “delayed the release of some 15,000 reports” as part of what it called “a harm minimisation process demanded by our source”, but said it may release the other documents after further review.

Talking to journalists in New Delhi on July 22 Holbrooke said the US has been pushing Pakistan to take action on all these groups. "We understand, as Government, that it (LeT) is a threat and we talk about it all the time with Pakistani military (asking them) to deny their territory to this organisation," said Holbrooke. He said LeT was a part of terror conglomerate comprising Afghan Taliban, Pakistani Taliban and the Haqqani network. "Taliban has almost become a brand," he said. "Under intense pressure these groups seem to be growing closer to each other. Two or three years ago, they were more distinct than now," Holbrooke said. Holbrooke admitted that Pakistan's Taliban connection was a problem. "The links between the ISI [Inter Services Intelligence] and the Taliban are a problem. US has spoken to the Pakistan Government and the military on ISI's links with the Taliban," he said. Holbrooke also said that the “few steps” taken by Islamabad in this direction were “not enough,” adds The Hindu. Referring to ISI’s links with militant organisations, he asserted that tackling the LeT was “equal to any other priority in the region,” as its goal was to create “maximum problems” between India and Pakistan. “Their [LeT, al Qaeda and Taliban] long-term objective is to destroy the Western civilisation and to create crisis between New Delhi and Islamabad. Speaking on a visit to Britain, Richard Holbrooke cited several areas of progress, including a greater Pakistani military push against the militants on its soil, but an Afghan Taliban faction called the Haqqani network remained a “real problem”. “Without Pakistan’s participation, this (Afghan) war could go on indefinitely,” he said in a briefing for reporters after holding talks with Britain’s Chief of the Defence Staff David Richards and UK National Security Adviser Peter Ricketts. “There’s much more cooperation at every level,” he said, citing joint efforts to build bilateral military, consular and economic ties and an expanded assault by Pakistani forces against some militants in areas near the Afghan border. “Everyone talks about North Waziristan but what we talk about is the Haqqani network,” he said, citing several attacks inside Afghanistan he said it had launched. “Let’s be very specific ...It’s a real problem.”

The first attack took place in Shaktoi area of South Waziristan Agency where the drone fired two missiles and hit a double-cabin pickup carrying militants. Taliban (TTP) sources said 14 militants were killed and two others were injured in the attack. The slain militants belonged to the Hakimullah Mehsud-led TTP. The second drone attack occurred in Landi Khel village of Srarogha tehsil (revenue unit) in South Waziristan. Tribal sources said four persons, suspected to be militants belonging to the TTP, were killed and five others sustained injuries. They said the drone fired two missiles on a house where some militants were having dinner. Moreover, six people were killed and four others injured in the third drone attack in the adjoining North Waziristan tribal region. Official and tribal sources said the drone fired two missiles and struck a house in Tolkhel village, seven kilometres north of Miramshah, the headquarters of North Waziristan.

Mattis said it was “no surprise” there may be some relationship between Pakistani Intelligence Services and the Taliban, but he said the motives were unclear to him. Mattis warned that NATO forces would face months of difficult fighting. The general declared that victory in Afghanistan was possible and expressed optimism that troops would start coming home in a year. He has described the 91,000 leaked US military documents, which allege close connections between Pakistan and Taliban militants, as "fictional". Gul, Director General of ISI from 1987 to 1989, said there was "much bashing of the ISI and of the Army indirectly in this case, and they feel that I am probably a convenient whipping boy". Instead, Gul has blamed General Ashfaq Kayani, Pakistan’s present Army chief. Gul, who headed ISI when Pakistan and the US were supporting Islamist militants in their fight against the Soviets in Afghanistan, is mentioned a number of times throughout the leaked intelligence reports. In one report, Gul, who has been an outspoken supporter of the Taliban, is alleged to have dispatched three men in December 2006 to carry out attacks in Afghanistan's capital. However, in an interview in Rawalpindi, Gul said that it was "fictional" and went on to say that "it only depicts the intelligence failure on the part of US and whoever else, but much of it, I think, has been contributed by Afghanistan intelligence".

The spokesman said the US was working with the Pakistanis to eliminate the safe havens which are a threat to Pakistan, Afghanistan and the United States. Stating that the elimination of safe havens was central to US President Barack Obama’s strategy unveiled 2009 December, Crowley said “You have the United States and the international community working with Afghanistan on one side of the border, and you do have Pakistan taking aggressive action on the other side of the border. And our message to Pakistan is that that offensive, if you will, needs to continue.” The Obama administration on July 28 expressed satisfaction over the “aggressive action” taken by the Pakistan Army in the Tribal Areas. While Pakistanis express serious concerns about the US, they have also deep worries about neighbour and long-time rival India than militant outfits within Pakistan, according to the prestigious Pew Research Centre opinion poll carried out inside Pakistan. "When asked which is the greatest threat to their country - India, the Taliban or al-Qaida - slightly more than half of Pakistanis (53 per cent) choose India, compared with 23 per cent for Taliban and just 3 per cent for al-Qaida," it said. However, despite the deep-seated tensions between India and Pakistan, most Pakistanis want better ties with India. Roughly seven-in-ten (72 per cent ) said it is important for relations with India to improve and about three-quarters support increased trade with India and further talks between the two rivals, it said. In spite of pumping in billions of dollars in economic and military aid, the US image in Pakistan was at its lowest ever among the 22 nations included in the poll. 59 per cent of the respondents described America as an enemy and only eight per cent trusted President Barack Obama. The Pakistanis saw little threat from Taliban and al Qaida and only 25 per cent of the people said it would be bad for Islamabad if Taliban takes over again Afghanistan.
